Johnson Durai, who works as junior graphic designer with a private company needed to go to Sion Hospital for his rou- tine medical check-up and got into BEST bus route no.173 to reach his destination. The Mumbai University'sclaim of having begun lec-tures in its virtual classroom

seems hollow as its webpage stillappears blank.When the ADC triedto check the web link with the helpof the MU staff, it was found thatthe staff themselves could not ac-cess the links. Since last August, theweb link has not carried anyrecords of the lectures or seminarsconducted in the virtual classroom.The virtual classroom concept

was born on August 19, 2013 withfeatures like audio-video confer-encing, webinar, wed conferencing,digital writing, High Definitioncameras and internet connectivity.This classroom is used for con-ducting high-profile seminars, con-ferences, workshops, high-endacademic courses, training pro-grammes and creating open educa-tion resources along with runningopen and distance education pro-grammes. Themain purpose of thevirtual room is to facilitate knowl-edge sharing with students, any-where at anytime through theinternet. It is supposed to be mod-elled on the virtual classroom atHarvard University.As per the MoU, the seminars

and lectures conducted in the vir-tual classroom ares supposed to beavailable to the students of MU onits web portal www.mu.ac.in.The web portal displays a page

stating the configurations for theviewing the webcast. The configu-rations are much higher for a stu-dent to view it from a cyber cafe orfrom his home as the required up-gradations and bandwidth arehigher. On the other hand, onlyrecorded lecture series from videocassettes have been running on theweb portal, which too are unavail-

able due to the need for higher in-ternet configurations. The varsityhad stated that the virtual class-room will have 58 seats and will beconnected to an auditoriumwith acapacity of over 300, but none ofthat seems to be in place.Subhash Athavale, member,

Mumbai University and CollegeTeachers' Association (MUCTA)said, “After the virtual classroomlink was unavailable from our per-sonal computers, we checked itfrom the varsity's departments butwe were shocked that the depart-

ments themselves were unable toaccess the portal. Its just a PDFpage stating that the bandwidth istoo less for loading the web page.This is the sloppy work of MU thatit's letting go such a good concept.If only recorded lectures from videocassettes had to be uploaded, thenwhy did the MU bring up this vir-tual classroom spending corers ofmoney? Students from rural areaswill be unable to view these web-casts if available ever due to heavyinternet configurations”.Of the 700 colleges affiliated to

Mumbai University, 420 have al-ready enrolled for the digital sys-tem, A-VIEW; but none of thelectures from the virtual class-rooms have been telecasted live oruploaded on the virtual class-room's website yet.Dr. Naresh Chandra, Pro Vice

Chancellor, MU said, “Wheneverany department has to use the vir-tual classroom, they write to thevarsity and then the authorities de-cide upon it. Recently one of thedepartments has carried out a ses-sion in the virtual classroom. Soonthe lectures will be available andstudents can view the web-casts ofthese lectures. The varsity will alsoupload the recorded lectures of thevirtual classroom.”

Since March 2013, a clinical trialfor a drug in the form of eye

dropsmanufactured by aUS-basedcompany to treat viral conjunctivi-tis, an eye ailment that currentlyhas no specific treatment acrossthe globe, has been going at theBMC-run KEM Hospital at Parel.With the trial nearing its closure,the doctors from KEM, involved inthe study, say that people can lookforward to a promising drug thatcan be a quicker cure for viral con-junctivitis.Dr. Arjun Ahuja, Professor and

Head of Department, Ophthalmol-ogy said, “Viral conjunctivitis thatis caused by adenovirus lasts for sixmonths to a year and is verypainful. Right now, we don't haveany medicine to cure this type ofconjunctivitis. We give general lu-bricators and antibiotic drops. Wewait for nature to take its course asthe virus is self-restricting. But thistakes a long time, causing muchtrouble and suffering to the pa-tient. The drug for which the clini-cal trial is on, seems to be apromising drug. Patients are recov-ering from viral conjunctivitiswithin five days and nomajor com-plications or side-effects have beenseen.”Giving details about the clinical

trial, Dr. Ahuja who is also headingthe study said, “In the trial thatbegan inMarch last year, we had tostudy 30 cases.We have already fin-

ished 23 cases. The trial will end inJune this year and the reports haveto be submitted in July. People inthe age bracket of 18 to 40 were apart of this trial at our centre, buttherewas as such no upper limit forage. Gender was no bar except thatpregnant women were not allowedto be a part of the trial. The partic-ipants were told about the newdrug and the clinical trial. Theirconsent was taken. Also, this clini-cal trial is approved by the FDA as

well as the ethics of the hospital.KEM is one of the five centreswhere such a trial is being con-ducted in India. Pune, Hyderabad,Bangalore and Vizag are the othercentres. This a global trial whereforty to fifty countries, includingIndia, are participating.”When asked for the name of the

company manufacturing the drug,Dr Ahuja said, “I cannot give youthe name of the company at thisstage as it is to be kept confidentialfor now.”

