TheICAOAirTransportSymposiumthatwetalkedaboutlastmonthdrewsome500participantsfromaroundtheworldtoidentifythewayforwardunderthethemeldquoStrategiesandToolsforSustainableAirTransportrdquoWithACIremindingtheaudiencethatwecanexpectpassengertraffictodoubleassoonas2029thecommonthreadwovenintothediscussion

and presentationswas the need for all global aviation stakeholderstotimelyembracegrowthWemustcontinuetobeenvironmentalstewardsaswepursuepermissiontogrowfromourcommunitiesInanexcellentpresentationbyOlivierJankovecDirectorGeneralACIEuropeadvisedthegatheringthatairportswereoncedependentonpublic fundingandeconomicsustainabilitywasnot inourDNAbut todayareself-financedbusinesses thatdisplayfiscaldisciplineand have achieved revenue diversification For airports thecommonchallengessharedwithallsectorsofglobalaviationweresupplementedbyourcontinuedneed topursueself-determinationfromgovernmentandregulatorstomatchourrealityassophisticatedbusinessesWhile airport revenues from non-aeronautical sourcesnow rival those from aeronautical sources and we have reducedourdependencyondominantairlinesandrefinedourairportservices

andexperiencemanyairportsarestillsaddledwithoutmodedpolicyandregulatoryframeworksthataredisconnectedwithourstatusasglobalbusinessesWestimulateemploymenttradetourismandthesocioeconomicdevelopmentofcommunitiesandareineffectthefrontdoorandwelcomematforourcommunities

TheSymposiumendedwith agreementon theurgentneed toprovideairport infrastructure Understanding that thisinfrastructureisexpensiveandrequireslongleadtimesitwasdeemedusefulforICAOtoprovideguidancetocountriesonairportfinancingACIwillprovideinputtothisefforttofindacohesiveandconsistentapproachinourinternationalregulatoryenvironmentadvocatingmaximumflexibilitysothatourmemberscantakefirmcontroloftheirfutures

Engagingwith ICAOandother industry stakeholders is core to ourmissionbut it is also important for us to engagewithdecision-makersthathavelessunderstandingofaviationletaloneairportsThismonthIattendedtheInternationalTransportForumrsquossummitmeetinginLeipzigGermanyTheInternationalTransportForumattheOrganisationforEconomicCooperationandDevelopment(OECD)isanintergovernmentalorganisationwith53membercountriesItactsasastrategicthinktankfortransportpolicyandorganisesanannualsummitofministers

ThesessioninwhichIparticipatedwastheMinistersrsquoRoundtableonVolcanicAshCloudandotherCriseswhichincludedminister-levelparticipantsfromRussiaNorwayNewZealandtheUnitedStatesIrelandandGermanyTheconclusionofthesessionreflectedtheinputfromACIincludingthecommitmentforcommunicationandcollaborationandthedevelopmentofcontingencyplansintheeventofafailureofatransportmodeWeespeciallyplacedhighvalueondialogueamongthegovernmentaldecisionmakersandindustryrepresentativesandldquobigpicturersquomanagementofcustomerexpectation

Whetherweareworkingwithotherknowledgeablestakeholdersorengagedinexplainingthebasicsofourindustrytooutsidedecision-makerswearealwaysambassadorsforairports

The10dayAPEXmissionstartedwithanopeningceremonyandaddressgivenbyMrHerryBaktiDirectorGeneralDirectorateGeneralofCivilAviationofIndonesiaTheceremonywaswellattendedbyover100participantsfromtheSoekarno-HattaInternationalAirport(HostAirport)seniormanagersfrom11otherairportsoperatedbyAngkasaPuraII(PERSERO)aircarrierstationmanagersfromJakartaserviceprovidersoperatingatSoekarno-HattaInternationalAirportandofficialsfromtheDirectorateGeneralofCivilAviationandtheCivilAviationAuthority

DuringthecourseoftheAPEXSafetyReviewateamconsistingofexpertsfromACIandAngkasaPuraIIworkedtogetherunderthefacilitationofAPEXTeamLeaderJohnPottinger(ManagerSafetyandOperationsACIWorld)TheteamgreatlybenefittedfromtheexpertiseofthemissionrsquossafetypartnersIncheonInternationalAirportCorporationAirportsCompanySouthAfricaandAirportsAuthorityofIndia

