    ADDENDUM 4

    Addendum Issue Date: June 3, 2020 Project Name: Landon Branch Bridge Utility Rehabilitation Project No.: CWAC1900467 Owner: City of Waco Engineer: CP&Y, Inc.

    This addendum forms a part of the Contract Documents and modifies the original RFB dated April 2020 and Addenda 1, 2, and 3. Bidder shall acknowledge receipt of this addendum in the space provided below and, in the space, provided on the Bid Form. Failure to do so may subject Bidder to disqualification. CLARIFICATION:

    1. Addendum #4 outlines the changes in the scope of the project. ATTENTION: THE QUANTITY OF NEW STEEL AERIAL PIPE HAS BEEN REDUCED AND SHALL BE STRAIGHT SEAM PIPE. In general, with the issuance of this addendum the aerial portion of the project generally includes the following:

    • Removal of approximately 70 LF of existing 48-inch horizontal aerial piping between Pier #2 and #3

    • Removal of approximately 70 LF of existing 48-inch horizontal aerial piping between Pier #7 and #8

    • Removal of approximately 35 VF of existing 48-inch vertical aerial piping at the end of pier #2

    • Removal of approximately 45 VF of existing 48-inch vertical aerial piping at the end of pier #8

    • Installation of approximately 427 LF of new straight seam 48-inch horizontal aerial piping from Pier #3 and Pier #7 to the respective headwalls at each end of the project.

    • Approximately 280 LF of the existing 48-inch horizontal straight seam aerial piping located from Pier #3 to #7 shall remain in place and unremoved. Contractor shall connect the new and existing segments of aerial 48-inch steel pipe on each end at Pier #3 and #7.

    • Both new and existing segments of the aerial 48-inch transmission pipe, roller assemblies, frames and metal appurtenances shall be surface prepared and coated as specified.

    • Top coating on piping for both new and existing reused sections of the aerial piping shall match in type and color of paint and uniformity in appearance.

    • The buried piping portion of the project remains unchanged.

    CHANGES TO SPECIFICATIONS/DRAWINGS:

    1. REVISION: Specification 33 05 25 – Steel Pipe for Water Transmission, PART 2 PRODUCTS, 2.01 GENERAL, Paragraph D.: Add the following new Paragraph D, Aerial Piping:

    D. Aerial Piping. All aerial pipe segments shall have nominal pipe lengths of 70 feet with joints

    to be supported at each pier. Each pipe welded butt joint, lap joint (bell and spigot) or butt strap shall be supported between the two roller assemblies at each pipe joint (approximate 12” spacing) and located at each pier cap. Joints shall be centered between the two roller assemblies to allow for 2.5-inch minimum travel in either direction without conflicting with the roller assemblies.

    1. Contractor shall field verify exact lengths between piers and rollers before ordering materials.

    2. Contractor in conjunction with pipe manufacturer’s engineer shall confirm that joint construction shall allow for pipe movement/travel without conflict with roller assemblies. Modifications to existing roller assemblies and support frames/cages shall be made as detailed in Plans if required to achieve clearances, alignments and axial pipe movement.

    3. New aerial pipe segments shall be joined with full penetrating welded butt joints or welded lap/bell and spigot joints and shall meet all applicable requirements and be as specified herein. If welded butt joints are selected for joining the new aerial pipe segments, all welded butt joints shall be installed and tested per all applicable AWWA, AWS and ASTM standards and guidelines and as specified herein and indicated on the Plans. Joining existing aerial pipe segments with new aerial pipe segments shall be completed using welded butt straps.

    2. REVISION: Specification 33 05 25 – Steel Pipe for Water Transmission, PART 2 PRODUCTS, 2.02

    MATERIALS, Paragraph E. Field Weld Joints will be replaced in its entirety with the following Paragraph E. Field Weld Joints:

    E. Field Welded Joints. Field welded joints shall be in accordance with ANSI/AWWA C206 -

    Field Welding of Steel Water Pipe. Internal and external lap-welded slip joints (bell-and-spigot) shall be used for all new buried steel pipe. New aerial pipe segments may be joined using full penetration welded butt joints or internal and external lap-welded slip joints (bell-and-spigot). All field welded pipe joints shall be tested as specified herein. Field welded lap joints shall have the bell expanded by pressing (not rolling) to obtain the required shape and welding tolerances. Welded joints shall be provided as needed and where indicated on the Drawings. Butt-strap joints shall be used where required for closures and where joining existing and new pipe segments. 1. Lap-welded slip joints shall be welded on the inside and outside with full fillet weld.

