I. SITUATIONGeneral Situation

(a) OCD – DND is mandated to uphold the people’s constitutional rights to life and property by addressing the root causes of vulnerabilities to disasters, strengthening the country’s institutional capacity for disaster risk reduction and management and building the resilience of local communities to disasters including climate change impacts.

(b) BASULTA OCD is tasked to develop, promote, and implement a comprehensive National Disaster Risk Reduction and Management Plan (NDRRMP) that aims to strengthen the capacity of the national government and the local government units (LGUs), together with partner stakeholders, to build the disaster resilience of communities and to institutionalize arrangements and measuring for reducing disaster risks, including projected climate risks, and enhancing disaster preparedness and response capabilities at all levels.

(c) Basilan National High School recognizes the importance of strengthening the capacity of its emergency response mechanism in order to mitigate and prepare for, and response to and recovers from the impact of emergencies and disasters.

(d) The Disaster Risk Reduction and Management Team 6 is tasked to develop the BNHS Emergency and Disaster Response Plan.

1.1 The BNHS Teachers and Students attended a Disaster Prevention Seminar Workshop given by BASULTA OCD on December 6, 2011

1.2 During this workshop the emphases was the community Based Disaster Risk Reduction and Management. The participants were encouraged to organize and mobilized the formation of Students Disaster Risk Reduction Club.

1.3 The proposal of Operation Officer Jenner Pandan was given consideration and approval to conduct Public Awareness and Information Campaign for Basilan National High School, Isabela City, Basilan. The orientation – training is scheduled to be held on December 6, 2011.

II. MISSION

2.1 BASULTA OCD will conduct DRRM Orientation to Students and Teachers of BNHS on December 5-7, 2011

2.2 Objectives of the DRRM Orientation and Seminar2.2.1 Understand the importance disaster preparedness

particularly Disaster Mitigation and Prevention and its relationship with Climate Change and Peace Process.

2.2.2 Describe how Disaster Management can be integrated into public governance and how planning and design of community structure should take into account the vulnerabilities of community

2.2.3 Understand, develop and write the BNHS Emergency Operation Development Plan

2.2.4 Describe how community based Action Plan for the Disaster Management can be actively implemented

2.2.5 recognized the contribution and participation of volunteer agencies

2.2.6 Define and Explain how Culture contributes to peoples response to education and public awareness program specially the importance of indigenous knowledge

2.2.7 Understand basic concepts of Emergency Management Systems including Incident Command System

2.2.8 Explain the role of the media2.2.9 Share learning experiences and best practices of DRRM

Organizing and mobilizing community.2.2.10 Introduce the importance of Water Sources and the

Minimum Standards for Water Quality in the context of Climate Change.

III. CONCEPT OF OPERATION AND IMPLEMENTATION

3.1 Jenner Pandan as the overall Event Director shall proceed to BNHS, Isabela, Basilan together with the Training Team and their training equipments on December 6, 2011

3.2 Upon coordination with DRRM TEAM 6 under Jenner Pandan and under the supervision of Basilan Liaison Officer Rene Mabilog hold the DRRM

- Overall Supervision and Control of the Event3.3.2 Lamitan Disaster Risk Reduction Management Team 5

- Responsible in ground preparation and coordination with barangay officials of Lamitan

3.3.3 Special Emergency and Response Team (SpEAR Team 6)- Submit security and hazard situation in the area- Be ready to move and orders

3.3.4 Isabela Ready Reserve Company- Provide Manpower support and crowd control- Assist the Lamitan DRRM Team 5

3.3.5 Civil Affairs Team- Responsible in documentation and AAR final report- Conduct and coordinate media events

3.3.6 Special Rescue and Training Team- Provide two SRT sections

3.3.7 Isabela Red Cross- Provide technical support and assistance to DRRM

Team in coordination with Isabela Red Cross- Provide training aids and role modeling personnel

3.3.8 Isabela Triskelion- Place on detail with Civil Affairs Team

3.3.9 14th Special Forces Company-Overall coordinator for security and safety matters
