EDITORIALConstruction Industry has been regarded as the engine for revival of the economy. Ithas been placed as supportive for the economic growth and social change in any country. Construction industry has been used to revert the downward trend in any country. InPakistan, Construction industry is the second largest employer after agriculture andprovides jobs to both unskilled and skilled workers. It has been reported to be supportingthe activities leading to the growth of economy which are helpful in providing shelterto shelter less people in Pakistan.

The builders and developers of Pakistan realized the importance of construction industryand decided to organize themselves and therefore formed Association of Builders &Developers of Pakistan in 1972. This Association has been working for betterment ofthe industry by providing support for resolution of the issues of construction and housingindustry and by introducing latest construction technologies for improving the qualityof construction and bringing it to international standards. In the same context, ABADorganized ABAD INTERNATIONAL EXPO 2014 in Karachi Expo Centre from 12 to14 August 2014 wherein products and construction technology from different countrieswere displayed.

ABAD International Expo provided information about latest technologies in place ofold construction process to setup residential projects and low cost houses. In additionto the builders and developers the exhibition was participated by local and internationalexperts in construction and more than 100 allied industries.

The event provided an enabling environment to the discerning target audiences topromote Business to Business and Business to Customers contacts. Local Builders,Companies representing Construction and Allied Material from all across Pakistan wereinvited to showcase their projects, products and services in that grand show to highlightthe true potential of Pakistan in the field of Building and Construction. This event provedto be a tremendous success and ABAD is targeting to organize such event every year.

force for economic development in any country. There is nothing

denying the fact that building and construction activities have

been instrumental in overcoming the depressed conditions prevailing in any country.

The construction sector has been found supportive of economic growth and social

change in any country.

With our Magazine, we are providing awareness to the Government and the general

public regarding the construction sector. Our motto is to support the industry and

to make it more prosper and stable as it is among the driving forces of national

economy.

of this industry.

As a co-convener of the Magazine, I ask all the members to come forward and tell

us about the issues in the construction of their projects, so that we can also highlight

and try our level best to resolve them on immediate basis.

ABAD International Expo was held from 12th to 14thAugust, 2014 at Karachi Expo Centre. The eventpromises to be most dynamic exhibiting a rendezvousof builders and developers, remodelers, buildingmaterials, sales and marketing professionals, architectsand other building industry professionals. The ABADExpo is an initiative of the Association of Buildersand Developers of Pakistan (ABAD) and jointlymanaged in conjunction with Pakistan's leading eventmanagement company, Badar Expo Solutions (BXSS).

The three days long International Expo was unexpectedfor both the organizers and the participants under theprevailing circumstances and scenario of the wholecountry. A large number of citizens turned out andvisited the exhibition which surprised everyone. Thestall holders, particularly the builders and developers;were expecting that like previous experience the publicturnout shall be poor and there will not be any bookingwhatsoever as per its legacy but there negativeexpectations proved wrong and it became equallyfruitful for almost all the stall holders. More or less

everyone booked flats, plots, bungalows, shops andunits and as well booking and purchase of constructionmaterial received heavy responses etc. that gave themconfidence and they could achieve maximum resultsout of it.

The event hosted two-day seminar to educate thedelegates, guests and visitors regarding the need andimportance of housing and construction in the country.Themes of the seminar were Role of Construction

Industry in National Economy, Smart Cities Advocacyin South Asia, Low Cost Housing and Rehabilitation ofKatchi Abadies. A number of professionals spoke at theseminar and discussed leading issues of the country'sconstruction industry such as the dearth of bigconstruction companies and the use of low qualitymaterials in housing and construction.

There were number of lucky draw schemes held bysome of the builders and developers that actually fetchedgeneral public attention and a large number of peoplewon hundreds of prizes through these lucky draws.