On Tuesday afternoon, a boardexaminer caught a student for

copying while attempting his Al-gebra paper for the SecondarySchool Certificate (SSC) boardexams at theY.B Chavan School inKandivli. After frisking the stu-dent, stunned examination au-thorities found another set ofquestion papers in the student’spocket. The question papers aresaid to be preserved with tight se-curity by even the police. This isthe very first time that a boardexam paper has leaked in theMumbai Division.According to the rules, the

board gives out one set of ques-tion papers from four setsmarkedA,B,C and D. The papers are keptand transported amidst tight se-curity from the time they are givenout from the board office till thetime the exams are completed andanswer-sheets taken back to theboard office.In yesterday's incident at theY.B

Chavan school in Kandivli, the ex-aminer noticed the student tally-

ing two question papers, and onchecking saw that the student hadmade markings on the questionpapers which indicated he wascopying the answers. The exam-iner then frisked the student andrecovered another set of questionpapers from the student’s pocket.The student had carried the

question paper of SET C, whereashe had got SET D in the exams. Itwas later confirmed that the stu-dent had carried an extra set ofquestion papers along with himinto the examination hall. The stu-dent was then charged with copy-ing and handed over to the boardexamination authorities for fur-ther investigations.According to sources, the stu-

dent’s father is a policeman andwas taking the custody of the Al-gebra papers, when he took outone of the question papers fromSET C and gave it to his son. TheADC spoke to Laxmikanth Pandey,Chairman, State board, MumbaiDivision, who said “The examinerfound an extra copy of the ques-tion paper and the student he hasbeen charged for copying.

Members of Swati Co-operative HousingSociety at Oshiwara,

including Salman Khan’sbodyguard Shera, actressPoonam Jhavar, jewellery de-signer Rami Singh and others,on Sunday had their com-plaint turned into an FIR atthe Oshiwara police stationagainst their secretary andcommittee members onMarch 8. The FIR filed bycomplainant Rami Singh whohad first noticed the Reliance4G mobile tower on the ter-race of their building statesthat all of their signatureswere forged by the building’scommittee members, claim-ing their permission for amo-bile phone tower to be set up

on the building terrace.Ac-cording to some of the resi-dents, theywere not informedabout a Reliancemobile towerbeing installed on the terrace,andwhen they inquired aboutit, they were told that the nec-essary permissions had beentaken. Their complaint at theOshiwara police station wasturned into an FIR and a caseof Cheating (420), Forgery(465) and forging documents(467) against four people wasregistered. The four wereidentified as Nirav Jataniya,Sagir Ansari and Arif Shaikhand his wife. Rami Singh firstnoticed the mobile tower inSeptember last year.Singh said, “I believed that

if 70 per cent membersagreed, it was enough, and Ipresumed the committee had

got the permissions. In fact,I’m also a committee mem-ber and I have three flats, butwas not informed about this.When I asked the secretary, Iwas told that the matter washandled by two committeemembers and they had takenmy niece’s signature”.Singh further said, “When I

spoke to Shera, Poonam Jhavarand some others, I found thatnone of them had been in-formed. Then, a fortnight ago,during the AGMwedemandedthat the committee show usthe letter. I was shocked to findthat there were three differentinitials against my flat num-bers. A few others too foundthat the initials on the letterwere not theirs”.Shera said, “I have an office

in the building and was

shocked to learn that thesepeople have allowed amobiletower on the terrace withoutasking me.When I sought anexplanation, I was told that Ihad put my signature to it.However, I found that it wasnot my signature and hencecomplained to the police”.However, Nirav Jataniya,

the society secretary said,“Neither me nor the otherthree against whom an FIRhas been regsitered havedone any wrong. We didn'teven know that the FIR wasfiled this Sunday. We justknow that we haven't com-mitted any crime”.Police Inspector (Crime)

Two months after the DawoodiBohra spiritual head SyednaMo-

hammedBurhanuddin passed away,the succession battle for the title of'Syedna' of theDawoodi BohraCom-munity seems to have intensifiedwith followers of the late Syedna'sbrother Mazoon Khuzaima Qutbud-din who told media persons that thelate Syedna had appointed Qutbud-din as his successor.In a press conference on Tuesday,

We know this is a false claimandhave adequatematerials to showthat this was not medically possible.These materials will be presented inthe right forum and will expose thelies that were committed on thecommunity. The Versova police have ar-rested the owner of a film pro-duction firm and his associate

who allegedly tried to withdrawRs.1.90 crore from the Versovabranch of a nationalised bank al-legedly by depositing a counterfeitcheque bearing the name of a Luc-know based account holder. Bankofficials suspected foul play afterthey found that the quality of thecheque was dubious.They then enquired with the ac-

tual account holder in Lucknow and

learnt that he had not issued anycheque to anyone. They thenlodged a complaint with theVersovapolice.The arrested suspects have been

identified as Shahjama JabbarAnsari (40), who is proprietor ofAiman Pictures and his associate,Amar Divedi. Ansari lives in Gore-gaon (W)while Divedi lives inNala-sopara.According to the police, the inci-

dent took place on Friday afternoonwhen Ansari and his friend Divedivisited Oriental Bank of Commerce(OBC) in Four Bungalows, Andheri

