1. The control of the undertaking of the Joint Committee by the :'illinistcr of War Transport under the

Railway Control Order, 1939, continued throughout the year 1943 . For the purpos~ of the. financia~ arrangements established under the Railway Control Agreement, the revenue receipts and expenditure of the Joint Committee are merged with those of the lessee undertakings a.n.d any adjustments affe~ting the Joint ~o~mittee's undertaking are to be made in the Accounts of the lessee undertakmgs. Effect has been .give~ to the pr?v1s1ons of. the Agreement and to certain financial arrangements made between the controlled undertakings in connection therewith in compiling the Accounts of the Joint Committee for the year 1943.

has been published as a White Paper (Command .640)), bu~ pen.dmg the pubhcauon o.f th.e detailed proposals no pro\•ision has been made in the Accounts of the .Joint ~omm1ttee in respect of any ~ontnbuuon .that may ~e payable under the Public Utilities War Damage Scheme m relat10n to the assets or undertakmg of the Jotnt Committee.

'. The Financial Accounts for the year ended 31st December, 1942, are submitted herewith. The excess of rc\'c~uc expenditure over receipts for the year is £46,831.