Association of Builders and Developers (ABAD) alsoorganized a grand lucky draw through its Winners Arenain which citizens took special interest and until latehours of the exhibition days they were gathered aroundABAD stall. Forty Umrah tickets, 15 Motor Bikes,Hundreds of mobile sets, dozens of household accessoriesand a number of other gift hampers were kept for thatlucky draw. A large number of people with their childrenwere benefited in that junction. Quite simplequestionswere asked so that they may win prizes andcould be encouraged and this Expo might be madesuccessful at the end of the day. A brand new ToyotaCorolla car was also placed in the lucky draw.

Cultural Show, music, folk and modem, Balochi andtraditional dances and other celebrations were among themain features of the Expo. A number of GovernmentDignitaries also visited the Expo and appreciated ABADefforts to boost Pakistan economy.

The exhibition was organized in all six halls of the ExpoCentre with the participation of over 130 companiesexhibiting in the show out of which 24 are from differentcountries like UAE, Malaysia, China, Turkey, Thailand,Singapore, Sri Lanka and Germany.

Government encouraged ABAD in its efforts to resolvebuilding and construction issues in Pakistan that led tothe launch of many residential projects in duration oflast 5 years.

He said that construction industry plays a key rolein the development of the country. “ABAD InternationalExpo 2014 will prove our capability and advancementin technology in construction sector”. He said “It isvery auspicious to have international delegation presentin event which proves that Pakistan is a very hospitablecountry” He said, “Government of Sindh has spread thescope of Building Control Authority to the wholeprovince”. He announced that if builders are facing theproblems of illegal possessions of land then ABADshould make a team of law experts and it will be approvedby Sindh Assembly to take action against this problemand to prevent it in future.

After that Chairman ABAD Mohsin Sheikhaniaddressed the gathering and informed them about theexhibition by saying that ABAD International Expo2014 was the first exhibition of its kind related to buildingand construction industry. The exhibition spread in allthe 6 halls of Karachi Expo Centre with 360 stalls from120 companies. In addition to Pakistan number ofcompanies belong to UAE, Malaysia, China, Turkey,Thailand, Singapore, Sri Lanka and Germany.

The exhibition was inaugurated by Speaker SindhAssembly Agha Siraj Khan Durrani. During his addresshe appreciated the Association for organizing such agreat event and added that ABAD International Expo2014 will not only expand building and constructionactivities but will also attract foreign investment.

Agha Siraj Durranifurther said that ABAD hasworked hard with full support from Government ofSindh. There was once a time when constructionindustry was in grim conditions and Pakistani builderssought Arab states to invest in the sector but our

The Chief Minister Sindh Syed Qaim Ali Shah whileinaugurating the expo and talking to the media said thatconduct of International Expo by Association of Buildersand Developers of Pakistan (ABAD) in Karachi reflect thatconfidence of national and international investors, theirclients/people has been restored due to maintenance of lawand order in the Karachi.

Appreciating the efforts of ABAD, he said that the eventhas created new avenues of opportunities not only for theincome and employment of the local people but to supplementin the government efforts for providing residential facilitiesto the people of middle and lower middle class at affordableprices.

The Chief Minister Sindh Syed Qaim Ali Shah alongwith Sindh Minister for livestock Jam Khan Shoro, specialAssistant to CM Waqar Mehdi and Rashid Rabani, afterinaugurating the expo, took round of various expo halls, stallswhere latest architectural designs and styles of constructionwere displayed.

Talking on the occasion the Chief Minister Sindh stressedupon the management of participating construction companies,engineers and technocrats to bring innovative ideas ofconstruction and provide the competitive residential facilitiesto the people of middle and lower middle class at affordableprices.

Talking to media, the Project Head of ABAD EXPO Mr.Haris Ali Mithani informed about the purpose of organizingthe event by saying that it was our vision to bring theconstruction industry and all its allied industries on oneplatform. Added that being a member of ABAD it was ourduty to aware the masses about the recent constructionpractices and the modern techniques related to buildingand construction industry.

Building and construction professionals from all over thecountry and abroad attended the exhibition and thousandsof the people including political, social and leading businessprofessionals visited the event on all three days.

