1.0 INTRODUCTION______________________________________
In December 1995, the Roy F. Weston (WESTON®), Site Assessment TechnicalAssistance (SATA) team was directed by the U.S. Environmental Protection Agency(EPA) Remedial Project Manager (RPM) Patrick McManus to conduct a sampling eventat the North Perm Area 12 Site located in Worcester Township, Montgomery County,Pennsylvania.
2.0 BACKGROUND______________________________________._
2.1 Site Description
North Perm Area 12 Site on Trooper Road, Worcester Township, Montgomery County,Pennsylvania is the location of a manufacturing facility for DC motors andsynchroelectric motors. The site occupies approximately 50 acres and is situated in aresidential area as illustrated on the Site Location Map (Figure 1).
2.2 Regulatory History
In 1979, the Pennsylvania Department of Environmental Resources (PADER) conducted amulti-media sampling event at the site. Elevated levels of trichloroethane (TCA) andtrichloroethene (TCE ) were found hi the ground water. Other organic chemicals ofconcern were freon-113,1,1-dichloroethene, vinyl chloride, and bis(2 ethylhexyl)phthalate. Inorganic chemicals found in elevated levels on site included arsenic andberyllium. Since 1987, the North Perm Area 12 Site has been operated by Transicoil,Inc., a subsidiary of Eagle-Picher Industries. In 1987, the site was proposed for theNational Priorities List (NPL). By 1989, the potentially responsible parties wereinvolved in the EPA investigation of the environmental issues on site. The site was listedon the NPL in 1991 when Eagle-Picher declared bankruptcy. Presently, the site is thesubject of an ongoing Remedial Investigation/Feasibility Study (RI/FS).
3.0 SITE ACTIVITIES_____________________________________
• On 28 December 1995, an EPA sampling activity was initiated to collect backgroundsamples to supplement samples previously collected on site by CH2M Hill. The objectiveof the sampling event was to document background levels of beryllium, manganese, andarsenic in the soil surrounding the North Perm Area 12 Site. 3.1 Site Conditions
The North Penn Area 12 Site is in a relatively flat area with small rolling hills. The soil inthe area is predominantly silt loam and loam according to the Soil Conservation Service'sSoil Survey of Montgomery County, PA.
3.2 Meteorological Conditions
The ambient meteorological conditions during the 28 December 1995 soil sampling activityare summarized below:

Sampling Time 1045-1350 hours
3.3 Sampling Activities
During the 28 December soil sampling activity, SAT A collected ten soil samples and onerinsate blank, which were analyzed for beryllium, manganese, and arsenic. All sampleswere collected off site with the permission of the Worcester Township officials and theprivate property owners. At the RPM's request, samples were collected off site from soiltypes that matched soil types onsite. Sample locations are identified in the Sample LocationMap (Figure 2). Samples were extracted from the ground and placed in ziplock freezerbacks to thaw overnight. Samples were homogenized and placed hi sample jars thefollowing day. All samples were handled and packaged in accordance with the samplingplan and were shipped via Federal Express to Pace, Inc. in Minneapolis, Minnesota foranalysis.
4.0 REPORT OF RESULTS________________________________
The results of the sampling event and the QA/QC of the data are included in the DataQuality Report (Attachment 1) and the Analytical Data Package (Attachment 2),

1.0 INTRODUCTION
This report provides a general review of the data package submitted by PACE, Inc., hiMinneapolis, Minnesota, for ten soil samples and one rinsate blank collected at the NorthPenn Area 12 Site in Worcester, Montgomery County, Pennsylvania, on 28 December1995. The samples were received at PACE, Inc., on 3 January 1996. Thfe analysesrequested were beryllium, manganese and arsenic.
2.0 ANALYTICAL METHODOLOGY_____________________
The samples were analyzed for beryllium, manganese and arsenic by U.Sl EPA ContractLaboratory Program Statement of Work ILM03.0. The beryllium and manganese wereanalyzed by Inductively Coupled Plasma (ICP) and the arsenic was analyzed by trace ICP.
3.0 COMMENTS
3.1 Chain-of-Custody Records
Signed chain-of-custody records were received.
3.2 Metals
The hold times were met. The initial and continuing calibration datk met criteria. Nometals were detected in the method blanks or rinsate blank. The ICP serial dilutionand interference checks met criteria. The matrix spike recoveries and relative percentdifference values met criteria.
4.0 CONCLUSIONi
This data was reviewed hi accordance with "Quality Assurance/Quality Control Guidancefor Removal Activities", EPA540/6-90/004, April 1990. Accept all dataas presented.
