1. Adjunct Clinician Educator Scheme (CE)

1. Background

The National University of Singapore, Yong Loo Lin School of Medicine (“NUS Medicine”) Adjunct Clinician Educator (“CE”) Scheme was extended to the restructured hospitals in the last quarter of 2007 to appoint clinicians who are Associate Consultants & above. The scheme allows the School to appoint dedicated CEs in the restructured hospitals to coordinate various education programmes, teach and guide medical students.

2. Terms of appointment The appointment period is up to a maximum of three years at a time with the start date of appointment being 1 January.

The work scopes are classified broadly into clinical teaching and examination within

hospital/NUS Medicine, as well as Teaching Program/curriculum/assessment

development within NUS Medicine. The teaching involvement under each category is

as follows:

2. Clinical Faculty Scheme (CFS)

1. Background

The Clinical Faculty Scheme (“CFS”) was first set up in November 1997 as a part-time

teaching appointment scheme. The objective of the Scheme is to recognize the

contributions made by clinicians, who are full time employees in the Ministry of Health

(MOH) or government restructured hospitals, to NUS Medicine undergraduate medical

education.

2. Terms of appointment

The appointment period is up to a maximum of three years at a time with the start date

of appointment being 1 June.

3. Grades of Appointment

The grades of appointment on the Clinical Faculty Scheme are:

A. Clinical Professor* (CP)

B. Clinical Associate Professor* (CAP)

C. Clinical Senior Lecturer (CSL)

D. Clinical Lecturer (CL)

3. Guidelines for appointment, re-appointment and

promotion

These guidelines have been established to provide clarity in the nomination review. The

assessment of manpower needs, teaching and academic achievements are the main

areas for review. Teaching, academic achievements and leadership roles are considered

for promotion nominations.

1. Manpower needs (appointment and re-appointment only)

Manpower needs will be considered based on the student days for each specialty by

institution.

Institutions should consider the FTE commitment for each appointment scheme and

advise educators to be appointed on the appropriate scheme in consideration of

manpower needs for the specialty.

Adjunct CE 0.05 FTE and above CFS 0.01 FTE to 0.04 FTE

2. Teaching achievements (appointment, re-appointment and promotion)

Nominations will be reviewed based on the teaching achievements for the past 3

academic years. Educators should meet the following achievements for at least 2 out

of 3 academic years.

A. Teaching hours

• Educators should meet these hours each year as per their time commitment

for clinical teaching.

Contributions towards administration and curriculum development work will be

accounted for separately.

Below are guidelines on the types of activities that could award teaching hours:

I. Clinical teaching and examination

1:1 hour Dedicated session where the primary intent is teaching i.e. the student is

actively involved in the procedure, learning from the activity or clerking a

patient.

Examination Contributions

• Exam preparation (examination briefing/debrief, standardised patient

meetings, exam training as an assessor, item writing/case development

sessions organized by departments/Dean’s Office)

• Examination involvement (mini-CEX, EOPT, Phase examination, Final

Examination, etc.)

4:1 hour Session where the primary intent is patient care and secondary intent

is teaching. The student is observing the procedure or clinic session;

teaching is occasional or where applicable.

II. Electives

Students are required to complete 16 weeks of local or overseas electives during their

five-year M.B.B.S. course. The electives can be the form of (a) clinical posting with

project; (b) clinical posting; and/or (c) scholarly project. The electives are to be done

under the guidance of a designated supervisor.

The teaching hours that will be allocated to the electives supervisor(s) are shown

below.

The criteria for allocation of electives teaching hours are:

• Applicable only for clinical postings, clinical postings with project and scholarly project supervision of NUS Medicine students

• Eligible only for supervision during official elective period

• Student MUST register the intended posting in the Electives Portal and submit a completed Supervisor Evaluation Form as verification of completed electives

• Allocation of teaching hours is capped at a maximum of 10 teaching hours per week (refer to table 6 above)

• Co-supervisors’ teaching hours will be distributed by the main supervisor

Teaching hours will be consolidated after submission of evaluation forms by students.

Supervisors will be informed of the final teaching hours allocated once the

consolidation has been finalized.

B. Teaching scores

• Educators should meet these teaching scores (at least 2 out of 3 AYs) for the

respective nominations:

nominations by students each year for two academic years.

Relevant post-graduation qualification is required for the grades of appointment listed below.

Notes:

• The list of criteria and guidelines only indicate eligibility for application. The approval

on appointment will be made by the Dean of Medicine, appointed committees and

NUS Heads of department.

• In general, tutors are encouraged to join the Adjunct CE scheme if they have a keen

interest in medical education and will like to consider an academic career path.

4. Appointment Process

1. Nomination process

Nominations for academic appointments should be supported by the various reviewing

parties within the nominees’ institution, according to the respective institutions’ internal

nomination process.

The Dean of NUS Medicine, appointed committees and the NUS Heads of department

will review the nominations submitted to the School.

Note:

• For doctors who are on or going for HMDP, nominations should only be

submitted when they return to the hospital.

• Staff or hospital’s administrator should notify the School if the staff leave the

employment of the hospital.

2. Nomination documents for submission

CFS – Clinical Senior Lecturers and Clinical Lecturers

Information such as personal details, relevant qualifications and hospital appointment

details will be required to be submitted via the Clinical Educator Lead (Medical) offices

to the Dean’s Office.

Adjunct CE and CFS – Clinical Professors and Clinical Associate Professors

Please submit the following documents:

Annex A and Annex B will be sent to the Clinical Educator Lead (Medical) offices for

nominees to complete the forms.

As manpower requirement is one of the components in the nomination exercise,

submissions will be reviewed as a department. If any nomination documentation is not

submitted on time, the applications for these nominees will not be processed. This is to

minimize any delays for other nominees who had duly submitted their documents on

time.

3. Nomination timeline

There will be an annual nomination exercise for Adjunct CE and CFS. The exercise will

include nominations for new appointment, re-appointment and promotion.

Successful applicants will be offered an appointment starting from 1 January and 1

June for Adjunct CE and CFS appointments respectively.
