The 55th Biennial National Convention of the Order will be held in Billings, Montana, July 16–20, 2014. The convention will be held in TWO (2) hotels, which are adjacent to each other, activities will take place in both hotels.

Are you planning ahead? Are you getting ready for the CDA event of the year? Our 55th Biennial NationalConvention will take place July in the beautiful city of Billings, Montana. This mailing contains information to helpyou in planning for yourself and your court. New information and details are included in this mailing and we askthat you share this information with your state and court members.
Conventions are important events for any organization. We come together to elect new leadership, to build afuture, to gain knowledge and to meet old friends and make new ones. Read carefully the information enclosedand plan accordingly.
Special invitation coming to you!At our National Convention in Billings, we will be recognizing those Catholic Daughters present who are GoldStar Mothers, veterans and mothers or grandmothers of active duty military personnel. A special service will beincorporated into our God and Country Mass on Friday, July 18th. If any of your delegates are in any of the abovegroups, please send their name and contact information and what group they belong to National Regent AnneNelson at [email protected] as soon as you can so that proper preparations can be made.
Chaplains, Deacons attending National ConventionAny priest or deacon attending the convention and who plans on participating in any of our liturgical celebrationsmust forward a Letter of Suitability from their bishop to Bishop Michael W. Delegates and AlternatesOn the National Convention Delegate/Alternate Form enclosed, we have indicated the number of members forwhich your Court was billed based on membership as of September 30, 2013 and the total number of delegatesyou are entitled to elect to the 55th Biennial National Convention.
Regardless of whether or not you plan to attend, this form must be returned to the National Office ASAP. It issimply your intent to attend and will ensure you receive additional convention mailings. If you do not plan toattend, we can save on postage by not sending such paperwork to you.

NOTE: Forms for delegates and alternates to the National Convention have been sent to the Local CourtRegents only. State Regents will receive delegate forms for State Officers. DO NOT include State Officers orImmediate Past State Regent on Local Court delegate forms as they are automatically designated as delegatesof your state.
Bylaw Guidelines Concerning National ConventionARTICLE VII NATIONAL CONVENTIONSSec. 4 VOTING BODY
A. The voting body for National Conventions shall be National Officers, National Directors, Past NationalRegents, State Officers, Immediate Past State Regents, Local Court Regents, and delegates fromeach Local Court who are in attendance at the convention.
B. State or Local Courts shall be entitled to representation at the National Convention only after theirNational and State obligations prior to December 1 of the previous year have been paid. State andLocal Court obligations shall be due and payable to the National Office by June 15 of the NationalConvention year.
Bylaw Guidelines Concerning Election of DelegatesIn accordance with Bylaws Article VII Sections 5, each Local Court shall be entitled to elect delegates andalternates to the National Convention on the following basis:
ARTICLE VII NATIONAL CONVENTIONSSec. 5 LOCAL COURT DELEGATES
A. Local courts shall elect delegates to the National Convention at a business meeting precedingdeadlines for submitting delegate registration to the National Office.
B. The number of delegates shall be determined by dues billed by the National Office as ofNovember 15 of the preceding year.
1. Representation shall be:
a. One delegate, the Regent who is in office at the time of the convention, if she attends.
b. And an additional delegate for each seventy-five (75) members or major fraction thereof.
C. The Local Court may elect up to two (2) times the number of alternates for elected delegates.
D. Expenses to the National Convention may be paid by the Local Court.
Please note: If you have a state officer in your court, do not elect her as a delegate, as she is an automaticdelegate as a State Officer. State Officers represent the State at meetings of the National Court, expenses to bepaid by the State Court. (Bylaws Article IX State Courts Sec. 7A).
Robert’s Rules of Order (Newly Revised) states: “Alternates normally are elected with a designed order in whichthey will be called to serve; if available, as vacancies arise in the delegation of their constituent unit. When a unithas more than one delegate, an elected alternate is not associated with any particular delegate. The vacancythat occurs first in point of time is filled by the first elected alternate or the ranking one available, and so on.”
Even though it is unlikely that all alternates would be called upon to serve, we urge that each Court elect thetotal number of alternates to which it is entitled. A Local Court may elect up to two (2) times the number ofalternates for elected delegates. Alternates MAY NOT be appointed after elections have taken place.
Running for OfficeAre you considering running for National Office? Please review the information below and plan accordingly. Beingon the National Board is a time consuming but rewarding job. Extensive travel and committee work, as well asthe regularly scheduled board meetings, require not only your time and your talent but your total commitment tothe Order.

