Initial Bill IdeaTextbooks are just too expensive - every year students pay around $1300 for textbooks

The cost of textbooks comprise:

40% of tuition at two-year community college

13% of tuition at a four-year public school

Open Educational Resources (OER)"OER are high-quality teaching, learning, and research resources that reside in the public domain or have been released under an intellectual property license, such as a Creative Commons license, that permits their free use and repurposing by others, and may include other resources that are legally available and free of cost to students."

"OER includes, but is not limited to, full courses, course materials, modules, textbooks, faculty-created content, streaming videos, tests, software, and any other tools, materials, or techniques used to support access to knowledge."

Legislative HistorySB 1052 (Steinberg, 2012) created the OER Council to identify 50 courses where OER could be created or acquired in order to reduce costs for students

SB 1053 (Steinberg, 2013) created the California Digital Open Source Library to provide OER in one central location. This became operative when $5 million was put into the annual Budget Act

Course participation will only count if the student savings are greater than 30%

The grants will range from $10,000 to $50,000 (10 to 50 classes)

Campus may apply for a bonus grant by June 30, 2018

Must be equal to the amount of the initial grant and double the number of courses where cost savings are achieved

Application will include evidence that the campus met their goals for their initial grant
