States or Municipalities for the suppJy of Water, the metallíc ma-terial for drainage, road-locomotives and corresponding rolling stock,instruments and apparatus for professional and technical instruo-tion, imported by the State institutions and by the professionalschools maintained by the Federal Government.

Sole paragraph. Ali vessels and craft exclusively employed infishing, and ali apparatus, instruments and articles imported forthe same service and for the preservation of fish shall be free fromali taxes.

IX. To modify the regulations of the consumption tax, «per-mitting the fiscal Agents of the Union to furnish a guia to NationalCigars destined for export, independent ofthe payment of the Fe-deral tax, provided the interests of the Union are safeguartfed.

Art. 4. From the date of the present law samples of ali bev-erages and food stufFs imported mustbe submitted to the Laboratoryof Analysis, in the order of their arrival.

§ i. The Bulletin of the Analysis shall be exclusively for theimporter's use.

§ 2. In the event of wine having been shipped in barreis ofdifferent sizes, the samples submitted to the Laboratory of Analysisshall be in proportion.

§ 3. After the payment of the respective tax by the Importerthe National Laboratory will commence the analysis within thefollowing time :

Six working days, maximum, for the analysis of the qualityof wines, beer, cider, vinegar, bitters, vermouths, effervescent limo-nades, mineral waters-, olive oil, liqueurs and simple sirups;

Fifteen working days, maximum, for the analysis of flours,alimentary pastes, tea, chocolate, curd, preserves of meat, fish,milk, vegetables and fruit, oil for lubrification and for other indus-trial purposes, soaps, tissues, natural and artificial essences andalloys of metais.

Thirty working days, maximum, for the analysis of butter,lard, tallow and ali greasy pròducts of a composite nature, cognac,rhum, whisky, alcohol, and other strongly alcoholic substances, andunenumerated pròducts.

§ 4. The Laboratory shall be obliged to furnish a certificate ofthe receipt of payment, fix the day and hour for the apresentationof the receipt and return the respective amount in case the ana-lysis has not been commenced within the stipulated term.

$ 5. If, after expiration of the term, the Laboratory should nothave commenced or finished the analysis, the party shall be per-mitted to dispatch the goods, presenting the certificate mentioned in% 4 to the Customhouse which shall advise the Minister of Financeof the fact on the same day.

% 6. The term for quantitative analysis shall be fixed by theDirector of the Laboratory , with a view to the maximum urgency.

§7. Quantitative analysis of pròducts suspected to containnoxious substances shall not be comprised in the terms men-tioned, as it may be necessary to repeat the analysis on a freshsample.

Art. 5. The following table shall come into force from January1902:

Art. 9. The stamps for documents shall continue to be appliedaccording to the regulations in force with the following modifi-cations :

at auction is announced for Februáry 2r.The time fixed for withdrawing from circülation, without

discount, the Treasury notes of 500$, 200$, 50$ and 20$, describedin our last issue, has been extendêd to March 3i.

On Christmas day there were theree fires in this city, buthey were ali extinguished before much damage was done.On the same day, at 6.15 p.m., a fire was discovered inthe Trapiche Mauá, belonging to the Municipal Government of thiscity, and used by Messrs. Theodor Wille & Co. as a coífee ware-

house. Before the names could be extinguished, much damage wasdone. There were stored at the warehouse 35,000 bags of coífee,which sustained damage estimated at 64:00o $000.

The damage caused to the machinery for preparing the coífeefor exportation is estimated at 60:000$. We have seen no estimateof the damage caused to the building, which, we learn, was not in-sured. The coffee was insured in the Northern Assurance Co. for1.120:000$ and the machinery in the Compagnie Union of Parisfor 2oo:ooo$ooo.

The bill granting a moratorium to the Pernambuco banks,not having been signed by President Campos Salles, has been pro-mulgated by the Vice-President ofthe Republie.

The circülation of the new nickel coins commenced on the23rd inst.

The Banco Commercial of Bahia has paid its debt to theNational Treasury.

The call for tenders for monazite sands on the sea-coastresulted in three bids, which the Government is having examinedin order to ascertain which is most advantageous. The bidderswere Messrs. John Gordon, Carl Schnitzspahn & Co. and JoãoMaria da Silva Jnnior.

On the 23rd inst. the Prefect of the Federal District signeda bill for 450:000$. which was discounted by the Banco da^Re-publica. Part of the money thus obtained has been' used for thepayment of the Jannuary coupon of £11,700 of the Municipalgovernment's foreign loan, and the remainder in paying the em-ployees of the street cleaning service for the month of September.

Refrigerator cars for carrying milk are row being employedon the Central Railway.