(W) and deposited a cheque. Thebank employee suspected foul playas the cheque was issued from Luc-know and the cheque holder was abusinessman there.“As per our bank’s norms we ver-

ify with the account holder afterlooking at his transactions. Ourstaffer asked Ansari for what pur-pose the account holder had issuedone cheque for such a hugeamount” said a bank official oncondition of anonymity.“Ansari replied that he had exe-

cuted a big project for the accountholder. But we were not convinced

and also found the quality of thecheque was not genuine. So Ansariwas asked to come the next daysince prior intimation is required towithdraw such a big amount. Ansariand Divedi then left,” added the of-ficial.“When the bank official verified

with the account holder in Lucknowand learnt that he had not issuedany cheque. It was also found to bea counterfeit cheque. The bank'smanager, Jagdish Joshi then regis-tered a complaint against the duowith us,” said a police officer of theVersova police station.

“Following the complaint we laida trap in the bank andwhen the duaarrived to collect the money wenabbed them. Both have been ar-rested under charges of cheating,forgery and several other relevantsections of the Indian Penal Code,”said senior police inspector, H.R.Parmale of the Versova police sta-tion.“We are interrogating them to

know their past criminal record andalso verifying whether they haveused similar modus operandi ear-lier with any other bank,” said an-other police officer.

The overnight fire-fight-ing operation endedyesterday with Shiv

Sena president UddhavThackeray and MaharashtraBJP unit president DevendraFadnavis calling a truce overthe bickering between thetwo long standing saffron al-lies. But not beforeThackerayasked the BJP leadership toclarify as to who called theshots in its state affairs. Pos-ing a second query, hewanted to know whether theBJP would seek outside sup-port just like AAP's Arvind Ke-jriwal did post Delhi assemblyelection results.The firesweredoused in the evening withBJP's Maharashtra in-chargeRajiv Pratap Rudy clarifyingthat Fadnavis was at the helmof party affairs in the stateand that since BJP-led NDAwas in a position to securecomfortable majority, theydid not need anyone's out-side support.Later speaking to newsper-

sons at state BJP office, Fad-navis remarked that no one

can be a vote spoiler and thatpeople will vote for the Ma-hayuti only. He said that theSena was a natural ally of theBJP and that their threedecade old alliance was in-tact. Fadnavis stated that hecalled on Thackeray in themorning to reassure him thatthe BJP had not changed itsstand. “Some forces were try-ing to create confusionthrough media and hence Imet Thackeray for directcommunication”. continued for the Sena. For instance, St. Irenaeuswrote to Pope St.Victor I, commenting on thecelebration of Easter and the differences be-tween practices in the East and theWest: "Thedispute is not only about the day, but alsoabout the actual character of the fast. Somethink that they ought to fast for one day, somefor two, others for still more; somemake their'day' last 40 hours on end. Such variation in

the observance did not originate in our ownday, but very much earlier, in the time of ourforefathers". (Eusebius, History of theChurch, V, 24). When Rufinus translated thispassage from Greek into Latin, the punctua-tion made between "40" and "hours" madethemeaning to appear to be "40 days, twenty-four hours a day."The importance of the pas-sage, nevertheless, remains that since thetime of "our forefathers" -- always an expres-sion for the apostles -- a 40-day period ofLenten preparation existed. However, the ac-tual practices and duration of Lent were still

not homogenous throughout the Church.Lent becomesmore regularised after the le-

galisation of Christianity in A.D. 313. TheCouncil of Nicea, in its disciplinary canons,noted that two provincial synods should beheld each year, "one before the 40 days ofLent." St. Athanasius in his 'Festal Letters' im-plored his congregation to make a 40-day fastprior to themore intense fasting of HolyWeek.St. Cyril of Jerusalem in his Catechectical Lec-tures, which are the paradigm for our currentRCIA programs, had 18 pre-baptismal instruc-tions given to the catechumens during Lent.St. Cyril of Alexandria in his series of 'FestalLetters' also noted the practices and durationof Lent, emphasising the 40-day period of fast-ing. Finally, Pope St. Leo preached that the

faithful must "fulfill with their fasts the Apos-tolic institution of the 40 days," again notingthe apostolic origins of Lent. One can safelyconclude that by the end of the fourth century,the 40-day period of Easter preparation knownas Lent existed, and that prayer and fastingconstituted its primary spiritual exercises.Of course, the number "40" has always had

special spiritual significance regarding prepa-ration. On Mount Sinai, preparing to receivethe Ten Commandments, "Moses stayedthere with the Lord for 40 days and 40 nights,without eating any food or drinking anywater". Elijah walked "40 days and 40 nights"to the mountain of the Lord, Mount Horeb(another name for Sinai). Most importantly,Jesus fasted and prayed for "40 days and 40nights" in the desert before He began Hispublic ministry.Once the 40 days of Lent were established,

the next development concerned how muchfasting was to be done. In Jerusalem, for in-stance, people fasted for 40 days, Mondaythrough Friday, but not on Saturday or Sun-day, therebymaking Lent last for eight weeks.In Rome and in theWest, people fasted for sixweeks, Monday through Saturday, therebymaking Lent last for six weeks. Eventually, thepractice prevailed of fasting for six days aweek over the course of six weeks, and AshWednesday was instituted to bring the num-ber of fast days before Easter to 40.

