CARS.COM — The flooding inTexas and Louisiana from HurricaneHarvey’s torrential rains disruptedthe lives of hundreds of thousandsof Americans and also left in itswake hundreds of thousands ofwater-damaged vehicles. And thatmay be just a down payment, asa fierce Hurricane Irma barreledtoward the U.S.While such disasters can bring outthe best in people, they also canbring out the worst -- and that couldlead to a flood of water-damagedvehicles that scammers will try tounload in dishonest and even illegalused-car sales.It’s estimated that up to 500,000vehicles were swamped by Harvey.Vehicles declared a total loss willthen carry a red-flagged “salvage”
title, and most are sold to dismantlerswho will resell the undamaged parts.But some end up in the hands ofpeople who scheme to “wash” thetitle, often in other states, so theycan sell them to unsuspecting buyersas normal used cars.“Unfortunately, some of theflooded vehicles may be purchasedat bargain prices, cleaned up, andthen taken out of state where the[vehicle identification number] isswitched and the car is retitledwith no indication it has beendamaged,” said National InsuranceCrime Bureau, an industry fraudprevention group, in a statement.The NICB warns used-car shoppersto beware in the months after majorflooding such as in Harvey andnow from Irma. It recommendsthe following steps to avoid gettingscammed with a water-damaged car:• Select a reputable car dealer and
use a VIN checker to ensure the cardoes not have a salvage title. Youcan use dealer reviews at Cars.com’sDealerRater.com site to find a dealerand also can browse Cars.com’sused-car inventory. You can findlinks to reputable VIN history andtitle checkers at the federal NationalMotor Vehicle Title InformationSystem site. The NICB also has aVIN checker here that compilesinformation from its members, whocomprise roughly 88 percent of thepersonal auto insurance market.
• Inspect (and smell) the vehiclefor water stains, mildew, sand orsilt under the carpet, floormats,headliner and dashboard.
• Inspect the upholstery and doorpanel materials for fading.
• Check for rust around screws inthe center console area and areas
water doesn’t usually reach.
• Check for mud or grit in the sparetire compartment and in smallcrevices under the hood. Also, lookfor rust and corrosion under thehood.
• Inspect the seat belt retractor formoisture, mildew or grime.
• Check to make sure the speakerswork; door-mounted speakers willoften be damaged in a flood.
• Pay close attention to the wheels;aluminum alloys may be coatedin a white powder and show signsof pitting, or small dimples in thematerial.
• Have a mechanic inspect thevehicle prior to purchasing it.
• Trust your instincts. If a dealsounds too good to be true, itprobably is.
