1. General Information

1.1. System Overview The Clearance management Workflows should be established to automate the process of issuing No Objections for sewer related activities. ADSSC requires well-defined workflows for each of the 22 clearances issued by it. The objective of the CMA Workflows is to Automate The workflows to achieve the e-government strategy Reduce time to process clearance application for a customer Centralize Clearance Applications (Data and Attachment Files) Provide smooth clearance tracking using centralized and online Data Reduce time to process clearance application for a customer Provide Performance Report (KPI Reports) to define the ADSSC

Clearance progress Access to Up-to-date Database – applications and clearances

1.2. Authorized User Permission

Access to the application is managed by the administrator user. Unauthorized user is prevented from accessing the system.

Organization Of the Manual This document can be used as a guide for the following in the CMA application – - Raising requests for no objections for Sewerage related activities. - Approving those requests by the authorized personals. - View cumulative records for the requests. - Organizing and authorizing user and features. - Configuring master records for the application itself.

2. System Summary 2.1. System Configuration

User input to the application can be configured to be in English as well as Arabic language.

2.2. User Access Levels User of this application would be required to be authorized by the administrator of the application for access. The administrator user will be able to authorize the user under ADSSC domain to access the application. The permission for the features in the application has to be configured by the Administrator. External user can also apply for access to the application, but necessary approval form the Administrator will be necessary for getting authorized to the application.

3 User Login

The entire users, for obtaining access to the application will be required to login to the application.

The internal user of the ADSSC organization (once the application administrator user has configured the permission and features to the application) can login to the application using the following URL –

https://eservicesintstg.adssc.ae/CMA/common/home/login.aspx

To login to the application the user will require using their ADSSC domain credentials.

The external user of ADSSC (the requestor for the no objections for sewerage related activates), can login to the application using the following URL –

https://eservicesintstg.adssc.ae/CMA/common/home/Userlogin.aspx

4 System Menu

After login to the application the user (with full access) will have access to the following menus –

My Task – Through this menu, the user will be able to view and act on the tasks in their

inbox. The user will also be able to pick tasks to their inbox from the assigned Queue(s).

Dashboard – Through this menu the user will be able to view the graphical cumulative record of the various application processes.

Clearance Request –

User Registration List – This is only accessible by admin, there admin can view the list of

all the user registration applications, those needs confirmation in terms of approve or reject. Once the application approved by admin, mail will send to external user with

login details for accessing the CMA application. Mail will also send to user in case of rejection.

Administration – Through this menu, the assigned user can manage various master records for the application.

o Roles – Through this menu, the user can manage the various user roles in the

application. o User Group – Through this menu, the user can manage the various user groups in

the application. o Users – Through this menu, the user can manage the application, users(ADDSSC

internal users, External Normal users, External Tanker users) o Common Configuration – Through this menu, the user can manage the common

setting for the application (master records for the dropdowns). o Process Step Configuration (Abu Dhabi) – Through this menu, the user can manage

the common setting for Abu Dhabi region. o Process Step Configuration (Al Ain) – Through this menu, the user can manage the

common settings for the Al Ain region. o Process Step Configuration (Western) – Through this menu, the user can manage

the common setting for the Western region. o Skelta Queues – Through this menu, the user can manage the Skelta queues. Add or

remove user, setting the layout, setting dispatch pattern etc.

5 Dashboard In Dashboard page, the user can view the cumulative graphical as well as tabular recent data for various processes. The data is displayed based on the request waiting or completed at certain stages.

6 User Registration

Internal ADSSC User can be configured by the ADSSC administrator. There is no action required by the end user for the registration process. After successful configuration by the ADSSC administrator, the users can login to the application by using their ADSSC domain credentials. ADSSC External User (Normal as well as Tanker User) needs to raise registration request in the application. That will goes to ADSSC administrator for verification. Once admin approved registration request, then only external user can login to application. The request can be raised from the Login screen used by the External User.

There are 2 links on user login Page –

- Register User (Used for Normal user Registration)

- Register as a Tanker user(Used for Tanker user Registration)

6.1 Register Normal User

To register as normal user, the user needs to click on the “Register User” link in the Login page. Once the user clicks on the user link, the user will be redirected to the below screen –

Here the user can fill in the required details or the details can be fetched from the user’s Emirate card. The requester also needs to attach the necessary document preconfigured in the application. As the user submits the request for approval the request moves to the ADSSC administrator for approval. On approval the applied user will receive the login credential by email.

6.2 Register Tanker User

To register as tanker user, the user needs to click on the “Register as a Tanker user” link in the Login page. Once the user clicks on the user link, the user will be redirected to the below screen

Here the user can fill in the required details or the details can be fetched from the user’s Emirate card. User can register his Tanker’s and Drivers details with associated documents. The requester also needs to attach the necessary document preconfigured in the application. As the user submits the request for approval the request moves to the ADSSC administrator for approval. On approval the applied user will receive the login credential by email.

6.3 User Registration Approval

Administrator user can redirect to the “User Registration List” screen to view and act on the user registration applications. The administrator user can either approve or reject the application –

7 Administration ADSSC Adminstraor will be using this menu/ submenu for configuring the application’s master data, user, roles, groups and skelta queues.

7.1 Roles

Menu – Administration Roles

The user can filter the records in the list by Role Name. In this page, the user can also add new role for the application. These roles will be used in future by the ADSSC Administrator, while configuring the users.

In this page, the user can add new configuration for the application. These are the basic master data for the dropdowns of the application, user attachments etc.