ASENSE of helplessness, or should I sayhopelessness, has overwhelmed theCongress party. Its leader and mascot

for the 2014 polls, Rahul Gandhi, has becomealmost invisible just as the last mile begins.Party circles are disturbed on several counts.One, the war room on Gurudwara RakabganjRoad, the nerve centre of the victorious 2009campaign, seems to have been disbanded.Rahul and his team don’t go there anymore.They are closeted in Rahul’s bungalow onTughlaq Lane these days. The rest of the partyhas no clue what they are up to or indeed,whether they are at all monitoring andmanaging the 2014 elections as they weresupposed to.Two, Rahul has downsized his campaign

significantly. He’s switched frommega ralliesto smaller gatherings and road shows. Often,he puts in only a brief appearance. At his lastmeeting in Rajasthan, he spoke for just sixminutes. Andmost of the time, the local Con-gress unit is not even informed that he’s onhis way.Three, he’s virtually stoppedmeeting party

leaders. A senior leader involved in negotia-tions for an alliance with a regional partycomplained to Rahul about not getting an ap-pointment. The Gandhi scion politely toldhim to meet Sonia. He said he wanted to beamong the people. The only communicationbetweenTeamRahul and the rest of the partyis via SMSmessages and emails. Occasionally,a telephone call goes out.Four, the expensive ad campaign featuring

Rahul is on hold. Party insiders are filled withforeboding of a repeat of the 2009 campaignwhen Rahul suddenly withdrew from thefront line halfway through the process andstopped the release of hoardings and postersfeaturing him. Ostensibly, the ad team hasbeen asked to go back to the drawing boardbecause the lines they came up with weren’tcatchy. But Congress circles are wonderingwhether it’s a sign that Rahul has decided notto lead from the front.The BJP had hoped to make this a US

presidential style contest between Rahuland Narendra Modi. Instead, Rahul seems tohave moved out of the frame. Modi may lookinvincible because there’s no-one to chal-

lenge him nationally, but he’s lost his maintalking point.

Shifting loyaltiesTHE Rajya Sabha faces an unprecedented

situation. Asmany as three of itsmembershave switched parties mid-course, whichmeans the RS secretariatmay have to take theunprecedented step of moving to disqualifythem. The three are: S.P. Baghel who left theBSP to join the BJP, former SP leader AmarSingh who recently joined the RLD and Ram

Kirpal Yadav who has left RJD and is slated tojoin the BJP.Yadav threw RS secretariat officials into a

tizzy by asking whether he could “recondi-tion” himself after quitting RJD. After be-mused officials figured out what hemeant bythe word recondition, they told him that hefaced disqualification if he quit. Yadavpromptly opened negotiations with bothJD(U) and BJP and is believed to have swunga Lok Sabha ticket from Patliputra fromthe latter.Singh escaped disqualification a couple of

years ago because he was expelled by the SPand the RS decided to allow him to retain hismembership of the House as an unattachedmember. But now that he has joined anotherparty, he no longer enjoys that immunity.The churn is breathtaking. Three familiar

faces could well be missing when the RSmeets again after the polls. And who knows

how many more will switch loyalty as MPslook for greener pastures in what could be awatershed election.

Battle between Generals?FORMER army chief V.K. Singh may havejoined the BJP but he seems to be havingtrouble getting the constituency of his choice.He wants Bhiwani in Haryana, where hecomes from. But the BJP is insisting that hecontest from Jhunjunu in Rajasthan.The argument that’s being put forward is

that Jhunjunu has a huge voter segment ofarmy and ex-army people and a former armychief would be an instant hit. The trouble isthat Jhunjunu also has a strong Jat presenceand Singh is a Rajput.But the bigger problem apparently is that

the Aam Aadmi Party (AAP) has decided tofield a former army man as well, Lt. GeneralRaj Kadyan, who is a known and outspokencritic of Singh. If Singh agrees to the BJP’sproposition, Jhunjunu will see an interestingbattle between two retired generals. There’sworse news for Singh. The BJP has never everwon Jhunjunu.

RSS in actionTHE RSS has decided to pull out the stops

to try and help Narendra Modi win over200 seats in the upcoming polls. It haspressed more than 3,000 swayamsevaks intoaction, one for every assembly constituencyacross the country. Each has been appointedco-ordinator for the constituency and his jobis to oversee the electionmanagement on be-half of the candidate. The swayamsevaks aredistributing pamphlets, doing door-to-doorcampaigns and picking out suitable peoplefor booth management on polling day. RSSchiefMohan Bhagwat has set targets for eachco-ordinator. He wants at least three man-agers for each polling booth.BJP circles are taken aback by the extent of

RSS involvement in the election. One sourcesaid that he has never seen the RSS do suchminute management. The question that’sbeing asked now is: what price will the RSSdemand fromModi if he does become PM?

