The Air Permit is the first new mine Air Quality Operating Permit to be granted in Pima County in more than 11 years, and the only one issued under the current regulatory scheme.“Receipt of the Air Permit for the Oracle Ridge Copper Mine project is a tremendous achievement for Oracle Mining and for our technical and consulting team,” said Doug Nicholson, Oracle Mining’s CEO. “Oracle Mining would

like to thank the entire team for their efforts but in particular to Tom Sheber, P.E., of Tetra Tech who developed the Air Permit application along with the extensive support team and other partners. Tetra Tech’s ability to complete the application with no technical deficiencies on the initial application review is rare and outstanding,” said Nicholson. The Air Permit application was submitted in October 2011, and a technical review with Pima County was completed

in March 2012. Oracle Mining hosted two general public meetings in the local communities of Oracle and Summerhaven in May to discuss all aspects of the project, including the Air Permit. Thereafter, PDEQ hosted an open house and a formal public hearing regarding the Air Permit. The public comment period for the Air Permit closed in late June. PDEQ did not receive any negative public comments regarding the Air Permit, despite extensive public notice and media coverage. In addition to providing

an update regarding the Air Permit, Oracle Mining provides the updates below regarding other aspects of

By Zach RichterCopper Area News

In June, Bill Bolin, Project Manager for the Copper Corridor Econom-ic Development Coalition (CCEDC) was invited to attend the White House Forum on Regional Inno-vation in Rural America.

The purpose of the Forum was to highlight regional programs that are creating jobs and boosting economic development in rural areas and as the sole Arizona resident to attend the Forum, Bolin explained that it was his responsibility to highlight the CCEDC’s achieve-ments in those areas.

“The [United States Department of Agricul-ture] was listening,” Bolin recalled in an interview with Copper Area News, “We all had the chance to

speak up and tell about the projects we are have that are seeing success.” According to Bolin this is the first year the USDA has hosted the forum and the response was above and beyond what they an-ticipated. “There were 27 organizations represent-ing 25 states, 50 people in all,” he said. “We spoke with representa-tives from…[Housing and Urban Development], the Economic Development Administration, the White House Council on Domes-tic Policy, the American Farm Bureau and more.” The CCEDC works to develop sustainable com-munities and a prosperous future for eastern Pinal County and Bolin ex-plained he was chosen for the task when the federal government asked AZ

Copper Corridor Rep talks programs at White House ForumUSDA to recommend ru-ral economic development leaders for the program.

“We have a very strong relationship with the Arizona Department of Agriculture,” Bolin said. “The strength of the Cop-per Corridor’s economic development programs worked in our favor.”

Bolin went on to note that when given the chance he highlighted the Copper Corridor’s focus on tourism, its knowledge base, broad-band infrastructure and the CCEDC’s Business Success Center. “The

Business Success Center is pretty remarkable,” he said. “It provides work-shops, one to one counsel-ing for folks who want to be entrepreneurs.” It is this entrepreneurial spirit that Bolin contends has returned to rural America in a big way. “Everyone was talking about it,” he said, “Dis-placed folks are working hard to make jobs for themselves, which is what we see in the Business Success Center.” In addition to business development, Bolin noted that much of the discus-

sion centered on agricul-ture and making the most of available resources. “There was a lot of talk about asset inventory,” he explained, “They’re using existing facilities and turn-ing them into things like farmers markets.” While the knowledge he traded was worth the trip, Bolin also returned home with some par-ticularly valuable business contacts. ““It was great for networking, I met a few key people who work with Federal Department of Transportation,” he said. “Those are the kinds

of contacts Pinal County needs. I’ve invited them to the Governor’s statewide conference in Oct.” Looking back on the experience, Bolin believes that it was beneficial on both a regional and federal level and knows that the other representatives who attended the Forum feel the same. “The response very favorable, we were asked if we would want to do this again and the response was overwhelm-ingly yes,” he said. For more information on the CCEDC, visit Cop-perCorridor.org.

