Please note that your e-mail of 8:39 AM this date was not received by me. I did not receive it from the City Clerk until 4:19 PM this afternoon. Despite the fact that you assert that you have waited “a full week” for a response, the fact remains that compliance with Public Records Requests is gauged in business days, and not calendar days. As such, today is technically the fourth day since your request (and in that time, you have submitted three separate requests, all of which are being handled as expeditiously as possible). In addition, please be advised that La. R.S. 44:35(A) was revised in 2014 to state the obligations of a records custodian to (1) produce the documents within 3-5 days, exclusive of Saturdays, Sundays, and legal public holidays ; or (2) tell the requester in writing the estimated time it will take to gather, research and/or redact the requested information. On July 16, 2015, we sent to you an e-mail which outlined that your request may take up to four business days to research, gather and locate the information you requested. Thus, there has been no delay whatsoever, and the City Clerk has been diligent in her efforts to research and locate the information you seek. With that being said, we now respond, in turn, to the information you requested. You requested the following:

Dear Ms. Richard:

1. The minutes to the city council meeting where Joseph Cormier was approved forhire by the council to work in the police department

After diligent search and scouring multiple sets of records for two business days, theminutes to the city council meeting where Joseph Cormier was hired could not be located. Mr.Cormier no longer works for the Rayne Police Department.

2. The minutes to the city council meeting where Joseph Credeur was approved forhire by the council to work in the police department

See attached.

3. The minutes to any city council meetings where Cormier or Credeur was disciplinedby the council

After diligent search, no such records were located and none exist.

4. The minutes to the city council meeting where Ricky Grey was approved for hire bythe council to work in the police department

See attached minutes of the city counsel meeting where Ricky Gray was reinstated as apolice officer for the City of Rayne. After diligent search and scouring multiple sets of records,the minutes to the city council meeting where Sgt. Gray was originally hired by the City of Raynecould not be located.

5. A copy of the City Check used to pay for the POST certification training course foreach of the above mentioned people.

Please note that these officers were POST certified in 2008, 2009, and 1995. JosephCormier was POST certified already when he began work for the City of Rayne and his POSTtraining course was not paid for by the City of Rayne.

With regards to Officers Gray and Credeur, the City of Rayne’s retention schedule formaintaining copies of checks has passed. The City does not keep copies of checks longer thanActuals plus five years. As such, the City is not in possession of any documentation responsiveto this request, due to its document retention schedule.
