On June 25, the board passed its 2012-13 general fund budget where expenditures, even after making $1 million in cuts, outpaced revenues by more than $1 million, depleting the district’s fund balance (cash reserves) in the process in order to balance the budget as required by state law. Following a deficit of $1,001,095 for 2011-12, the 2012-13 budget shows a projected deficit of $1,156,602, reducing the district’s fund balance from just over $2 million (10 percent of expenditures) two years ago to a negative $122,000. “We’re not alone, as many districts are burning fund equity,” said MPS Director of Business Operations Scott Blankinship at the June 25 school board meeting. See story on page 10 Enbridge hosts open house on pipeline replacement project Enbridge Energy held a project open house June 25 at the Marshall Activity Center regarding the company’s Line 6B Phase 2 Replacement Project. The Marshall open house was the first of four which Enbridge held in Michigan (Three Rivers, Marysville) and Indiana (LaPorte) last week. Project manager Tom Hodge said that the company intends to replace 170 miles of pipeline over the next two years including a five-mile stretch east of Marshall which also includes the site of the July 2010 rupture. “We’re taking out a pipeline that’s 40 years old and replacing it with with a new pipeline with modern day coating and heavier wall,” said Hodge. See story on page 20 Living the dream: a 1965 Shelby Mustang Jim Ayers of Olivet said he looks forward to Cruise to the Fountain each year. “The car show itself is like an art show,” he said. “The craftsmanship, art work and imagination of the people come from all walks of life.” For Ayers, 64, his walk has taken him through three 1965 fast backs, the first of which was a Mustang Coupe, which was totaled in an accident; the second, which he sold; and now he has what he says is his dream car: a 1965 Mustang fast back GT 350H Shelby clone. On June 22, on the grounds of Johnson System, the vertical axis wind turbine got its first test run and demonstration at an event with both companies hoping that the different-looking structure becomes a familiar sight in the coming years as a source of alternative energy. Johnson is the sole manufacturer of all the steel components of the ArborWind turbine, including the 20-feet tower to which the turbine is attached. Editor’s CornerThis column first appeared on July

4, 2009 and I’ve run it each yearsince. The references to healthcareand Greece were added in 2010.

Wednesday is Independence Day,our nation's 236th birthday.

Rarely do we hear it referred to as Independence Dayanymore, which would at least give us the insight of howthe United States became a nation rather than just celebrat-ing its birthday.

There's a big difference between celebrating a birthdayand celebrating independence, of which there seems to beless and less of these days.

With each passing year, it seems the spirit of indepen-dence that started this nation and made it great is shrinkingas more and more people look to the government to solvetheir ills and the government, in return, acts as their citi-zens' enablers.Don't worry about a thing. We're from the Government

and we're here to help.In the Declaration of Independence, our Founding Fa-

thers wanted to establish a government that derived theirjust powers from the consent of the governed and, if a gov-ernment became destructive, it was the right of the peopleto alter or abolish it.

Today, it seems that those voted to serve in Congressthink they know better than the citizens that put them thereand rather than act in their constituents' best interests, act intheir own best interests, the constituent being just too naiveto understand.You wouldn't understand. Just go back and distract your-

selves with your gadgets and reality TV shows. We'll takecare of everything.

With each passing year, the federal government seem-ingly gets more involved in more and more aspects of ourlives, making us anything but independent.

New to the list is the government's imminent involve-ment in our nation's healthcare system, where it's becomingmore apparent that you may not be able to keep the cover-age that you currently have down the road, as waspromised.

As we've seen recently in Europe, and especially inGreece, government's failure to follow through on keepingits unrealistic promises is beginning to suffocate the conti-nent and its citizens with mountains upon mountains ofdebt.

And it looks like that model is coming here, all becausethey know better, all the while sapping our independenceuntil there will be a day where we wouldn't recognize inde-pendence if it slapped us across the face, yelling at us towake up and look at what's happening.

The more powerful government becomes, the more itwill resemble King George's regime our Founding Fathersfought so hard to get away from.

As written in the Declaration of Independence: A Princewhose character is thus marked by every act which may de-fine a Tyrant, is unfit to be ruler of a free people.

By all means, enjoy our nation's Independence Day, be-cause the United States, thankfully, is still the greatest na-tion on earth, but the day is coming where we will have todecide once and for all if we want to remain truly free.

Summer usually means higher gas prices as more motorists hit the road, but overthe past several weeks, gas prices have dropped by 30-40 cents, the lowest it hasbeen in five months. Some experts say that the lower prices are an indication thatAmericans are changing their driving habits and consuming less fuel.

auction and dinner was heldat the home of Tom Frankeon Saturday June 9.

The weather was beauti-ful, the food was deliciousand the attendees were verygenerous.

Some of the items auc-tioned off were a gift card toChateau Chantal, DetroitTigers tickets, a week's stay

at a cottage in Ireland, ahandcrafted copper waterfountain, several paintingsby local artists, a weekend atCrystal Mountain and ofcourse, a trip to England toname just a few.

We grossed over $46,000.This was a very good yearfor us. We are so grateful toeveryone who contributed inany way.

This money will go a longway in helping us providemedical care to the unin-sured during the summermonths.

People need to decide what’s best for MarshallTo the Editor:Mywife and I live in Grand

Rapids, but we had our honey-moon in Marshall at the Na-tional House Inn in 1995. Sincethen, we have come back toMarshall every year, sometimesmore than once a year. We likethe National House, the shops,the Brooks Fountain, the his-toric buildings and sites. Wecome for the Home Tour or justto walk around the historicneighborhoods. We always paya visit to Schuler’s Restaurantand also Turkeyville, U.S.A.and we also eat at other placesfrom time to time.

It alarms me to learn thatthere are people in Marshallwho might too casually reduceand jeopardize the historic dis-trict as a convenience for ex-

pansion of Oaklawn Hospital.The historic district, to me, iswhat Marshall is all about.

These medical projects tendto sweep all objections asidewith the airy claim that they are“saving lives” and must not beimpeded by anyone or any-thing. I have seen the samekinds of battles in every com-munity I have lived in as hospi-tal expansion projects knockdown historic and useful build-ings whose community valuethey have not bothered to con-sider or comprehend.

Here in Grand Rapids, Blod-gett Hospital is an example of ahospital that became one of thenation’s top hospitals despitebeing landlocked in the city andhaving to grow more up thanout. Blodgett uses things like

employee shuttles and sharedparking lots to cut down onspace requirements and it iscurrently in the midst of abuilding boom-all on its origi-nal footprint of land. I haveheard Blodgett’s financial peo-ple fume in the past about hav-ing to “grow or die,” but theyhaven’t died and they haven’tdemolished the neighborhood.Another local hospital, Metro-politan, did abandon its originallandlocked location and relo-cate to a larger space in a GRsuburb, and now they are one ofthe nation’s top hospitals aswell.

I am not saying that GrandRapids hospitals are doingeverything right-that’s definitelynot true. But they are providingsome examples of creative ac-

commodation of the communi-ties in which they function,even if it’s not their first prefer-ence to do so.

Most people are favorableenough toward hospitals to sup-port expansion as long as hospi-tal representatives do not claimthat their way is the only wayor insist that the community jet-tison every other communityvalue.

My wife and I hope thatMarshall will continue as oneof the midwest’s great, historicand architectural attractions. It’sup to Marshall and its people todecide what is best for the hos-pital, not the other way around.