This informativefeature was aimed to educate delegates and guests bysome of the industry’s leaders and experts in theirfield. The program was developed to appeal to tradeprofessional as well as any serious home renovatorwho wants to pick up the latest tips, techniques andindustry trends. ABAD ambition for growth of thebuilding, construction and allied industries wereexpanded by the two days Seminar.The relevant topicswere proved to be stimulating and learning for theattendees.

Mr. Mohsin Sheikhani at first greeted the guests,participants and other valued audience and thankedfor their presence in the event. Focusing on theimportance of construction industry he said that it hasbeen regarded as motive force for economicdevelopment in any country. There is nothing denyingthe fact that building and construction activities havebeen instrumental in overcoming the depressedconditions prevailing in any country. The constructionsector has been found supportive of economic growthand social change in any country.

In her address she defined smart city as a place wherethere is investment in human and social capital, traditionaland modern information and a communication technologyinfrastructure that fuels sustainable economicdevelopment and a high quality of life, with a wisemanagement of natural resources. Such a city has smartpeople, smart mobility, smart economy, smartenvironment and a smart government. Smart citytechnologies are being developed to address a range ofissues, including energy management, water management,urban mobility, street lighting, and public safety.

Senior Vice Chairman of ABAD, M. Saleem KassimPatel suggested way to address Pakistan’s urban issuesand housing problems and how to turns its cities intosmart cities that would be perfect for good living.Throughthis Seminar ABAD was able to bring key stakeholdersin the construction sector together to provide attendeeswith best practice information, case studies and solutions.In his speech, while informing the gathering,said thatmultinational companies with their head offices in Europe,United Arab Emirates, Turkey, China, and Korea wereparticipating at the exhibition.

Mr. Aqrab Ali Rana, CEO,Pakistan Green Building Council

Aqrab Ali Rana talked about the reasons why Pakistanhas been unable to develop smart cities. In hispresentation he focused on the benefits and futureprospects green buildings in Pakistan. Expressing hisviews regarding green city development he said thegovernment, private sector, the academia, NGOs, andthe general public have worked for years but the reasonwhy our country has not progresses in smart buildingtechnologies because everyone is working individually.

He informed the audience about someachievements of Pakistan Green Building Council andalso shared the future planning and targets of thecouncil regarding green development in Pakistan.

Dr. Noman presented some facts and figures aboutthe planning and governance of high density zones inKarachi. Hehighlighted the urban planning process inKarachi. Through his presentation he also enlightenedthe gathering with some critical concepts like walkup buildings, multi storeyed and high rise buildingsand sky scrapers.

He also came with the proposal of high risecondominium development all along beaches ofKarachi. He said infrastructure rehabilitation is pre-requisite for framing the provisions of high risedevelopment and he also explain high rise developmentmust ensure social justice and equity in the society bycarving choices / options for all strata of the society.

Arch. Mukhtar Hussain,Managing Director, FNMH

Ar. Mukhtar Husain, Managing Director, FNMHsaid Karachi was once reputed a very clean, well litcity. Small but well-managed, it attracted waves ofmigrants and settlers who have caused its phenomenalgrowth into a still-growing metropolis 30-40 times itssize within seven decades since Independence in1947,still Karachi is considered to be 10 mega citiesin the World.

Focusing on the present condition of utilities provisionto the Karachiets, he said that truly overwhelmed, itis barely able to provide the basic services that cankeep a city and its people functioning. And yet, it doesfunction, although poorly, but at a faster pace and,arguably, more productively than any other city inPakistan.

The Commissioner Karachi Shoaib AhmedSiddiqui visited at the three-day ABAD InternationalExpo 2014 at Expo Center Karachi with other highlevel administrative officers.During the visit he saidthat Abad International Expo 2014 is playing a keyrole for the promotion of constructive activities,development and stability of Pakistan.

Talking to media, he said that the participation ofmore than 24 representatives of different countries inthe expo would play an important role in highlightingthe image of the country.He said government wasresolving the issues faced by the construction industryon priority, and in this regard, they had paid specialfocus on those issues.