Commendable work by NGOIT is one of the best Non-Govern-mental Organizations (NGO)whichwas registered in the year 1983 andworking towards the social causesof our nation. I visited this NGO,Vatsalya Trust along with my col-leagues twice in Kanjurmarg, and Ibecame very emotional and couldnot bear to see the little newly bornbabies being cared for by theNGO. Iam distressed when I think thoseparents who give birth to these in-fants and abandon them for no faultof theirs.This NGO runs an orphanage,

balwadi, child and parents guid-ance centre and also has a PatientAssistant Course and gives com-puter training to many childrenwho come to this NGO every yearand takes care of their develop-ment, schooling and other necessi-ties in life. In the last one month since aflight simulation facility openedat Phoenix Marketcity in Kurla,

nearly 600 people have tried theirhand in flying a Boeing 737, aCessna 172 or a fighter jet. And it isnot surprising that the fighter jetwins over the other two, making itvery apparent that lots of men re-main boys with a dream at the cen-tre of their hearts, to be a “fighterpilot”!Flight 4 Fantasy is an oppor-tunity to experience a flight in afixed simulator in a controlled andrelaxed environment. But the audioand visual system is good enough toensure that you don't get too re-laxed.Claimed to be the country'sfirst flight simulator open to thepublic in Bengaluru in 2012, this isthe company's second branch, andthe flight experience is realisticenough to cautiously enthuse thosewho have always wondered what itmust be to fly an airliner..The ADCwent there to experience it as well,thinking it was just another videogame.Two cockpit-replicas of smallplanes – the fighter jet and a Cessnawere visible in a showroom space.The cockpit of the Boeing was in-side, and in each case, staff in “air-line uniforms” waited beside thedoors to make the experience moreenjoyable and authentic.Our earlierexperience of a simulator was ofsailing aDelhi class warship used totrain Indian Navy sailors and offi-cers. It was gigantic and floating(not-fixed), with movements thatsimulated tides, so we were confi-dent that this experience would notbe toomuch to handle.The Captainbriefed us on various digital clockson the control panel, including aprimary flight display (PFD), modecontrol panel (MCP), navigation

display (ND), back-up instrumentsand dos and don'ts in cockpit. Thenhe repeated the exercise in the Boe-ing airliner.You get an option to ei-ther be the Captain of the flight orthe Co-pilot. Naturally, we chose toCaptain the flight with final com-mand and responsibility for all liveson board. It was a heady feeling.Weassumed charge and chose to fly to

Zurich airport out of at least 50other options of cities across theworld including Hong Kong, Dubai,Hitherto, Frankfurt, Amsterdamand Melbourne, that were onoffer.We switched on the systemand removed parking breaks. Theengines roared to life and wheelsstarted moving. The Co-pilot ex-plained the rule of gravity and in-

structed us to attain a speed of260km/hr to take off. We did. Thenwe relaxed, because apparently thisis the toughest task.An alarmsounded. Apparently, already wewere flying into the Alps so the co-pilot asked for suggestions to saveus all from crashing. We suggestedclimbing higher but were told thatwewere short of time, so on his sug-

gestion, we turned the angle of theflight, checked the topography andfixed our route.When we felt everything was al-

right, we put the flight on auto pilotmode and comfortably listened tothe co-pilot explaining the functionof Primary Flight Display whichshows airspeed, altitude, headingand vertical speed. Then he ex-plained the Navigation Display(ND) which overlays informationregarding aircraft's current routeplan, weather information, air traf-fic and restricted air space. Finally,he explained the Control Panel thatgives information about maps andcompass. After half an hour, wechose to land at Zurich airportmanually. We are afraid it was arather hard landing but it was safe.Error of judgement on our part.Itwas extremely realistic experienceas simulator was replica of cockpitand actual map of airport and ter-rain including Alpsmountains withfull topography details. But it was awonderful experience especiallysince no-one died.Others have al-ready discovered the joys of simu-lated piloting. Among them isVivekTaylor, an instructor in Australiawho flies small planes and who ishere on holiday. “It was a great ex-perience and awesome equipment”,he said, adding that he would beback.Celebrity actor Arjan Bajwawho had taken experience of theflight wrote in the feedback: “Amaz-ing experience and please open onein western suburbs.”

grammes is that theyoffer a distinct and unpar-allel learning experience forstudents going beyond their curriculum.While industrial visits and other educational trips spon-sored by colleges and institutions are an integral part of stu-dents’ educational curve, exchange programmes offerthem an opportunity to see and understand how theirpeers and contemporaries at other insti-tutions get to learn similarconcepts.Many thus assume

that studentexchange pro-grammes are only effec-tive when conducted with an international uni-versity. This is definitely not the case. background differences, it is also essen-tial to pinpoint the aspect of urban andrural educational differences. According toProf. Gala who’s conducted her share of stu-dent exchange programmes in varied urban andrural colleges across India, it often emerges thatcertain semi-urban and rural colleges seem to beequipped with better space and area allot-ment as compared to some of the top-col-leges within metropolitan cities.“Talking of infrastructural facilities,there have been manyinstances where I havebeen pleasantly sur-prised by the facili-

ties and opportunities avail-able to students in some semi-urbanand even rural areas. Opportunities,when lacking forcing students from

institutes in top-tiered cities to com-plain about,” she clarifies.

