Malaria Advocacy Working Group (MAWG)

• 1st meeting of the MAWG convened in London 10-11 January 2007. Forty plus participants - now list-serve of 110 individual members representing 60 organizations and 30 countries

• Co-chairs elected - Nicole Bates of Global Health Council and Prof. Wilfred Mbacham of the Cameroon Coalition Against Malaria (CCAM)

• Priority actions identified - outcomes and key opportunities for 2007; MAWG work plan developed; task teams established

• Structure: co-chairs elected annually; task teams; semi-annual meetings; Secretariat supported

• Terms of reference: open membership, serve advocacy functions, support own participation, active & constructive engagement

• Provide strategic counsel to the Partnership with timely, accurate evidence and information and materials for use in advocacy;

• US advocacy efforts contributed to record levels of malaria funding from US Government to PMI and overall funding to GF ( White House Summit , Congressional briefings)

• GF Round 7 malaria advocacy featured strongly in AMD events / messaging; advocates engaged with the Harmonization Working Group's Round 7 trainings

• Significantly strengthened European advocacy with coalitions or

alliances in UK, Belgium, France, Netherlands, Spain, Germany and for EU

• UK Coalition / APPMG launched Malaria Financing Report

• Launch of AU Communication Strategy for Malaria Elimination Campaign

• Malaria advocacy coalitions established in Cameroon, Ethiopia Ghana, Mozambique, Kenya, Uganda, Zambia, Tanzania and Mali

Approve Advocacy proposals:

– Approve the MAWG Work Plan

– Endorse establishing a strategy to strengthen the RBM Partnership "brand " – name recognition .

Proposed Board decisions

• 2007 work plan details activities toward RBM Partnership goals as per Global Strategic Plan 2005 to 2015 to reduce the burden of malaria on endemic countries

• Stronger RBM brand ensures broader recognition and signals that fighting malaria can only be done in partnership. RBM Partnership is now positioned to be the group linked inextricably to malaria.

Approve Advocacy proposals:

– Provide RBM Secretariat with additional $60 000 USD for endemic country participants

– Agree to initiate Board actions to secure an Ex Officio seat for the RBM Executive Director on the Global Fund Board

Proposed Board decisions

• To enhance MAWG messaging and strategies with concrete, current evidence of what is working and not working on the ground and create linkages between global and local advocacy groups.

.• RBM Exec Dir representation on

GF Board will enhance profile of malaria in GF Board deliberations; achieve more balanced representation of three priority diseases.

– Agree to promote the World Malaria Day agenda during the WHA

Proposed Board decisions

Malaria has a global impact; cross-border collaboration is critical, as is involvement of all populations at risk. A World Malaria Day will draw greater international support and be inclusive of all nations and regions affected by malaria

MAWG Next Steps• Communicate Board decisions to partners; implement approved work

plan & report progress

• Development of RBM brand building strategy to be presented at the 13th Board meeting─ Engage external support─ Call on expertise of various partners (with support from Board

members)

• Further efforts to collaborate with HWG, regional, national & local advocacy networks

• Convene 2nd MAWG global meeting in late July with participation of at least 10 representatives from endemic country advocacy groups

• Longer-term planning exercises re: advocacy sustainability, impact evaluation

Requests for Board Action

1. Approve the MAWG work plan

2. Agree that building the RBM brand is a collective priority

3. Provide the RBM Secretariat with additional $60 000 USD to sponsor the participation of endemic country representatives in MAWG meetings

4. Task the Executive Committee to initiate Board actions to secure a Ex Officio seat for the Executive Director of the RBM Partnership on the Global Fund Board

5. Agree to promote the establishment of a World Malaria Day within the World Health Assembly