    Ends of pipe, fittings, and specials for field welded joints shall be prepared with one end expanded in order to receive a plain end making a bell and plain end type of joint. Clearance between the surfaces of lap joints shall not exceed 1/8 inch at any point around the periphery.

    2. Full penetrating butt welds may be used to join new aerial steel pipe segments and shall meet all industry standards and requirements, and shall be as specified herein meet the requirements of AWWA 200 and C206.

    3. If applicable and where approved by the Engineer, joints on existing steel pipe (to be reused/reinstalled), and where necessary to make closure to pipe previously laid (closure joints) shall be installed using welded butt strap joints in accordance with ANSI/AWWA C206 and applicable provisions of this Section of the Contract Documents. Butt straps shall be welded on the interior and exterior of the pipe.

    3. REVISION: Specification 01 10 00 – Summary, PART 1 GENERAL, 1.2 CONTRACT DESCRIPTION, Paragraph A will be replaced in its entirety with the following Paragraph A:

    A. The project generally consists of the furnishing of all labor, materials, equipment,

    appurtenances and incidentals as required to properly design, fabricate, construct, inspect and test the following construction items: Remove select portions of the existing aerial 48-inch steel water transmission main (approximately 220 LF) and install approximately 427 LF of new aerial 48-inch steel water transmission main supported on bridge piers and appurtenances, install approximately 240 LF of new 48-inch buried steel water transmission main, install approximately 80 LF of new 36-inch buried steel water main, including tie-ins, valves, manways, accessories, painting, testing, and appurtenances. The project also includes construction of two new reinforced concrete headwall structures, two new reinforced concrete pier caps and landings, reinforced concrete trench wall, concrete drilled shaft concrete piers and replacement of two existing concrete cantilever water line support bents. The project requires all site work, labor, equipment, and materials complete and in place as stated in RFB, shown on the plans, and specified herein.

    4. REVISION: Specification 09 97 15 – Coating and Painting for 48-inch Steel Water Main, PART 2

    MATERIALS, 2.4 48-INCH STEEL PIPE COATING SCHEDULE (EXISTING AERIAL PIPING), Paragraph B will be replaced in its entirety with following Paragraph B. All other sections/paragraphs remain applicable.

    B. Ferrous Metal Welded and Flanged Pipe Exterior:

    1. Surface Preparation Prior to Hand and Power Tool Cleaning: Weld flux and spatter shall be removed by power tool cleaning. Sharp projections shall be ground to a smooth contour. All welds shall be ground to a smooth contour as per NACE Standard SP0178, Designation D.

    2. Surface Preparation: SSPC-SP2 Hand Tool Cleaning and SSPC-SP3 Power Tool Cleaning. Remove all loose material to bare metal or tightly adhered undercoatings. Achieve anchor profile of at least 1.5 mils. Contain and properly dispose of any removed material off site per any TCEQ requirements.

    3. Coating System: a. First Coat: Tnemec Series 1-Omnithane applied at 2.5 to 3.5 dry mils. b. Second Coat: Tnemec Series 66 Hi-Build Epoxoline applied at 4.0 to 6.0 dry mils. c. Third Coat: Tnemec Series 1074U Endura-Shield II applied at 2.0 to 3.0 dry mils. d. Total dry film thickness shall be a minimum of 8.5 mils.

    4. The first coat of Series 1 is only required over bare metal. For areas with tightly adhered old coating only the second and third coat are required. The surface prep standard is the same for all areas.

    2. THE TWO TIE-INS OF THE NEW 48” STEEL PIPE TO

    WATER LINE. NO TIE-INS SHALL BE ALLOWED