He said along with constructive projects, ABADshould provide basic facilities for special persons andenough parking spaces. He said the exhibition wouldset a milestone for the country’s development; thestruggle of ABAD for homeless people was admirableand it should be appreciated by the Government.

Arch. Komal Parvez,Vice Chairperson, IAP, Karachi ChapterIn her speech she spoke about the historical

development of Karachi city and informed the audiencethat Karachi provided shelter to over 22 million people.Karachi was built slowly in over several decades, sonow they were facing the problem of infrastructure,transportation growth in the city. She said developing“Smart Cities” was not a business as usual nor was ita one fits approach. It would engage many sectors(ICT, transport, energy, building etc.).Explaining theprerequisites of smart cities she said it applies toeverything from high-tech innovation such as highmobility and urban operating systems.

A number of professionals spoke at the seminar anddiscussed leading issues of the country's constructionindustry such as the dearth of big construction companiesand the use of low quality steel in housing andconstruction.

Speaking to media, renowned architect and townplanner, Arif Hasan said the role of ABAD members isvery important to address the housing issues in Pakistan.He mentioned that mortgage finance is embarrassinglylow in Pakistan, which is one of the major reasons whythe housing industry is not picking up'. The mortgage-to-GDP ratio should have been four to five percent inPakistan, he said, According to the State Bank of Pakistan(SBP), mortgage-to-GDP ratio is only 0.6%, while grosshousing finance it the end of 2013 amounted to just Rs52.2 billion, down 8.5% from a year ago.

"With extremely low mortgage-to-GDP ratio andshortage of land, ABAD - an association of over 700builders and developers - cannot do much for the housingindustry of the country," he stressed.

Deputy Speaker Sindh Assembly Shehla Raza visitedthe exhibition on 2nd day. Talking to the media she saidthat the three-day international exhibition organized byAssociation of Builders and Developers of Pakistan(ABAD) in which more than 200 stalls were set up byreal estate companies including foreign companies,during political unrest in the country was a praiseworthymove.

She said that there was a great need of housing unitsin the city. The suburban areas that had been encroachedby different people were posing a threat to the securityof the city. Therefore, action would be taken against theterrorists who were taking shelter in slum areas ofKarachi and also informed that the requirement ofhousing units in the city has surpassed 8 million.

August, the Chairman ABAD – Mr.Mohsin Sheikhani addressed to thefriends of press and media andshared his views regarding thehistoric mega event. Updating themedia he said that a number of bigproperty companies have plannedto kick-start housing projectsestimated at Rs. 600 billion in thenext six months.

When asked about theinvestment opportunities in theconstruction sector, the Chairmaninformed that the exhibition attractedforeign firms which showed theirinterest to invest around one billiondollars. A few construction projectsof 350 billion rupees were in thepipeline. And, a few projects ofanother l00 billion rupees were atthe very early stages of designing,

while several developers were yetto find land for their new projectsin Karachi, Lahore, Islamabad andHyderabad.

He added that six private firmsbased in UAE signed memorandumof understandings (MoUs) with theABAD for their investment ofaround 200 million dollars inPakistan. These firms were ModeluxProperties, High End Real Estate,Property Explorer, Iqra Real Estate,Ideal Homes, and Future Icon RealEstate. Another three real estatefirms of UAE have also showninterest to make investment.

The Association of Builders and Developers of Pakistan (ABAD) - country's representativeorganization of over 700 builders and developers has written a new chapter in the country's

history with the launch of a three-day international exhibition.

Qutubuddin Shaikh principally agreed that nominationof ABAD representatives on the Board of KW&SB isaccepted but the notification will be issued byGovernment of Sindh and he will personally follow upthis matter. He said that provision of water to the cityis becoming difficult as the days passes due to severalissues which include nonpayment of dues by the generalpublic and several institutions and load shedding which

cripples the operation of water pumps. Meeting the dayto day expenses to run the KW&SB has and this couldbe sorted out by the relevant officers of KW&SB.

