Assignment Title: Appointment of Project Management Consultant (PMC) for NCRMP II in

the State of Maharashtra

The Government of India has received financing from the World Bank towards the cost of the

NCRMP II, and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) shall broadly include assisting Relief & Rehabilitation

Department, SPIU, NCRMP II, Maharashtra and executing line Departments in implementation

of NCRMP II in Maharashtra for a period of approximately 36 months. The broad scope of

services will include but not limited to assisting the SPIU and line departments in project

management, monitoring, safeguard compliance, procurement & contract management, financial

management and other reporting requirements.

The Project Director, SPIU, now invites eligible Consulting firms (“Consultant”) to indicate their

interest in providing the services. Interested Consultants should provide information

demonstrating that they have the required qualifications and relevant experience to perform the

services. The shortlisting criteria are:

1. The firm should demonstrate that they have at least 2 similar experiences as PMC

costing not less than INR 100 million (or equivalent US$) in assisting the client in

managing the project implementation funded by either central government or donor

agencies;

2. The firm should demonstrate that they have enough capacity (including personnel) in

handling project management;

3. The firms should have an average annual turnover of at least INR 200 million (or

equivalent US$) in the last 3 years; and

4. Experience in handling externally aided projects such as the World Bank/ADB and or

other multilateral financing agencies will be an advantage

Annual Audited Financial statement for the last 3 years;

Short note on the similar projects implemented by the firm pertaining to the shortlisting

criteria along with the contact details of past clients;

The EOI should contain sufficient supporting document to substantiate the claim of the

Consultant towards their qualification as per the shortlisting criteria.

The attention of interested consultants is drawn to paragraph 1.9 of the World Bank’s

Guidelines: Selection and Employment of Consultants (under IBRD Loans and IDA Credits and

Grants) by World Bank Borrowers January 2011 updated July 2014 (“Consultant Guidelines”)

setting forth the World Bank’s policy on conflict of interest.

Consultants may associate other firms in the form of a joint venture or a sub-consultancy to

enhance their qualifications. The submission should clearly state the nature of Association (JV or

sub-consultant).

A Consultant will be selected in accordance with the Quality & Cost Based Selection (QCBS)

method set out in the Consultant Guidelines.

Draft Terms of Reference for Appointment of Project Management Consultants (PMC) for

NCRMP-II, Maharashtra

The National Cyclone Risk Mitigation Project (NCRMP) is a pioneer project drawn up by

Ministry of Home Affairs (MHA) Government of India (GOI) to be implemented in 13 cyclone

prone coastal States/UTs with World Bank assistance. In Maharashtra, the project will be

implemented in Coastal Districts i.e. Thane, Ratnagiri, Sindhudurg, Raigad, Mumbai and

Mumbai Suburban. The focus of the program is to reduce the vulnerability of coastal

communities to cyclone and other hydro-meteorological hazards through construction of

Multipurpose Cyclone Shelter (MPSC), Strengthening of Saline Embankment and Underground

Cabling works.

For the above work, it is proposed to set up a State Project Implementation Unit (SPIU) in the

house of Relief and Rehabilitation department, Government of Maharashtra, which will be

responsible for overall coordination and management of the program including reviewing the

quality, integrity and efficiency of the coastal designs and support the training program for

capacity development.

Considering the vulnerability of the state, Maharashtra is chosen as one of the states under the

National Cyclone Risk Mitigation Project. To support the timely implementation of the project,

SPIU, NCRMP, Relief and Rehabilitation department proposes to recruit Project Management

Support Consultancy (PMC).

The selection and engagement of the PMC will be undertaken by Relief and Rehabilitation

Department in accordance with the Quality and Cost Based Selection Procedures set out in

World Bank’s Guidelines: Selection and Employment of Consultants (under IBRD Loans and

IDA Credits and Grants) by World Bank Borrowers setting forth the World Bank’s policy of

conflict of interest as amended from time to time. The PMC should preferably have had prior

experience of working on multilaterals financed projects, and familiarity with World Bank’s

procurement, safeguards, and other procedures/policies. The cost of the PMC will be financed by

the Project. The duration of the engagement of the PMC is expected to be of 3 years. The broad

scope of work will include but not be limited to the following

Scope of Work

A.Project Management

1. Assist SPIU and the implementing department and other related stakeholders to set up

and streamline project management, implementation, and monitoring systems and

procedures for all components under NCRMP-II;

2. Assist SPIU & line departments in preparing annual work plans, detailed implementation

schedule, and budgets using computer based project management tools ;

3. Coordinate and supervise the work of other consulting firms engaged for the project

providing its support in implementation of the civil works and all the engineering and

technical aspects of the project, and will be responsible for carrying out the community

awareness and participation campaigns on Disaster Risk Mitigation (DRM) in the state;

4. Develop ToRs, and provide necessary assistance to SPIU for carrying out necessary

independent studies/evaluations on various aspects of disaster mitigation under the project;

