3.0nly those shareholders, who have put in not less than 6 months' membership as on31st March 2014, whose names appear in the Electoral Rolls (orsupplementary / correction slips issued thereto) prepared by the Society and whocomply with the conditions laid-down in Rule 5(a) of the Rules Governing Election ofDelegates (re-produced below) are requested to submit their Nominations forcontesting in Form' A' (Annexed herewith).

4. Selection of symbols should be from and out of the symbols, as mentionedbelow. The symbols other than, as mentioned below, if chosen, theNomination form is liable to be rejected.

The Nominations in Form 'A' , duly filled in, should be submitted to the Society's HeadQuarters Office at 665-A. N.M. Joshi Marg, Byculla, Mumbai 400 027 ONLY on or beforeWednesday, the 30th April 2014.

The Nominations received after that date will not be entertained.

Rule 5(a) of the Rules Governing Election of Delegates of the Society.

Every candidate for nomination as Delegate shall comply with the following conditions.

i) He/She shall file his/her nomination paper in Form' A', appended to theseRules.

ii) He/She, along with the two other shareholders who subscribe his/hernomination form as proposer and seconder, must be stationfd in the sameconstituency he / she proposes to represent.

iii) The candidate, his/her proposer and seconder shall be shareholders withnot less than six months' membership of the Society as on 31

st March of theyear in which the election is held. I

iv) He/She shall subscribe regularly to the CM.T.D.Scheme of the Society.

v) His/ Her conduct shall not attract the provision of Bye-Law 16.

vi) He/She should not be a willful defaulter for a period of 3 months inpayment of his/her personal loan and/or in subscribing towards CM.T.D.Scheme of the Society, since the last loan granted to him/her, on the dayof filing the nomination.

vii) He/She shall specify the symbol adopted by him/her, from out of thoseoffered by the Society.

b) If the number of identical symbols specified by the candidates exceeds therequired number of vacancies in any constituency, the Returning Officer shallhave the right to regulate that number by allotting other symbols to any ofthe candidates.

c) In submitting a nomination for a Delegate, the candidate should ensure that inthe event of his/her election, his/her association with the Society causes as

. little interference with Railway work as is possible in the circumstances.

6. With a view to avoid impersonation, it has been decided that theshareholders should bring anyone of the following identifications at thetime of voting.

i) The Photo Identity Card i.e. (Aadhar Card, Motor Driving License, Pan Card,Pass Port ete. (anyone of the same)

ii) Railway Identity Card;

iii) Residential Card Pass must be accompanied with bearer letter issued by theDepartment with signature of the shareholder and photograph dulyattested.

iv) Medical Card;

v) Share Certificate issued by the Society with a bearer letter issued by theDepartment with duly appended signature of the shareholder across thephoto affixed on it or;

vi) A bearer letter issued by the Department with duly appended signature ofthe shareholder across the photo affixed on it.

For a smooth and fair conduct of Election, it has been decided that the shareholdershould vote at the decided/notified area covered by the Polling Booths.

As Notified above, as per the Election Programme, the Date of Election is Wednesday,the 18th June 2014.

7. After the result of the scrutiny of Nomination Forms by the Scrutiny Committee :-

1} In case the number of valid nominations received in particular constituencyexceeds the required number of vacancies, Election in the concerned constituency willtake place. Names of candidates eligible to contest the Election together with thesymbols chosen by them will be published.

2} The candidate, who will submit and register his/her nomination paper with thesymbol as chosen, first, is having right to form his/her group/form panel of his/hercandidates, with similar symbols and in sequence of his/her choice for publication inthe Ballot Papers.

3} If the number of identical symbol specified by the candidates exceed the requirednumber of vacancies in any constituency, the Returning Officer shall have the right toregulate that number by allotting other symbols to any of the candidates.

4} While printing the ballot papers, names of the contesting candidates with identicalsymbols, will be grouped together, after considering the condition, as mentioned inSr. "2", as above. Reservation of candidate of SC or ST category as well as WomenCategory will be shown separately within the same panel on the Ballot Paper.

5} As per the Rules Governing Election of Delegates, only those shareholders whosenames appear in the electoral Rolls prepared by the Society are eligible to vote.Copies of the Constituency wise Electoral Rolls, showing the names of shareholderseligible to vote, will be supplied to all the contesting candidates. Copies of theElectoral Rolls will also be made available for inspection at the Head Office and at theBranches of the Society. In case, name of any shareholder is omitted/missing fromthe Electoral Rolls, the shareholder and the contesting candidate is requested towrite to the Society on or before ze" May 2014, pointing out the omissions andfurnishing his/her full name, designation, station, pay sheet preparing Unit and shareaccount number to enable the Society to attach supplementary and correction slips tothe Electoral Rolls well in advance/before sending them to the Polling Officers forreference at the time of election.

8. The Code of Conduct for the Election of Delegates proceedings will be as under

a] Defacing of stations, office buildings, colonies ete., to be avoided. II

b] No appeal by any of the contesting candidates shall be made to; voters on thegrounds of religion, politics, caste, community. Any such appeal will be treated as acorrupt practice and may attract appropriate action under the Rules.

c] No contesting candidate shall indulge in any activity which may cause tensionwithin different categories, cadres, communities, religions.

d] Criticism of rivals should be confined to their policies and programmes, past recordsof work. Private life of no individual should be talked about.

e] Criticism of rival or other workers based on unverified statements should not bemade.

f] Temples, mosques, churches and other places of worship should not be used forpropaganda purposes.

g] Canvassing within 100 meters of polling stations, holding public meetings during 48hours prior to the start of the Election process are not permitted.

h] No intimidation of any type or coercion be brought to force any share holder tovote in a particular manner.
