From the publisher’s desk… Turn up the lights and turn up the music! The prosperity party is not scheduled

to end in North Dakota for 100 years. That’s right, 100 years of oil in NDalone. Twenty four hours a day, seven days a week, expect America’s energy companies continue to invest in North Dakota and, as a result, reinvent Amer-

ica’s energy future. Nothing less than a miracle of mind-boggling proportionshas begun, resulting in wealth that is incalculable. While this is a promotionalmagazine, it has been created with the highest integrity and we stand by the

accuracy of all statements made herein.

 While America has languished since 2008 in the midst of the worst economic

crisis since the great depression, unbeknownst to many, a glimmer of hope waskindled in a few unique places around the country. The source of that hope

 was a new technology that allowed a new bounty of oil and gas to be extracted- hydraulic fracturing.

 The same drive & spirit that settled the west is again evident in the Bakken. A new generation of pioneers is arriving, the local populace is thriving, and a better life is in the future for all the residents

of North Dakota. Possibilities from the abundance provided abound. The blessings bestowed on thisregion are beyond counting.

Oil industry experts estimate that a million additional oil workers will be needed to harvest the windfall;300,000 in North Dakota alone. The decline in population experienced by this agricultural state has ex-

perienced a dramatic reversal. The state has now become the “powerhouse of America”, with 400 yearsof coal power, wind power, a hundred years of oil and natural gas, and most importantly the power of the human spirit.

 The fortunes of manufacturing and America’s energy independence have risen as a result of the bo-

nanza in North Dakota. New housing opportunities for energy workers and their families are also a

result of this prosperity. The state is abundant in more than just oil. Natural beauty abounds, and there

is a vast wealth of history and courage.

North Dakota has proven itself to be the nancial savior of the US economy and, in the immortal words of Jimmy Durante, “You ain’t seen nothin’ yet!”

 Thank God for North Dakota and it’s bounty!

New records are being set by NorthDakota Oil exports (see chart page 41),

and The Van Hook Crude Terminal

in nearby Van Hook Township, whichopened its doors in December of 2012is helping meet the explosive demandfor capacity in the region.

 The operation is a partnership be-tween Plains All American Pipelineand Canadian Pacic. It has the capac-

ity to handle up to 208 rail cars and35,000 barrels of oil per day (soon tobe 65,000 barrels a day). In addition,they have storage for 12,000 barrels of crude with an anticipated capacity of 

275,000 future tankage. They can ter-minal up to 104 rail cars at any giventime, and have inventory management

 with state of the art environmentalcontrols including vapor recovery andthermal destruction.

 The largest frac sand transload facility in the region is being built by  Smart

Sand, Inc. and Canadian Pacic.Plans are for operations to begin in

early 2013 in nearby Makoti. They willsupply and ship premium, Northern White frac sand to the energy industry in the Bakken area.

Pioneer Project

Dakota Plains, in conjunction withits joint venture partners, recently an-

nounced the Pioneer Project, a substan-

tial expansion of their New Town oper-

ations. Upon completion, the 192 acresite will have two 8,300 ft. loop tracks

each capable of 120 car unit trains, a

ten tank car load out building, two

90,000 barrel storage tanks, ten truck

stations and ve pipeline interconnec-

tions. This expansion will also allowour four existing 2,500 foot tracks to

be used for inbound oileld commod-

ity supplies, such as sand. The interiorof the loop will be utilized as an indus-trial space, with 90+ acres available for

build out. The Pioneer Project is slated

for completion in Q4 2013.

In Makoti (which is a 10-minute drive rom Parshall) the Three Aliated Tribes have

made great strides orward towards its plans or a 15,000-barrel a day renery it’s

calling Thunder Butte Petroleum Services. The processing acility will process

Bakken oil into diesel, propane and naphtha.

The project, which has been in the works or several years, has received all the neces-

sary permits rom the EPA (see article on page 12). A company based out o Salt Lake

City, Chemex, has already begun construction.

Continental Resources, Inc. announced in early December

that it successully completed the Charlotte 3-22H (91%

WI), the rst horizontal well to test the third bench (TF3)

o the Three Forks zone in the Bakken eld o

North Dakota and Montana.