Apart from these facets, opportunities tolearn and imbibe from the different teaching

Vidyalaya (MRV). This was not just a regulardisplay of artwork. In fact, the exhibitionwas a window to the ancient cave paintingsaround the world, which were showcased inmodern light. Students from Grade III toGrade VIII had the rare opportunity toexplore their imagination and express theircreativity in an exceptional style.At first, the students were exposed to a

few prominent forms of cave paintingsacross the globe through observation,analysis and self-exploration. They thencompared the various forms of art and pre-sented their understandings of the same.Finally, the students converted their learn-ings to current scenarios. They presented

ancient paintings in contemporary form byincorporating modern elements into theartwork. The proportion of UPSC aspirantsfrom non-metro towns is compara-tively more than those of metrocites. But seeing the success ofthis exam which is very low, arethere any options available to theaspirants who come from smalltowns and have very less jobopportunities contradictory tothose in cities if they do not clearthis exam?Broadly speaking, the syllabus andcore content of UPSC is too broadand covers almost all the publicservice exams more or less.Moreover, the general studies aware-ness brought up during the prepara-tion of UPSC is more than enoughfor any public service exam at statelevel or any other exam conductedin India. So these students should tryin state services where many timethe age limit is also higher or othergraduate level administrative examslike SSC etc.The second option for these stu-

dents is that they can share andutilise their experience of learningand preparation of UPSC for theother aspirants in their own town ina visionary way. They can get intoparallel coaching institutes and thusshare the knowledge and ideas andalso the mistakes to be avoided byfurther aspiring students.The best way to utilise their

knowledge is to enter into the noblejob of teaching and one can explorea career in teaching at any level fromschools to colleges.Moreover pursu-ing your graduate degree is also theway forward.

You see both – civil service aspi-rants and the successful civil ser-vants at LBSNAA. So do you thinkthat there are some inbuilt quali-tieswhich are required to clear thisexam? Or can they be developedonce you clear this exam duringtraining?Well, there is nothing like in-built

qualities. According tome, any qual-ity, good or bad can be developed inand that’s what the training insti-tutes are for. Not only in civil servic-es but in any job or field you work,the qualities required for you towork there can be developed. Sothere is no need to be self-evaluativeabout this ‘quality’ thing.

Number of private institutes andtheir fees are increasing day byday. How much of a role do theseinstitutions play in clearing UPSC?Letme tell you a general thing aboutany institution and about any exam.‘An institution is no guarantee ofsuccess’. No institutewill give a guar-antee of clearing any exam and so itis true about this exam too.Institutes can show you direction,it’s up to you whether you are goingtowalk on it or not. The institute willprovide you with wings, but itdepends on whether the UPSC aspi-rants are ready to take wings and fly.

The number of attempts for UPSCjust increased by two. According tomany experts, this will be affectingthe effectiveness of the servicethe officers render after cominginto service late. Is it true?No, efficiency in civil service willnever be compromised. The length,breadth and depth of this exam is sovast that when one clears the exam,

it will be totally wrong to say thatefficiency will be at risk. Being atrainee at LBSNAA, from the traineeperspective there is nothing like thatand any officer once trained trieshis/her best not to compromise it.

What do you think is the right stageto start preparing for this exam?During graduation or after com-pleting? Should one start prepar-ing children from their schooldays?According to me, ideally preparingfrom the last year of your graduation

is the best way to start. Like that youhave already started to gain thematurity for the examand is the besttime for students also to learn aboutit. Moreover, there is a misconcep-tion that when you are preparing forcivil services you need to take a gapof one or two years and then you canqualify for it. I have seen studentswho start preparing for this exam atthe end of the examination and giveit without taking a break and theyhave been successful. So surely it’snot about the quantity of time, it’sthe quality of time that matters. And

to add to this ‘Systematic Planning’of syllabus is what fetches success.

Last year, the UPSC committeeadded one more GS paper ‘Ethics’though it was there in the Indiangovernance from the past fewyears. But what followed was theaddition of ‘EmotionalIntelligence’– being intelligentabout your emotions and apprais-ing emotions from situations andusing them for reasoning is inIndian Governance. Do you think itis quite a late entry in IndianGovernance as compared to thewestern world where it is knownsince 1991?Yes, it’s quite a late entrant. But whatcan we say ‘better late than never’.Because it is very essential for publicservants to be emotionally stablethan emotionally unsound.Emotions are responses co-ordinat-ed to changes in the environmentthat involve specific subjective expe-rience, activating relevant cogni-tions while intelligence we all knowis the ability that can be learned andbe used for problem solving. Butseeing the changing trend not onlyin India but in the world it is veryimportant for a public servant notonly to be physically and intellectu-ally competent but also emotionallycompetent to appraise any situationproperly in governance.

There is also aglimmer of Pollock some-where in the fact that ab-stracts that are sometimes

not structured. These ab-stracts are sometimes punc-tuated with realistic lifestudies that are solid in theiranatomy; thin light andshade and depth. Slighttraces of the academics maybe seen but these are givenshort shrift with her defthandling of the medium inher abstracts.

