3. This RFP is divided into five Parts as follows:-
(a) Part I – Contains General Information and Instructions for the Bidders about the RFP such
as the time, place of submission and opening of tenders, Validity period of tenders, etc.
(b) Part II – Contains essential details of the items/services required, such as the Schedule of
Requirements (SOR), Technical Specifications, Delivery Period, Mode of Delivery and Consignee details.
(c) Part III – Contains Standard Conditions of RFP, which will form part of the Contract with the successful Bidder.
(d) Part IV – Contains Special Conditions applicable to this RFP and which will also form part of
the contract with the successful Bidder.
(e) Part V – Contains Evaluation Criteria and Format for Price Bids.
4. This RFP is being issued with no financial commitment and the Buyer reserves the right to change or vary any part thereof at any stage. Buyer also reserves the right to withdraw the RFP, should it
become necessary at any stage.

No responsibility will be taken for delay by electronic media/internet or non delivery/non receipt of
quotations. Quotations sent by fax or e-mail will not be considered.
5. Time and date for opening of Bids: 30 Sep 2016 at 1000hrs.
(If due to any exigency, the due date for opening of the Bids is declared a closed holiday, the Bids will be opened on the next working day at the same time or on any other day/time, as intimated by the Buyer) .

The duly filled up original of uploaded bids are to be submitted at Cyber Room, Field Supply Depot Narian.
For duly filled up originals of uploaded bids. The result of the opening of bids will be available online for all Bidders. The Bidders may depute their representative, duly authorized in writing, to attend the opening on
quotation on the due date and time. Rates and important commercial/tec hnical clauses quoted by all
quotation will be read out in presence of rep of contractor if any. This event will not be postponed due to non presence of bidders representative, until there is interruption is access to internet. The same will be
resumed on restoration of internet.
8. Two-Bid system: Yes, Technical and Price bid.
9. Forwarding of Bids – Quotation should be uploaded by the firms in the original BOQ form as
provided at the site www.eprocure.gov.in for respective items of purchase.
10. Modification and Withdrawal of Bids: Allowed till 30 Sep 2016 at 0955hrs on the
e-portal eprocure.gov.in.
11. Clarification regarding contents of the RFP: From OC/DSO, Field Supply Depot ASC Narian
till 29 Sep 2016 at 1800hrs.
12. Clarification regarding contents of the Bids: During evaluation and comparison of bids, the
Buyer may, at its discretion, ask the bidder for clarification of his bid. The request for clarification will be given in writing and no change in prices or substance of the bid will be sought, offered or permitted. No
post-bid clarification on the initiative of the bidder will be entertained.
13. Rejection of Bids: Canvassing by the Bidder in any form, unsolicited letter and post-tender
correction may invoke summary rejection with forfeiture of EMD. Conditional tenders will be rejected.
14. Unwillingness to quote : Bidders unwilling to quote should ensure that intimation to this effect
reaches before the due date and time of opening of the Bid, failing which the defaulting Bidder may be delisted for the given range of items as mentioned in this RFP.
15. Validity of Bids: The Bids should remain valid till 30 Dec 2016 (1000hrs) (60 days) from
the last date of submission of the Bids.

16. Earnest Money Deposit:
(a) Bidders are required to submit Earnest Money Deposit (EMD) as per the table given below along with their bids. The EMD may be submitted in the form of an Account Payee Demand Draft, Fixed Deposit Receipt, Banker's Cheque or Bank Guarantee from any of the public sector banks or a private sector bank.

(b) EMD is to remain valid for a period of sixty days beyond the final bid validity period. EMD of the unsuccessful bidders will be returned to them at the earliest after expiry of the final bid validity and latest on or before the 30th day after the award of the contract. The Bid Security of the successful bidder would be returned, without any interest whatsoever.
(c) The EMD will be forfeited if the bidder withdraws or amends impairs or derogates from the tender in any respect within the validity period of their tender.

PART III – STANDARD CONDITIONS OF RFP
The Bidder is required to give confirmation of their acceptance of the Standard Conditions of the Request for Proposal mentioned below which will automatically be considered as part of the Contract concluded with the successful Bidder (i.e. Seller in the Contract) as selected by the Buyer. Failure to do so may result in rejection of the Bid submitted by the Bidder.
1. Law: The Contract/Tender shall be considered and made in accordance with the laws of the Republic
of India. The contract/Tender shall be governed by and interpreted in accordance with the laws of the Republic of India.
2. Effective Date of the Contract: The contract/tender shall come into effect on the date of signatures of both the parties on the Tender/contract (Effective Date) and shall remain valid until the completion of the obligations of the parties . The deliveries and supplies and performance of the services shall commence from the effective date in the Supply Order.
3. Arbitration: NA.
4. Penalty for use of Undue influence: The Seller undertakes that he has not given, offered or
promised to give, directly or indirectly, any gift, consideration, reward, commission, fees, brokerage or inducement to any person in service of the Buyer or otherwise in procuring the /Tender/Contracts or forbearing to do or for having done or forborne to do any act in relation to the obtaining or execution of the present Tender/ Contract or any other Tender/Contract with the Government of India for showing or forbearing to show favour or disfavour to any person in relation to the present Tender/Contract or any other tender/Contract with the Government of India. Any breach of the aforesaid undertaking by the Seller or any one employed by him or acting on his behalf (whether with or without the knowledge of the Seller) or the commission of any offers by the Seller or anyone employed by him or acting on his behalf, as defined in Chapter IX of the Indian Penal Code, 1860 or the Prevention of Corruption Act, 1986 or any other Act enacted for the prevention of corruption shall entitle the Buyer to cancel the Tender/contract and all or any other Tender/contracts with the Seller and recover from the Seller the amount of any loss arising from such cancellation. A decision of the Buyer or his nominee to the effect that a breach of the undertaking had been committed shall be final and binding on the Seller. Giving or offering of any gift, bribe or inducement or any attempt at any such act on behalf of the Seller towards any officer/employee of the Buyer or to any other person in a position to influence any officer/employee of the Buyer for showing any favour in relation to this or any other tender/contract, shall render the Seller to such liability/ penalty as the Buyer may deem proper, including but not limited to termination of the Tender/contract, imposition of penal damages, forfeiture of the Bank Guarantee and refund of the amounts paid by the buyer.
5. Agents / Agency Commission: The Seller confirms and declares to the Buyer that the Seller is the
original manufacturer of the stores/provider of the services referred to in this Tender/Contract and has not engaged any individual or firm, whether Indian or foreign whatsoever, to intercede, facilitate or in any way to recommend to the Government of India or any of its functionaries, whether officially or unofficially, to the award of the Tender/contract to the Seller; nor has any amount been paid, promised or intended to be paid to any such individual or firm in respect of any such intercession, facilitation or recommendation. The Seller agrees that if it is established at any time to the satisfaction of the Buyer that the present declaration is in any way incorrect or if at a later stage it is discovered by the Buyer that the Seller has engaged any such individual/firm, and paid or intended to pay any amount, gift, reward, fees, commission or consideration to such person, party, firm or institution, whether before or after the signing of this Tender/contract, the Seller will be liable to refund that amount to the Buyer. The Seller will also be debarred from entering into any supply tender/Contract with the Government of India for a minimum period of five years. The Buyer will also have a right to consider cancellation of the tender/Contract either wholly or in part, without any entitlement or compensation to the Seller who shall in such an event be liable to refund all payments made by the Buyer in terms of the tender/Contract along with interest at the rate of 2% per annum above LIBOR rate. The Buyer will also have the right to recover any such amount from any Tender/contracts concluded earlier with the Government of India.
6. Access to Books of Accounts: In case it is found to the satisfaction of the Buyer that the Seller has engaged an Agent or paid commission or influenced any person to obtain the Tender/contract as described in clauses relating to Agents/Agency Commission and penalty for use of undue influence, the Seller, on a specific request of the Buyer, shall provide necessary information/ inspection of the relevant financial documents/information.