The Charlotte 3-22H fowed 953 barrels

o oil equivalent per day (Boepd)

at 1700 psi on a 28/64 choke in its

initial one-day test period. Located

in McKenzie County, North Dakota,

it was drilled to a total depth o21,324 eet, including a 9,701-oot

lateral section, and was completed

with Continental’s standard 30-stage

racture stimulation design.

“We’re very pleased with the initial perormance o the Charlotte 3-22H,” said Harold Hamm,

Chairman and Chie Executive Ocer. “The well has been producing or 15 days and its

perormance compares avorably with other rst bench (TF1) and second bench (TF2)

producing Three Forks wells.”

Continental has been a pioneer in the discovery and development o the Three Forks reservoir

in the Bakken eld. The Company was the rst to demonstrate incremental reserves rom the

TF1 in 2008 and the rst to establish commercial production rom the TF2 in 2011. Establishing

production rom the TF3 is yet another signicant milestone in the growth o the Company’s

assets in the world-class Bakken oil eld. I the Charlotte 3-22H continues to perorm in

line with the second bench Charlotte 2-22H, it will be the rst well to establish commercial

production in the third bench.

“This could be a real game-changer,” Mr.

Hamm said. “The Charlotte 3-22H is the

rst well in a 14-well program that we

plan to complete by year-end 2013 to test

productivity o the second, third and ourth

benches o the Three Forks over a broad

area o the play.”

The 1280-acre Charlotte unit is the rst unit

in the Bakken eld to have wells producingrom three separate horizons – the Middle

Bakken, TF2 and TF3 zones.

Continental estimated in late 2010 that

the Bakken eld would eventually yield 24

billion barrels o oil equivalent (Boe), based

on technology available at that time. This

estimate included 20 billion barrels o oil and

4 billion Boe o natural gas, and assumed

577 billion barrels o original oil in place in

the Bakken and TF1. With the addition o

oil ound in the lower Three Forks benches,

which includes the TF2, TF3 and TF4, the

Company now estimates the

feld has 903 billion barrels o

original oil in place, a 57 percent

increase.

“The successul completion o the Charlotte3-22H is another step in our eorts to assess

the productivity and reserve potential o the

lower benches o the Three Forks which

is one o the goals o our 2013 drilling

program” said Jack Stark, Senior Vice

President o Exploration. “The results are

very encouraging and indicate there may be

upside to our estimate o 24 billion Boe o

recoverable reserves or the Bakken eld.”

BNSF just announced an incredible

$4.1 BILLION CAPITAL INVESTMENT PROGRAM which is an increase of $450 Million over 2012 expenditures. Out of that, $2.3 Billion wil

be spent on it core network and assets, with an additional $1 Billion spent on acquiring

new rail cars. There’s also $550 Million set aside for intermodal terminal expansion

US rail car manuacturersare racing to build enough

supply to meet themeteoric rise in demand.

 They expect to increase carrying capacity 

to 2 Million barrels per day by the end of 

2014, which is double the current capacity.

 Warren Buffett’s Berkeshire-Hathaway 

bought out Burlington Northern Santa

Fe railroad two years ago in a deal which

 valued the railroad at $44 billion.

 With this purchase, Buffett invested in an industry that’s central to the success of the energyindustry’s interests in North Dakota, given the delays in development and permitting of pipelines

“Our country’s future prosperity depends on its having an efcient and

 well-maintained rail system,” Buffett said in a news release. “Conversely

 America must grow and prosper for railroads to do well”

“Most important o all, however, it’s an all-in wageron the economic uture o the United States,”

Buett said, adding: “I love these bets.”Since then, BNSF has made signicant additional investments in infrastructure

and rail cars - all with the goal of meeting the jaw-dropping increased demandthat’s a result of North Dakota’s phenomenal export growth

miraculous.

“The United States has not caught up to the Middle East when it comes to oil,

NATURAL GASBOOM The production of natural gas in North Dakota is expected to increase

by 600% by the year 2025, according to a report by Bentek Energy. It is

estimated that production will go from today’s rate of 536 million cubicfeet per day to a staggering 3.1 billion cubic feet per day by 2025.