The English Church in the rua Evaristo da Veiga was onChristmas Day the scene of a very interesting though simpleceremony, when, in the course of the service, the Tablet erected inthe interior of the church to the Memory of the late Queen Victoriawas unveiled and formally delivered to the care of the British Com-munity in Rio.

Extraordinary credits to the amount of 5,896,4845921 havebeen opened during the fiscal period, January to August, ofthecurrent year for payment of indemnisations.

— With regard to the incident of the steamer " S. Paulo" aboutwhich so much unnecessary fuss has been made by the local papers fa telegram from the Ilha Grande confirmed the fact that theman on board that steamer whose detainement police agents wantedto enforce by a simple verbal order, turned out to be a differentperson altogether ! Those persons who went into hysterics about thecase and emphatically criticised the proceeding of the captain andagent of the company, will now have come to the conclusion thatthey lost an excellent opportunity to hold their tongue.

To surrender a passenger who does iiot answer, as in this case^the description given, without a show of proof nor proper legitima-tion, would have been a cowardly act on the part of the captain oragent, and a complete disregard of ali laws, which as a rule, arefaithfully kept by any country supposed to be a civilized one. If thismode of proceeding should be permitted, no passenger would, infuture, be safe from becoming the victim of private intrigues ofsome vindictive individual. It would be sufficient to give the des-cription of a passenger to any police agent accusing him to havecommitted a crime somewhere in Brazil, and upon this the surren-der of the passenger would be enfored by a verbal order of thepolice agent lAbsurd as it may seem, such, however, would be thelogical consequences of such proceeding and the captain, had heacted otherwise than he did, would have created a very dangerousprecedent.

Last week's revenue of the Central Railway amounted to626:783$ooo.

The Companhia Cooperativa Operaria Carioca has beenauthorised to operate in Brazil and Sr. Manoel Armando Rosa toorganise a mutual cooperative company denominated MontepioPopular.

The term stipulated for the redeeming of the 500$, 200$,50$, and 20$ notes has been extended to the 3ist of March1902.

The Government has been authorised to advance 3oo contosto the State of Espirito Santo.

State of Rio de Janeiro. The appropriations for 1902amount to 9.923:855$5Ó4 and the revenue of the State is estimatedat the same sum.

Minas Geraes. On the 22nd inst. the St. John d'El-Rey GoldMining Co. shipped from the Morro Velho mines to Messrs. J. P.Nicolson & Co. at Rio de Janeiro four boxes of gold valued at248:000$, This gold paid a tax of 8:680$ to the State Governmentand freight to the amount of 2:539^300 011 the Central Railway.

Several American mining engineers are reported to havearrived at Arassuahy where they are looking íor gold in the riverJequitinhonha.

The English Company pretending to explore the « JucáVieira » gold mines is already receiving the necessary machinery.Work will therefore be soon commenced.

A concession for the construction of. a meter-gauge railroadfrom Tombatú to Ubatubá has been solicited by the S. Paulo andMinas Railway.

Paraná'. 111 kilometres of the strategic railway, that the govern-ment intends construeting have been surveyed .

The grape crop is expected to be large this year.

Rio Grande do Sul. Butchers of the city of Rio Grande doSul have been fined for selling fresh beef for over 3oo réis perkilo.

The Copper Mining Company of Camaquam is remitting168 tons of copper to Europe, thus adding one more shipment tothose already made within a short period .

Espirito Santo. A concession for the construction and useof a Railway from'Araguary to Villa Affonso Cláudio has been

granted by that State for the time of 50 years.

Para'.— The new market -of Ver-o-Peso has been completed.Its cost was 1,235:000$, and it covers an área of 2,068 squaremetres.

In the month of November the shipments of Rubber fromPará amounted to 3,i4i,338 kilos, of which 1,556,691 kilos werefrom the State of Pará, 1,435,101 from Manáos and 149,636 fromJquitos, Ofthis Rubber, 1,489,150 kilos were shipped to the United

States, 1,448,181 to Liverpool, 182,502 to Havre and 21,205 toHamburg.

The steam launch SanfAnna and a barge which it wastowing, were, together with their cargo, destroyed by fire on the4th inst. in the bay of Marajó. The loss is estimated ati8o:ooo$ooo.

The Municipal Government of the city of Pará has re-ceived a proposal from Mr. Daniel Macfarlane to supply the po-pulation with fresh beef at prices varying in accordance withexchange rates, from 500 reis to i$5oo per kilo. Mutton andpork would be furnished at an advance of 50 % on the price ofbeef.

The debt of the Banco do Norte to the National Treasuryon account ofthe issue of gold cheeques, amounts to over 3oo:ooo$.The bank has promised to pay in March.