7. Non-disclosure of Contract documents: Except with the written consent of the Buyer/ Seller, other
party shall not disclose the Tender/contract or any provision, specification, plan, design, pattern, sample or information thereof to any third party.
8. Liquidated Damages: In the event of the Seller's failure to submit the Bonds, Guarantees and
Documents, supply the stores/goods and conduct trials, installation of equipment, training, etc as specified in this tender/contract, the Buyer may, at his discretion, withhold any payment until the completion of the Tender/contract. The BUYER may also deduct from the SELLER as agreed, liquidated damages to the sum of 0.5% of the contract price of the delayed/undelivered stores/services mentioned above for every week of delay or part of a week, subject to the maximum value of the Liquidated Damages being not higher than 10% of the value of delayed stores.
9. Termination of Tender/Contract: The Buyer shall have the right to terminate this Tender/Contract in
part or in full in any of the following cases:-
(a) The delivery of the material is delayed for causes not attributable to Force Majeure for more than (one month) after the scheduled date of delivery.
OR
(b) The Seller is declared bankrupt or becomes insolvent.
OR
(c) The delivery of material is delayed due to causes of Force Majeure by more than (07 days) provided Force Majeure clause is included in contract.
10. Notices: Any noticed required or permitted by the tender/contract shall be written in the English
language and may be delivered personally or may be sent by FAX or registered pre-paid mail/airmail, addressed to the last known address of the party to whom it is sent.
11. Transfer and Sub-letting: The Seller has no right to give, bargain, sell, assign or sublet or otherwise
dispose of the tender/Contract or any part thereof, as well as to give or to let a third party take benefit or advantage of the present Tender/Contract or any part thereof.
12. Patents and other Industrial Property Rights: The prices stated in the present Tender/Contract
shall be deemed to include all amounts payable for the use of patents, registered charges, trademarks and payments for any other industrial property rights. The Seller shall indemnify the Buyer against all c laims from a third party at any time on account of the infringement of any or all the rights mentioned in the previous paragraphs, whether such claims arise in respect of manufacture or use. The Seller shall be responsible for the completion of the supplies including spares, tools, technical literature and training aggregates irrespective of the fact of infringement of the supplies, irrespective of the fact of infringement of any or all the rights mentioned above.
13. Amendments: No provision of present tender/Contract shall be changed or modified in any way
(including this provision) either in whole or in part except by an instrument in writing made after the date of this Tender/Contract and signed on behalf of both the parties and which expressly states to amend the present Tender/Contract.

16. Checking of Samples. All the samples of products as and when received will be sent to CFL
ASC, Jammu. The products will be accepted under warranty/guarantee and test report issued by CFL. In
case the product becomes unfit or does not meet the defence food specification within the warranty period, the stocks will have to be replaced by your firm on “as is where is basis” entirely at the cost of the
tenderers / firms.

17. Description of stores on order.
PART IV – SPECIAL CONDITIONS OF RFP
The Bidder is required to give confirmation of their acceptance of Special Conditions of the RFP mentioned below which will automatically be considered as part of the tender/Contract concluded
with the successful Bidder (i.e. Seller in the tender/Contract) as selected by the Buyer. Failure to do
so may result in rejection of Bid submitted by the Bidder.
1. Option Clause: NA.
2. Repeat Order Clause. Buyer can order upto 50% quantity of the item under the
present supply order within six months from the date of successful completion of this Supply
Order, cost, terms and conditions remaining the same. It will be entirely discretion of the Buyer to place the repeat order or not.
3. Tolerance Clause. NA
4. Payment Terms for Indigenous Sellers. Payment will be made only after full delivery of schedule
item & ATP by Board of Offrs.
5. Advance Payments. No advance payment(s) will be made.
6. Paying Authority. The payment of bills will be made on submission of the following documents
by the Seller to the Paying Authority along with the bill:-
(a) Ink-signed copy of contingent bill / Seller‟s bill.
(b) Ink-signed copy of Commercial invoice / Seller‟s bill.
(c) Copy of Supply Order.
(d) Details for electronic viz NEFT mandate, Account holders name, Bank name, Branch
name and address, Account type, Account number, IFSC code.

7. Force Majeure clause.
(a) Neither party shall bear responsibility for the complete or partial nonperformance of any of its
obligations (except for failure to pay any sum which has become due on account of receipt of goods under the provisions of the present contract), if the non-performance results from such Force
Majeure circumstances as Flood, Fire, Earth Quake and other acts of God as well as War, Military operation, blockade, Acts or Actions of State Authorities or any other circumstances beyond the
parties control that have arisen after the conclusion of the present contract.
(b) In such circumstances the time stipulated for the performance of an obligation under the
present contract is extended correspondingly for the period of time of action of these circumstances
and their consequences.
(c) The party for which it becomes impossible to meet obligations under this contract due to Force Majeure conditions, is to notify in written form the other party of the beginning and cessation
of the above circumstances immediately, but in any case not later than 10 (Ten) days from the
moment of their beginning.
(d) Certificate of a Chamber of Commerce (Commerce and Industry) or other competent
authority or organization of the respective country shall be a sufficient proof of commencement and cessation of the above circumstances.
9. Specification. As per Defence Food Specification (Attached as Appendix „B‟)
All specifications to be submitted duly signed and stamped on all pages.
10. Quality.
(a) The quality of the stores delivered according to the present local purchase shall correspond to the technical conditions and standards valid for the Defence Food Specification of article and
FSSAI Specification.
(b) Items delivered will be tested at CFL Jammu for verdict of sample and only those articles meeting application defence food specification will be accepted. Stock will be declared REJECTED.
(c) Rejected items will be lifted by the vendor within 03 days of intimation of rejection from supply depot failing which demurrage as applicable will be charged from the supplier/firm.
11. Inspecting Authority. The inspection will be carried out by R&D Section of Field Supply
Depot ASC Narian or an officer nominated by Officer Commanding. The mode of inspection will be Stn Bd
of Offrs. 12. Nil Consideration. It hereby clarified that if the vendor quotes zero it amounts to
“agreement without consideration” and becomes null and void. Hence, if a firm quotes „Nil
charges/consideration‟ the Bid shall be treated as “Unresponsive” and will not be considered. It is further
clarified that in case of multiple item BOQ “Nil Consideration” can be restricted to only those items against which zero has been quoted and the Firms quote for other items can be considered.