THE BAKKEN AT NIGHTThe fames o natural gas burn o can be seen rom space, as this

rom the fames.

The nearby energy companies by law have to reclaim the natural gas

that is currently being wasted. This will inevitably result in numerous

reneries being built nearby (such as the Thunder Butte Clean Energy

Renery being built within a ew miles o Parshall, North Dakota).

This will bring a multitude o jobs to the area or the oreseeable uture.

North Dakota’s abundance o cheapnatural gas makes corporatestrategists take a second look atUS-based manuacturing.Sources state that several large corporations are eyeing theBakken region and gauging the feasibility of relocating their

 production facilities nearby.Dow Chemical’s chairman and CEO, Andrew N. Liveris has touted“the tremendous competitive advantage that affordable, abundantdomestic natural gas offers to the nation.” He has also said that “The

 value of every unit of energy used by the manufacturing sectoris multiplied by as many as 20 times from the production of thousands of high value products though the value chain”.

Natural gas is a building block for ethylene, which in turn has many industrial applications. These include transportation fuel, wastewaterdenitrication, fuel cell hydrogen carrier, biodiesel fuel processing,and electricity generation. In addition, ethylene is a critical componentof the following materials:

Synthetic bers

Paints

Resins

Magnetic lm

Saety glass laminate

Adhesives

Solvents

Carpeting

Insulation

Rerigerants

So it’s easy to see why the US government and corporations aretaking a long hard look at North Dakota’s potential role in America’snext great industrial revolution.

 An Energy Department (DOE)-commissioned study released inDecember concluded that the U.S. economy stood to gain fromsending more liqueed natural gas (LNG) abroad. Republicansand Democratic senators agreed Tuesday that the sales present aneconomic opportunity.

But some politicians, along with some manufacturers, have foughtto protect the growing resurgence in U.S. manufacturing that hasresulted from the lower gas prices.

Either way, the outlook is rosy for natural gas from the Bakkenregion.

NORTH DAKOTA ISEXPERIENCING A BONANZA.

 With the advent of new oil exploration techniques, vast

oceans of previously inaccessible oil have become available.

 Accompanying this incred ible series of events is economicgrowth in the area surrounding the Bakken shale formation.

North Dakota already has the nation’s lowest unemployment

rate (3% as of May, 2012 and falling) and the nation’s fastest-growing economy. Construction starts in the counties near the

Bakken have gone from an average of $52 million a year (from2000 – 2008) to $406 million in 2011*. Early estimates for 2012put that number at $471 million as of July, 2012.

 The town of Wil liston has begun implementing majorinvestments in infrastructure to the tune of $500 mi llion, which

includes a new water system, an upgrade to the airport, and a waste water treatment faci lity.

Private industry is making huge investments in the area as well.Natural gas distributor.

ONEOK is adding two processing plants to their existing facilities at a cost of $360 million. Basin Electric Co-op is

building two 45 Megawatt power plants with an outlay of $120mill ion. In addition, a $347 mill ion, 200-mile, high-voltage

transmission line near the Bakken elds is scheduled to startconstruction in 2014.

State legislators have set aside $1.2 billion for infrastructure

improvements, which will alleviate most of the current issues

that have come with growth.

 With the advent of “man-camps”, where monthly rents for acramped modular unit and 3 meals a day runs about $3,500,

the need for housing is being addressed by new housing development.

U.S. OIL RESERVESTO SURPASS SAUDIARABIA BY 2020 Jack N. Gerard, president of the American Petroleum Institute

referred to the United States’ recent surge in oil production asa “game-changer” for the economy and global geopolitics.

 While delivering his annual State of American Energy Addressin Washington D.C., Mr. Gerard said “If it is handled well, we can surpass Saudi

 Arabia in oil production by 2020”.

Mr. Gerard then went on to say ““In

2011, the United States became a netexporter of petroleum products for therst time since 1949, thanks to industry 

investment in domestic oil and naturalgas production and renery upgrades”.

