Effective interventions must be built on a solid foundation of effective core instruction
School and district resources should be directed first and foremost to improve Tier 1 core instruction
We CANNOT intervene our way out of a core instructional problem

Tier 1Regularly monitor the progress of students at risk at each grade level. Differentiate reading/math/science instruction for all students to ensure mastery of standards. If a student is not making progress at the Core it is imperative that all resources, (Reading Coach, CRT, School-based coach(s)have been utilized for their support.

Keys to DifferentiationJourneys Leveled ReadersWrite in ReadersGo Math, Enrich/Re-teach Digital ResourcesModified task(s) that still align to the DOK level of the standard(s) taught.Scaffold Whole/Small Group lesson(s) that reach the level of all learners.
Orange County Public SchoolsOrange County Public SchoolsCore instruction must be differentiated in order to be effective and reach the desired outcomes of ALL students. Core lessons must be taught with the end goal in mind. Students working below grade level must have access to grade level work and expectations. These students will be tested at the end of the year at the grade level that they are in not the grade level they may be proficient at. We must allow all students access to higher order thinking skills and the educational opportunity to achieve grade mastery.7

IF EFFECTIVE DIFFERENTIATION AT THE CORE HAS BEEN UTILIZED AND THE STUDENT(S) ARE NOT MAKING PROGRESS THEN REFER THE STUDENT TO THE MTSS TEAM
Orange County Public SchoolsOrange County Public SchoolsDetermine whether or not students are responding adequately to their current instructional environment. It is recommended that at least (3) data points below the expected goal is sufficient to request a MTSS meeting.

MTSS PROBLEM SOLVING PROCESS
Orange County Public SchoolsOrange County Public SchoolsWhen a student is referred to the MTSS team, the problem solving model is used to make intervention decisions for the student(s)interventionsThe Problem Solving Model :Defining what is the problem, where is the student struggling.Problem Analysis, What data do you have to show this problem is occurring.3. Plan implementation-What intervention are you going to use?4. Progress monitoring- (weekly/biweekly) 3 data points to six data points before instructional/intervention decisions are adjusted are needed.

Tier 2 Interventions, Supplemental and Targeted
Tier 2 Interventions are an additional time added to differentiated CORE instruction.
Tier 2 interventions are used to help students eliminate deficiencies and master core instruction.

Orange County Public SchoolsOrange County Public SchoolsThe MTSS flowchart is a fluid model as shown. Decisions are data based in order for a student to move from one tier to another or back down again. It is suggested that 6 data showing adequate progress must be achieved in order for a student to move down a tier. It is the expectations that students do not remain in a tier 2/3 intervention indefinitely. The MTSS model has been designed in order to meet the needs of all OCPS students. 13

The MTSS team at your school should format a plan on what this may look like.15