By John Hernandez Volunteers from the SaddleBrooke Fine Arts Guild have been busy painting the new Kids’ Closet in Mammoth. The huge building has now become a giant canvas for the group of artists to display their talent. Joanna Voisine, President of the Guild said the idea was created when someone from SaddleBrooke Community Outreach casually asked if the guild would be interested in painting the new building that the Kids’ Closet would be moving into. The group responded enthusiastically and said they would help. The Guild did not realize how big the building was and what a huge job it would be until they visited the new Kids’ Closet. The artists knew it would be a challenge but got to work designing the concept and making their

plans to make the inside walls a welcoming and fun sight for the staff and kids. Jim Morris came up with the idea of putting a border along the wall and filling it in with desert wildlife and plants. They would do drawings and tracings of the figures and then paint them in. Nan Nasser brought up the concept of a tribute wall to honor the donors. The names of the donors would be placed along the wall next to a type of cactus “from the smallest to the tallest.” The smaller donations could perhaps be next to a barrel cactus with the largest donors listed beside the saguaro. The Oro Valley Home Depot has generously donated all of the paint and even mixes the colors to the artist’s specifications. TB Contractors provided scissors lifts and scaffolding so the artists

can reach all the high points along the top of the walls. Upon entering the building, the students will be greeted with the words “Welcome” in English, Spanish (Bienvenidos) and Apache (Dagot’ee). They have drawn many animal figures on the walls and have painted in many of them.

When the artists are finished it will be a wonderful sight to behold. Some of the artists from the SaddleBrooke Fine Arts Guild that have been

working on the project include Darlene Morris, Jim Morris, Joanna Voisine, Kim Campbell, Wayne Ufford, Barbara Carlson, and Patty Killoran.

Tri-Community heads to Mammoth for July 4th

It was a cool and wet 4th of July in the Tri-Community. The San Manuel swimming pool had a free swim day but the threat of rain must have kept most of the kids away. The Mammoth Pool was a different story. The Mammoth Fire Department and Town of Mammoth offered free food and drinks plus raffled off some bicycles for the kids. Their pool was full. Winners of the kids bicycles were Brooklyn Machado, Ismael Gonzalez,

Nicholas Andersen, Brooklyn Young, Michael Cross and Elizabeth Gonzalez. Everyone had a wonderful time. (John Hernandez photos)

The San Manuel Sea Lions hosted a swim meet against the Coolidge Dolphins on Saturday. The Sea Lions won the meet scoring 1180 points while the Dolphins finished 550 points. The meet was the final dual meet of the season as the Sea Lions finished the season undefeated for the sixth consecutive year. The Sea Lions now look forward to the League Championship Meet on July 14 at the San Manuel Pool (which they have won for the last five years). Coach Alex Gort was proud of the team’s achievement. “Finishing undefeated for another season is a great accomplishment, however, the real prize is the League Championship Meet this weekend,” he said. Evan Apuron had an exceptional meet. In addition to winning all eight of his races, he set new team records in four individual events. In the 100 IM, he finished in 1:30.17 breaking the old record set in 2008 by

Will Newman by more than three seconds. In the 50 Freestyle, he swam a time of 35.59 seconds breaking the old record (Newman, 2008) of 38.30 by a large margin. In the 25 Breaststroke, he went almost a full second faster than the record he set last week. In the 25 Freestyle he managed to shave 0.01 seconds of the existing record (17.0 Newman, 2008) to go a 16.99. Evan now holds five of the six individual team records for his age group and is a member of both record holding relay teams. For his performance at the meet he was named Sea Lion Beast of the Week. In addition to Evan, two other swimmers, Tabitha Kellam, and Will Newman, won all eight of their events. Gianna Sweeney was the other swimmer to set a new team record in the 50 Freestyle bettering her own record by a half second to finish in 31.78 seconds. Two swimmers showed outstanding improvement