5. Assist SPIU and line agencies in implementing and updating the procurement plan for the

project;

6. Review Detailed Project Reports (DPR) and tender documents prepared for MPCS,Saline

Embankment and underground cabling ensure that the same is in compliance with the

procurement plan approved;

7. Review tender evaluation reports prepared by line Agency and provide inputs to SPIU for

appropriate course of action;

8. Assist SPIU in procurement of goods and services by preparing the necessary/appropriate

procurement documents, adopting procurement processes, contract award and execution

9. Prepare and train community on maintenance of assets created under the project;

B. Project Performance, Monitoring, Reporting and Monitoring (SRM) Framework

1. Establish a robust IT based Project Monitoring System(PMS) based on the outputs of the

components and the results framework indicators of the project and, implementation

schedule thereof;

2. The PMS developed should be web enabled and must be capable of track progress

(physical and financial )to determine whether the project is achieving the targets envisaged

and producing reports pertaining to procurement, accounting and financial management of

the project;

3. Develop and link PMS to the line agency’s works to enable the later to update physical

construction progress, invoicing, contract management, and of each site on a daily basis;

4. Collect secondary data and if required, generate primary data for baseline information and

update implementation progress through PMS;

5. Monitor the progress of the project based on PMS output. Alert Implementing Agency (IA)

and to anticipated problems on time and suggest corrective actions;

6. Ensure receipt of monthly physical progress reports from Implementing Agency(IA) and

submit compilation of the same into quarterly/semi-annual progress reports to SPIU,World

Bank and NDMA or as desired/directed by SPIU,NCRMP;

7. Compile and prepare all reports as per World Bank and NDMA, Government of India

requirements

8. The PMS should also include provisions for collection and reporting data on

application/implementation of environment and social safeguards in accordance to the

ESMF for the project;

9. Incorporate provisions for tracking training and capacity building activities carried out in

the project and other SPIU financed activities, produce composite reports.

C. Engineering Design

1. Finalize along with Implementing Agency, the key design parameters for MPCS for

(based on applicable design standards and construction norms.

2. Provide necessary oversight inputs to SPIU and Implementing Agency(IA) on matters

relating to detailed engineering design and drawings prepared by DSCs;

3. Undertake review of sample sites for construction and quality control methods, review

certification of works, conforming specifications and drawings, provided by Implementing

Agency;

D.Procurement Management

1. Assist SPIU in reviewing and approving procurement contracts for civil works, goods and

services undertaken in the project;

2. Prepare documentation on norms, procedures, and costs estimates in consultation with the

line agency for maintenance of assets post construction stage.;

3. Prepare regulatory framework and procedures for dispute resolution of contracts.

4. Prepare and issue guidance on the evaluation procedures and reporting formats based on

the templates provided by NDMA/SPIU and World Bank;.

5. Review bid document prepared by Implementing agency and provide

inputs/comments/suggestions to SPIU for curse of action to be taken – if any required;

6. Review and monitor contract variations and time extensions, and assist Implementing

Agency(IA) and their authorized staff to maintain /update records of contract prices and

completion dates in the PMS and update procurement plan accordingly;

7. Audit/review contractor’s requests for time extensions, variations, additional compensation

and claims and recommend appropriate measures/actions to process necessary approvals;

8. Assist SPIU/Implementing Agency (IA) in resolution of contractual issues including

review, evaluation and confirmation of contract variation orders and any other related

matter;

9. Track project compliance to social and environment regulations and safety.

10. Any other work related to contract administration as directed by SPIU

E.Environment Management and Social Development

1. Study the Environment and Social screening checklist prepared by SPIU

2. Ensure compliance of environmental and social safeguards of all works under the project

in line with the Environment & Social Management Framework (ESMF). Review

environmental management plan (EMP) for each site and ensure that the principles and

processes laid down in the ESMF are followed.

3. Collect base line data on social and environmental safeguards, update it semi-annually, and

monitor the implementation as per the Environment Management Plan (EMP) prepare by

Environment consultant

4. Provide inputs in establishing a system for monitoring the Project’s environmental and

social indicators, in compliance with the ESMF developed for the project. Indicators shall

also include specific data pertaining to the number women beneficiaries and women

headed households, etc.

5. Conduct training and sensitization workshops for relevant staff, consultants, and

contractors prepare the required manuals/toolkits for community groups to carry forward

the training to their members

6. Review and check the quality of data, evaluate the effectiveness with which the mitigation

and monitoring measures are being implemented, and recommend further actions to be

taken.

7. Prepare periodic safeguard monitoring reports as per the format acceptable to world

Bank/NDMA and other statutory agencies.

8. Assist SPIU in the preparation of documentation required for processing statutory

clearances as and when required;

9. Undertake site visits for conducting environmental and social audit of

contractors’/executing agency’s compliance to ESMF as required by SPIU;

10. Assist SPIU/Implementing Agency (IA) in processing grievances related to

environmental/social safeguards complaints in a timely manner.

