I. Introduction

• The challenges facing shipping and world class ports today are not

only the rapid increase of quantity but also the quality of ports’ related

services. The continuous progress of globalization of shipping and

trade business is resulting in the increasing pressures on ports cost

and improved operational efficiency.

• PAS is committed to providing its customers and port users with effective

and efficient, safe, secured and affordable port services.

• By land, PAS is connected to Phnom Penh by National Road

No. 4 (230Km) and NR No. 3 (244Km).

• By rail, PAS is connected to Phnom Penh by the southern line

(264Km) along National Road No. 3.

• By air, PAS is connected by Sihanoukville International

Airport (17km).

and Asia Pacific, while connecting to the EU and the US

via ports in Hong Kong and Singapore.

Port Administration and Management

Navigational Service:

PAS provides navigational services for all vessels call in-out of the port.

This service may also be provided to vessels for private ports.

Cargo Handling Service: PAS provides services such as stevedoring, lift-on lift-off and transportation

for container and general cargo operations and International Passenger

Services 24 hours per day and 7 days per week. Storage and Warehouse Services

increased with the average of 13.57%. Whereas, the total volume of container throughput in 6 Months

2019 is 291,572 TEUs increased 12.50% comparing with the same period of 2018..

Package-1: Infrastructures (2020-2024):

Construction of New Container Terminal with 350m length; 500m width and Depth of Berth Box: -14.5m considering the following vessel draft is targeted:One over-Panamax size container vessel Two under-Panamax size container vessel

Access Channel and Turning BasinWater depth of access channel and turning basin is expected to be -13.5m in order to ensure water depth that target vessel can navigate.

New Container Terminal with -13.5m draft toaccommodate the over-Panama size container

ships with capacity of 60,000DWT (5,000TEUs) to

meet the 93% of Asia Pacific route ships into PAS

causing the Ocean Freight Cost to be comparable

with neighboring ports.

Project Schedule:

For Civil Works: it is estimated to construct in middle 2021 and will be completed in middle 2024 (36 Months).

For Procurement of Handling Equipment:It is estimated to construct in 2022 and will be installed in 2024 (28 Months).
