• The United Nations Environment Program (UNEP) likewise defines it as a development path whose growth in income and employment is driven by public and private investments to reduce carbon emissions and pollution, enhance energy and resource efficiency, and prevent the loss of biodiversity.

CHALLENGES and STRATEGIES
• the average citizen’s demand exceeded what the city’s ecosystemcould provide
• increasing population amidst dwindling natural resources, it isimperative that consumers and producers adopt strategies that willshift their practices to those using the least amount of resources andhaving minimal impacts on the environment.
• Sustainable consumption and production - "the use of services andrelated products, which respond to basic needs and bring a betterquality of life while minimizing the use of natural resources and toxicmaterials as well as the emissions of waste and pollutants over thelife cycle of the service or product so as not to jeopardize the needs offurther generations"
• As economy expands, corresponding infrastructure that accompanies,such as power, water supply, wastewater treatment, publictransportation, and solid waste management are among the mostbasic infrastructure requirements that may incur a significant shortfall.
• The City recognizes the benefits of investing in “eco efficient”infrastructure because it addresses the twofold objective of providingthe community with needed infrastructure to enhance its livabilitywhile minimizing adverse impacts on the environment.
• In some cases such as power generation, initial investment costs maybe higher than traditional infrastructure solutions, but these are offsetby lower operating costs in the long term

• The City plans to invest in rainwater harvesting areas, which, withminimal construction, are designed to capture rainwater during themonsoon season. The water can be utilized for irrigation and othersecondary uses during the summer season when the main watersources are prioritized for primary uses such as drinking water andproduction processes.

• Investments in renewable energy, such as solar power are likewisebecoming attractive investments for the private sector to addressthe power shortage. Solar power plants can be built in one year andwill only require sunlight and minimal maintenance to keep itoperational for at least 10 years.
• Zoning ordinance can likewise support eco efficient development.Mixed use zoning versus exclusionary zoning minimizes the use offuel for transport needs because citizens can walk to nearby areasfor work, play, entertainment and other requirements.

facilities (i.e. schools, hospitals, government buildings, power/ water distribution support
facilities ) which will be allowed depending on intensity of the hazard to ensure that minimal
disruption on vital facilities during and after a hazard occurrence;
* Added regulations – covering incentives/disincentives (i.e. real property tax discounts,
required property insurance or period given to property owners to employ structural retrofitting)
to encourage property owners to implement risk mitigation measures
risk-sensitive comprehensive land use plan towards a safer and resilient human
settlements through rationalized location of people, assets, economic activities, and
sustainable management of resources to effectively reduce and manage climate and
disaster risks.
The extent of natural hazards, severity of consequence, degree of risks and the
amount of required risk reduction and management measures are considerations for
determining the best spatial development that promotes a safe built-environment, risk
resilient production environment, balanced ecology, and efficient and functional
linkages among the various development areas.
For production land uses, recommended policies emphasizes on the resiliency and
sustainable utilization of natural resources given the challenges of climate and disaster
risks. This may include economic protection or safety nets (i.e. crop insurance,
building insurance), establishing resource production support infrastructure (i.e.
irrigation and water impoundments), and promoting sustainable and/or climate resilient
resource production techniques (i.e. use of hazard resistant varieties, climate sensitive
production)
risk resilient population, safe built-environment, proactive local governance,
ecologically balanced natural environment are included in the list of success
indicators to further describe/support the vision descriptors as stated in the City CLUP
and CDP for planning years 2019-2028
success indicators included in the CDP are: reduction of exposed population to
climate related extreme and slow onset hazards, rate of conformance to risk
mitigation structural development regulations, increased level of awareness and
proficiency of the population in describing natural hazards affecting their locality,
presence of hazard specific mitigation related development regulations, reduction in
damages due to hazards to built-up property and production areas and efficient
linkage/access, and distribution systems through the establishment of climate proofed
and resilient infrastructure and utilities