PART V – EVALUATION CRITERIA & PRICE BID ISSUES
1. Evaluation Criteria. Only those bids will be evaluated which are found to be fulfilling all the
eligibility and qualifying requirements of the RFP. Both technically and commercially.
2. Price Bid Format. The Price Bid would be same as given in the BOQ which is available online.
The broad guidelines for evaluation of Bids will be as follows :-
(a) Only those Bids will be evaluated which are found to be fulfilling all the eligibility and
qualifying requirements of the RFP, both technically and commercially. (b) In respect of Two Bid system, the technical Bids forwarded by the Bidders will be
evaluated by the Buyer with reference to the technical characteristics of the equipment as mentioned in the RFP. The compliance of Technical Bids would be determined on the basis of
the parameters specified in the RFP. The price Bids of only those Bidder will be opened whose technical Bids would clear the technical evaluation.
(c) The lowest Bid will be decided upon the lowest price quoted by the particular Bidder as per the price format given at para 2 below. The consideration of taxes and duties in evaluation
process will be as follows. (i) In cases where only indigenous Bidders are competing all taxes and duties (including those for which exemption certificate are issued) quoted by the Bidders will be
considered. The ultimate cost to the buyer would be the deciding factor for ranking of Bids.
(ii) in cases where both foreign and indigenous Bidders are competing , following criteria would be followed :-
(aa) in case of foreign Bidders, the basic cost (CIF) quoted by them would be
the basis for the purpose of comparison of various tenders. (ab) In case of indigenous Bidders, excise duty on fully formed equipment would
be offloaded.
(ac) Sales tax and other local levies, i.e octroi, entry tax etc would be ignored in case of indigenous Bidders.
(d) The Bidders are required to spell out the rates of Customs duty, VAT, Service Tax, etc in
unambiguous terms, otherwise their offers will be loaded with the maximum rates of duties and taxes for the purpose of comparison of price . If reimbursement of customs duty/ Excise Duty / VAT is intended as extra, over the quoted prices, the prices quoted are firm and final and no
claim on account of such duties will be entrained after the opening of tenders. If a Bidder chooses to quote a price inclusive of any duty and does not confirm inclusive of such duty so
included is firm and final, he should clearly indicate the rate of such duty and quantum of excise duty included in the price. Failure to do so may result in ignoring of such offers summarily. If a Bidder is exempted from payment of customs duty/ Excise duty /VAT duty upto any value of
supplies from them, they should clearly state that no excise duty will be charged by them tp to the limit of exemption which they may have. If any concession is available in regard to
rate/quantum of customs duty / Excise duty / VAT, it should be brought out clearly. Stipulations like , excise duty was presently not applicable but the same will be charged if it becomes leviable later on, will not be accepted unless in such cases it is clearly stated by a Bidder that
excise duty will not be charged by him even if the same becomes applicable later

on. In respect of the Bidders who fail to comply with this requirement, their quoted price shall be
loaded with the quantum of excise duty which is normally applicable on the item in question for the purpose of comparing their prices with other Bidders. The same logic applies to customs and VAT also.
(e) In Import cases, all the foreign quotes will be brought to a common denomination in
Indian Rupees by adopting the exchange rate as BC Selling rate of the State Bank of India on
the date of opening of price Bid.
(f) if there is a discrepancy between the unit price and the total price that is obtained by multiplying the unit price and quantity, the unit price will prevell and the total price will be corrected. If there is a discrepancy between words and figures, the amount in words will prevail
for calculation of price.
(g) The Buyer reserves the right to evaluate the offers received by using Discounted Cash flow method at a discounting rate of _____% in case cash flow involves more than one currency, the same will be brought to a common denomination in Indian Rupees by adopting
exchange rate as BC Selling rate of the State Bank of india on the date of the opening of Price Bids.
(h) The lowest Acceptable bid will be considered further for placement of contract/ Supply order after complete clarification and price negotiation as decided by the Buyer. The Buyer will
have the right to award contracts to different Bidders for being lowest in particular items. The Buyer also reserves the right to do apportionment of quantity in stipulated time. Any other

Quality
1. Dal Arhar shall consist of the husked and split seeds of red gram (Cajanus Cajan). It shall be in the form of half peas of natural bright yellow colour, hard with a
smooth surface. It shall be free from artificial colour. It shall not be subjected to any kind of polishing.
2. Dal Arhar shall be of current season‟s crop and shall be sound, clean, sweet, dry
and wholesome and free from lumps. Dal Arhar shall also be free from moulds, living
insects, obnoxious smell, discolouration, admixture of deleterious substances and all other impurities except to the extent indicated in para 11 below.
3. The Dal Arhar shall be in sound merchantable condition and should have good cooking quality.

The following definitions shall apply to the different terms used in the specification:-
(a) Foreign Matter includes dust, stones, lumps of earth, chaff, husks, stem,
straw or any other impurity including edible and non-edible seeds.
(b) Admixture means any grain other than the principal grain.
(c) Damaged or discoloured grains are those grains that are internally
damaged or discoloured to such an extent that the damage or discolouration materially affects the quality of the grain.
(d) Weevilled grains are those grains that are partially or wholly bored or eaten by weevil or other grain insects.
(e) Broken grains include pieces below 3/4 and above 1/4 of the full size splits

APPENDIX ‘B' TO SPECIFICATION NO 44-C FOR DAL ARHAR - 2013
SPECIAL WARRANTY CLAUSE
1. The contractor warrants the supplies delivered to be sound, wholesome, and fit
for human consumption as Dal Arhar, for a period of SIX MONTHS from the last day of the month of delivery in any climate and under all conditions of storage and movement in India.
2. In the event of the supplies or a part of having been declared during the period
of warranty as being unsound, unwholesome or unfit for human consumption as Dal Arhar, by the Director General of Supplies and Transport, QMG's Branch Army Headquarters, New Delhi or any officer acting on his behalf (whose opinion as to
whether or not the particular consignment is sound, wholesome, or fit for human consumption as Dal Arhar, will be final), the purchaser will have the right to dispose of
the condemned stock in any way he considers necessary after giving due notice to the contractor and also, at his discretion, either to allow the contractor to replace the condemned stock within a specified period or to recover from the contractor the
contract price thereof together with all incidental and freight charges incurred from the place of delivery to the place where the supplies were ultimately condemned. The
opinion of the Chief Director of Purchase or an officer acting on his behalf in regard to these charges will be final.
3. The declaration by the Chief Director of Purchase or any officer acting on his behalf communicated to the contractor in writing that a particular consignment has been
condemned will be taken by the Contractor as the conclusive evidence of the proper condemnation of that consignment provided that such communication is issued by the Chief Director of Purchase within 45 days of the Expiry of the Warranty Period. Nothing
herein contained shall prejudice any other right of the purchaser in that behalf under this contract or otherwise.

