ORIGEN CAMBIANTE DEL FINANCIAMIENTO DE LA E. S.
RECURSOS PUBLICOS DIRECTOS DISMINUYEN POR SITUACION FISCAL.
MAYORES EN BASE A OBJETIVOS DE POLITICA (¿AUTONOMIA UNIVERSITARIA?)
FINANCIAMIENTO PRIVADO SE EXPANDE EN INSTIT. PUBLICAS Y LAS NUEVAS PRIVADAS.
TIENDE A CRECER FINANCIAMIENTO MIXTO.
CAMBIO DE ESCENARIO
LAS UNIVERSIDADES PUBLICAS FORZADAS A RECUPERAR COSTOS EN LA MAYORIA DE LOS PAISES.
ACUSACIONES DE INEFICIENCIA ABUNDAN EN CUANTO A ELLAS.
POLITICA SE ORIENTA A SUBSIDIAR LA DEMANDA (NO LA OFERTA).
CREDITO ESTUDIANTIL ES LA MODA, CON SUBSIDIO PARA LOS POBRES.
PROBLEMAS DEL NUEVO TRATO
DIFICIL FOCALIZAR SUBSIDIOS.RECUPERACION DE COSTOS CREA
“AREAS DEBILES Y POSTERGADAS”.PRODUCCION DE BIENES PUBLICOS
RETROCEDE A FAVOR DE LO PRIVADO.EDUCACION PUBLICA DEJA DE SER UN
REFERENTE DE CALIDAD.

Promover mayor orientación del sistema a los problemas reales. Rol crucial de las Tecnologías y de las carreras técnicas;
Mejorar la información para optimizar el funcionamiento del mercado.
