Overview

1. Before 28 May 2018, most user licences (L5, L6, N3) and

radiation worker registration (R1) are administered

through corporate entities

Typically, representatives of corporate employers handle

applications and licence administrative matters on behalf of

the individuals

2. From 28 May 2018, RPNSD licences will be implemented

on the Whole-of-Government LicenceOne business

licensing portal

Licence applications (new, amend, renew and cancel) will

have to be submitted online through LicenceOne

Only e-payment (PayPal, VISA, Mastercard, American

Express and Discover), GIRO payment and e-Invoice (for

Government entities) will be accepted.

3. L5 / L6 / N3 / R1 are implemented in LicenceOne as

individual licences

SingPass/individual login will be required to carry out

transactions (new, amend, renew, cancel)

Under the current framework, CorpPass users cannot

transact on behalf of individuals

4. With effect from 1 July 2018, L5 / L6 / N3 / R1 applied

under corporate entities will no longer be issued

L5 / L6 / N3 / R1 applied through corporate entities and

issued to corporate entities that expire after 30 June 2018

will not be eligible for renewal

New applications should be made through LicenceOne at

least 2 weeks before the old licence expiry (Note: include

old licence number in remarks for faster processing)

5. TLD will no longer be automatically issued to individuals

Employers should apply for TLD service (at no added cost)

for L5/L6/R1 workers

Subsequent process for exchange / collection / return of

TLD remains the same as it is now

Clarification 1

Who will be able to view the licences under my organization?

When a CorpPass user logs into LicenceOne, the user will be

able to view all corporate licences (for licences available on

LicenceOne) under that CorpPass UEN and carry out

transactions.

Please note that to be able to view, amend, renew and cancel a

licences, the user must login using the CorpPass account tied to

the same UEN the UEN that the licence was issued to. If you are

unable to view your licence after logging in, please contact NEA

with the CorpPass UEN number and your licence number for our

investigation.

Clarification 2

My organisation currently submits possession licence = (L3,

L4 and N2) applications for our customers. Will we still be

able to do so?

Entities can authorise 3rd party in CorpPass to transact on their

behalf in LicenceOne, including to submit licence applications on

behalf of customers. For more information, visit

This option is not available for individual licences / radiation

workers (L5, L6, N3, R1) which must be applied by the individual.

Will I be able to download my licence from LicenceOne?

Licence holders will not be able to download radiation protection

licences from LicenceOne. Licences (in PDF) will be sent via

email to the contact email provided after the licence is approved.

Will NEA continue to send renewal notices?

Renewal notices will still be sent via email listing the licences due

for renewal within 90 days. However, after 28 May 2018, the

renewal notice will no longer include a portion for return to NEA

for licence renewal application. Renewal application should be

made online through LicenceOne.

My employee is / I am a foreigner, how can I apply for

licences through LicenceOne without a SingPass?

PRs and foreigners holding certain passes are eligible for

SingPass and should register for a SingPass account. For more

information, please see the SingPass website:

Foreigners that are unable to register for SingPass may register a

login ID in LicenceOne. For more information, please see:

Clarification 6

Can an L5 / L6 / N3 / R1 applicant pay using an

organisation’s GIRO account?

Yes, in addition to the e-payment modes available on LicenceOne

and the individual’s own GIRO account with RPNSD, individuals

can indicate that application fee should be billed to an

organisation’s GIRO account by stating the organisation’s GIRO

reference number in the application. The applicant should also

attach a letter of authorisation from the organisation to use their

GIRO account. The letter should clearly state the organization

name, department/division and customer code (if possible) to

whom the application fee should be billed to.

Organisations may refer to tax invoices previously received for

their account’s GIRO reference number.

How can we ensure that applicants do not use an

organisation’s GIRO account to pay for licence applications

without authorisation?

Applicants will be required to attach a letter of authorisation when

indicating that payment should be taken from another GIRO

account.

