SOLID WASTE COLLECTION

Overview
• Public Works is proposing to implement exclusive GarbageDisposal District (GDD) agreements to address concernsreceived from residents in the north county areas of Acton/AguaDulce and the Antelope Valley (AV) regarding the current trashcollection system and illegal dumping
• The AV currently operates under an open-market system for residential (cart) customers where the County cannot regulate the fees charged, services provided or the quality of service
• The County’s existing non-exclusive commercial franchise system covers the entire County where dumpster customers can currently choose any County-approved waste hauler to provide service

Benefits of a GDD System
• Provides trash collection and other services to all property owners, including vacant parcels
o Improves the quality of life of residents by providing bulky-item collection, excess trash/green waste collection, and provides direct funding to respond to illegal dumping
o Unique geographic area so participation from all property owners helps to equitably distribute the cost
o County oversight of contracted waste hauler to ensure quality and consistent levels of customer service
o Competitive bidding process from multiple waste haulers to ensure the lowest possible rates

GDD Services
Every property will receive basic service, which includes:• Trash, recycling and green/organic waste collection • Illegal dumping services (Task 2) • Bulky item collection • Community cleanup events• Excess green waste and trash collection• Potential landfill vouchers and/or free disposal days

GDD Collection System
• Geographic defined area where one contracted waste hauler provides weekly waste collection services to both residential and commercial/multi-family propertieso Residential: 96-gallon wheeled plastic carts for trash,
recyclables and organicso Commercial/Multi-family: Metal dumpsters for trash with options for
additional dumpsters and/or carts for recyclables and organics
• Service level based on County Assessor data for land use type
• Service fees are paid as part of property tax with additional services paid directly to hauler

Ministerial Site Plan Review
• Removed existing requirement for a Ministerial Site Plan Review to determine whether a project complies with the standards of a CSD
• Standards must still be met, but all projects do not require a review unless it is explicitly stated in the code

Hillside Design Considerations
• Standards duplicated from existing Title 22 requirements were removed

Vegetation and Landscaping Requirements
• Updated vegetation protections to balance vegetation protections with equestrian uses
• New standards to protect horses from landscaping that is poisonous to them

• Changed standards for temporary and real estate signs• New standards for residential ranch entrance signs
