1. PROJECT DESCRIPTION

1.1 Introduction

Abu Dhabi Gas Industries Limited (GASCO, hereinafter referred to as “COMPANY”) has been

appointed by ADNOC to manage the implementation of a new project to supply Sales Gas to

Takreer Norm Project at their BeAAT Plant in Ruwais including:

Tie-in Connection from 52” HRS Pipeline Under Construction;

New scraper launching station close to the Tie-in Point;

New 4” x 2.0 km(Approx) Carbon Steel Sales Gas Pipeline from Tie-in Point to Takreer

Norm Plant;

New Consumer Receipt Station (CRS) close to Takreer Norm Plant including scraper

receiver, gas filters, custody transfer meter and pressure reduction station.

GASCO has awarded TECTON Engineering and Construction LLC the Contract for EPC

works. TECTON Engineering and Construction LLC appointed Tebodin Middle East as

Engineering Sub-Contractor for this project.

1.2 Project Objective

The objective of this project is to provide sales gas to the Takreer Norm Project at ADNOC’s

BeAAT Plant

2. SCOPE OF THIS DOCUMENT

The purpose of this document is to report information gathered during the site visit performed

on 29th October 2013 which shall be used as the basic information for developing the project

drawings for construction.

3. DEFINITIONS AND ABBREVIATIONS

3.1 Definitions

COMPANY Abu Dhabi Gas Industries Ltd (GASCO)

CONTRACTOR TECTON Engineering and Construction LLC which carries out the

design, engineering, procurement, construction, commissioning or

management of the PROJECT. CONTRACTOR includes its approved

MANUFACTURER(s), VENDOR(s), SUPPLlER(s), and

SUBCONTRACTOR(s). Requirements of this specification shall be

enforced at all levels of the CONTRACTOR's procurement process.

The COMPANY shall have access to all CONTRACTOR SUPPLlER(s)

to the same extent as required of CONTRACTOR".

Tebodin Middle East for PROJECT “EPC FOR SUPPLY OF SALES

GAS TO TAKREER NORM PROJECT AT BeAAT RUWAIS PLANT”

PMTC COMBINED PROJECT MANAGEMENT TEAM (PMTC) – The

COMPANY – authorized party responsible for overall day-to-day

execution of the PROJECT, consisting of COMPANY and Project

Management Consultancy (PMC) personnel. PMTC is to serve as

liaison between COMPANY and the CONTRACTOR(s) on the

PROJECT

SUBCONTRACTOR includes suppliers and VENDORS and means any and all persons,

firms, partnerships, companies or a combination thereof (not being

employees of CONTRACTOR) of any tier to whom any part of the

WORK has been subcontracted by CONTRACTOR or

SUBCONTRACTORS (including any contracts novated or assigned by

COMPANY to CONTRACTOR) and the successors and assigns of

8. SITE SURVEY FINDINGS

8.1 Piping/Pipelines

Tie In Location

The tie in location of 4” Pipeline is located at approximate chainage of 96+668 m on HRS

Pipeline. The location has been fenced by the EPC contractor of HRS Pipeline. Visual

inspection of the tie in location has been carried out and compared with the FEED drawings

referred in section 4.1. It was observed that the different piping arrangement has been

constructed by the HRS Pipeline contractor at tie in location.

According to the FEED drawings, 4” pipe shall be vertically tied in and double block valve

arrangement shall be provided along the axis (East Direction) of HRS pipeline. But as per site

condition, vertical tie in is provided with 4” off take but the complete double block arrangement

is provided in the true south direction resulting in consumtion of more space up to the fenced

limit of tie in.

The above scenario is entirely different from the FEED drawings. With the above site

condition, the constructability of crossing is to be studied. To visualise the site scenario, a free

hand sketch of existing site condition at tie in point is attached as SKETCH-1.

Also, as per the FEED drawing “ Pipeline Corridor Crossing Detail” (Drawing No. 600466-588-

A1-5-005) shows the track in between Existing 42” Gas Pipeline and 52” HRS Pipeline, but as

per site observations there is no motorable track between these two pipelines

Scraper Launcher Plot Location

The tentative location of Scraper Launcher Station has been visually inspected with reference

to the tie in point. It was observed that the launcher station falls in sabkha area. The pipeline

approach area has been physically verified and observed as clear of any obstructions.

Pipeline Route

According to the FEED Alignment Sheet drawing number 600466-588-A1-5-002, the initial

part of the pipeline route has been verified and looks clear of any obstruction including station

approach. In between IP-02 to IP-03, two track crossings have been identified as indicated in

the Alignment Sheet. There are no pipeline markers or cable markers available in order to

visually locate the water pipeline and Etisalat buried telephone cable. Detailed topo survey is

required, in order to identify these existing underground facilities.

The fence after IP-03 parallel to which the new 4” Pipeline will be routed has been identified.

Since, there was no ROW along the existing fence; hence the complete route survey up to

Receiver Station was not possible.

Scraper Receiver Plot Location

As explained above, the physical approachability of Scraper Receiver Station was not

possible due to the unavailability of any existing ROW. Tentative location of the Scraper

Receiver Location has been visualised compared to the FEED drawings.

8.2 Process

The tie-in point at 52” (HRS) gas pipeline was verified with the FEED P&ID (600466-588-A1-

0-012). The P&ID shows existing 4” tapping with double block & bleed arrangement for taking

a tie-in.

At site, 4” tapping was provided on the 52” line with two blocks isolation valves with drain in

between the isolation valves which is in line with the P&ID (except the drain v/s bleed).

The isolation valves are horizontally placed & the drain line was extended near to the grade

level.

The PID indicates both the existing isolation valve as LOCKED OPEN (LO) however the

project execution was still in progress and the valves handles were not in position, so this

requirement could not be ascertained.

Also considering the gas pipe, the provision of drain valve instead bleed valve is not clearly

understood.

9. CONCLUSION AND RECOMMENDATIONS

With the initial site survey, following are the conclusions and recommendations for the project

The tie in piping with 52 Inch HRS pipeline needs modification for the constructability of

4” Sales Gas Pipeline. A tentative proposal shall be worked out.

The existing piping arrangement at tie in is provided with drain arrangement without a 2”

valve as the construction was in progress.

The fenced tie in location needs modification. The access gate is provided in between

the berm of two pipelines .i.e. between the 42 inch Gas Pipeline and 52 inch HRS

Pipeline. Hence, the access gate of the tie in fenced area is recommended to be

relocated to the North side in order to provide direct access from the existing track.

The initial crossing of the pipeline is a challenging task. The construction methodology to

be followed for the crossing of these existing pipelines after tie in point in Sabkha area

shall be studied.

It was observed that temporary wooden support arrangement was in place for the tie in

piping. Cast for pedestal of permanent support was observed at site.
