is delivering a healthy dose o change. e have several new directors that are actively getting their eet wet in association a airs and are contri ting m ch to the leadership o the Association.

In addition to the new directors the Association will e hiring a newly created Exec tive Director or

the Association. his will e a new position that will ass me the majority o d ties ormerly handled y o r secretary ynn elchoir pl s some other responsi ilities. e are c rrently interviewing applicants and are hoping to e a le to anno nce the new Exec tive Director in A g st.

D ring the past two years the d ties re ired to manage the Association s finances has ecome m ch more complex. he Association has cond cted its first o ndation

ndraiser and this A g st will e hosting its first ever gol to rnament or the o ndation. he ndraiser re ires care l attention to tracking income and expenses and making certain that donations and income are allocated directly to the o ndation. In addition to the ndraising activities the Association has een tracking mem erships y individ als and lake

and has also een tracking orest tent caterpillar spraying donations y individ al and lake. hese worm

spraying nds are maintained in a dedicated ank acco nt and are not coming led with the general acco nt. All o this has led the Association

oard o Directors to concl de that a ookkeeper sho ld e retained.

he Association will e retaining the services o an o tside ookkeeper whose sole responsi ility will e financial management. his will relieve the Exec tive Director ormerly the secretary rom these d ties and will

create some e ficiencies in creating and maintaining data ases that we can se or other p rposes as well. he

evol tion o the Association has ro ght a o t this need or change.

innesota is one o the several states that allow co nties and cities to create and en orce their own laws regarding leashed dogs instead o creating statewide laws and in tter ail Co nty we have a n isance

ordinance. r co nty defines a n isance in section two o the tter ail Co nty Animal ealth and Control rdinance y saying an animal

creates a n isance when it endangers or inj res persons while it is o the property o the owner or person in possession o the animal. In section three the ordinance states it is

nlaw l or any person who is the owner or person in possession o an animal to permit that animal to create a n isance.

I f your dog does g et away and hurts or endang ers someone, you could be charg ed with a misdemeanor. The maximum punishment f or a misdemeanor in Minnesota is 9 0 days in j ail, a $ 1,000

he cameras transmit messages ho rs a day seven days a week and are e ipped

with night vision or anyone sing the lakes a ter dark. he video can e accessed anywhere at anytime and several di erent a thorities within the co nty will have access to the ootage. wo oat inspectors have een hired y tter ail Co nty and and

Reso rce to keep an eye on the ootage and ens re local and to rist oaters are ollowing the law when entering and exiting the water.

he cameras are also e ipped with motion sensors and will transmit messages

to oaters coming in and o t o the water. hese messages will e generic drain

clean and dry yo r oat messages and are intended to e yet another way to ed cate the p lic on how to keep o r lakes and rivers clean and ncontaminated. Each o the nits will also have a sign noti ying oaters that they are on camera.

his project egan last year when the co nty AI ask orce first learned a o t this system did some research and decided to do a pilot program. he ask orce approached the tter ail ake Property

wners Association and asked i tter ail ake co ld e sed as the pilot lake. he

Association agreed and the plan moved orward.
