University Square is a community development corporation (CDC) formed to encourage, support, and stimulate private and public investment within its designated district surrounding the University of Missouri-St. Louis (UMSL) campus. UMSL in cooperation with area municipalities and in partnership with St. Louis County established University Square to dramatically reinvigorate the area around the campus. University SquareUniversity Square has two specific abilities: The first is the 353 and the ability to grant full tax abatement of up to 25 years for any project; and secondly, we have deep ties which others won’t have and using our connections with local and county officials we can help access possible other selected specialized incentives.

353: University Square Community Development Corporation (CDC) is a state-enabled locally-authorized redevelopment authority focused on developing property within its boundaries (I-70, Lucas & Hunt Rd., St. Charles Rock Rd., and I-170). University Square maintains a close working relationship with the city of Normandy, the St. Louis Economic Development Partnership, St. Louis County, the Bi-State Development Agency (MetroLink and MetroBus service), the Missouri Department of Transportation (MO State Route 115/Natural Bridge Road), Great Rivers Greenway District (St. Vincent Greenway), etc.

Incentives: University Square is working to stimulate and coordinate development in its boundaries and has option money available to acquire property and can fund professional services, such as market studies, preliminary engineering and design work.-------------------------------------------------------------------------------------------------------------------------------FederalOpportunity Zone: Census Tract 2137, as a result of a recent University Square application, was selected from among the maximum one-quarter of Missouri’s potentially eligible census tracts and is a designated Opportunity Zone provided for in the 2018 federal tax law designed to draw long-term investment to areas that continue to struggle with high poverty and sluggish job and business growth by permitting investors in Opportunity Funds for such census tracts to avoid capital gains taxes from previous investments regardless of where they were made.

US Citizenship & Immigration Services EB-5 program: An investor visa program that seeks to stimulate the US economy through investments in US companies by foreign investors, frequently aligned with foreign University students. For example, EB-5 is currently part of the proposed funding mix for the Jefferson Arms redevelopment downtown. StateMissouri Works Program: A state program for new and existing companies that are creating and retaining jobs by providing for retention of withholding taxes and/or state credits, if the benefit percentages are greater than the amount of withholding that otherwise would have been remitted to the state for the new job creation. County/St. Louis Economic Development PartnershipThe Partnership/SLEDP provides operating funding for University Square and operates multiple economic development governmental support operations for St. Louis County and St. Louis City. Among its program offerings and assistance are: SBA 504 loan programs; revolving loan programs; industrial development bonds; New Markets Tax Credits; World Trade Center St, Louis; St. Louis Mosaic Project; Business Development Incentives; and the St. Louis Promise Zone. The agency administers EDA and CDBG funding; provides economic data and mapping; and helps individuals write business plans, secure gap financing, and through its NVSTED program assists with crowd funding loans or investments for St. Louis businesses. MunicipalCity of Normandy: Multiple development incentives are available. The city has a sales-tax-based economic development fund, a Tax Increment Financing (TIF) (which can be amended), and can establish additional taxing districts, such as Special Use Districts, Special Business Districts, and Community Improvement Districts that can assist in funding development. The city recently enacted an overlay zoning district describing appropriate development along Natural Bridge Road. The city may expedite permit approvals (building, occupancy, and liquor licenses) and may also reduce or waive permit fees for desired development. UMSLEducation: UMSL will tailor educational offerings to employers for their workforce needs.
