The survey method was used and a questionnaire was prepared for the purpose of collecting data and information about the study variables. The study population was divided into three types And the third was chosen as a whole to add to the results of the sample calculation, which included the sample (15%) of the main society. Food-(913) teaching aid. The most important results were the following : 1. The high cost of research requires various materials and techniques, which causes the disruption of innovations and their failure and the reluctance of innovators to innovate. 2. Lack of legal texts that support the Iraqi creative researcher and his innovation. The most important recommendations were as follows : 1. Work to activate an appropriate strategy for the University of Babylon and adopt the principle of the university produced within its objectives and education in light of this to be parallel to its diligence to obtain the ISO International Certificate. 2. To support the owners of innovations more than it is now of the exchange of rewards rewarding them and be the level of scientific achievements.
