Current screens developed in the late 90’s

Must connect to SSA mainframe to access screens A user must have a unique ID and approval from SSA

―All or nothing‖ access Users can query cases, address and pre-offset notice

information All users can add, update & delete case information

All users can add and delete cases for passport denial

All users have access to tax information – no filters

USPS—Early Retirement Incentive

USPS offered eligible employees a $15k incentive to retire $10k distributed in 2009 Remaining $5k will be distributed September, 2010

USPS provided OCSE with list of individuals who will receive the $5k in September OCSE compared the individuals provided by USPS with

information on the debtor file 96 matches identified in 23 states

OCSE contacting states with matches to provide information

States may take action to intercept the lump sum payment

Thrift Savings Plan (TSP)

TSP is a retirement savings plan for civilians who are employed by the United States Government and members of the uniformed services

TSP will match individuals on the Debtor File with TSP accounts and send matches to OCSE

OCSE will send matches to states via the FCR in the same record used for MSFIDM

States will take the appropriate action to freeze/seize the funds in the delinquent obligor’s account

OCSE will coordinate a conference call with states and TSP to review and discuss the freeze/seize process