11. Report on the status and progress of institutional arrangements and functioning of

environmental management along with any environmental impacts to be addressed, and

reflected in the Project progress report prepared by SPIU;

12. Ensure/oversee community consultations and disclosure of approved project activities to

the beneficiary communities;

13. Should any resettlement be triggered, then assist SPIU in resettlement planning,

documentation, jointly work with line agency in processing and implementation of

Resettlement Plan (RP);

14. Any other work related to Environment Management and Social Development as directed

by SPIU.

F. Financial Management

1. Assist in preparation and finalization of project budget and timely update of the budget

document as required

2. Manage the overall fund flow for the project, preparation of sanction orders for release of

funds along with the required support and coordinate the sanction of funds to implementing

agencies.

3. Maintain books of accounts and records for the project, manage invoice processing for the

contractors

4. Oversee timely submission of internal and external audit reports, and preparation of

financial disclosures for the project

5. Any other work related to Financial Management as directed by SPIU.

F. General

1. The Consultant shall provide necessary training and capacity building for the staff of the

implementing agencies and SPIU on functional areas requested by SPIU;

2. Assist in preparation and finalization documents required for implementation of NCRMP

such as investment proposal, project budget, project procurement plan etc.

3. Assist the Implementing agency and SPIU in improving their financial Management,

including assistance for preparation of expenditure claims;

4. Establish and operationalize the web based PMS and ensure its regular updation by the

executing agency.

5. Assist SPIU and develop an IEC program for communicating the project features, goals

and objectives to the beneficiary community;

6. Coordinate with NDMA and World Bank, as required, for successful implementation of

NCRMP

7. Any other work as directed by SPIU from time to time

The Government of India has received financing from the World Bank toward the cost of the

National Cyclone Risk Mitigation Project (NCRMP) II, and intends to apply part of the

proceeds for consulting services.

The consulting services (“the Services”) shall broadly include:

1. Auditing of environment and social issues in compliance with NCRMP Environmental and

Social Management Framework (ESMF). All aspects of ESMF implementation will be

reviewed and verified by the consultants for construction of underground cabling in the

state of Maharashtra;

2. The Consultant will review and verify adequacy of existing system/practices for

application of correct and relevant safeguard procedures and practices, and compliance

of the guidelines detailed in the ESMF and relevant environment and social

laws/acts/regulations in India.

The overall objective of the Environment Impact Assessment (EIA) and Social Impact

Assessment (SIA) study is to help Maharashtra State Electrical Distribution Company

Ltd. to advice on environment impact, social issues and compliance with ESMF and

make recommendations for performance improvement.

3. To provide these services, the SPIU wishes to engage consultants who have qualified

EIA& SIA experts with in- depth knowledge and experience in Environmental Impact

Assessment and Social Impact Assessment. The engagement of the finally selected firms

is expected to be for a period of 4 (Four) months.

The SPIU, NCRMP II, Maharashtra, now invites eligible consulting firms (“Consultants”) to

indicate their interest in providing the Services. Interested Consultants should provide

information demonstrating that they have the required qualifications and relevant experience to

perform the Services. The short listing criteria are:

1. The firm should have 5 years experiences of conducting Environmental Impact

Assessment and Social Impact Assessment in similar assignments;

2. The prospective should have adequate financial capacity in carrying out such

assignments;

3. The firm should demonstrate that they have adequate capacity (including personnel)

in handling such assignment; and

4. Experience in handling externally aided projects such as the World Bank and ADB

will be an advantage.

Expressions of interest (EOI) must include:

Introductory letter on letter head (with complete contact details – name of contact

person, mailing address, telephone, fax, email etc. ) explaining how the firm is best to

deliver the task

Organization profile

Immediate past three year’s audited financial statements;

Short note on the similar projects executed by the firm pertaining to the short listing

criteria

The EOI should contain sufficient supporting document to substantiate the claim of the

Consultant towards their qualification as per the short listing criteria.

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s

Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits &

Grants] by World Bank Borrowers January 2011 updated July 2014 (“Consultant Guidelines”),

setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms in the form of a joint venture or a sub-consultancy

to enhance their qualifications. Such association shall be clearly indicated either as JV or sub-

consultant.

A Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS)

method set out in the Consultant Guidelines.

Draft Terms of Reference (TOR) for

Environment Impact Assessment (EIA) and Social Impact Assessment (SIA) for

underground cabling under National Cyclone Risk Mitigation Project (NCRMP-II),

Maharashtra

Environment Impact Assessment (EIA) is a decision support mechanism to ensure that the

project design and implementation are environmentally sound and sustainable. During the

preparation phase, the objective of the EIA is to provide inputs to the selection of sub-

projects, feasibility study; preliminary and detailed design as well as assist development of a

holistic development of the project package. During the implementation phase, environmental

management plans (developed as a part of the EIA during the preparation phase) are used for

executing the environmental mitigation, enhancement and monitoring measures.

