My thanks go to all colleagues inputting in todays webinar – another full agenda covering:
How Ofqual recommendations are being put in place, this week by EAL
Update on returning to work with the furlough scheme
Reopening centres
How comfortable you feel with evidence for audit
In this edition we have loads of examples of members documentation
around H&S policies dedicated to Covid19; risk assessments; and
communications – I particularly commend the MGTS video to you. Other
fine examples are available from BEMA, GET and MGTS with others
promised from NITAL and NWTC.
My thanks to all concerned for sharing.

• Input from Department / ESFA covid19 response team on measures being considered to support the Apprenticeship programme

Furlough update
We recognised that the government is transitioning to the closure of furlough and therefore,
encouraging the return to work of employees on a part-time basis.
It is encouraging to note that Employers will decide the hours and shift patterns their employees will
work on their return and will be responsible for paying their wages in full while working.
In support of this there is no minimum time for furlough and it still applies up to the appropriate cap
whilst the employee is not working.
We noted that any working hours arrangement agreed between a business and their employee must
cover at least one week and be confirmed to the employee in writing.
The table opposite shows the transition of Furlough which
details the government contribution that applies to the
hours not worked and is in place until the end of October 2020
However, it is important to note that there are some important dates which apply to new entrants to
furlough as shown in the opposite table. We are currently checking the guidance to see if it is still acceptable for employees previously on furlough
can also be replaced in the scheme

Reopening of Covid19 Secure Centres
As mentioned in the Introduction above, we have loads of examples of members documentation around H&S policies dedicated to Covid19; risk assessments; and communications. Regarding
communications, I particularly commend the MGTS video to you. Other fine examples are available from:
• BEMA: including risk assessment.
• GET: Risk assessments specific to: classroom settings; office; workshop; electronics. Also a sound FAQ document covering rationale for reopening and so on.
• MGTS: Managing Covid 19 Secure policy; Implementation guidance document; Risk Assessment; and of course the Comms video.

We discussed the date for reopening centres in the light of Boris announcement
that colleges should not reopen until 15th June.
The chart shows the outcome of deliberations received from respondents
It should be noted that many had already planned to reopen mid to late June
anyway and of those opening before 15th June constituted a pilot group of a small number of learners to test the Covid19
secure and social distancing arrangements
Thank you for the responses to the survey on reopening; we have compiled a short document to show the activities and chronology received
typically attached.
Regarding the age groups of Apprentices on whom to focus in the reopening of centres, many mentioned a consistent approach:
• that the cohort sizes tend to be in the region of 80% 16-18 years old Apprentices with 20% being 19+.
• Effective social distancing and operational polices can be achieved with the inclusion of the above.
• Others mentioned a desire to avoid disadvantaging 19+ apprentices by their exclusion.
• Of course, as already indicated, centres need to be fully Covid 19 secure and appropriate with having an appropriate volume of learners on site whose safety can be adequately managed and assured
Government guidance was refined on 2nd June as discussed and it confirmed that Adult Apprentices can receive face to face training from 15/6/20 although 16-19 must still be prioritised
The below guidance talks about a 25% cohort attending at any one time although this should noted as being a specific mention of Study Programme:

Annual Conference
We undertook a poll regarding whether Members could be making a commitment to attending the annual conference as per the
opposite slide
Although responses from the 11 CEOs in attendance
were in emphatic support, we are in the process of canvassing others on the topic.
Although not all responses have yet been received, current feedback received so far includes suggestions:
• for a virtual conference
• agreement in principle but subject to government guidance in place at the time which does cast doubt
• moving the date to spring 2020

Next on the Agenda was the discussion on Audit answering the questions
• Are you confident you have sufficient evidence in place?
• What are you using to define “maintaining contact” and “learning”? A survey to capture practice?
• Would it be valuable to get an opinion or input on the above?
Although the many respondents felt positive about the sufficiency of evidence.
Overwhelmingly, respondents called for a short survey in order to establish what activities members were using in order to “maintain
contact” and “evidencing learning”. Following the outcome of this survey we would engage with a sector specialist organisation in this field in order seek dialogue and advice – what out for the survey next week

Ofqual and AO guidance on adaptations and calculated grades;
perspectives from AOs
Thanks go to Andy Barton from EAL who brought us up to date on their arrangements responding to Ofqual
requirements.
It was interesting to note the discussion around implementation including:
• The deadline for centres to relay recommendations to EAL is 30th June in order to meet the target date for Ofqual notifications of 20th August.
• That centres could choose a mixture of adaptive and calculated arrangements based on individual learners needs – recognising that one size wont fit all.
• That NVQ assessment criteria is temporarily amended for summer 2020 for assessment evidence to a minimum of two rather than three – providing of course, that all of the scope has been met.
• Andy reminded us that the assessment plan requiring Gateway assessment at the level 2
foundation stage for the Engineering Technician Standard pathways of Mechatronics and Product
Design has some in built flexibility which allows employer sign off – of course, only if provider and
employer are content that all evidence and competence exists at the correct level.

• A reminder that the webinar on Profitable Delivery models – Machining is taking place on 4th June 2020. The recording of this well attended webinar will be posted in the Members area of the website shortly
• Engineering Operative Standard funding band – I mentioned that communication has commenced with colleagues in the IFATE regarding a review which includes evidence as follows: reduction in anticipated take up; evidence of costings in the light of the GLH contained in the mandated qualifications which were estimated in the original; inclusion of materials costs which were not allowed in the process in place at the time
• C&G/PETA experience in EPA on MOET using remote technologies will be an item at next weeks webinar

We learnt that Apprentices can go through to EPA without being in receipt of the Functional Skills Qualification, providing:
They have completed training.
They are deemed by Provider to have necessary functional skills and sufficient evidence to receive FSQ pass.
They are deemed to be occupationally competent by employer and provider.
The FSQ must still be made available on receipt and/or complete further training if not.
