Key Performance Indicators• Council of Great City Schools developed Key Performance Indicators
(KPIs) in 2002
• Academic KPIs developed in 2014
• Eight districts including Milwaukee Public Schools (MPS) participated
in 2015 pilot data collection
• A full-scale pilot for academic KPIs was launched with 28 member
school districts including MPS in 2016

• Participation in data collection is brave, but critical
• Benchmarking with similar urban districts is possible
• A benefit from membership in the Council of the Great City Schools
• Metrics are still being refined with input from districts

Preliminary Recommendations and Conclusion
• Revisit the elementary level KPIs to ensure comparative data on Pre-K, elementary and
middle grades
• Revisit and refine the proposed indicators on students in disaggregated groups
• Conduct KPI data collection on the 2015-16 school year in late fall of 2016
• Poverty, ethnicity, ELL and gender data should be graphed to allow a more detailed
comparison across districts (MPS data is provided as an attachment)

• MPS performs at the bottom or near the bottom for each metric as
compared to other CGCS districts
• Initiatives and programs are being developed and implemented to
improve performance of all our students