In the month of November 235 deaths were registeredin the city of Pará.

Amazonas. During a storm on the 6th inst., the steamer Tei-xeirinha was wrecked in the port of Manáos. Both vessel and cargowere insured. The loss is'estimated at 393:ooo$ooo.

SÃO PAULO

By order of the Secretary of Agriculture, Commerce andPublic Works of this State, the term for tenders for the construc-tion and use of a railway from the State Capital to Ribeira deIguape, has been extended to March 22, 1902.

Tenders continue to be invited by the Inspector of Railwaysand Navigation for the establishment of a steam navigation serviíeon the river Ribeira to Xiririca and from that port to that ofSabaúna. Tenders to be delivered the 2çth of January 1902.

Heavy rains are reported to have caused inundations atRio Claro, whereby much property has been destroyed.

The Municipal Government of Tatuhy has adopted obli-gatory instruetion.

Tenders are invited by the department of Water-worksand Sewers of the city of S. Paulo for the supply of diflerentobjects and materiais required for the year 1902..

The S. Paulo Railway Company has' published a protestagainst infringements committed by. the Sorocabana Railway Com-pany of rights of zone pertaining to that company.

Traffic has been opened ,on the, branch line of thePaulista Railway, to Martinho Prado. • • -

The electric light plant established in Limeira has beentested lately, the results having been satisfactoy.

The .Companhia Mogyana announces the opening oftraffic on kilometers 57 and 68 of the Santa Rita do Paraizobranch, passengers and freight being received at the stations Co-ronel Orlando and Jussara.

CRICKET

The cricket season of 1901 may, in many respects, be consi-dered the most notable since the inauguration of the R.C.&A.A.,and until the end of July it proved very successful.

The great event, however, the visit of the Buenos Aires XI toRio carne somewhat as an anti-climax, and the rest of the seasonlost much of its interest.

The best match was, without doubt, that against the State otSão Paulo, at Icacarahy, on June 23rd and 24th, when the home side,after having ali .the worst of the game, made a creditable draw,and it is greatly to be regretted that Rio found it impossible tosend an XI to Santos for the return match. '¦ Ja

We trust that no such difficulty will be met with nextyear.

The British Squadron played the R. C. & A.A. on three diffe-rent oceasions and, though twice defeated, showed good ali roundform.

In the Rio v. nictheroy matches honours were divided,with two wins each and one drawn game, and the " Niggers " atlast managed to win a match, old residents assuring us the onlyone during the'last thirteen years.

The inter-bank matches were this season robbed of ali interestowing to the inability of the British Bank to put an Eleven in thefield, and in the only match played the London & Brazilián scoredan easy victory over the London & River Plate.

An innovation this season was the arrangement of fixtures for the2nd Xis, and these proved a great suecess in the early part ofthe

THE FREIGHT MARKETS

British Market. The characteristic ofthe freight market sincelhe last report has again been the strength of the Danube and BlackSea markets. There is a good demand for tonnage giving Decembercancelling, while it almost looks as if owners would see some improve-menfc in quotations for January loading before many days. Thisadvance in rates has come as a blessing to many owners, for unques-tioriably it was never expected, and, in fact, only towards the niiddleof November was it discovered by us and others that tonnage wasgetting short for November loadinq-, which would be reflecLed in anadvance in December rates. Pernambuco, 19th Bccember, 1901.Sugar. Entries continue on an enormous scale and to 14th inst

total 229,722 bags against, 142,500 bags same time last year. Anactive demand has prevailed for Export qualities and the market wasíirm and currency prices hardened until the end of last week whenprices in New-York once more gave way, and this, added to con-siantly rising rate of exchange has caused a reaction and the marketis fiat, exporters offering 100 to 150 reis less currency. To Liverpoolthere is no demand and coast demand is now again very slackalthough Santos has taken some 39,000 bags and there are still ship-ments completing, but buyers are now few and far between. In out-ports about 2.500 tons Rio Grandes were sold at 1§550, basis 84° and16° drainage, being a remirkably good price and sellers were fortu-nate to have availed of the temporary firmness of the market 10 daysago, as today they would not get anything like the price. Cotton. Receipts to 14th inst. have been 15, 123 bags against8,790 bags same period last year. The market has been firm owing toimprovement in Liverpool consequent upon the decreased Americanestimates; but apparently the market is very undecided : at one mo-ment active and excited at considerable advance, then falling- awayagain to be foliowed once more by renewed buying. Sertãos havecommanded 9M00 a 9$500 notwithstanding higher exchange andadvance in freights, bub during the past two days there was lessinclination to operate, owing to stringency in the money market andfurther rise in exchange, and oílérs are only 9&200 today íbr Sertãosand 9$100 other qualities. Next month I look for very large entriesof this article, as reports continue good of an abundanc9 of the arti-cie everywhere ; but there are great complaints of want of labour inmany districts to pick it, and also of a scarcity of rolling stock onthe railways which are in no way prepared for the handling of suchlarge crops of everything as there is this year.