APPENDIX ‘H’
STANDARD MINIMUM REQUIREMENTS OF HYGIENE IN FOOD FACTORIES
1. To ensure the standard of hygiene in a factory the following minimum
requirements shall apply:-
(a) Floors. The floors should be impervious and kept clean all times.
(b) Lighting and Ventilation. Adequate standards of lighting (natural and
artificial) in working parts of the factory together with adequate ventilation and sufficient space for and protection from machinery.
(c) Fly / Rodent / Pest / Bird Proofing. Fly / rodent / pest / bird proofing of factory premises to the extent necessary to protect raw material
during storage and processing and the manufactured products until it has been packed and the containers sealed.
(d) Water-Supply. An adequate supply of potable water in the factory and drinking water for the employees will be provided which shall be
periodically tested and certified as free from injurious bacteria and other substances by a public health laboratory.
(e) Disposal of Wastes. An efficient drainage system must be provided with proper methods of disposal of waste water and other effluents.
Provision must exist to eliminate dusts/fumes if any.
(f) Conservancy. A proper conservancy system adequately serviced
with approved methods of disposal of human excreta.
(g) Additional special hygiene precautions are necessary when waste products which are dangerous or likely to create conditions which are dangerous to health are produced at any stage during handling of raw
materials or its manufacture.
(h) Safety. Adequate fencing of machinery shall be secured in the case of all types of machinery and its moving parts and the moving machinery shall be kept in a position which provides sufficient safeguard against any
accident. Each factory must have first aid box with necessary minimum items.

Quality
1.
Dal Chana shall consist of husked and split grains of gram (Cicer arietinum). It
shall be in the form of half peas of natural bright yellow colour devoid of outer skin, hard with a smooth surface. It shall be free from artificial colour. It shal not be subjected to any kind of polishing.
2. Dal Chana shall be of current season's crop and shall be sound, clean, sweet, dry
and wholesome and free from lumps. Dal Chana shall also be free from moulds, living
insects, obnoxious smell, discolouration and admixture of deleterious substances and all other impurities except to the extent indicated in para 11 below.
3. Dal Chana shall be in sound merchantable condition and should have good
cooking quality.

4. (a) The Dal Chana shall be packed in New Virgin „B' Twill Trade Jute 50 Kg
Bags as per Bureau of Indian Standards specification No IS : 12650-1997 and IS : 9113 – 1993 (reaffirmed in 2006) for Testing and Quality check. The bags will conform to the following dimensions:-

6. In accordance with special warranty clause as per appendix 'B' to this
specification, the warranty period shall be six months.
Hygiene
7. The dal shall be cleaned and bagged in premises maintained in a hygienic condition which shall be open to inspection at any time by a competent authority
approved by the Quartermaster General and Director General of Medical Services. The
basic hygiene requirements in a factory supplying products to the Defence Forces shall be in accordance with Appendix „H'.
8. In addition, all machinery including associated conveyors and spouts shall be
maintained in a clean condition and free from insect infestation. The routine cleaning
carried out by the Agent/Contractor shal be supplemented at intervals by the
employment of special disinfestation and cleaning measures such as may be prescribed
by the Director General of Supplies and Transport, QMG's Branch.
Inspection
9. An inspection shall be carried out by the Director General of Supplies and
Transport, or an officer acting on his behalf, on all supplies tendered for acceptance. The decision of this officer shall be final.

The following definitions shall apply to the different terms used in the

(a) Foreign Matter. includes dust, stones, lumps of earth, chaff, husks, stem,
straw or any other impurity including edible and non-edible seeds.
(b) Admixture. means any grain other than the principal grain.
(c) Damaged or Discoloured grains. are those grains that are internally
damaged or discoloured to such an extent that the damage or discolouration
materially affects the quality of the grain.
(d) Weevilled Grains. are those grains that are partially or wholly bored or
eaten by weevil or other grain insects.
(e) Broken Grains. include pieces below 3/4 and above 1/4 of the full size
splits.
(f) Fragments include pieces below one fourth of the full size splits.
(g) Partially husked splits and wholes (both husked and unhusked)

APPENDIX ‘B' TO SPECIFICATION NO 45-C FOR DAL CHANA - 2013
SPECIAL WARRANTY CLAUSE
The contractor warrants the supplies delivered to be sound, wholesome, and fit for
human consumption as Dal Chana, for a period of SIX MONTHS from the last day of the month of delivery in any climate and under all conditions of storage and movement in
India.
2. In the event of the supplies or a part of having been declared during the period of
warranty as being unsound, unwholesome or unfit for human consumption as Dal Chana
, by the Director General of Supplies and Transport, QMG's Branch Army Headquarters,
New Delhi or any officer acting on his behalf (whose opinion as to whether or not the
particular consignment is sound, wholesome, or fit for human consumption as Dal Chana, will be final), the purchaser will have the right to dispose of the condemned stock
in any way he considers necessary after giving due notice to the contractor and also, at
his discretion, either to allow the contractor to replace the condemned stock within a
specified period or to recover from the contractor the contract price thereof together with
all incidental and freight charges incurred from the place of delivery to the place where
the supplies were ultimately condemned. The opinion of the Chief Director of Purchase
or an officer acting on his behalf in regard to these charges will be final.
3. The declaration by the Chief Director of Purchase or any officer acting on his
behalf communicated to the contractor in writing that a particular consignment has been condemned will be taken by the Contractor as the conclusive evidence of the proper
condemnation of that consignment provided that such communication is issued by the
Chief Director of Purchase within 45 days of the Expiry of the Warranty Period. Nothing
herein contained shall prejudice any other right of the purchaser in that behalf under this
contract or otherwise.

APPENDIX ‘H’
1.
STANDARD MINIMUM REQUIREMENTS OF HYGIENE IN FOOD FACTORIES
To ensure the standard of hygiene in a factory the following minimum
requirements shall apply:-
(a) Floors. The floors should be impervious and kept clean all times.
(b) Lighting and Ventilation. Adequate standards of lighting (natural and
artificial) in working parts of the factory together with adequate ventilation and sufficient space for and protection from machinery.
(c) Fly / Rodent / Pest / Bird Proofing. Fly / rodent / pest / bird proofing
of factory premises to the extent necessary to protect raw material during
storage and processing and the manufactured products until it has been
packed and the containers sealed.
(d) Water-Supply.
An adequate supply of potable water in the factory
and drinking water for the employees will be provided which shall be periodically tested and certified as free from injurious bacteria and other
substances by a public health laboratory.
(e) Disposal of Wastes.
An efficient drainage system must be provided with proper methods of disposal of waste water and other effluents.
Provision must exist to eliminate dusts/fumes if any.
(f)
Conservancy. A proper conservancy system adequately serviced with
approved methods of disposal of human excreta.
(g) Additional special hygiene precautions are necessary when waste products which are dangerous or likely to create conditions which are
dangerous to health are produced at any stage during handling of raw materials or its manufacture.
(h) Safety. Adequate fencing of machinery shall be secured in the case of
all types of machinery and its moving parts and the moving machinery shall be
kept in a position which provides sufficient safeguard against any accident. Each factory must have first aid box with necessary minimum items.

