PMAA’s 2016 Annual Conference & Trade Show is going to be one of the best forums available to you to learn the lat-est information about projects and technologies that can best serve to advance the work of authorities. This year’s theme, Meeting the Challenges: Authorities at Work in Our Communities, promises to be an exciting as well as valuable venue.

PMAA’s conference is a unique gathering of authority board members, managers, engineers and consultants, the largest con-ference of its kind in Pennsylvania and educational offerings are designed specifically for each interest. Presentations address administrative/legal, finance, wastewater and water issues and provide valuable information from experts and decision-mak-ers on topical issues. As part of the conference, there are PA Department of Environmental Protection approved courses for operators; continuing legal education approved solicitor’s tracks; and sessions for engineers who need professional develop-ment hours. Accreditation hours are noted in the schedule of educational sessions. Be on the lookout soon for more specifics regarding our Operator and Solicitor Day program tracks.

There is ample time for inspiration and many opportunities for thought provoking discussions beginning with our open-ing ceremonies which will feature Corporal (Retired) Saul Bosquez who has been awarded a Purple Heart, 2 Army Commendation Medals, and a Combat Action Badge. As a member of the Wounded Warrior softball team, Saul and his teammates inspire young people with a positive and motivating message about meeting their challenges and he will be sharing his message of personal and professional fortitude with us.

We also offer several special programs for spouses, but you must remember to register early for those events because space is limited!

This year’s conference has a lot to offer – learning opportunities, networking events, a beautiful Pittsburgh venue, and a chance to formally recognize colleagues for their years of service at the annual awards banquet. We look forward to seeing you at this year’s conference!

4K e y n o t e S p e a k e rCorporal (Retired) Saul Bosquez was born in 1985 in Adrian, Michigan. He enlisted in the U.S. Army in 2006, deployed to Baghdad, Iraq in 2007 as a 13F, forward observer. About 6 months into his first deployment, his vehi-cle was hit by an IED. The injuries he sustained resulted in his left leg below the knee, right big toe, and second toe being amputated. Saul has been awarded a Purple Heart, 2 Army Commendation Medals, and a Combat Action Badge.

Saul currently resides in Manchester, New Hampshire where he is pursuing a Master’s Degree in Business and Sports Management.

Impact of the New GASB Requiring Fiduciary Fund Reporting by Municipal AuthoritiesBrian McCall, Maher DuesselTim Morgus, Maher DuesselAuthorities with defined benefit pension plans adopted Governmental Accounting Standards Board (GASB) 68 during the past year, which for the first time, required the reporting of a net pension liability (or asset) on their financial statements. The speaker will present a recent directionally drilled project success story, as told from the design engineer’s perspective, and identify some key things to consider when designing an HDD installation for a sewer force main. HDD Safety Aspects – Preventing a “Legacy” Cross BoreEric Swartley, UGIThe excavation and utility industries are partnering to reduce the risk of creating additional legacy cross bores. A cross bore is created when a new underground line is installed using a trenchless excavation method and there is an existing non-pressurized line within the installation path that is breached, such as a gas line installed using a directional drill which enters a sewer line. Accordingly, the Township underwent a systematic and strategic approach to developing alterna-tives, establishing a design basis, and designing and commencing constructing a new 30 mgd membrane bioreactor wastewa-ter treatment facility. Attend this presentation to hear how all of this was accomplished. A Sewer System Acquisition – Two Years Later Michael Schober, Columbia Municipal AuthorityMichael A. Kyle, Lancaster Area Sewer AuthorityIn 2015, the Lancaster Area Sewer Authority (LASA) culminated a three year process to acquire the Columbia Municipal Authority (CMA) sewer system. Faced with an expensive upgrade, CMA began discussions with LASA to treat CMA sewage at the LASA WWTP as either a bulk service or an outright acquisition. CMA felt it made sense to deal with another author-ity with an established reputation. Ultimately LASA purchased the CMA collection system but not the WWTP. A planned pump station will transfer Columbia sewage to the existing LASA WWTP. Sit in to hear the full story including the back-ground, lessons learned and successful transition.Moderator: Daniel J.