Qutubuddin Shaikh informed members of ABAD aboutdetails of K-III project and said that the project wascompleted in 2006 and the supplies from that projectwere sufficient to meet the demand at that time. Howeverwith the passage of time, need for another project wasfelt and the project K-IV was designed. He disclosedthat the project is in process and hopefully will beapproved.

Chairman ABAD, Mohsin Sheikhani and SeniorVice Chairman ABAD Saleem Kassim Patel addressinga press conference to present the proposals from ABADfor Federal Budget 2014-15, said that if the governmentdoes not give incentives to housing and constructionindustry, the shortage of housing in Pakistan will shootup to more than One Crore Twenty Five Lac Units inthe next ten years, Katchi Abadees will increase in allbig cities of Pakistan which will increase criminalactivities manifold.

Mohsin Sheikhani said that shortage of houses hasassumed alarming situation in Pakistan. Per roomoccupancy in Pakistan is 6.7 against international 3.4which is another indication of shortage of housing. Theannual demand of housing in Pakistan is 8 lac units atpresent and only 3 Lac units are constructed. The costof houses is out of reach for poor and middle class dueto increasing cost of construction. Due to this situationKatchi Abadies are increasing which have becomebreeding places for criminals. Encroachment, landgrabbing and kidnapping for ransom and street crimesare included in the illegal and criminal activities ofthese people. In the year 2014 the accumulated shortageof houses is more than 80 Lac units which will increaseto 1 crore 35 Lac units in 2025.

House Building Finance CompanyLimited (HBFCL) has played the leading role inproviding housing finance but these days due to paucityof funds, the loaning process has virtually stopped.The freezing of capital has left many housing projectsin an uncertain situation which were at various stagesof completion. He said ABAD has forwarded detailedrecommendations for betterment of housing finance togovernment and State Bank.

Chairman South Region, Mr. Haris Ali Mithani saidthat the Government should abolish federal excise dutyon cement after imposition of sales tax. The Governmentshould maintain sales tax on steel at the same rate asthis year. He said that in view of the increasing cost ofconstruction it has become a dream for the low &middle class segment of the society to purchase a houseof their own. The Government should draw a completeplan to remove all Katchi Abadies set up in all bigcities of the country and should initiate steps on warfooting for re-settlement and re-development of residentsof Katchi Abadies. In this connection he added that

construction of 5 lac low cost and affordable housesas per vision of Prime Minister Nawaz Sharif must beensured which would an important step to replace theKatchi Abadies he said the Government should includebudget proposals of ABAD in the next Federal Budgetfor revival of housing and construction industry. After the announcement of their names the hostrequested the members of the newly elected CECto sign the Oath of Office as the newly electedmember of the Central Executive Committee ofABAD and elect the Chairman and Vice-Chairmanof ABAD for the term 2014-2015. Mr. M .JunaidAshraf Taloo was declared elected unopposed forthe office of Chairman ABAD for the term 2014-2015 and Mr. Muhammad Hanif Memon waselected for the office of Vice-Chairman ABAD forthe term 2014-2015. All the members and theparticipants present at the occasion congratulatedthe newly elected Chairman and Vice-Chairmanand assured their full confidence in the leadershipof newly elected office bearers.

They were then requested to take theirrespective chairs. Mr. Junaid Ashraf Taloo and

Mr. Hanif Memon took the chairs and thanked allthe members for reposing confidence in them. Allthe members also presented their individualcongratulations to the newly elected Chairman andVice-Chairman of ABAD.

Then the host requested the members of the newlyelected REC to sign the Oath of Office as the newlyelected member of the Regional ExecutiveCommittee of ABAD. She also requested themembers of the REC to elect the Chairman of theSouthern Region of ABAD for the term 2014-2015.

The elected members of the REC took Oath ofOffice and then unanimously elected Mr. HassanBakshi as the Chairman Southern Region for theterm 2014-2015. All the members of the Regional

Report of the Accounts for 2013-2014 and Budgetfor 2014-2015 which were approved unanimously.

In the meeting the presentation regarding theprogress of sub-committees of ABAD was alsopresented. At the end the outgoing Chairman,Senior Vice Chairman, Vice Chairman and RegionalChairman of ABAD were also thanked the Houseand the members through their brief speeches.