Workers.

The Kabli Chana Whole shall be dried grains of Cicer Arietinum, of variety
commonly known as „Safed Chhole'. It shall consist of bold hard peas of pale yellow colour with or without pinkish tinge. It shall have thinner skin as compared to the variety
known as Chana whole. The kernels shall be of bright pleasant, sweet taste and
characteristic smell without any bitterness or objectionable flavour. It shall not be
subjected to bleaching and shall be free from any artificial colour. It shall not be subjected to any kind of polishing.
2. Kabli Chana whole shall be of current season‟s crop, sound, dry, clean, bold of proper maturity, wholesome, free from mould or fungus attack, living insects, obnoxious
smell, discolouration, poisonous or deleterious substances including insecticide or
pesticide residues and other impurities except to the extent indicated in para 10 below.
3. Kabli Chana Whole shall be in sound and merchantable condition.
4. Kabli Chana Whole when cooked, shall be soft, pleasant to taste and smell and of
uniform colour.

Soak approximately 100 gm of kabli chana whole overnight in 500 ml of water. Cook in a pressure cooker for 15
minutes at full steam. The Kabli Chana after cooking shall be soft with

cooked mass with pleasant appearance.

condition which shall be open to inspection at any time by a competent authority approved by the Quartermaster General and the Director General of Medical Services.
The basic hygiene requirements in a factory supplying products to the Defence
Services shall be in accordance with Appendix „H'.
8. In addition, all machinery including associated conveyors and spouts shall be
maintained in a clean condition and free from insect infestation. The routine cleaning carried out by the Agent/Contractor shall be supplemented at intervals by the employment of special disinfestation and cleaning measures such as may be
prescribed by the Director General of Supplies and Transport, QMG's Branch.
Inspection
9. An inspection shall be carried out by the Director General of Supplies and Transport, or an officer acting on his behalf, on all supplies tendered for acceptance.

APPENDIX ‘B' TO SPECIFICATION NO 48-E FOR DAL URD - 2013
SPECIAL WARRANTY CLAUSE
The contractor warrants the supplies delivered to be sound, wholesome, and fit
for human consumption as Dal Urd, for a period of SIX MONTHS from the last day of
the month of delivery in any climate and under all conditions of storage and movement in India.
2. In the event of the supplies or a part of having been declared during the
period of warranty as being unsound, unwholesome or unfit for human consumption
as Dal Urd, by the Director General of Supplies and Transport, QMG's Branch Army
Headquarters, New Delhi or any officer acting on his behalf (whose opinion as to
whether or not the particular consignment is sound, wholesome, or fit for human
consumption as Dal Urd, will be final), the purchaser will have the right to dispose of the condemned stock in any way he considers necessary after giving due notice to the
contractor and also, at his discretion, either to allow the contractor to replace the
condemned stock within a specified period or to recover from the contractor the
contract price thereof together with all incidental and freight charges incurred from the
place of delivery to the place where the supplies were ultimately condemned. The
opinion of the Chief Director of Purchase or an officer acting on his behalf in regard to
these charges will be final.
3. The declaration by the Chief Director of Purchase or any officer acting on his
behalf communicated to the contractor in writing that a particular consignment has
been condemned will be taken by the Contractor as the conclusive evidence of the
proper condemnation of that consignment provided that such communication is issued
by the Chief Director of Purchase within 45 days of the Expiry of the Warranty Period. Nothing herein contained shall prejudice any other right of the purchaser in that behalf under this contract or otherwise.

APPENDIX ‘H’
1.
STANDARD MINIMUM REQUIREMENTS OF HYGIENE IN FOOD FACTORIES
To ensure the standard of hygiene in a factory the following minimum
requirements shall apply:-
(a) Floors. The floors should be impervious and kept clean all times.
(b) Lighting and Ventilation. Adequate standards of lighting (natural
and artificial) in working parts of the factory together with adequate
ventilation and sufficient space for and protection from machinery.
(c) Fly / Rodent / Pest / Bird Proofing. Fly / rodent / pest / bird
proofing of factory premises to the extent necessary to protect raw material
during storage and processing and the manufactured products until it has
been packed and the containers sealed.
(d) Water-Supply.
An adequate supply of potable water in the
factory and drinking water for the employees will be provided which shall be
periodically tested and certified as free from injurious bacteria and other
substances by a public health laboratory.
(e) Disposal of Wastes.
An efficient drainage system must be
provided with proper methods of disposal of waste water and other effluents. Provision must exist to eliminate dusts/fumes if any.
(f)
Conservancy. A proper conservancy system adequately serviced with approved methods of disposal of human excreta.
(g) Additional special hygiene precautions are necessary when waste
products which are dangerous or likely to create conditions which are
dangerous to health are produced at any stage during handling of raw
materials or its manufacture.
(h) Safety. Adequate fencing of machinery shall be secured in the case
of all types of machinery and its moving parts and the moving machinery
shall be kept in a position which provides sufficient safeguard against any
accident. Each factory must have first aid box with necessary minimum items.

Workers.
(a) So far as the health of the employees is concerned, they shall be
periodically examined by Medical Officer and it should be ensured that no individual suffering from any communicable disease or any disability likely to
result in contamination of the raw materials, implements, equipments or finished products, is employed.
(b) All the employees should be protected against communicable
diseases with preventive inoculation / vaccination.
(c) Provisions for personal hygiene of employees will include potable
drinking water, washing facilities (Soap, basin or taps, nail brushes and towels) sanitary annexes and at least two sets of clean clothing for each
employee for use only in the factory and Masks / hand gloves, where
necessary. There should be a separate room for keeping the personal belongings and to change the clothes and for drying of wet clothes.

APPENDIX ‘A' TO SPECIFICATION NO 48D FOR DAL URD DHULI - 2013
The following definitions shall apply to the different terms used in the
specification:-
(a) Foreign Matter includes dust, stones, lumps of earth, chaff, husks, stem,
straw or any other impurity including edible and non-edible seeds.
(b) Admixture means any grain other than the principal grain.
(c) Damaged or discoloured grains are those grains that are internally
damaged or discoloured to such an extent that the damage or discolouration
materially affects the quality of the grains.
(d) Weevilled grains are those grains that are partially or wholly bored or
eaten by weevils or other grain insects.
(e) Broken grains include pieces below 3/4 and above 1/4 of the full size
splits.
(f) Fragments: Include pieces below one fourth of the full size splits.
(g) Partially husked splits and wholes (both husked and unhusked)
include:-
(i) Grains or pieces of grains carrying husk on one sixteenth or larger
portions.