'Freights. Steam tonnage continues in request for States and

some advance on Iate rates would, no doubt, be paid for suitablevessels. Owners will no longer apparently look at lOs. to lOs. 6 d.,and I think 12 s. 6d. would today lead to business if boats wereoffered for early January loading. To Liverpool there has been moredemand^for Cotton room and rates have been advanced by liners to%\ d. g 5 °/0 bágs, and 5s. pressed bales. Sugar is scarce and remainsat 12 s. 6d. and Cottonseed 22s. 6d. & 5 ü/0 now demanded.

Exchange opened on 6th at 12d. and has now advanced to12 ^/i^d» but there is very little money, and with stoppage "on the17th of the. Banco Popular, after some days run on them, once moreeast a gloom over the place; Some one seems to have fomented adeadly seragainst the native Banks, ali of which have done greatthings for commerce here and are worthy of more credit and conside-ration than they have received, and unfortunately the foreign Banksdo nothing to allay anxiety or to help the market in any way, pre-ferring rather to raise obstacies and that often serious and in frivo-lous manner.

LIQUID FUEL FOR OCEAN STEAMERSParticulars are published in the German papers of the resultsobtained in a practical test of the value of oil fuel in the geriérâtionot steam on an ocean steamer recently made in the case of theNorddeutscher Lloyd boat Tanglin on a voyage from SÍngapore toSydney _. a distance of nearly 5,500 miles. The Tanglin waschartered to convey to Kerguelen Island the dogs, equipment, andC? S «rnSíe German Antarctic Expedition. She is a steamer ofabou o 2,000 tons capacity, built last year for the Norddeutscher Llovclhy Messrs. Workman,§jHark c<ACq.., Belfast. She was intended forthe i^ast Indian trade, and was fltted with apparatu#for burninfr oiland saving labour in the stoke-hold. Her ordinary bunkers areused for lhe storage ofthe oil, all apertures being closed and madewatertight, and the oil is pumped in from craft lying alongside.The oil used by the Tanglin carne from Borneo, and was taken onboard at Singapore. By the method adopted on board this boatthe oil is converted into èpray and blown on the grates by means ofínjeetion-tubes and nozzles piercèd with line holes. The service ofonly one man is required in feeding the lires, and the supply of oiland the steam^pressuré are always directed to the required rxdnt bvmeans oí special valves. The Tanglin's bunkers are so construetedthat they can be used either for coal or oil. Compared with the oldsystem of coal-stoking the follovüng results were arrived at • Theweighb of each day's supply of fuel was much less, and a'greatsaving of labour was eíFected, masmuch as only one man per watchwas required, instead of five. The Tanglin took 350 bons of oil onboard for her voyage (her capacity for coals is 300 tons), and witha consumption oí 13 tons per day an average speed of 11 * I knoU

aMregards the cost, the oil was put on board at Singapòre at 30s'. pe/"ton and the whole qüantity - 350 tons - was got into the bunkersin lliree-quarters of an hour. The cost of coal at the same portbrought alongside, was 25s. per ton. 'oa /rhe mere comparison of the daily expenditure for fuel, na mel v20 tons oí coal at 2os., equal to £ 25, against 13 tons of oil at Wequal to £ 19 10s., a saving òf £ 5 lOs. per day in favour of íneldoes not represent the whole gain to the shipowner. There is theextra íreight that he may earn as represented by the differencebetween 13 tons and 20 tons deadweight of daily consumptionwhich, on a twenty days' run would be equal to 140 tons Thereis also the extra measurement cargo which he may carry by stowino-the oil fuel in the ballast tanks and peaks, ánd there is tlie savin-ot hremen and of time in bunkering ports. It is evident that 350tons oí oil bunker||taken on board in three-quarters oí an hour caniind no near comparison in the case of any recorded instance of coalbunlvenng, and the cieanliness of taking on board liquid fuel incomparison with dirbying the decks and passenger accommodationaue to coal bunkering is also an appreciable ünancial asset uponr?uAes where passenger competition is at all keen. The extra speedoi the Tanglin, when using oil fuel, illustrates the experience thathas been reported in respect of other vessels, namely, that boilerswhich are hard to steam with coal become quittffeasy to steam withoil on account of the greater iniensity of the heat generated by thenew iuel.
