Aerodrome Operating Minima (AOM) 2020Conversion Scenarios from ECOMS to new Standard AOM

“The systematic conversion from ECOMS to the new Standard AOM will affect operators differently depending on the nature of their operations;
domestic or international, country of origin, etc.
Operators, especially those who operate internationally, are encouraged to become familiar with ICAO Doc 9365 AWOM with respect to possible
implications. FAA and EASA approved operators might be less affected because of the harmonization with ICAO.
The effects of replacing ECOMS-based visibility values with the new ICAO-based visibilities will vary by State or by region.
In States where complete AOM are provided (such as United States), minimum visibility will typically remain the same. If the charted visibility was
raised because of a higher ECOMS table value, it is now being replaced by the lower state provided visibility value.
In States that provide no or incomplete AOM, significant changes will apply on instrument approach procedures charts. The new visibilities might
be higher or lower than the charted ones.”
Q: Could you please tell me more specific how it affects my operation?
A: We are unable to do this because it depends on the operator’s approval (Regulation behind the approval).
A1: The different AOM tables and the different rules cannot be compared simply 1:1. With the specific rules behind
the concepts we have to do the analysis on every approach procedure for every set of minima.
A2: The current visibilities are the highest of State (if such visibilities are provided) and another concept (mainly
ECOMS), the new visibilities might be higher, lower or equal to the current visibility minima.

Rules and Tables (samples)

We have identified the following scenarios for the conversion to the new concept (based on
current minima on approach and airport charts):
1. ECOMS without State provided visibilities (*)
2. ECOMS with State provided visibilities (*)
3. TERPS (**)
4. “Standard” minima (**)
5. “Standard/DGCA” (**)
6. “JAR-OPS” (**)
7. Others with State provided visibilities (**)
(*) For Scenarios 1 & 2 the minima (RVR/VIS) will change because of the new tables and rules.
(**) For all other scenarios the same tables and rules are applied as before. The changes on scenarios 3
to 7 are more related to the presentation of minima.