APPENDIX ‘B' TO SPECIFICATION NO 48-D FOR DAL URD DHULI - 2013
SPECIAL WARRANTY CLAUSE
The contractor warrants the supplies delivered to be sound, wholesome, and fit
for human consumption as Dal Urd Dhuli (Split husked), for a period of SIX MONTHS
from the last day of the month of delivery in any climate and under all conditions of
storage and movement in India.
2. In the event of the supplies or a part of having been declared during the period of
warranty as being unsound, unwholesome or unfit for human consumption as Dal Urd
Dhuli (Split husked), by the Director General of Supplies and Transport, QMG's Branch
Army Headquarters, New Delhi or any officer acting on his behalf (whose opinion as to
whether or not the particular consignment is sound, wholesome, or fit for human
consumption as Dal Urd Dhuli (Split husked) , will be final), the purchaser will have the
right to dispose of the condemned stock in any way he considers necessary after giving
due notice to the contractor and also, at his discretion, either to allow the contractor to
replace the condemned stock within a specified period or to recover from the contractor the contract price thereof together with all incidental and freight charges incurred from
the place of delivery to the place where the supplies were ultimately condemned. The
opinion of the Chief Director of Purchase or an officer acting on his behalf in regard to
these charges will be final.
3. The declaration by the Chief Director of Purchase or any officer acting on his
behalf communicated to the contractor in writing that a particular consignment has been condemned will be taken by the Contractor as the conclusive evidence of the proper condemnation of that consignment provided that such communication is issued by the
Chief Director of Purchase within 45 days of the Expiry of the Warranty Period. Nothing
herein contained shall prejudice any other right of the purchaser in that behalf under this contract or otherwise.

APPENDIX ‘H’
1.
STANDARD MINIMUM REQUIREMENTS OF HYGIENE IN FOOD FACTORIES
To ensure the standard of hygiene in a factory the following minimum
requirements shall apply:-
(a) Floors. The floors should be impervious and kept clean all times.
(b) Lighting and Ventilation. Adequate standards of lighting (natural and
artificial) in working parts of the factory together with adequate ventilation and
sufficient space for and protection from machinery.
(c) Fly / Rodent / Pest / Bird Proofing. Fly / rodent / pest / bird
proofing of factory premises to the extent necessary to protect raw material during storage and processing and the manufactured products until it has
been packed and the containers sealed.
(d) Water-Supply.
An adequate supply of potable water in the factory
and drinking water for the employees will be provided which shall be
periodically tested and certified as free from injurious bacteria and other substances by a public health laboratory.
(e) Disposal of Wastes.
An efficient drainage system must be provided with proper methods of disposal of waste water and other effluents.
Provision must exist to eliminate dusts/fumes if any.
(f)
Conservancy. A proper conservancy system adequately serviced
with approved methods of disposal of human excreta.
(g) Additional special hygiene precautions are necessary when waste products which are dangerous or likely to create conditions which are
dangerous to health are produced at any stage during handling of raw
materials or its manufacture.
(h) Safety. Adequate fencing of machinery shall be secured in the case
of all types of machinery and its moving parts and the moving machinery
shall be kept in a position which provides sufficient safeguard against any
accident. Each factory must have first aid box with necessary minimum
items.

Workers.
(a) So far as the health of the employees is concerned, they shall be
periodically examined by Medical Officer and it should be ensured that no
individual suffering from any communicable disease or any disability likely to
result in contamination of the raw materials, implements, equipments or
finished products, is employed.
(b) All the employees should be protected against communicable diseases with preventive inoculation / vaccination.
(c) Provisions for personal hygiene of employees will include potable
drinking water, washing facilities (Soap, basin or taps, nail brushes and towels) sanitary annexes and at least two sets of clean clothing for each
employee for use only in the factory and Masks / hand gloves, where
necessary. There should be a separate room for keeping the personal belongings and to change the clothes and for drying of wet clothes

Quality
1.
Dal Moong shall consist of split seeds of green gram (Phaseolus aureus Roxb).
It shall be in the form of split bean shaped, dry, hard seeds in shades of green with bright surface. It shall not be subjected to any kind of polishing.
2. Dal Moong shall be of current season‟s crop and shall be sound, clean, sweet and wholesome and free from lumps. Dal Moong shall also be free from moulds, living
insects, obnoxious smell, discolouration, admixture of deleterious substances and all
other impurities except to the extent indicated in para 12 below. It shall not be subjected to any kind of polishing.
3. Dal Moong shall be in sound merchantable condition and should have good
cooking quality.
Packaging
4. (a) The Dal Moong shall be packed in New Virgin „B' Twill Trade Jute 50 Kg
Bags as per Bureau of Indian Standards specification No IS : 12650-1997 and
IS : 9113 – 1993 (reaffirmed in 2006) for Testing and Quality check. The bags will conform to the following dimensions:-

The dal shall be cleaned and bagged in premises maintained in a hygienic
condition which shall be open to inspection at any time by a competent authority
approved by the Quartermaster General and the Director General of Medical Services.
8. The basic hygiene requirements in a factory supplying products to the Defence
Forces shall be in accordance with Appendix „H'.

9. In addition, all machinery including associated conveyors and spouts shall be
maintained in a clean condition and free from insect infestation. The routine cleaning
carried out by the Agent/Contractor shal be supplemented at intervals by the
employment of special disinfestation and cleaning measures such as may be
prescribed by the Director General of Supplies and Transport, QMG's Branch.
Inspection
10. An inspection shall be carried out by the Director General of Supplies and
Transport, or an officer acting on his behalf, on all supplies tendered for acceptance. The decision of this officer shall be final.
11. The definitions of the various items of refraction are given in the attached
Appendix „A'.

APPENDIX ‘B' TO SPECIFICATION NO 125B FOR MOONG WHOLE -2013
SPECIAL WARRANTY CLAUSE
1. The contractor warrants the supplies delivered to be sound, wholesome, and fit for human consumption as Moong whole, for a period of SIX MONTHS from the last day of the month of delivery in any climate and under all conditions of storage and movement in India.
2. In the event of the supplies or a part of having been declared during the period of
warranty as being unsound, unwholesome or unfit for human consumption as Moong whole, by the Director General of Supplies and Transport, QMG's Branch Army Headquarters, New Delhi or any officer acting on his behalf (whose opinion as to whether
or not the particular consignment is sound, wholesome, or fit for human consumption as Moong whole will be final), the purchaser will have the right to dispose of the condemned
stock in any way he considers necessary after giving due notice to the contractor and also, at his discretion, either to allow the contractor to replace the condemned stock within a specified period or to recover from the contractor the contract price thereof together with all
incidental and freight charges incurred from the place of delivery to the place where the supplies were ultimately condemned. The opinion of the Chief Director of Purchase or an
officer acting on his behalf in regard to these charges will be final.
3. The declaration by the Chief Director of Purchase or any officer acting on his behalf
communicated to the contractor in writing that a particular consignment has been condemned will be taken by the Contractor as the conclusive evidence of the proper
condemnation of that consignment provided that such communication is issued by the Chief Director of Purchase within 45 days of the Expiry of the Warranty Period. Nothing herein contained shall prejudice any other right of the purchaser in that behalf under this
contract or otherwise.

