ABOUT THE CONFERENCE
The International Association for the Advancement of Space Safety (http://iaass.space-safety.org) is a non-profit organisation dedicated to furthering international cooperation and scientific advancement in the fields of space systems safety and sustainability. IAASS is a member of the International Astronautical Federation (IAF), and Permanent Observer at the United Nations Committee on the Peaceful Uses of Outer Space (COPUOS). The association exists to help shape and advance an international culture of space safety (technical, organisational and socio-political), to make space missions, vehicles, stations, extra-terrestrial habitats, equipment and payload safer for the general public, ground personnel, flight participants and crews. The association also aims to safeguard the planetary, on-orbit, atmospheric, and ground environments during space systems and associated ground infrastructure operations.
The ninth IAASS Conference “Know Safety, No Pain” is an invitation to reflect and exchange information on a number of topics in space safety and sustainability of national and international interest. The conference is a forum to promote mutual understanding, trust, and the widest possible international cooperation in such matters. The once exclusive “club” of nations with autonomous space access capabilities is becoming crowded with fresh, and ambitious new entrants. New commercial spaceports are starting operations and others are being built.
In the manned spaceflight arena, a commercial market is developing with government use of commercial services for cargo and crew transportation to orbit, and the addition of a commercial habitable volume to the international space station. Besides the national ambitions in space, the international cooperation both civil and commercial is also gaining momentum in view of launching the next steps of human exploration.
Space bound systems and aviation traffic will share more and more a crowded airspace, while aviation will increasingly rely on space-based safety-critical services. Air launches and large constellations of small satellites is becoming an important segment of space business and could drive the establishment of international regulations. Finally, most nations own nowadays space assets, mainly satellites of various kinds and purpose, which are under the constant threat of collision with other spacecraft and with the ever growing population of space debris. Awareness is increasing internationally (as solemnly declared since decades in space treaties) that space is a mankind asset and that we all have the duty of caring for it. Without proactive and courageous international initiatives to establish an international regulatory framework for space traffic management we risk negating access and use of space to future generations.
The 9th IAASS Conference will in addition to normal sessions dedicate a set of panel sessions to key topics which need to get better attention in space programs: Large Spacecraft Constellations Collision Risk, Safety and Interoperability of Moon Bases, Role of Commercial Consensus Standards, International Space Traffic Management, Air-Launches and Airports/Spaceports Safety, Third-Party Certification Schemes.

Roberto Battiston received a Master Degree in Physics from Scuola Normale Superiore di Pisa (Italy) in 1979, and a Ph.D. degree from the University of Paris IX in 1982. He became full Professor of Physics at the University of Perugia, Italy, in 1992. In 2012, he established the Trento Institute for Fundamental Physics and Applications dedicated to space physics and technology in the field of astroparticles. Since May 2014 Prof. Battiston is President of the Italian Space Agency (ASI). For more than 20 years (1994-2014) he led the large Italian participation to build the Anti Matter Spectrometer (AMS) experiment for the International Space Station. During the period 2013-2016, Prof. Battiston was in charge of a European Union FP7 program SR2S devoted to the development of a magnetic radiation shield for long duration human mission in deep space. The SR2S project led to important technologi-cal achievements, in particular the development of a superconducting cable, magnet protec-tion, and the creation of an innovative cryogenic heat-pipe.
Dr. Gilles Clément received Doctoral Degrees in Neurobiology from the University of Lyon in 1981 and in Natural Science from the University of Paris in 1986. He is conducting space research in collaboration with the Lyon Neuroscience Research Center (CNRL) Lyon, France. He also serves as lead scientist on artificial gravity research for the Human Research Pro-gram at NASA Johnson Space Center. From 2009 to 2015, Dr. Clément held the Centre National d’Etudes Spatiales (CNES) Chair of Human Performance in Space at the Interna-tional Space University (ISU) Strasbourg, France. Prior to this position, he was Director of Research for the French National Center for Scientific Research (CNRS) Toulouse, France. He was also Visiting Scientist at the NASA Johnson Space Center in 1990-1991, Visiting Professor at the Russ College of Engineering & Technology at Ohio University in 2006-2007, and Adjunct Professor at the University of Tennessee Space Institute in 2009.