As a National Director of the Catholic Daughters of the Americas one needs to know the CDA Bylaws, be familiarwith information in the Tools of the Trade, and have access to the internet. As a Director you will need to preparewritten and oral reports on your assigned duties to present at the board meetings, as well as write articles forSHARE and the Quarterly Newsletter. A Director needs to be able to travel on week days. Robert’s Rules shouldbe nearby as you will refer to it often. TIP – Remember the Directors you have worked with in the past andchoose their good qualities and use them in making your decision.
If you are thinking about a position, review schedule for due dates and materials needed. Please give your stateofficers time to consider your request for endorsement. It is the responsibility of the state officers to choose thebest person to endorse. Get request in early to your State Board.
Qualifications for a National Director
1. Be a current and an enthusiastic member of Catholic Daughters of the Americas®.
2. Be a current or Past National Director, a current or Past State Regent and a Catholic who publically obeys the laws of the church and in accordance with these can licitly (in accordance with Church Law) receive the Eucharist. (Bylaw Article VI, National Court, Sec. 3B.)
3. Be supported by her state court with a majority of the state officers giving written approval toendorse her as a candidate for National Director.
4. Be able to communicate via email and willing to respond to emails from the NationalBoard/Regent/Office in a timely manner.
5. Be computer literate and able to write reports on a computer.
6. Be able and willing to travel to board meetings, state and national conventions, and the StateOfficers Conference.
7. Be able to make a presentation to groups.
8. Have knowledge of the Bylaws and the Tools of the Trade.
9. It is strongly suggested that at least your first term as State Regent be completed before applyingfor a National Director position in the Catholic Daughters of the Americas.
Duties of a National Director
A. Attend at least one board meeting a year of the state or territorial court under her jurisdiction.Permission must always be granted by the National Regent for travel which is to be reimbursed by national funds.
B. Attend the state conventions of the states to which she is assigned and the State OfficerConference.
C. Attend national board meetings twice a year and whenever a meeting is called by the NationalRegent
D. Maintain regular communication with the state regents in the states assigned to her and write ageographical report on each state. These reports are distributed at the national board meetings.
E. Write articles for SHARE and the National Quarterly on topics assigned by the National Regent.The articles must be approved by the National Regent.
F. Serve on or chair at least one committee of the national board and/or one area of the Circle of Love.
G. Prepare a 45-minute to one-hour speech on national issues to be delivered at any stateconvention she attends. The contents of the speech must be approved by the National Regent.
H. Complete other duties as assigned by the National Regent.