Billed organisations will receive a tax invoice prior to the GIRO

deduction date. Organisations should check the invoices and

notify NEA of any discrepancies. To prevent the deduction from

taking place, NEA should be notified at least 5 working days

before the deduction date.

As an employer or an L1 / L2 / L3 / L4 / L6A / N1 / N2 licensee,

am I responsible for ensuring that my workers are licenced?

Licensees in possession of irradiating apparatus or radioactive

materials are responsible for ensuring that access to and use of

the apparatus or materials is restricted to individuals that have

the necessary competencies and valid licences (where

applicable).

At the same time, individuals are also jointly responsible that they

are licenced to do their work, as required under the Radiation

Protection Act.

As an employer or an L1 / L2 / L3 / L4 / L6A / N1 / N2 licensee,

am I responsible for ensuring that my workers are licenced?

Moving forward, L1 / L2 / L3 / L4 licensees will be required to

maintain a document listing all the radiation workers (L5 / L6 / R1)

employed and/or working with the apparatus or radioactive

material under their licence. This document should also indicate

which L5 / L6 is responsible for the safe use of each of the

apparatus or radioactive material.

How can I check on my employees licence validity?

To facilitate employers and corporate licensees in keeping track

of their workers’ licence validity, an online service is being

developed that will allow corporate entities to “add” individuals to

a list of radiation workers under their organisation. Subsequently,

employers would then be able to view the licence status of those

radiation workers.

This service is scheduled to be available in early 2019.

Will L5, L6, N3 and R1 applicants need to include the L3, L4

and N2 licence information of the apparatus / materials they

will be handling in the licence application?

L5, L6 and N3 applicants will need to provide the licence number

of the equipment or material they are applying for authorisation to

use in the licence application.

R1 applicants only need to state the type of work and details of

their duties. This should include the type of equipment or material

the applicant will be expected to work with (if applicable).

Clarification 11

To obtain my licence under the PHMC Act, MOH requires that

the R1 for radiographers state the correct organisation name

and address on the certificate. With R1 applied by

individuals, will I face licensing issues with MOH?

Under the old administration, R1 registration was tied to the

organisation / address specified in the top left hand corner

(unless otherwise specified on the certificate). Hence, the

registration was only valid at the specified organisation / address.

RPNSD has informed MOH of the administrative change that R1

is no longer only valid at the organization / address as indicated

on the top left hand corner of the registration.

How to amend details of existing L5 / L6 / N3 / R1 licence tied

to a corporate entity after 28 May 2018?

Licences tied to corporate entities will be gradually phased out

from 1 July 2018 to 30 June 2020 as the licences expire. As

amendment applications for these licences cannot be made

through LicenceOne, NEA will continue to accept hardcopy

licence amendment application during these 2 years.

Please note that cheque payment will no longer be accepted.

Applicants are encouraged to mail in the applications and make

payment using GIRO. However, to pay using e-payment methods

(NETS, Credit Card), the applications can be submitted at the

NEA Customer Service Centre.

Clarification 13

For those who do not have access to the internet, how can

they carry out licence transactions?

Some options available are:

1. Multimedia stations are available at all public libraries

(except library@Chinatown and library@orcard) which can

be accessed at a fee. 1 hour free usage is available for

Singaporeans and PRs aged 50 and above

2. Under the CitizenConnect intitiative by GovTech, free access

to the internet is available with staff on-hand at 27

Community Clubs (CC) to help perform online transactions

with government agencies.

Organisation / company will be responsible for application of radiation

dose monitoring service for their radiation workers (e.g. L5 / L6 / R1 users)

with active licence number / valid licence application number at no added

cost

Subsequent process for exchange / collection / return of TLD cards

remains the same as before

Validity of service subscription is tied to validity of licence. Termination of

subscription will terminate the monitoring and individual / company will

need to return all outstanding TLD cards back to NEA

Dose report will be sent to the contact person of the organization /

company.

Once all L5 / L6 / R1 licence applications are approved, radiation dose

monitoring service will be activated and NEA will issue the TLD card to the

radiation worker via courier or self-collection