In the preparation phase, the EIA shall achieve the following objectives:

1. Identify and analyze upstream environmental issues that affect the entire development

package;

2. Establish the environmental baseline in the study area, and to identify any significant

environmental issue;

3. Assess impacts of the project, and provide for measures to address the adverse

impacts by the provision of the requisite avoidance, mitigation and compensation

measures;

4. Integrate the environmental issues in the project planning and design; and

5. Develop appropriate management plans for implementing, monitoring and reporting

of the environmental mitigation and enhancement measures suggested

Project Background

The National Cyclone Risk Mitigation Project has been drawn up with a view to address the

cyclone risks in the country, with World Bank assistance. The NCRMP is a flagship program,

the first Bank funded project in India exclusively focusing on ex-ante disaster risk mitigation.

It is being implemented by the NDMA with support from the Ministry of Home Affairs

(MHA), Government of India, focusing on cyclone prone coastal States and Union

Territories. The main objectives of the project are to: (a) minimize risk and vulnerabilities to

cyclones; (b) to strengthen the structural and non-structural cyclone mitigation efforts and; (c)

to build capabilities and capacities of people for cyclone risk mitigation in harmony with the

conservation of coastal ecosystems.

Considering the vulnerability of the state, Maharashtra is chosen as one of the states under the

National Cyclone Risk Mitigation Project. The main component of project includes

underground cabling of high tension and Lowe tension lines in the Alibaug coastal areas.

To understand, assess and mitigate issues related to environment management, land

requirement, displacement and resettlement, the National Disaster Management Authority

(NDMA) had conducted a study in participating states for National Cyclone Risk Mitigation

Project II. This Environmental and Social Management Framework (ESMF) has been

developed for avoiding, minimizing, mitigating and managing the identified environmental

and social issues, which are likely to arise due to the implementation of sub project level

activities. This approach helps in effective environmental and social management in a

scenario where multiple sub-projects are located in different parts of the coastal region.

The ESMF has been prepared for supporting the integration of environmental and social

aspects within the decision making and implementation process of various sub-projects. It

will also support compliance with applicable laws and regulations of Government of India

and State Governments apart from meeting the requirements of the relevant Bank policies.

The Environment and Social Management Framework is an essential ingredient aligned with

the project and sub-project cycle. It is to be followed through the entire project cycle from

site identification, screening, review, implementation, and monitoring. It also provides

guidance on the management measures to be adopted for various types of planned

investments under the project.

Under Environmental and Social Management Framework (ESMF), the Environment Impact

Assessment (EIA) and Social Impact Assessment (SIA) study will be undertaken by SPIU,

NCRMP, Maharashtra to help Maharashtra State Electrical Distribution Company Ltd

(MSDCEL) and advice on environment impact, social issues and compliance with

Environment Social Management Framework.SPIU, NCRMP is proposes to appoint

consulting firm for effective implementation of the project.

Technical Details of Project: Conversion of High Tension & Low Tension over head

distribution Network into HT& LT underground cable system in Alibag Town Area & nearby

villages of coastal belt at Tal-Alibag, Dist-Raigad

During cyclones, the electrical infrastructure gets badly affected resulting in breakdown of

electricity, causes injury and even death and hampers relief and rescue. Re-establishing of

infrastructure is not only time consuming, affecting business, industry, school, hospitals and

everyday living but also costly. The conversion of HT (High Tension) & LT (Low Tension)

overhead lines into HT underground cables will be carried out based on the vulnerability of

existing electrical infrastructure. Alibag, is a coastal town and a municipal council in Raigad

District in the Konkan region of Maharashtra, India.

The Scope of the Environment & Social Impact Assessment (ESIA) studies will consists of several

aspects of both environment and society. The scope of the present studies includes:

Transect Walk strip plans (based on street plans available) with all the features along

the alignment. The impacts, however minor, along the alignment to be marked on

these plans.

The entire alignment to be video graphed for records.

Development of a detailed strip plan of the proposed underground cable alignment

with reference to ESIA, providing various features that are located along the

alignment and its immediate vicinity (at least double the width of the trench).

A video of the transect walk shall be submitted.

Preparation of environmental and socio-economical profile of the project town/ city,

through primary and secondary information (comprising demographic, socio-

economic, physical, biological and ecological environmental features, etc.)

A socio-economic survey of the households along the alignment duly covering all

indicators for the present and future evaluation and assessment.

Preparation of a questionnaire or instruments for the ESIA study and share the same

with World Bank for review.

Based on the strip plan and field visits, develop an inventory of impacts to

temporary and permanent structures

trees and other environmental features

various sensitive receptors such as schools, religious places and other

common property resources and

Any other issues, which may be affected while laying the underground

cable network and during operation and maintenance.

Description of the existing underground infrastructure such as water distribution

network, sewage system, telecom network etc. and impact of the present project on

these infrastructures.

Identification of various other issues such as disposal of excess excavated earth,

waste, disposal/ reuse of old overhead electric cables, dismantling/ disposal of

electrical poles, disposal of excess transformers (if any), disposal of transformer oil (if

any), etc.