underway and expedited The Corporation previously announced in August 2011 that the Arizona Department of Environmental Protection (“ADEQ”) agreed to transfer the existing Aquifer Protection Permit No. P-102110 (the “APP”) for the Oracle Ridge Copper Mine to its wholly owned subsidiary that operates the project. This was a major achievement in the permitting process for the reactivation of the mine. Because the APP applies to only the previous area of historical tailings storage, it needs to be amended to incorporate the proposed new tailings design. The APP amendment application was submitted in January 2012, and it is being considered under ADEQ’s expedited review process. The schedule under the expedited process indicates that a draft amended APP should be completed by the end of the third quarter of 2012.Confirmation underground drilling begins Oracle Mining began its underground confirmation drill program in June with the hiring of Boart Longyear Underground USA. Assay results from underground drilling will be used to add to

the historical data and the data resulting from the surface drilling the Corporation has done to date. The engagement of the new drilling contractor is expected to speed the delivery of core for assay as the Corporation’s alternate contractor had experienced equipment breakdown that led to delays. Oracle Mining continues to rehabilitate the former mine workings, which includes the installation of ventilation equipment and securing the underground mine in accordance with United States Mine Safety and Health Administration standards.Feasibility Study and reserve report progress The Corporation announced in May the hiring of international mining consultants SRK Consulting (“SRK”) and KD Engineering (“KD”) of Tucson, AZ. SRK will author the Feasibility Study for the Oracle Ridge Copper Mine project and KD will complete the feasibility-level engineering of the processing facility and mine site infrastructure, as well as contribute to the Feasibility Study. All assay information gathered from the Corporation’s surface and underground drill programs to date will be used as source data for the resource report and

Feasibility Study. Since hiring SRK and KD, progress has been made on the Feasibility Study and engineering design for the processing facility and final reports are expected to be delivered to Oracle Mining in the fourth quarter of 2012.

Your Safety Our Priority

By Jennifer R. Carnes Wednesday night’s monsoon storms did more than just bring cooler, wetter weather to the Tri-Community. It also blew in a visitor from the coast. On Thursday, July 5, travelers Don and Sheila Goetz noticed that a rather odd looking bird was sitting on the side of Highway 77 in Oracle – odd only in sense that you rarely see a sea bird in the desert. Miner and Crier Publisher James Carnes happened along the scene and stopped, thinking there may have been an accident. He had his camera ready, recording the event for the newspapers. Arizona Department of Public Safety Lieutenant Vern Havens also stopped to help slow down traffi c in the area to keep the bird from fl ying off. But seeing how tired the little guy was, fl ying off didn’t seem likely. Wildlife Rehabilitation Volunteer Kathie Schroeder arrived to take control of the bird so it could be released

back into the wild. No one at the scene really knew exactly what kind of bird he was but suspicions were high that he was a pelican. Once the photos of the visitor were on hand, we whipped out our National Audubon Society Field Guide to Birds to see what kind of bird he was. Neither photo of the brown pelican or the American white pelican looked anything like the ones James had taken. So we decided to send it out to our readers. The Miner posted the bird’s photo on our website at www.copperarea.com and on our Facebook page www.facebook.com/copperarea asking our readers to let us know what they thought. Facebook Fans Ashley Allen and Tiffany Denning Parisot quickly sent comments that they believed the bird to be a brown pelican. Ashley also shared a link which showed a photo of a juvenile brown pelican. Bingo! That’s what he is – a brown pelican, just a young

one. Mark Hart, Public Information Offi cer for Arizona Game and Fish, confi rmed it. “Having spent many years living in Florida I’d say that was a brown pelican,” he said. “The Arizona Sonora Desert Museum used to transport these coastal birds back to California.” He added that “this is not an uncommon occurrence.” According to Birdweb.org, “The Brown Pelican is a coastal bird that is rarely found away from the sea. The birds on the Pacifi c Coast nest on islands off the coasts of southern California and Mexico. After breeding season, they move north along the coast, frequenting shallow marine areas such as bays, offshore islands, spits, breakwaters and open sandy beaches.” Thanks so much, Ashley and Tiffany, for helping us identify our visitor. Want to keep up with stories like this one? Why not like us on Facebook?

Blown off course

This guy got a little turned around during last week’s monsoons. (James Carnes photo)