The Visionary Behind The Highlands:

Charles A. Kubat AIA, AICP, LEED-AP With over 40 years of experience in both consulting and on the owner sideof development, This graduate of MIT and the University of Minnesota is anationally recognized authority on community planning, urban design and

development consulting work.His years as a VP at RTKL Associates Inc., a premier international architecture and planning rm, gavehim experience in urban design, downtown planning, resort planning and master planned communitiesthat allowed him to later help create major master planned communities in Houston (Kingwood, ClearLake, Faireld) and in Las Vegas (Summerlin, 2002 winner of ULI’s Community of the Year honors).He was also VP of the Howard Hughes Corp, major developer of residential and commercial projectsthroughout the West.

He’s always been very focused on creating memorable, sustainable places - working throughout the Weston the planning and implementation of master planned community and urban design projects such asthe LEED-ND Gold 9 million square foot Symphony Park project on old rail yards in downtown Las

 Vegas.

His recent work includes duties as the Development Director for Newland Communities’ initial work on Las Vegas’ Union Park (now Symphony Park), a mixed use redevelopment project in 61 acres with9.3 million sq. ft. of buildings. For this project he created the plan, managed the establishment of design

standards, streetscape schematic design, and LEED Gold certication as the rst LEED –ND projectin NV. He is also providing continuing implementation services as Senior Design Advisor throughdesign negotiation with third party developers, design review of all projects as part of the City’s DesignReview Committee, and design management of Newland’s own mixed-use residential over retailprojects. Other local work includes urban planning for a Joint Land Use Study for the Nevada NationalGuard and State of Nevada, and design guidelines for Anthem Country Club in Nevada.

Q: What made you the right t for this project?

 A: Well, I’ve known one of the principalsof the company, Jim Lucasiewicz, for along time. Basically, with our relationshipthrough some Summerlin experiences that Jim was involved in, Jim knows of my ex-

perience in Summerlin as the vice presidentfor planning and design for the HowardHughes Corporation in Las Vegas.

Summerlin is a large 22,000 acre masterplanned community, very fast-growing,that’s made up of smaller communities andneighborhoods of 200 – 500 acres apiece

 – each with different k inds of residentialhomes, parks, worship & commercial sites. This project ts into that idea, and that size,so Jim contacted me.

 After looking over the project, I thoughtthat my experience doing mixed-use andplanned community projects of all dif -ferent sizes, all across the country – fromFlorida to California and up North anddown into Texas – gives me a lot of experi-ence which I can bring to this project. Inaddition, my interest and experience in cre-ating great neighborhoods and sustainabledesign made this a good t. I also think that my career both as a planning and de-sign consultant as well as member of some very successful large development compa-nies gives me a unique perspective to bring to the team.

 There are several small communities thatI’ve been involved with that have been very successful. For example the 400 acre Pine-

book neighborhood in Houston becomethe fastest selling neighborhood in thearea based on its concepts of connectiv-ity, walkability, and centralized amenitiesaround natural wetlands. Also the tradi-tionally avored Harbortown on an islandnext to Memphis, TN mixed housing typesaround small parks and provided commer-cial services on a small main street. All of these included mixed-uses and a variety of housing, and I think that’s what this projectneeds.

Q:  What’s exciting to you about this project?

 A: When I looked at the land that ArfaContracting was considering developing asa community, there were several things thatimmediately struck me.

 The rst was the topography. The sense of long-range views off towards the lake andthe sloping ground made it an interesting site. This is particularly unique in this partof the country, which is generally quite at.

Secondly was the closeness of the existing community of Parshall. I think that having a town that you’re a part of, and next to,is an important part of creating a projectthat has some longevity, with some senseof history, and some opportunity to besomething more into the future. I think that making connections to this town wasan opportunity that Arfa embraced and re-ally excited me.

 Thirdly, I think it was the vision that Arfahad, which was to be a part of this com-

munity and to help it grow in the contexof all that’s happening around them - Andalso to grow in good way – not just respondto development requests for one-off typeprojects along the highway, with everyone wanting to do a little trailer site or metabuilding. Arfa wants to give the community something more, that can be a part ofits future.