Assessment of the health and safety impacts of laying the underground cable network,

both during construction and operation phase of the project.

For all the impacts/ issues identified above, recommend elimination or mitigation/

management measures to be implemented by the project agencies and the construction

contractors, in line with the Environmental and Social Management Frame work

(ESMF).

Study & inclusion of measures and plans mitigating temporary/ permanent impacts to

the structures and communities along the cable alignment. Preparation of site specific

EMP to mitigate environmental impacts, RAP (if there are resettlement/ rehabilitation

issues) and/or SMP for mitigating social impacts and community engagement.

Identification of various regulatory clearances that may be required for the project,

such as CRZ, clearances, tree cutting permissions, “No objections” from state /

national agencies, utility agencies, etc. Assist Maharashtra State Electricity

Distribution Company ltd (MSEDCL) and SPIU of Maharashtra in obtaining

necessary clearances.

Preparation of a Monitoring Plan with reference to SEIA

A Grievance Redressal mechanism as given in ESMF as per World Bank guidelines

available in their website “www.worldbank.org”

Conduct formal stakeholder Public Consultations, to understand the impacts

anticipated by the communities and also to explain measures the project proposes to

implement to mitigate these impacts. These Public Consultations to be conducted with

the communities for information dissemination and their feedback. At least one such

consultation with women in each community. All the consultations need to be

recorded. The World Bank and the Maharashtra State Electricity Distribution

Company LTD (MSDCEL) need to be informed before conducting these

consultations for possible participation.

A minimum of three workshops with stake holders and public hearing are to be

organised by the Consulting Firm.

After review, revising and finalising the EMP and RAP/ SMP for implementation.

For any item which was not covered in the “Terms of Reference” but required for the

Consultancy work, the rules/guidelines/norms of MSEDCL/World Bank shall be

followed.

Inception

The Consultants shall use the inception period to familiarize with the project details. The

Consultants shall recognize that the remaining aspects of the project, such as engineering and

social, are being studied in parallel, and it is important for all these aspects to be integrated

into the final project design to facilitate their successful implementation. The Consultants

should also recognize that due care and diligence planned during the inception stage helps in

improving the timing and quality of the EIA reports. During the inception period, the

Consultants shall (a) identify the sources of secondary information on the project, on similar

projects and on the project area, and (b) undertake preliminary consultations with selected

stakeholders. Following the site visits and stakeholder consultations, as well as a review of

the conditions of contract between the consultant and the SPIU, the consultant shall analyse

the adequacy of the allocated manpower, time and budgets and shall clearly bring out

deviations, if any. The Consultants shall study the various available surveys, techniques,

models and software in order to determine what would be the most appropriate in the context

of this project.

The Consultants shall interact with the engineering and social consultants to determine how

the EIA work fits into the overall project preparation cycle; however lapping areas are to be

jointly addressed; and to appropriately plan the timing of the deliverables of the EIA process.

These shall be succinctly documented in the Inception Report

Environmental Management Framework (EMF):

The EMF will cover the entire project (inclusive of all phases of the project); shall identify all

potential environmental issues in the project; and shall develop a management framework for

addressing all these issues. To this end, the EMF shall consist of (i) overall environmental

baseline; (ii) identified macro/regional level environmental issues that would need to be

considered in the analysis of alternatives, planning and design of the subprojects; (iii) a plan

to address the identified macro/regional environmental issues;(iv) sub-project level

environmental screening procedures, including exclusion criteria, if any; (v) procedure for

environmental scoping; (vi) a framework to address environmental issues in the project (vii)

generic EMP for addressing known, common, or usual environmental impacts in the project;

(viii) a plan for building adequate environmental management capacity in SPIU. Each of

these is described below.

Overall Environmental Baseline:

All regionally or nationally recognized environmental resources and features within the

project’s influence area shall be clearly identified, and studied in relation to activities

proposed under the project. These will include all protected areas (national parks, wildlife

sanctuaries, reserved forests, RAMSAR sites, biosphere reserves, wilderness zones),

unprotected and community forests and forest patches, wetlands of local/regional importance

not yet notified, rivers, rivulets and other surface water bodies. Sensitive environmental

features will include wildlife corridors, biodiversity hotspots, meandering rivers, flood prone

areas, areas of severe landslide and river erosion, flood embankments (some of which are also

used as roads). Consultants shall consolidate all these information in a map of adequate scale.

Stakeholder Identification & Consultation:

Consultation with the stakeholders shall be used to improve the plan and design of the

project rather than as project information dissemination sessions. The consultants shall carry

out consultations with Experts, NGOs, selected Government Agencies and other stakeholders

to (a)collect baseline information, (b) obtain a better understanding of the potential impacts

and (c) appreciate the perspectives/concerns of the stakeholders, and (c)secure their active

involvement during subsequent stages of the project. Consultations shall be preceded by a

systematic stakeholder analysis, which would (a) identify the individual or stakeholder

groups relevant to the project and to environmental issues, (b) include expert opinion and

inputs, (c) determine the nature and scope of consultation with each type of stakeholders, and

(d) determine the tools to be used in contacting and consulting each type of stakeholders. A

systematic consultation plan with attendant schedules will be prepared for subsequent stages

of project preparation as well as implementation and operation, as required.

