Consisting of 4 pages and 4 attachments: Attachment A Pre-Bid Conference Slide Show Presentation (17 pages) Attachment B Pre-Bid Conference Attendance Sheet (2 Pages) Attachment C List of Plan Holders (1 Page) Attachment D Prevailing Wages (Specification Booklet Appendix C) ATTENTION BIDDERS: The following, as additions to and modifications in the Contract Documents, will be included in and become a part of any contract that may be executed for the construction of the Walworth Run Outfall Repair, (WROR). Bidders are therefore instructed to take the following into account when rendering any Bid for this work. I. PRE-BID CONFERENCE
A. A pre-bid conference was held on Friday, March 30, 2012 at the Environmental and Maintenance Services Center of the Northeast Ohio Regional Sewer District (NEORSD) located at 4747 East 49th St., Cuyahoga Heights, OH. A list of attendees who signed in at the meeting is included as Attachment B of this Addendum. The meeting convened at 10:00 A.M., and Mr. Doug Lopata, NEORSD PMO-Wade Trim, introduced himself and the following individuals:

B. Mr. Lopata read the following statement as part of the Presentation in Attachment A: “The purpose of this pre-bid conference is to afford the bidders an opportunity to raise questions pertaining to the plans and specifications and for the Owner and Engineer to clarify those points. In addition, certain important specific features of the project will be brought to the attention of the bidders. The plans and specifications stand as issued. Nothing discussed during this meeting or discussed verbally during the bid period will be construed to have changed the intent of these documents. Any potential modifications that may be discussed will not become official until issued in an Addendum to the plans and specifications.”
C. General Information and Highlights from the attached Pre-Bid Presentation
1.) The Bid Opening remains as scheduled on Wednesday April 18, 2012 at 2:00 P.M. at 3900 Euclid Avenue, Cleveland, OH 44115.
2.) The engineer’s estimate for this project is $ 1,985,000.00. 3.) The MBE/WBE requirement for the project is 20%.
D. Mr. Lopata stated that verbal questions would be accepted here at the pre-bid meeting. After the pre-bid meeting, all questions must be submitted to Doug Lopata in writing. They may be sent by email to [email protected]. Answers to questions are considered official only when expressed in writing in an addendum.
E. The meeting was opened to questions from the attendees at the end of the
presentation. The following are the questions and answers from the meeting:
Q1. How will the cofferdam create a water-tight seal at the end/connection points if the existing sheet pile wall and end wall abutments are undercut and form void space at the bottom of the river?
A1. The exact condition of the river bank where the cofferdam sheeting will
connect is not known on either side of the outfall. The Contractor shall take responsibility for these existing conditions and shall include in their bid measures to account for this issue and provide a sealed watertight work area to accomplish the rehabilitation.
Q2. What is the proposed start date for the adjacent trail project?
A2. The unofficial start date is July 2012.
Q3. Can the contractor access the eastern side of outfall to do channel wall repairs?
A3. The contractor shall only access the east side of the outfall for very
minor work activities associated with the rehabilitation work identified in the scope. If the contractor proposes to use this area for more elaborate efforts clearing, grading, and restoration will need to be approved and coordinated with the property owner at no additional cost to the NEORSD.
Q4. What are the existing flow rates through the outfall?
A4. A summary of the existing flow rates and velocities through the outfall are as follows:
1-month 6-hour storm event: Flow Rate: 48 cubic feet per second Max Velocity (at existing weir wall): 4.51 feet per second 4-month 6-hour storm event: Flow Rate: 316 cubic feet per second Max Velocity (at existing weir wall): 8.46 feet per second 6-month 6-hour storm event: Flow Rate: 677 cubic feet per second Max Velocity (at existing weir wall): 10.95 feet per second 1-year 6-hour storm event: Flow Rate: 1230 cubic feet per second Max Velocity (at existing weir wall): 13.35 feet per second 2-year 6-hour storm event: Flow Rate: 1540 cubic feet per second Max Velocity (at existing weir wall): 14.39 feet per second 5-year 6-hour storm event: Flow Rate: 1985 cubic feet per second Max Velocity (at existing weir wall): 15.62 feet per second
F. The following are questions and answers asked subsequent to the meeting:
Q5. Bid item #9 is for additional pile installation 2,000lf (Wood Timber
Piles). Please provide drawing showing location of these piles to be installed. Is this item for new piles or to replace any existing piles that are determined to be no good?
A5. Bid item #9 is for additional wood timber piles as directed by the owner.
These piles are to be driven adjacent to the existing wood timber piles if the Owner determines they are in need of replacement. The current condition of some of the existing wood timber piles is unknown. Wood timber pile condition will be determined upon installation of the cofferdam and dewatering of the work area or once exposed during demolition.
Q6. Both Static Pile Testing (3.3 Static Pile Load Tests) and Dynamic Pile
Testing (3.5 Field Quality Control, Item C.1.) are called for in Section 31 6216 – Steel Piles and in Section 31 6219 –Timber Piles. Are both tests
to be performed, or will one of these methods be selected by the Engineer, or will it be up to the successful bidder to choose one in lieu of the other?
A6. Yes, static pile testing is to be performed by the contractor and the
dynamic pile testing by an independent testing agency. Both of these testing efforts shall be coordinated and paid for by the Contractor.
Q7. In Section 31 4116 –Metal Sheet Piling (cofferdam), there is a required
submittal for “Static Pile Test Reports” listed in Item H under 1.3 submittals; however, static pile load tests are not described under Part 3-Execution, or anywhere else in this specification. Is it required or not?
A7. The “Static Pile Test Reports” listed in Section 31 4116 - Metal Sheet
Piling (cofferdam), in Item H under 1.3 is a typo and is not required as the cofferdam is considered to be a temporary structure.
Q8. The location of the stationing shown on plan S251 and S261 do not
match. The cross sections shown on S261 are not to scale. The quantities involved for the spillway concrete cannot be evaluated since the sections are not to scale. No info is shown on the plans. Please provide additional information.
A8. The drawing S-261 is not to scale, hence, the stationing is approximate
and shown for reference only. The spillway and the outlet channel slab concrete quantities are provided in the bid booklet under bid items 11 and 14.