CBEC Denies With Holding Tax Refunds/DrawbacksThe Central Board of Excise and Customs (CBEC) has denied reports,thatthe Customs, Excise Duty and Service Tax refunds/drawbacks are beingheld-up by the Department. India's merchandise trade deficitshrank further in February 2014to US$ 8.1 billion from US$ 9.9

billion in January . The improve-ment came about despite the fall inexports, as the compression in im-ports remained sharp. Ending a 7-month positive streak, exports inFebruary fell by 0.7%, seasonally ad-justed, compared to the last monthand were lower by 3.7% y-o-y. Thefall in part is explained by a strongerbase effect in the month.

However, even after stripping outthe effect of a strong base, exportgrowth was negative in February.This might have been driven by acontinued fall in the value of petro-leum exports, as crude oil prices av-

eraged lower at nearly US$109 perbarrel in February as compared toUS$116 per barrel at the same timelast year.

Imports recorded the sixth con-secutive month of double digit con-traction (fell by 17.1% y-o-y) inFebruary. This contraction wasdriven by weak domestic demandand restrictions on gold importsthat steepened the fall in non-oilimports to 24.5% y-o-y. The fall inoil imports slowed to 3.1% from10.1% seen last month.

And now CAD is expected to dropto its lowest level in six years. SaysCrisil Research “We expect CAD toprint 2.0% of GDP in 2013-14, thelowest since 2007-08, compared to4.8% last year. Merchandise tradedeficit for April-February 2013-14 is

at $128.1 billion as compared to$179.9 billion in 2012-13.

The sharp contraction in importsin this fiscal has been the primaryfactor that has contained the tradedeficit. Going forward, exports areexpected to pick up as growth inIndia’s export markets improve andpetroleum exports, which havebeen muted since November,bounce back. “

Crisil expects CAD to rise to 2.7%of GDP in 2014-15. After doubledigit contraction this year, importgrowth is expected to pick up. Goldimports will begin to rise once therestrictions on them are relaxed,and imports of oil, consumptionand investment goods will pick upas GDP growth improves, resultingin a higher CAD in the next fiscal.

Cumulative value of exportsfor the period April-February 2013 -14 was US $ 282777.02 million (Rs1712422.41 crore) as against US $ 269859.25 million (Rs 1468159.38crore) registering a growth of 4.79 % in Dollar terms and growth of16.64 % in Rupee terms over the same period last year.

IMPORTSImports during February, 2014 were valued at US $ 33819.14 million(Rs.210451.11 crore) representing a negative growth of 17.09 % in Dol-lar terms and a negative growth of 4.06 % in Rupee terms over thelevel of imports valued at US $ 40791.98 million (Rs. 219353.56 crore)in February, 2013. Cumulative value of imports for the period April-February, 2013-14 was US $ 410863.28 million (Rs. 2474626.88 crore)as against US $ 449788.89 million (Rs. 2446387.26 crore) registering anegative growth of 8.65 % in Dollar terms and growth of 1.15 % inRupee terms over the same period last year.

The Oil Ministry has sought legalopinion to ascertain if British

energy giant BP and Canada's Nikoare part of the arbitration initiatedby their partner Reliance Industriesagainst the government levyingpenalties for KG-D6 gas productionfalling short of target.

The near-doubling of gas prices toUSD 8 per million British thermalunits that will kick in from nextmonth will accrue to all producersin the country. However, in the caseof the main fields in the KG-D6block, it would be conditional uponRIL furnishing a bank guaranteeequivalent to the incremental rev-enue it will get from the new rates. If

it is proved that the company delib-erately produced less gas from theD1&D3 fields in KG-D6, the bankguarantee will be encashed, depriv-ing RIL of the incremental revenue.

Sources said while RIL agreed tothe condition, the exploration divi-sion of the Oil Ministry raised issuesabout BP and Niko Resources,which together hold 40 per cent inthe KG-D6 block. It felt since theCabinet stipulation was for the con-tractor that had initiated arbitra-tion, a bank guarantee cannot betaken from BP and Niko, whichwere not part of the 2012 arbitrationnotice slapped on the government.

To break the impasse, BP andNiko separately wrote to the min-istry, saying that RIL, in filing the ar-

bitration notice, had acted as an op-erator representing the interests ofall the KG-D6 constituents and theywere part of the arbitration. BP andNiko further stated that as a con-tractor to the production sharingcontract (PSC) they are party to thearbitration and RIL has representedthem as per the PSC and JOA,sources said.

Sources said the ministry has nowsought legal opinion to ascertain ifBP and Niko can become part of thearbitration with such letters. RILand BP say the decline in currentD1&D3 output to a 10th of the pre-viously projected 80 million stan-dard cubic meters per day waspurely because of unanticipated ge-ological complexities such as a dropin reservoir pressure and ingress ofwater and sand. RIL had draggedthe ministry to arbitration last year,saying the contract does not pro-vide for levy of a USD 1.8 billionpenalty for output not being in linewith projected production profile.