Identification of Relevant Macro/Regional Level Environmental Issues:

Consultants shall determine the Valued Environment Components (VECs) considering the

baseline information (from both secondary and primary sources), the preliminary

understanding of the activities proposed in the project and, most importantly, the stakeholder

(and expert) consultations, which would need to be carefully documented. Use of iterative

Delphi techniques is recommended. Based on the identification of VECs, Consultants shall

identify information gaps to be filled, and conduct additional baseline surveys, including

primary surveys. The consultants shall conduct a preliminary analysis of the nature, scale and

magnitude of the impacts that the project is likely to cause on the environment, especially on

the identified VECs, and classify the same using established methods. For the negative

impacts identified, alternative mitigation/management options shall be examined, and the

most appropriate ones suggested. The preliminary assessment should clearly identify aspects

where the consultants shall also analyze indirect and cumulative impacts during all phases

and activities of the project. For the positive measures identified, alternative and preferred

enhancement measures shall be proposed.

Environmental Screening:

Consultants shall summaries the known sub-projects (whether upgrading or maintenance)

into different categories that relate to the magnitude potential environmental impacts. During

such categorization, consideration shall be paid to (i) location of the sub-project with respect

to environmentally sensitive areas, and (ii) volume, nature and technology of construction.

This screening framework should be able to categories all future subprojects, based on a

limited number of parameters. The parameters should be such that their identification and

measurement is easy, and does not involve detailed studies. The screening criteria also shall

contain exclusion criteria, for subprojects, which should not be taken up due to potential

immitigable and significant environmental impacts (including but not limited to permanent

obstruction to wildlife corridors, or opening up increased access to threatened biodiversity

resource hotspots, or construction on top of eroded and vulnerable flood embankments).

Environmental Scoping:

The scope could be full and comprehensive EIA. It shall include a listing of other

environment issues that do not deserve a detailed examination in the project.

Implementation Framework:

The above work shall result in a framework, which describes how the potential environmental

impacts of sub-projects will be managed during preparation, implementation, and in the post-

implementation periods. This framework shall include (a) description of how feasible and

appropriate mitigation and environmental enhancement measures would be identified and

implemented; (b) institutional, training and monitoring requirements associated with the

environmental impacts, mitigation measures and enhancements; and (c) effective monitoring,

inspection and environmental auditing measures to be followed by the borrower; and, (d) the

estimated budget for all the above, sufficiently detailed. The framework for monitoring,

inspection and environment audit shall specify parameters, the responsible agencies,

reporting procedures, budget and financing, and what other inputs (for example: training) are

necessary. In addition, the framework shall specify what action should be taken and by whom

in the event that the proposed mitigation measures fail, either partially or totally, to achieve

the level of environmental protection expected. Mechanisms for improved co-ordination

between SPIU and line departments. Consultants shall examine the various options available

for improved and timely coordination between various state government departments. These

could take the form of written MoUs for specific activities, apex co-ordination committee of

top bureaucrats, or any such mechanism that can be effective in reducing delays in ancillary

activities such as, but not limited to, tree cutting, shifting of utilities, etc. Environmental

inputs to feasibility study & preliminary project design: The EIA consultants shall make

design recommendations, related to alignment (major shifts, bypasses or different route

alternative), road cross-sections, construction material use, and mitigation & enhancement

measures. The EIA consultants shall interact regularly with the line agencies & SPIUs and

familiarize themselves with the project’s overall feasibility analyses models, so that the EIA

inputs are in conformity to the needs of the overall feasibility study. In the cases of very

significant environmental losses or benefits, the consultants shall estimate the

economic/financial costs of environment damage and the economic/financial benefits the

project is likely to cause. In the cases, the impacts or benefits are not too significant,

qualitative methods could be used. In addition, wherever economic and financial costs of the

environmental impacts cannot be satisfactorily estimated, or in the cases of significant

irreversible environmental impacts, the consultants shall make recommendations to avoid

generating such impacts.

Generic Environmental Management Plan (Generic EMP):

It is recommended that for the low impact sub-projects separate environmental

assessments and separate EMPs would not be required. Local, limited and construction level

environmental issues in these sub-projects could be identified using standard or pre-defined

environmental screening checklists, and these environmental issues could be addressed by

implementing Generic EMPs. Consultants shall identify, local and construction related issues,

which are usually part of all infrastructure related projects. These could be based on a

literature survey (including the EA documents of all recent Bank-supported projects in India).