Quality
1.
Dal masur shall consist of the husked and split seeds of the lentil (Lens
esculenta). It shall be in the form of small flattish/split peas of natural red colour devoid of outer skin, hard with smooth surface. It shall be free from artificial colour. It shall not
be subjected to any kind of polishing.
2. Dal masur shall be of current season‟s crop and shall be sound, clean, sweet, dry and wholesome and free from lumps. Dal masur shall also be free from moulds, living
insects, obnoxious smell, discolouration, admixture of deleterious substances and all
other impurities except to the extent indicated in para 11 below.
3. The Dal masur shall be in sound merchantable condition and should have good
cooking quality.

4. (a) The Dal Masur shall be packed in New Virgin „B' Twill Trade Jute 50 Kg Bags as per Bureau of Indian Standards specification No IS : 12650-1997 and
IS : 9113 – 1993 (reaffirmed in 2006) for Testing and Quality check. The bags will

basic hygiene requirements in a factory supplying products to the Defence Forces shall
be in accordance with Appendix „H'.
8. In addition, all machinery including associated conveyors and spouts shall be
maintained in a clean condition and free from insect infestation. The routine cleaning
carried out by the Agent / Contractor shall be supplemented at intervals by the
employment of special disinfestation and cleaning measures such as may be prescribed
by the Director General of Supplies and Transport, QMG's Branch.

APPENDIX ‘H’
1.
STANDARD MINIMUM REQUIREMENTS OF HYGIENE IN FOOD FACTORIES
To ensure the standard of hygiene in a factory the following minimum
requirements shall apply:-
(a) Floors. The floors should be impervious and kept clean all times.
(b) Lighting and Ventilation. Adequate standards of lighting (natural and
artificial) in working parts of the factory together with adequate ventilation and
sufficient space for and protection from machinery.
(c) Fly / Rodent / Pest / Bird Proofing. Fly / rodent / pest / bird proofing
of factory premises to the extent necessary to protect raw material during
storage and processing and the manufactured products until it has been
packed and the containers sealed.
(d) Water-Supply.
An adequate supply of potable water in the factory
and drinking water for the employees will be provided which shall be
periodically tested and certified as free from injurious bacteria and other substances by a public health laboratory.
(e) Disposal of Wastes.
An efficient drainage system must be provided with proper methods of disposal of waste water and other effluents.
Provision must exist to eliminate dusts/fumes if any.
(f)
Conservancy. A proper conservancy system adequately serviced with
approved methods of disposal of human excreta.
(g) Additional special hygiene precautions are necessary when waste products which are dangerous or likely to create conditions which are
dangerous to health are produced at any stage during handling of raw materials or its manufacture.
(h) Safety. Adequate fencing of machinery shall be secured in the case of
all types of machinery and its moving parts and the moving machinery shall be
kept in a position which provides sufficient safeguard against any accident. Each factory must have first aid box with necessary minimum items.

Workers.
(a) So far as the health of the employees is concerned, they shall be
periodically examined by Medical Officer and it should be ensured that no individual suffering from any communicable disease or any disability likely to
result in contamination of the raw materials, implements, equipments or
finished products, is employed.
(b) All the employees should be protected against communicable diseases
with preventive inoculation / vaccination.
(c) Provisions for personal hygiene of employees will include potable
drinking water, washing facilities (Soap, basin or taps, nail brushes and towels)
sanitary annexes and at least two sets of clean clothing for each employee for use only in the factory and Masks / hand gloves, where necessary. There
should be a separate room for keeping the personal belongings and to change the clothes and for drying of wet clothes.

SPECIFICATION NO 113-C : MASUR WHOLE
Quality
1.
"Masur Whole shall be dried matured seeds of Masur ie Lentil (Lens esculenta) having cotyledons of red/orange colour. Masur whole shall be of current season's
crop and shall have reasonably uniform size, shape and colour and shall be sweet,
dry, clean, wholesome and free from moulds, weevils, obnoxious smell,
discolouration, admixture of deleterious substances and all other impurities except to the extent indicated in para 8 below. It shall not be subjected to any kind of polishing."
2. Masur Whole shall be in sound merchantable condition and shall also conform
to FSSAI standards. It should posses good cooking quality.
Packaging
3. (a) The Masur Whole shal be packed in New Virgin „B' Twill Trade Jute 50 Kg Bags as per Bureau of Indian Standards specification No IS : 12650-1997 and
IS : 9113 – 1993 (reaffirmed in 2006) for Testing and Quality check. The bags will
conform to the following dimensions:-

and then to a depth of 20 mm, forming three layers with minimum 12 stitches of strong 03 ply jute twine.

4. The following particulars shall be stencilled on one side of each bag :-
(a) Description of contents (In 5.0 to 6.0 cm characters).

5. In accordance with special warranty clause as per appendix 'B' to this
specification, the warranty period shall be six months.
Inspection
6. An inspection shall be carried out by the Director General of Supplies and
Transport, or an officer acting on his behalf, on all supplies tendered for acceptance.
The decision of this officer shall be final.

Appendix „A'.

APPENDIX ‘A' TO SPECIFICATIONS NO 113-C FOR
MASUR WHOLE - 2013
1.
The following definitions shall apply to the different terms used in the
specification :-
(a) Foreign Matter includes dust, stones, lumps of earth, chaff, husks, stem,
straw or any other impurity including edible and non-edible seeds.
(b) Admixture means any grain other than the principal grain.
(c) Damaged grains are those grains that are internally damaged or discoloured to such an extent that the damage or discolouration materially
affects the quality of the grain.
(d) Slightly damaged grains are those grains that are superficially damaged
or discoloured such damage or discolouration not materially affecting the
quality of the grain.
(e) Immature and shrivelled grains are those grains that are not properly
developed.
(f) Weevilled grains are those grains that are partially or wholly bored or
eaten by weevil or other grain insects. Egg spotted grains shall also be
included in weevilled grains.