7.3 User Groups

In this page, the user can filter the records by the Group Name and view or edit the groups of user in the application. The user can also create new user group for the application, which will be used during user configuration.

Menu – Administration Process Step Configurations (Abu Dhabi) This screen is used to configure Abu Dhabi region processes. Here ADSSC Administrator can configure each process’s below configurations.

7.5.1 Document Type:

In this Page, the ADSSC administrator user can define attachments list for a process by entering document Type name with mandatory and allow multiple flags. System shows and validates attachments based on that configuration whenever user raises request for that process.

7.5.2 Workflow Approval:

In this page, the ADSSC administrator can configure clearance request approval level where to start from.

In this screen, the ADSSC administrator user can define clearance process dropdown values.

7.5.4 Default Actor for Activities:

Each process sub-grid shows all activities and queue names. Below figure shows TSS Review Default Actor Configurations. Admin can configure default user and mail content, SMS message content, Approval permissions etc.

Below figure shows email template configuration for TSS Reviewer Actor. It has three tabs. For this Step: Admin can define some specific content or else he can use default content in “Default for all Steps” tab.

7.6 Skelta Queues

In this page, the ADSSC administrator user can view a queue and his participants, grid layout and escalation criteria.

7.6.1 Participants

Below figure shows Participants tab. The Participants tab displays a list of all the existing participants along with their access rights. Admin can add users and can set access rights by right clicking on participant.

8 General/Common Sections

8.1 Inbox

This screen will be used by all the users whoever need to take action on clearance request. In this screen the user can view all the queues of which the user is been allocated to. The user can pick items for view and act on them. This screen will be part of all the processes. The user can view only those queues which ADSSC administrator has configured for the user in queue management.

8.2 Entry

Menu – Clearance Process <<Process Name>><<Region Name>>New External user can be able to raise the request in entry page for the selected clearance process –

The user should enter all the mandatory values for the process and submit the application. The user should also draw the projected area in the Map in many ways (options available in maps). The user can either opt for “Save as Draft” or “Save & submit”. In case of submit, request will goes for approval before that validate for the mandatory fields. In case of Draft, request will not validate the mandatory fields and also have option to delete the drafted request.

8.3 List

Menu – Clearance Process <<Process Name>><<Region Name>>List The user can view the list of all the applications submitted by them. The user can filter the list on various parameters. Once the user has submitted the application they will not be able to edit

them. Post submission, the user can either view the application, view the request progress in “Analyst view” and view the history of request in “Audit History”.

8.4 View

The user will be able to view this screen from the list page. The user can view the details of the request submitted by them in a non-editable format. If the status of the request is in “Draft” mode, then the user can “Delete” this request. In the View screen, the user can also view the audit history of the request.

8.5 Edit

In this screen, the user will be able to edit the application, which is in draft mode. They will be able to remove or add attachments from and to the request application. The user will also be able to delete the request in this screen.

8.6 Approval

If approver wants to take action on request then he/she has to click on “My Task” link in main header menu. Here inbox page will display, there either can open the request from inbox by double click on request or pick the item from queue.

If request was select from queue, it will assigned to you and comes to his inbox.

After open the request by double click on that. Approver will review the request and choose the action with his comments. While the user submits the new application will prompt the user with a confirmation message of triggering the workflow. On click of “OK” in prompt window, request will move to next stage based on selection in page and request will disappear from inbox.

8.7 Audit Trail

This screen will be part of all the process. This screen will be used by all the users to view all the steps details. The step details will include the date of action and the action performed.

8.8 Attachments

This screen will be used in all the processes of the application. The user will use this feature to attach supporting mandatory and non-mandatory document for the request. User can also able to attach multiple documents for same document type. (This will based on configuration).

8.9 Analysis View

This screen will be used by the user to view the workflow analysis of the current request. Here user can see flow of request in terms of workflow. This screen is common for the processes.

8.10 Notifications

While the request is been submitted, or approved or reviewed in any of the process, the application will generate an email and SMS alert for the preconfigured user. The content of the email and the SMS is also preconfigured by the ADSSC Administrator for each process.

8.11 Comments

This section will be visible while the request is been submitted for approval. There are two types of comments, the user can either select predefined comments or the user will be able to enter their own comments.

9.1 Approval Flow

The task assigned to ADSSC personal can be able to open the work item page by double click on task. Once the work item page (shown below) will open, initially will assign to the TSS reviewer who will check the document validity and completeness. Once TSS reviewer fulfill the requirement and submit the request, it will move to the next step.

Below are the steps of each activity with his associated actions. Step 1: Application Check (TSS Reviewer)

The step 1 is the “Review/Check Application Details” human activity and is optional based on the configurations. TSS Reviewer will check the application details along with documents and submits by choosing one of the following actions:

Reject: Application will be reject with comments

Send to Senior Engineer: Goes to Senior Engineer for review

Need Inspection from CMA: Goes to CMA Inspectors for review

10 Discharge Tanker Application

10.1 Approval Flow

External User can be two types, Registered Tanker user or Un-registered tanker user.

Registered tanker user can submit the application for his registered tankers & drivers with his

associated documents.

Where as for un-registered tanker user will raised request by add new tanker & drivers along with associated documents. Once it’s submitted his request, it will go to O&M division for approval.

11.1 Approval Flow

Once the user submits application, it will goes to “TSS Payment Review” Queue. There either request automatically assigned to approver or need to pick from queue. Here open the request by double click on it and review the request.