A graduate of the University of Tokyo, he received the PhD from the University of Tokyo on Electronics Engineering. He is professor at Tokai University since 2010. He served as Executive Director of JAXA responsible for the development and operation of application satellites such as Earth observations, communications, broadcasting, and global positioning satellites. Dr. Yasushi Horikawa participated to the International Space Station (ISS) Pro-gram, as program manager for the Japanese elements. He powerfully and effectively led the design, manufacturing and certification of the human-rated Japanese Experiment Module (JEM). Most notably, his contributions included the development of the JEM debris shields. From 2012 to 2013, Dr. Horikawa served as chairman of the United Nations Committee on Peaceful Uses of Outer Space (UNCOPUOS). He emphasized the importance of long-term sustainability of outer space activities and the control of space debris proliferation through international cooperation.

Dr Kezirian, earned his MSc in Chemical Engineering at the Massachusetts Institute of Technology in 1992 and his Ph.D. in Chemical Engineering at the Massachusetts Institute of Technology in 1996. Dr. Kezirian is Adjunct Associate Professor of Astronautical Engineering at the University of Southern California, he teaches undergraduate and graduate classes in Polymer Science, Spacecraft Dynamics and Safety of Space Systems and Space Missions.an Associate. He is former Technical Fellow with the Boeing Company, where he brought extensive experience in composite materials, propulsion systems and system safety to address safety concerns for the Space Shuttle, International Space Station and Commercial Crew CST-100 Starliner Programs. Dr. Kezirian is founding Editor-in-Chief of the Journal of Space Safety Engineering (JSSE), published by Elsevier as part of ScienceDirect the largest repository of technical and scientific publications worldwide. Dr. Kezirian is President of the International Space Safety Foundation.
Bruno Lazare is a graduate of Ecole Nationale Supérieure d’Arts et Métiers Paris (Grand Ecole). Bruno Lazare retired from the French Space Agency (CNES) in 2015, where he worked as a leading space safety expert in the Quality Directorate in charge of French space safety policy management and enforcement monitoring. He participated to the technical development/imple-mentation of the French space law (French Space Act) in cooperation with CNES legal depart-ment, and in support of the French Ministry of Research in charge of outer space affairs. In par-ticular, he coordinated and managed the drafting of the French Technical Regulations for Space Systems Operations, on which the French space licensing system is based. Bruno Lazare was project manager of ELECTRA software development, a Launch and Reentry Safety analysis tool used to assess the risk for the public due to space operations. Bruno Lazare supported also the IADC (Inter Agency Space Debris Coordination Committee), and was technical support member of the French delegation to the UN-COPUOS Scientific and Technical Sub-Committee.
Dr. Joseph N. Pelton served as a Research Professor at George Washington University (GWU) from 1998 to 2012. He was Director of the Accelerated Master of Science Program in Telecom-munications and Computers. He also served as Director of the Space and Advanced Commu-nications Research Institute (SACRI) at GWU. He served for nine years as a Professor of Tele-communications and as Director of the graduate level Interdisciplinary Telecommunications Program (ITP) at the University of Colorado at Boulder from 1989 to 1998. He also served as the first Director of the Center for Advanced Research in Telecommunications and Technology (CARTT) at the University of Colorado at Boulder. He was a founding member of the Board of Directors of the International Space University and served as Chairman of the Board of Direc-tors (1993-1994) and as the First Chairman of the Board of Trustees from 1994 to 1996, during which time the permanent campus of ISU was established in Europe. From 1996 to 1997 he served as V.P. of Academic Programs and Dean of the ISU in Strasbourg, France