Law Ministry To Opine On BP, Niko Status In RIL Arbitration

businesses to become viable intoday’s economic climate. This seg-ment is a significant market opportu-nity for banks in India, and globally,as women entrepreneurs are provento be excellent long-term clients forbanks," says Jennifer Isern, IFC Man-ager for Access to Finance Advisory.However, financial institutions meetonly 27% of the financing demand ofwomen-owned micro, small andmedium enterprises in India, saysIFC, a member of the World BankGroup, in a just released a study.

The study titled Micro, Small, andMedium Enterprise Finance: Im-proving Access to Finance forWomen-owned Businesses in India,undertaken by IFC in partnershipwith the government of Japan, esti-mates that of the total financing de-mand of $158 billion (Indian rupees8.68 trillion) for women-ownedbusinesses, formal sources are ableto channel only $42 billion (Indianrupees 2.31 trillion). This leaves a

significant gap of $116 billion (In-dian rupees 6.42 trillion) that finan-cial institutions can meet throughproducts and services tailored forwomen entrepreneurs.

There are an estimated 3 millionwomen-owned enterprises acrossindustries, representing about 10%of all micro, small, and medium en-terprises in India and employingover 8 million people. The studynotes that there is sound empiricalevidence, particularly from devel-oped economies, that women bor-rowers have stronger repaymenthistory and present greater poten-tial for cross sales compared to maleentrepreneurs, making themroughly twice as profitable forbanks as a consumer segment.

The study recommends thatbanks can serve more women bylending to the services sector; about80% of women entrepreneurs runbusinesses focused on services. His-torically, banks have funded manu-facturing enterprises, and reliedheavily on collaterals to give credit,to the disadvantage of women-owned enterprises.

again. For the fourth time, horsescoming from Nanoli farm havetested positive for Boldenone.Mr. K.N. Dhunjibhoy, owner of

Nanoli Farm explains: Boldenonewas injected into Bull's Eye duringits journey from Nanoli farm to thestables inMumbai. If this was reallythe case boldenone content in theurine should have been more.The alleged source of Bolden-

none, it is alleged, is at Nanoli farm.There is however no proof of this.Those in the know, talk about con-spiracy. Nobody has been able toexplain why there has been a con-spiracy. Does anyone benefit by ad-ministering Boldenone to horsesthat come from Nanoli.Thematter has been investigated

It isan arduous task but it is better that– to avoid any kind of slightest sus-picion – all horses are tested. I amtold that Boldenone remains in thehair on the tail of a horse. It is bet-ter that Mr. Dhunjibhoy agrees tothe testing of all his horses.Boldenone could not have come

from nowhere.It is clear some human hand is

behind it.Both Mr. K.N. Dhunjibhoy and

Mr. Pesi Shroff are facing charges

against them. It is being said thatwhen the horses come from thefarm, they look fit as a fiddle. Thiscould be because they are beinggiven the right kind of food.I know a trainer who givesmilk to

the horses.A lot of questions are being asked

by curious racegoers about themys-terious happening. They may nothave any basin at all but they musthave positive answers:1.Why are horses from only NanoliStud Farm are being tested positivefor Boldenone?2. Are some interested desi or for-eign countries targeting a big namelike Dhunjibhoy and makingcharges without proof.

3. Should not – after horses fromNanoli has been tested positive – anenquiry be held with regard to therole, if any, played by the workersand other staff of the farm?4. There is absolutely no proof thatPesi Shroff is a “benami owner” ofthe farm, and yet why such thingsare being said.5. Is Pesi Shroff is involved at all inany kind of conspiracy?6. Is it only random test of horsescoming into Mumbai stables. Whythere was no such practice before?7. Is it not desirable that horsescoming from all farms should betested for drugs – as a precautionarymeasure? All sorts of drugs are inthe market and are easily available.

8.Who isUmed Singh?Was he in thestaff of Nanoli for several years?9. Every owner has the right to re-move horses from a trainer. Horsesfrom trainers Byramjee, Padman-abhan were taken away withoutany provocation.10. Pesi Shroff both as a jockey andtrainer – has always been clean.How then allegations are madeagainst him?11. How doesManeka Gandhi – an-imal lover – coming into the pic-ture. How can she have anything todo with doping cases in WesternIndia?12. Instead of allowing charges andcounter charges, printing accusingfingers at one another, is it not bet-ter to hold an enquiry and summonall those allegedly involved in themysterious happening and arrive atthe truth? The best authorities whocan conduct this special type of in-quiry is RWITC stewards them-selves?

Kaneria submits 28,000 pounds toget appeal hearing on ban

KKAARRAACCHHII:: Pakistan'sbanned test leg-spinner,DDaanniisshh KKaanneerriiaa hassubmitted a sum of 28,000pounds with a commercialhigh court in London inorder to get his appealagainst the life ban heardon April 11th. A sourceclose to Kaneria told PTI

that he had with the help of relatives, friendsand colleagues managed to raise the 28,000pounds. "He is in dire financial strait but thishearing is also his last chance of beingcleared and having the ban removed so hesomehow managed to raise the amount," thesource said. Kaneria was told by thecommercial court judge last month that hewould have to deposit the security money if hewanted his appeal against his life ban to beheard on April 11th.