WiththeACIAPEXSafetyProgrammestillinitspilotphaseSoekarno-HattaInternationalAirportbecamethefirstlargeairportreviewedbyAPEXTheentireteambenefittedfromexperienceandwilldeliverareporttoAngkasaPuraIIthatwillincorporaterecommendationsagreeduponwiththeairportoperatorAnactionandimplementationplanwillalsobedeliveredtofurtherimprovesafetyattheAirport

Theconnectionsandinteroperabilityweretestedbyconductingsubscribe-unsubscribeoperationsrequestingflightinformationandprovingthatinformationupdatedineachofthethreeweb-

portalswastransmittedtotheothersubscribersviatheACRISweb-servicesThedemoenabledreal-timecommonsituationalawarenessThefactthatthePoCgroupcompletedtheprojectinjustfourmonthsistrulyremarkable

INTERNATIONALConsensushasbeenreachedbythepartiestotheFrameworkConventiononTobaccoControltotacklethesmugglingoftobaccothroughtheadoptionofaProtocolonillicittradeInpositivenewsforthedutyfreebusinessitisunderstoodthattheProtocoldoesnotcallforabanondutyfreesalesoftobacco

ThefifthmeetingoftheIntergovernmentalNegotiatingBodytookplaceinGenevaatthebeginningofAprilwherethepartiesagreedawayforwardtotackletheillicittradeintobacco

TheEuropeanTravelRetailCouncil(ETRC)theInternationalAssociationofDutyFreeStores(IAADFS)theAsiaPacificTravelRetailAssociation(APTRA)theSouthAmericanDutyFreeAssociation(ASUTIL)andtheMiddleEastDutyFreeAssociation(MEDFA)welcomedthenewsAlthoughadutyfreetobaccobanisnotcalledfortheProtocoldoesstillsubjectthedutyfreeindustrytoscrutinyintheyearstocomeThedutyfreerepresentativeorganisationssaidtheywereconfidentthattheindustrywouldstanduptoanyscrutiny

InajointstatementtheysaidldquoWeareespeciallypleasedthatspuriousclaimsthatthedutyfree

industrywasitselfinvolvedinillicittradehavebeenrejectedbypartiestotheFCTCIllicittradeintobaccoproductsisacriminalactivitythatalsohurtsthedutyfreeindustryItisgoodnewsfortheindustrythatthislongrunningprocesshasnowcometoapositiveconclusionrdquo

ThedecisionbringstoacloseanegotiatingprocessthathasspannedfiveyearsIn2008aproposalwasmadeduringthenegotiationstobandutyfreesalesclaimingtheycontributedtoillicittradeThedutyfreeindustryassociationsimmediatelymovedtorespondandsincethenhavebeenpromotingastrongillicittradeProtocolwhileresistingtheclaimsthatdutyfreewaspartoftheproblem

TheProtocolwillnowbesubmittedtothenextmeetingoftheConferenceofthePartiesoftheFrameworkConventiononTobaccoControltobeheldinSeoulinNovemberwhenitisexpectedtobeadoptedThiswillthenbegintheprocessoftheProtocolbeingratifiedbyindividualstatesOncetheProtocolhasbeenratifiedbyatleast40countriesitwillgointoeffectandbecomebindingonsignatoryparties

Withthe45thdeliveryoftheAirTransportSystem(ATS)gatewaycoursethatbrokenewgroundinOsloNorwayinmid-ApriltheGlobalACI-ICAOAirportManagementProfessionalAccreditationProgramme(AMPAP)continuestoattractparticipantsspanningtheglobein84nationswhilecrossingthe700markinthenumberofairportprofessionalscurrentlyenrolledintheprogramme

EachATSdeliverybringstogetheranotheruniquegroupofparticipantsoftentimesintroducingAMPAPtoairportmanagersfromanentirelynewcountryamanifestationofthevalueanduniversalitythatthisaccreditationprovidestoprofessionalsintheglobalaviationarenaOneATSinparticularrecentlystoodoutforhavingthesinglelargestgroupofparticipantstodatetojoinAMPAPfromoneairportorganizationInOctoberof2011withthe37thATSdeliveryinTehranIran24managersfrom12airportsoftheIranAirportsCompany(IAC)allventuredontheirwaytobecominganInternationalAirportProfessional(IAP)ThisfurthersignaledthegrowinginterestforearningthejointACI-ICAOIAPaccreditationinessenceabadgeofexcellencethattheseexecutiveswillbearproudlyalongwiththeircounterpartsaroundtheglobe

IntandemwiththemajorityofotherinternationalairportsIAChadalreadybeguntoreviewtherequirementsforthecountryrsquosairportstoprepareitscurrentandfutureleadersforamoresustainable
