BACKGROUND INFORMATION ON SHORIKI MATSUTARO AND HIRATSUKA TSUNEJIRO

1. SHORIKI Matsutaro '6 tv&il ),a. SHORIKI was born in 1885 in Toyama Prefecture.

b. SHORIKI graduated from the German Law School of TOKYO UNIVERSITY in 192He entered the Metropolitan Police Department, and subseqUently became chief of theHORIDONE and KAKURAZAKA district police stations. Subject also served as chiefsecretary of the Metropolitan Police Department, chief of the Special Thought PolicdSection and chief of the Police Affairs Bureau.

c. SHORIKI resigned from the police force in 1924, and was appointedpresident of the YOMIURI NEWSPAPER COMPANY. Since then subject has concurrentlyheld the positions of executive member of the Imperial Rule Assistance Association,chairman of the KYUSHU DAILY, SANIN NEWS and the SHIZUOKA Newspaper Association, anddirector of the All Japan TOKYO Baseball Club prior to and during World War II. In1949, subject was elected chairman of the Japan Baseball Federation.

d. In Jul 54, SHORIKI was reappointed as head of the YOMIURI NEWSPAPERCOMPANY, which he had been forced to relinquish after the war because he had been onthe purge list and indicted as a class A war criminal for his activities in theImperial Rule Assistance Association.

e. He was elected to the House of Representatives in Feb 55, froieternii0iPrefecture. Aside from the above, subject holds the following positionsi' State'Minister as chairman of the Atomic 'Energy Commission, president of the 1P4.TELEVISION CORPORATION, acting managing director of romIuRI KAIKAN (TOMIURI HALL),chairman of the Japan Baseball Federation, managing director of the KORAKUEN ATHLETIiSTADIUM, chairman of the KANTO RACE CLUB, comptroller of the MANNA AMUSEMENT CENTER:a member of the Japan Deliberation Club and a standing member of the Kanto BusinessManager's Association.

Reports from reliable sources indicate that SHORIKI, due to his connections.with the YOMIURI NEWSPAPER and the NIPPON TELEVISION CORPORATION, does not necessari/require strong outside financial supportas in the case of other politicians.SHORIKI's determination to enter politics was said to have been motivated by KONOIchiro Gc\rin-0. ), Minister of Agriculture and Forestrg, who was badly in needa good prospect to oppose the late OGATA Taketora tr'r) 4t ) as a rival candidatAccording to reports from certain political quarters, it was stated that SHORIKI waspromised in advance of a State Minister's post at the time he decided to enterpolitics. Today, subject is a member of the cabinet as a State Minister, and isreported to be gradualll consolidating his financial background in line with hispolitical activities. One of the most well organized and strongest supporters issaid to be the Japan Atomic Energy Industrial Forum, Inc. This forum was establishedby large private electric power companies to conduct research on the deiMp lopment ofnuclear energy for peaceful purposes, and because of the enthusiastic suppoxt givenby these companies to the forum, especially by chairman SUGA Reinosukean unusually-c/ise relationship haelprung up between SHORIKI and SUA. At the timeof the inauguration of the JIMAtomieftergy Industrial Forum, Inc., voices withinthe electric power circles were heard to have said "SHORIKI's dollar-box is nowcompleted." Moreover, there are large numbers of second and third rate industrialistwho are flocking around SHORIKI, according to informatpn from reliable sources. Oneof these backers is the SATO iNDUSTRIAL COMPANY ( Lef./K- T- 1-,vs-A,1 ), a firmmainly engaged in dam construction and civil engineering, which was reported to havemade huge contributions to SHORIKI.