For each of these issues, Consultants shall prepare a menu of alternative avoidance,

mitigation, compensation, enhancement and mitigation measures. This could also be done

through a careful review of the Environmental Management Plans (EMPs) of the recent Bank

supported similar infrastructure related projects, and with an evaluation to the applicability to

the context of Maharashtra .Consultants shall organize consultations with line departments,

and finalize this Generic EMP. Consultants shall provide robust estimates of costs of generic

environmental management measures like facilities required at campsite, cost of additional

(to regulatory) monitoring of environmental components, etc. These costs shall be verified for

common works items in line with the rate analysis for other works. Building environmental

management capacity in the line department. Based on the preliminary findings of the

environmental screening, stakeholder consultations, and institutional analysis of the

implementing agency’s capacity to manage environmental issues, consultants shall prepare a

Capacity Building Plan to mainstream environmental management in the Implementing

agency’s activities by the end of project implementation period. Earmarking staff for

environmental management and improving their skill-sets would be simultaneously pursued

during project preparation and implementation. In addition, recommendations should be

made concerning any changes to guidelines, standards and regulations, which would improve

medium and long term environmental management in the line departments works.

Environmental Training Plan:

A detailed training plan shall be prepared, (a) to ensure that the environmental

management framework can be implemented; and (b) to develop and strengthen

environmental capacities. The strategy should include a mix of hands-on training for key staff

involved in project preparation, site visits to similar projects, and whenever required, full-

fledged academic programs on environmental management at well-recognized institutions.

The Consultants shall conduct orientation training for the key SPIU as well as members of

other consultant teams like survey, design, etc., early in the assignment. Periodic training at

various levels will continue during project preparation to ensure that the knowledge, skills

and perspectives gained during the assignment are transferred to the SPIU and are utilized

effectively during project implementation.

Recommendation for Further Work:

The Consultant should make recommendations concerning any further studies of

environmental issues, which should be undertaken during project implementation and

financed under the project.

Related Environmental Assessment

Consultants shall undertake necessary surveys, impact analyses, and prepare

Comprehensive EIA (Environmental Impact Assessment and Environmental Management

plan) for underground cablings works included in the First Year Implementation Program.

These would be prepared based on the environmental screening, environmental scoping and

other relevant works described under EMF above.

Public Disclosure

The Consultants are to provide support and assistance to the SPIU in meeting the

disclosure requirements, which at the minimum shall meet the World Bank’s policy on public

disclosure. The consultants will prepare a plan for in-country disclosure, specifying the

timing and locations; translate the key documents, such as the EMF Summary in local

language; draft the newspaper announcements for disclosure; and help the SPIU to place all

the EIA reports in the SPIU’s website. The consultants shall prepare a non-technical EIA

summary report for public disclosure.

Co-ordination among the Engineering, Social, Environmental & Other Studies

The consultants, with assistance from the SPIU, shall establish a strong coordination

with the other project-preparation studies – engineering, social and/or institutional

development. The consultants shall keep in mind the specific requirements of the project in

general, and the engineering/design studies in particular, and shall plan their outputs

accordingly. It is recommended that some of the consultation sessions may be organized in

co-ordination with the social and engineering consultants, as feasible, and when the

stakeholders consulted are the same. The consultant shall review the contract documents –

technical specifications, and rate analysis, to ensure that there are minimal conflicts between

the EMP stipulations and specifications governing the execution of works under the project.

Consultants Inputs

The Consultants are free to employ resources as they see fit. Timing is an important

essence for the study, which shall be closely co-ordinate with the works of the engineering

and social teams, simultaneously involved in preparation of the project. Additional expertise,

such as on hill ecology or other, shall be provided as demanded by the context of the project.

The consultants are encouraged to visit the project area and familiarize themselves, at their

own cost, before submitting the proposal; and propose an adequate number and skill-set for

the senior specialists and technical support staff for this assignment. Further, the consultant

will allocate adequate number of field surveyors, distinct from the technical support staff, to

complete the study in time. The consultants shall provide for all tools, models, software,

hardware and supplies, as required to complete the assignment satisfactorily. These should be

widely recognized or accepted. Any new model or tool or software employed should be field-

tested before use for the purpose of this EIA. The consultants shall make formal

presentations, coordinated by the SPIU, at key milestones on the (a) proposed work plan after

submitting the Inception Report; (b) recommendations from the environmental screening; and

(c) design recommendations and details of EMP. The consultants shall co-ordinate with the

other consultants working on project preparation for each presentation. All supporting

information gathered by the consultant in undertaking these terms of reference would be

made available to the SPIU.

Outputs:

The consultant is expected to provide the following outputs,

Baseline of Existing Environment (Study of biodiversity and natural surroundings)

Survey report of socio-economic status

Team visit of all experts like vibration expert, soil, land use planning, solid waste,

water pollution, noise and Ecology and biodiversity expert etc.

Public hearing report

Topography survey

Study of construction schedule, study of construction phases etc.

Consolidate overall environmental baseline information in a map of adequate scale.