Terms of Reference of this Sub-Committee is to identify the role of industries allied to construction and to liaisewith vendors to obtain maximum benefits and support of builders. As per the terms of reference, the Committeestarted working on developing close relations with allied industries and in this context planned to establish contactwith manufacturers of cement and steel.

The cement industry was decided to be the first priority for Allied Industries Sub-Committee. The Committeetherefore planned to start meetings with manufacturers and dealers of cement to understand the reasons behindunprecedented increase in price. Meetings were held with manufacturers, dealers, importers and suppliers ofcement. At the same time, some basic research was conducted to understand the statistical calculation of the cementissue.

Representations were submitted to Federal and provincial Governments in this connection. Simultaneously, theSub-Committee arranged a meeting with Pakistan Steel Re-Rolling Mills Association to discuss the issue of priceof steel bars. The delegation of Pakistan Steel Re-Rolling Mills Association explained their pricing policy andsaid that their price of steel bars depends on the cost of raw material being imported from different sources. Thelocal taxes, rate of exchange and the price of metal in the international market are some factors on which the priceof steel products would depend. The meeting did not bring any relief to builders in this respect.

Members of Allied Industries Sub-Committee were very actively involved in organizing the ABAD InternationalEXPO 2014 which was held in Karachi EXPO Centre from 12 to 14 August 2014. This was an internationalexhibition which was participated by almost 100 companies from overseas and Pakistan as well The event wasdeclared a great success. It attracted a number of visitors from within and outside Pakistan. It provided a uniqueopportunity to builders and manufacturers of products in allied industries to display their products to end uses andthe construction industry and thus get full advantage of the opportunity. It is estimated that the exhibition willattract investment from overseas in excess of $ 500 Million and also help in transfer of technology to Pakistan.Organising an event like the ABAD International EXPO 2014 will be remembered by members of ABAD for longtimes to come.

PROGESS REPORT OF SUB-COMMITTEES

CANTONMENT BOARDS Sub-CommitteeThe Cantonment Boards Sub-Committee has been assigned the task of maintaining close liaison with the CantonmentBoards and the Directorate of Military Lands & Cantonments (The Head-quarters in Rawalpindi and the Regionaloffice in Karachi). Members of ABAD refer their issues with Cantonment Boards to this Sub-Committee for takingup with relevant authorities for their resolution,

The Sub-Committee held some indoor meetings to discuss issues referred to it by members of ABAD:Additionally, ABAD delegation had a meeting with the Cantonment Executive Officer of Malir Cantonment BoardMr. Muhammad Farooq on 31st December 2013.

These meetings were used to discuss the issues of members of ABAD with relevant authorities in a calm and quiteatmosphere across the table. These meetings proved useful in the resolution of a number of difficulties faced bymembers of ABAD.

ABAD/DMLC Joint Committee

Monthly meetings of joint Committee of ABAD & DMLC were held on 29th October 2013 and 2nd December2013 to discuss Building Bye Laws of Cantonment Boards. Final round of discussion on the Cantonment BoardBuilding Bye-Laws is to be held soon.

DEFUNCT KDA Sub-CommitteeThis Sub-Committee held meetings with Deputy Commissioner, East and Municipal Commissioner, KarachiMetropolitan Corporation to discuss different issues. Meetings were also held with the Administrator, Karachito discuss issues faced by members of ABAD. These issues pertained to sale of plots by now defunct KDA throughpublic auction or allotment. These plots were purchased by members of ABAD who had paid full price of theseplots but possession of the same had not been given. At the same time, charging ground rent on these plots hadalso been started. It was pointed out in these meetings that ground rent should not be charged on these plots astheir physical possession had not been given. Also, the NUF should not be charged till such time that water ismade available in the area. This Committee also took up the issue of possession of plots purchased by membersof ABAD in auction, possession of which had not been given and these had been encroached. As the title of theselands is not clear, possession of these cannot be given till such time that the ownership of land is verified.