I think the fourth thing is the opportu-nity to create a great neighborhood. Greatneighborhoods are something I’ve beeninterested in my entire career. They aremade up of a variety of housing, a varietyof people, a mix of different kinds of uses

that provide convenience to people, a goodshare of open space and other amenity op-portunities. Neighborhoods with good,safe streets that have places for people tointeract, get to know one another, to createfriendships and relationships – that’s whatmake a great neighborhood and I think that this community has that opportunity.

Q: What are the elements that will makethe Highlands of Parshall a success?

 A: Well, I think that there are three mainelements of success for the Highlands. Therst is exibility – with a number of dif -ferent parts (but I’ll come back to that in aminute). Second would be the partnershipand communication with the city, the thirdis how we hit the market, because that’s ul-timately the reason for selling land and be-ing able to develop land and create a com-munity.

On exibility; there are a number of dif -ferent parts to that. A master plan com-munity developer needs exibility on ap-provals for example, approvals that allow you to go from the general to the specicas you know more about the project or theparticular product needed. You may have

a general plan or idea of where the over-all project is going, and we’ve presentedthat, but each specic part of it may haveto change some as we move along to re-spond to the market and respond to new information that comes along. So, the way  we do the approvals needs exibility – forexample, in Summerlin – originally, there were very few rules that enabled a masterplanned community to happen in Las Ve-gas, so the Howard Hughes Corporation

 worked with the city and created a processthat allowed for a general plan, and then aseach new part of the community came online, we came back to the city and got spe -cic approvals on a sub-part of Summerlin – and it’s worked really well over the lasttwo decades.

 The second part of exibility has to do with what you might do within the plan itself. The different uses – and where they occurin the plan – may have to shift. You mighthave to shift one apartment use from onelocation to a little bit different locationbased on access, or the buyer’s desires, orthe best way that it might present itself to

the rest of the community. The third part of exibility is timing. Amaster plan community happens over a pe-riod of time, and so we wouldn’t necessarily be able to build every element of the com-munity on day one. You need the exibility to time the various elements of the com-munity to both when they make the mostmarket sense, economic sense, sales sense,as well as the community building sense.

 The fourth would be details - exibility  with how you develop key details of thecommunity, like streets. Streets are such

an important part of building a great community, with some shade where necessaryand sidewalks where possible. [They effecthow people can access different homes anduses, and how they move through the community. The scale and size of the streets areso important – you want the exibility tonot just build to some standard that maybe there for another city, but to make it isunique to this location. [It’s important] sothat we can deal with storm water runof

in the right way, so that we can deal withsnow removal in the right way. We can infact create great neighborhood streets forpeople to live on and for kids to use. Theyneed to be small enough to be safe and sothat cars don’t go too fast on these streetsand yet we deal with all the other realities ofthe street [design].

 All of those are important. As I mentionedthe second major topic is communication with the city. This is a project in the community that will happen over a period oftime. So, the relationship with the city issomething that we and Arfa sees as impor

tant for the success of both Parshall as welas the Highlands. As we develop variousparts of the community, if there’s a need fochange we need to make sure that there’san open [line of] communication with thecity. [We need to] let them know the implications, the reasons why, and that helps thecity provide some exibility on its end.

 And I think third then is the market – anymaster planned community, like development in general, needs to meet the marketIt needs to have a product that the buyerand the user want. It’s true for homes; youhave to provide homes that people want tobuy. It’s true for land as well. You have to

provide land in a location, and of a certainsize, with the [right] access that someone wants to buy. If you want to sell it for ahotel, or a restaurant, or for an apartmencomplex, or for a hardware store, we needto make sure that we’re talking to buyersand users so that the plan can respond tothat.

If we pay attention to those three thingsand are able to do that in partnership withthe city, that will make the Highlands ofParshall successful.

The Mandan, Hidatsa, and

 Arikara (Sahnish) people

have lived on the rolling

plains o North Dakota or

hundreds o years. They have

endured many hardshipsover the years but, with the

advent o casino legislation

and the tremendous

growth in the region, they

are on the verge o a

major revitalization.