Candidates For National OfficeARTICLE VII NATIONAL CONVENTIONSSec. 1 A-C NATIONAL NOMINATIONS AND ELECTIONS
A. A member who intends to run for office shall submit a statement of qualifications, a currentphotograph, a statement of endorsement signed by a majority of the State Board of the candidate,and a consent to serve signed by the candidate. Seven copies of each shall be received by theNominating Committee Chairman no later than March 1 of the convention year.
B. Candidates may make known their intentions to run for office to their State and Local Court.
C. Candidates may respond honestly when asked if they intend to run for office.
ARTICLE VIII NATIONAL NOMINATIONS AND ELECTIONSSec. 3 A DUTIES OF THE NOMINATING COMMITTEE
A. The Nominating Committee (elected at the 2012 National Convention) shall consider thequalifications of all candidates for the National Board of the ORDER which shall consist of five(5) Officers and nine (9) Directors.
1. Names submitted for the consideration of the Nominating Committee must beaccompanied by a statement of qualifications, a current photograph, a statement ofendorsement signed by the majority of the State Board of the candidate, and consent toserve signed by the candidate. Seven (7) copies of each shall be received by theNominating Committee Chairman no later than March 1 of the convention year.
2. A State Board may endorse more than one candidate.
PLEASE NOTE: ELIGIBILITY TO SERVE ARTICLE VI NATIONAL CONVENTIONSSec. 3 ELIGIBILITY
A. To be eligible for National office, a candidate shall be a member in good standing, available tohandle all responsibilities the office entails. She must be a current or past National Officer or acurrent or past National Director and a Catholic who publically obeys the laws of the churchand in accordance with these can licitly (in accordance with Church Law) receive the Eucharist.
B. To be eligible for National Director, a candidate shall be a member in good standing, availableto handle all responsibilities the office entails. C. Not more than two (2) members of the National Board shall be from the same state, with oneas a National Officer and the other as a National Director.
Sec. 4 TERM OF OFFICE
A. National Officers and Directors shall be elected by ballot at each biennial convention of theNational Court. They shall assume office thirty (30) days after the election.
B. The term of office shall be for two (2) years.
1. No National Officer shall serve more than one (1) term in the same office.
2. No National Director shall serve more than two (2) consecutive terms nor more than three(3) terms, six (6) years in a lifetime as a National Director.
IMPORTANT NOTICE: If you plan on running for an office on the National Board please be sure to make yourair reservations to return home on July 20th in the afternoon. The immediate past board members and thenewly elected board members will be meeting Sunday morning following the Mass. This will be a brunchmeeting. Be sure to allow sufficient time to be at the airport after the meeting.

Running for Nominating CommitteeHave you attended National CDA events that make you familiar with many qualified members across the Order?Consider running for the Nominating Committee.
The Nominating Committee has the awesome task of reviewing candidate resumes and choosing the best peopleto serve this great organization. If you or anyone in your state is considering running for this position, make yourplans now. Tables are limited for campaign night so think and plan ahead.
As a member of the 2016 Nominating Committee you will meet at least once or by conference call to considerthose names and qualifications submitted for the 2016 National Board. Familiarity with the Tools of the Tradeand Bylaws is an essential tool for helping to pick the next leaders of the Order.
Resolutions and BylawsSee attachments for the proper format for submitting a Resolution or Bylaw change as well as deadlineinformation. This is your opportunity to suggest changes to our rules as well as help direct the actions of ourorder.
Budgeting For ConventionBelow is information for you to use when budgeting for the convention. Do not send any money for Registration,meals, etc. at this time. The REGISTRATION forms will be sent you in the March mailing.

Meetings, Meals and Accommodations This convention will bet set in two hotels. Activities will be held in both hotels. Meals, Workshops and Daily Masswill be held in the Holiday Inn. This hotel has elevator access to sleeping rooms. The Convention Meeting andAppreciation Banquet will be held in the Billings Hotel. Please be sure to request HANDICAPPED room ifapplicable. We have reserved all the two bed sleeping rooms that will be assigned by the hotels when you checkin. There are also king size rooms for our use.

PROCEDURE FOR AMENDING THE BYLAWSThe National Committee on Bylaws shall receive and review all proposed changes to the Bylaws. The Bylawsmay be amended at any Biennial National Convention by a two-third (2/3) vote of the National Court present,provided written notice has been submitted to the Local and State Courts four (4) months prior to Convention.
Three (3) copies of each proposal and rationale (one on each page) MUST BE POST MARKED BY JANUARY15th and mailed directly to the Chairman of the Bylaws Committee.

Come Join Us in walking or running for your roject
Please join us in our quest to Walk for (the Circle of) Love, a CDA National Convention Event, to be held on Thursday, July 17, 2014, in Billings, Montana. There is a $20.00 registration fee which includes a Circle of Love T-Shirt! The deadline for the T-Shirts is June 1st. In addition to the $20.00 registration, you can raise money by getting sponsors as an individual or as a court/team and walk or run together. Monies raised will be for the project(s) of your choice. You can choose from the following National Projects and Charities or just donate the
money to be divided up among all of them:

Holy Cross Family Ministries Smile Train

National Charities