HOUSE BUILDING FINANCE COMPANY LTD. Sub-CommitteeThis Sub-Committee has been assigned the task of dealing with the resolution of issues concerning housing financefrom House Building Finance Co. Ltd.(HBFCL), This Sub-Committee keeps in regular contact with the SeniorExecutives of HBFCL to thrash out any issues that may come up in the processing of housing finance of anymember. In this context, the Sub-Committee had a number of meetings with Senior Executives of HBFCL todiscuss the specific issues.

The Sub-Committee and the HBFCL had meetings on the following dates to resolve issues of members of ABAD.The main tasks in front of this Sub-Committee were:Rate of Construction

The current rate of construction in use in HBFC at present is Rs. 1200 per sq.ft. Since the cost of constructionhas increased due to high price of building materials, ABAD suggests that the construction rate be enhanced toRs. 2000 per sq. ft.

In the meetings of HBFCL Sub-Committee following issue were focussed; Overseas Employees, ProjectCompletion, Project Processing Fee, Block wise financing, Moratorium period and Bulk Loaning

To discuss these and other allied matters, a Standing Committee with members from ABAD and HBFCL wasformed which held regular meetings. The HBFC Sub-Committee of ABAD had been successful in getting theapplication and approval process simplified for House building loans from HBFCL. This success has been achievedthrough regular contact at senior level. Fair understanding at senior level in HBFCL has been developed whichhas proved helpful in the resolution of issues of members of ABAD.

KARACHI WATER & SEWERAGE BOARD Sub-Committee

Karachi Water & Sewerage Board Sub-Committee was assigned the task of developing close relations with thoseat the helm of affairs in KW&SB who matter and who could be helpful in expediting the resolution of issues ofmembers of ABAD. The Sub-Committee held meetings as per the following schedule.Additionally, a delegation of ABAD held a meeting with the Karachi Water & Sewerage Board in their office on9th December 2013 to discuss complaints of members of ABAD most of which were related to excess billing andbulk billing charges. These issues were also followed up through correspondence.

The Managing Director of Karachi Water & Sewerage Board Mr. Qutubuddin Shaikh was invited to ABAD Houseon 2nd April 2014 for a luncheon meeting with members of ABAD. The MD Of KW&SB was welcomed toABAD House by the Senior Vice Chairman ABAD, Mr. Saleem Kassim Patel who placed grievances of membersof ABAD before the MD in his address. The MD gave patient hearing to the address and responded favourablyto the demands of members who sought relief from him.

The Senior Vice Chairman also requested the MD to give representation to ABAD on the Board of KW&SB whichhe accepted in principle but said that this will need approval by the Government of Sindh for which he promisedto take up the matter. This matter is being pursued with the KW&SB and we are hopeful of a positive response.The Senior Vice Chairman ABAD also referred to delays in getting new connections and also pointed out thatthe old system of NOC from ABAD for new connections which was being followed as per the requirement ofMOU signed in 2005 between ABAD, KW&SB with the efforts of NAZIM of Karachi that all applications fornew water connections were to be forwarded through ABAD, was no longer being followed. He said that this isno longer being followed which has resulted in uncontrolled new connections resulting in water shortage in Karachi.

Another meeting was held on 21st August 2014 in ABAD House to discuss implementation of decisions of lastmeeting. This meeting was attended by the Convener of KW&SB Sub-Committee of ABAD MR. Rais Ahmed,Mr. Muhammad Hassan Bakshi- the Co-Convener of KW&SB Sub-Committee of ABAD and members of theSub-Committee from ABAD side and Mr. M Aslam Khan, Deputy Managing Director (RRG), Mr. Raza H Naqvi Director-Bulk and Mr. Fahim A Sddiqui, Deputy Director Bulk from KW&SB. The meeting was held in a cordialatmosphere and all concerned issues were discussed. A copyof the minutes of this meeting is attached wit tis reportfor information of members of ABAD.

ABAD has also received a list of high rise projects in Karachi with details of arrears due from them. This list isavailable in ABAD Secretariat and may be consulted by members.