Development of appropriate Environment Management Plan(EMP) and Generic

Environmental Management Plan(GEMP)

All mitigation measures are identified in the EMP and GEMP should be incorporated

in design so that they are carried out during construction, operation and maintenance

phases of project

To prepare the bill-of-quantities (BOQ) and technical specifications for all items of

work on account of environmental enhancement measures in such a way that these

may be readily integrated to the construction contracts.

Establish a suitable monitoring network with regard to air, water and noise pollution.

The consultant will also provide additional inputs in the areas of performance

indicators and monitoring mechanisms for environmental components during

construction and operational phase of the project.

EIA report

Non-technical EIA summary report for public disclosure

The social Impact Assessment document assists project to avoid social and resettlement

impacts. SIA in this context is seen as an impact assessment tool where the concerns to be

addressed would go far beyond only social and resettlement issues. SIA so prepared would

take into account the policy implications of the central and state governments apart from the

resettlement policies and regulation of the World Bank.

The main objective of Social Impact Assessment (SIA) is to ensure that the project design

and implementation are socially acceptable. Further, the objective of SIA shall be to provide

inputs for selection of sub-projects, preliminary and detailed design of the project. The

Resettlement Action Plans to be developed as part of the SIA are to be used during the

implementation of the project for executing the resettlement and rehabilitation activities and

monitoring measures. In the preparation phase, the SA shall achieve the following objectives:

Establish the Socio-economic conditions in the study area, and to identify any

significant social issues;

Assess impacts of the project, and provide for measures to address the adverse

impacts by the provision of the requisite avoidance and/or compensation measures;

Integrate the social and resettlement issues in the project planning and design;

Develop Resettlement Action Plan for implementing, monitoring and reporting of the

social and resettlement compensation measures suggested.

Key tasks

Define likely project impact zone (direct/indirect).

Collect information through desk review and field visits on existing baseline

conditions, include all land uses, structures and people (e.g., demography, socio-

economic status, vulnerability, status of infrastructure and access to people, livelihood

programs, market rate of assets, medical support for sexually transmitted diseases, its

prevalence, awareness on HIV/AIDS, legal status of land through revenue records.)

within the likely project impact zone.

Identification of key stakeholders involved in various aspects of the project(project

implementing and executing agencies and groups from civil society; description of

socio-economic organizations of local communities that may affect project outcomes;

carry out public consultation with the likely affected groups,NGOs, district

administration and other stakeholders and document the issues raised and outcomes;

and assessment of local capacities in terms of participation in planning,

implementation and supervision, and evaluation. Explore viable alternative project

designs to avoid, where feasible, or minimize social impacts (displacement, impact on

vulnerable community, cultural properties etc.)

Identify major and minor social impact issues including loss of assets, livelihood,

poverty, gender and health issues and estimate the economic and social impacts on

people and land.

A resettlement plan would be drafted based on the outcome of the SIA to aid

minimize, mitigate, or compensate for adverse impacts on the affected communities.

The mitigation or management plans developed should be consistent with the nature

of the development and the nature of the impacts.

Inputs to be provided by the SPIU

The SPIU can provide office space as necessary. The SPIU will provide all ready and

available information as requested by the consultant. Further, the SPIU will provide all

necessary and reasonable support to the consultant to collect secondary data, such as issuing

authorization letters. The Consultant will be responsible for any translation of documents and

for processing of data. The SPIUs will designate an officer to act as the main liaison officer

and participate as possible in the study. The SPIU will ensure the timely flow of information

and documents from one consultant to other. The SPIU will also help in organizing the

formal presentations from all consultants engaged in project preparation. The SPIU will not

provide any other logistic support

Deliverables of the Project

The following are the expected deliverables of the ESIA studies.

a. Inception report which should include methodology for the conduct of EIA and

detailed work plan including time schedules.

b. Detailed strip plan incorporating additional data for ESIA along with necessary

photographs and video graphs as specified in the scope based on the basic strip plans

provided by Maharashtra State Electricity Distribution Company Ltd (MSEDCL).

c. Report on Environmental and Social Impact prior to consultation with stake holders.

d. The summary and details of the conducted / organised stake holders meetings and

preparation of Minutes of meeting (MOM), photographs and video graphs.

e. Reports and recorded discussions with individual public.

f. Identification of locations for disposal of excess excavated earth, debris, bituminous

road top, scrap etc. and a report with these details.

g. Submission of report consisting of Monitoring Plan and grievance redressal

mechanism as part of the ESIA report.

h. Preparation and submission of package wise draft ESIA report.

i. Submission of package wise final report.

j. Plan for implementation of Environment Management Plan(EMP), Resettlement

Action Plan(RAP)/Social Management Plan (SMP) and include in ESIA report

k. Package wise compliance report after completion of Underground Cabling Works.

l. The reports should include necessary institutional arrangements, construction

management plan to ensure environmental, safety, health, resettlement and

rehabilitation standards in the project area.

m. Guidelines for proper workmen camps for contractors.

n. Detailed mitigation measures for tree plantation.