It is said that the rst

Mandan people migrated

to the region around 900

 A.D. Since then, they were joined by the Hidatsa and the

 Arikara (Sahnish). The Mandan

and Hidatsa tribes spoke in a Siouan

language, like their counterparts in the

Crow, Dakota, Lakota, Yanktonai, Assiniboine,

Iowa-Oto-Missouri, Quapaw, and Omaha-

Ponca-Osage-Kansa tribes. The Arikara

(Sahnish) spoke a Caddoan language more

closely related to the Pawnee, Caddo, Wichita,

 Anadarko, Skidi, Tawakoni and Waco tribes.

The tribes maintained separate social systems

until they suered rom a series o devastating

smallpox epidemics during the late eighteenth

and early nineteenth centuries.

They banded together soon thereater to ensure

their survival, developing a strong tradingsystem and earning a reputation as trusted

middlemen by surrounding tribes.

In 1988, Congress passed the Indian Gaming

& Regulatory Act, which authorized casino

gaming on tribal lands. This enabled the MHA

Nation to attract outside investment in gaming

properties such as the Four Bears Casino, which

opened in 1993. It has grown to be a successu

property which oers lodging, restaurants, live

entertainment and numerous orms o gaming.

The Fort Berthold Agency, ormerly situated

at Elbowoods until 1953 when it was fooded

by the Garrison Dam, is now located in New

Town. The reservation lies on both sides o the

Missouri, including parts o Dunn, McKenzie

McLean, and Mountrail counties. The seat o

tribal government or the Mandan, Hidatsa and

 Arikara Nation lies our miles west o New Town

Fuel Renery in Makoti, ND. A company based

out o Salt Lake City, Chemex, has begun

construction.

In October o 2012, Secretary o the Interior

Ken Salazar announced approval o a ‘land-

into-trust’ application rom the Three Aliated

Tribes o the Fort Berthold Reservation, clearing

one in a series o necessary approvals that will

enable the tribes to build the rst U.S. renery in

decades, supporting American made energy –

including domestic resources rom the Bakken

Formation – while also creating jobs.

Secretary Salazar sad “Today’s historic

decision is another step orward in the Obama

 Administration’s all-o-the-above energy

strategy and commitment to strengthen Tribal

communities and generate jobs or rural

 America,” Salazar said. “By working with the

Mandan, Hidatsa and Arikara people to place

this land into trust status, we are supporting

inrastructure that will help bring American

oil and gas to market while promoting Tribal

economic development and sel-determination

regarding land and resource use.”

I all required approvals are granted, the

proposed MHA Nation Clean Fuels Renery

would be the rst new renery built in the

United States in more than 30 years. Project

developers estimate the renery could create

800 to 1,000 construction jobs, up to 140

operations jobs, and millions in annual revenue

streams to benet the Tribes and surrounding

rural communities. As proposed, the 13,000

barrel-per-day acility would rene Bakken

Formation crude oil into diesel uel, propaneand naptha products or the U.S. market. Since

the President took oce, domestic oil and

gas production has increased each year, with

domestic oil production currently at an eight

year high, and natural gas production at its

highest level ever.

“Today’s action is an important step in the

Three Aliated Tribes’ proposal to develop

the MHA Nation Clean Fuels renery,” said

 Assistant Secretary – Indian Aairs Kevin KWashburn, who approved the application as

one o his rst acts in oce. “Approving the

land into trust status will allow the Tribes to

continue their work to develop the acility in a

sae and responsible way that brings increased

economic opportunity and employment to their

people and to North Dakota.”

a hill”.

GolngOnce you’ve left St. Andrews, head on over to Parshall’s Doc 

Blatherwick Golf Course. It’s a nine-hole course that offers 

 fun for golfers of all skill levels. It features all the hallmarks 

of North Dakota golf and has been open since 1950.

Richard Bolkan is a local business owner and

graduate of Parshall High School. You can

usually nd him at Food Pride, the supermarket

he owns on Main Street. When asked about his feelings regarding the

growth of the local oil industry, Mr. Bolkanclaimed that people around town were calling 

the Bakken region the “Saudi Arabia” of  America. He’s not far off, given recent estimates

putting production at levels very close to thatmiddle-eastern country.

Mr. Bolkan seems to take the growth in stride,often wondering how his small home town

found itself at the epicenter of the phenomenalgrowth of the last few years.