APPENDIX ‘B' TO SPECIFICATION NO 113-C
FOR MASUR WHOLE - 2013
SPECIAL WARRANTY CLAUSE
The contractor warrants the supplies delivered to be sound, wholesome, and fit for human consumption as Masur whole, for a period of SIX MONTHS from the last day of
the month of delivery in any climate and under all conditions of storage and movement in India.
In the event of the supplies or a part of having been declared during the period
of warranty as being unsound, unwholesome or unfit for human consumption as
Masur Whole, by the Director General of Supplies and Transport, QMG's Branch Army Headquarters, New Delhi or any officer acting on his behalf (whose opinion as to
whether or not the particular consignment is sound, wholesome, or fit for human
consumption as Masur whole, will be final), the purchaser will have the right to dispose of the condemned stock in any way he considers necessary after giving due
notice to the contractor and also, at his discretion, either to allow the contractor to
replace the condemned stock within a specified period or to recover from the contractor the contract price thereof together with all incidental and freight charges
incurred from the place of delivery to the place where the supplies were ultimately
condemned. The opinion of the Chief Director of Purchase or an officer acting on his behalf in regard to these charges will be final.
The declaration by the Chief Director of Purchase or any officer acting on his
behalf communicated to the contractor in writing that a particular consignment has
been condemned will be taken by the Contractor as the conclusive evidence of the
proper condemnation of that consignment provided that such communication is issued by the Chief Director of Purchase within 45 days of the Expiry of the Warranty Period. Nothing
herein contained shall prejudice any other right of the purchaser in that behalf under this
contract or otherwise.

SPECIFICATION NO 14-A : BEANS DRIED (RAJMAH)
Quality
1.
Beans dried shall be of uniform natural brown, pink, scarlet colour or Chitra
variety (Phaseolus Vulgaris). These varieties can be with or without natural variations in the shade of colours. If there is change in shade of colour, it shal be natural to the
extent that such beans do not form separate categories on the basis of shade of
colour. Beans should be devoid of added colouring matter. It shall not be subjected
to any kind of polishing.
2. Beans dried shall be of current season‟s crop, sound, dry, clean, bold, of proper
maturity, free from fungus attack, living insects, obnoxious smell, discolouration,
poisonous or deleterious substances including insecticide or pesticide residues and
toxins or other impurities except to the extent indicated under para inspection.
3. Beans dried shall be in sound and merchantable condition and shall conform to
FSSAI standards in all respects.
4. Beans dried when soaked in cold water and cooked shall be soft, pleasant to
taste and smell and of uniform colour.
Packaging
5. (a) The Beans Dried (Rajmah) shall be packed in New Virgin „B' Twill Trade
Jute 50 Kg Bags as per Bureau of Indian Standards specification No IS : 12650-1997 and IS : 9113 – 1993 (reaffirmed in 2006) for Testing and Quality check. The bags

BEANS DRIED (RAJMAH) - 2013
The following definitions shall apply to the different terms of refractions used in
the specification:-
1. Refraction
All the components in beans dried which differ from the sound units.
2. Foreign Matters
Include organic and inorganic matters.
Organic matter shall include husks, chaff, straw, weed seeds, oil seeds, paddy,
barley and other inedible grains.
Inorganic matter shall include sand, gravel, dirt, pebble, lumps of earth, clay
mud and stones.
3. Other Food Grains
All food grains other than beans dried.
4. Mouldy and Discoloured beans dried
Beans dried or pieces of beans dried that are sprouted or damaged as a result
of heat, weather, moisture, microbes or that have changed the colour due to
deteriorative changes.
5. Insect Damaged Beans Dried
Beans dried or pieces of Beans Dried that are partially or wholly bored by the
insects injurious to the grains. Eggs spotted beans dried shall be taken as insect
damaged.
6. Broken/Split Beans Dried
Pieces of sound Beans Dried that are less than 3/4th of the full sized Beans
Dried or the Beans Dried which have split into two cotyledons.

Quality

The Dried Cow Peas (Lobia) (Vignaisinensis catjanj) shall be white, brown, red,
purple, grey, mettled brown grey and helstein colour with or without slight variation in the depth of these colours, but shall not be mixture of these colours. It shall be free
from artificial colours. It shall not be subjected to any kind of polishing.

APPENDIX 'B' TO SPECIFICATION NO 106 FOR DRIED
COW PEAS (LOBIA) - 2013
SPECIAL WARRANTY CLAUSE
The contractor warrants the supplies delivered to be wholesome,
and fit for human consumption as Dried Cow Peas (Lobia), fo r a period of SIX MONTHS from the last day of the month of delivery in any climate and under all conditions of storage
and movement in India.
In the event of the supplies or a part of having been declared during the period of
warranty as being unsound, unwholesome or unfit for human consumption as Dried Cow Peas (Lobia), by the Director General of Supplies and Transport, QMG'S Branch
Army Headquarters, New Delhi or any officer acting on his behalf (Whose opinion as to
whether or not the particular consignment is sound, wholesome, or fit for human
consumption as Dried Cow Peas (Lobia), will be final) the purchaser will have the right to dispose of the condemned stock in any way he considers necessary after giving due notice to the
contractor and also, at his discretion, either to allow the contractor to
replace the condemned stock within a specified period or to recover from the contractor the contract price thereof together with all incidental and freight charges incurred from the place of
delivery to the place where the supplies were ultimately condemned. The opinion of the Chief
Director of Purchase or an officer acting on his behalf in regard to these charges will be final.
The declaration by the Chief Director of Purchase or any officer acting on his behalf communicated to the contractor in writing that a particular consignment has been
condemned will be taken by the contractor as the conclusive evidence of the proper condemnation of that consignment provided that such communication is issued by the Chief Director of Purchase within 45 days of the Expiry of the warranty period. Nothing herein
contained shall prejudice any other right of the purchaser in that behalf under this contract or otherwise.

Quality
1.
The Peas Dried Green (Pisum sativum L or Pisum sativum Var arvense (L)
poir) shall be the garden peas of green colour with or without natural variation in depth of colour. These shall consist of hard kernels of green colour having
characteristic taste and smell but devoid of objectionable odour. It shall be free
from added colouring matter.
2. The peas dried green shall be of current season's crop, sound, dry, clean, bold, wholesome, of proper maturity, free from mould or fungus attack, living
insects, obnoxious smell, discolouration, poisonous or deleterious substance
including insecticide or pesticide residues and other impurities except to the extend indicated in para 9 below.

The peas dried green, when cooked, shall be of uniform colour, soft,

kind of polishing and shall be free from artificial colour.
2. Dal Moong Dhuli shall be of current season's crop and shall be sound, sweet,

discolouration, admixture of deleterious substances and all other impurities except to

Hygiene
7. The dal shall be cleaned and bagged in premises maintained in hygienic condition which shall be open to inspection at any time by a competent authority
approved by the Quartermaster General and the Director General of Medical Services
(Army). The basic hygiene requirements in a factory supplying products to the
Defence Forces shall be in accordance with Appendix „H'.
8. In addition, all machinery including associated conveyors and spouts shall be
maintained in clean condition and free from insect infestation. The routine cleaning carried out by the Agent/contractor shall be supplemented at intervals by the
employment of special disinfestation and cleaning measures such as may be
prescribed by the Director General of Supplies and Transport.

APPENDIX ‘H’
1.
STANDARD MINIMUM REQUIREMENTS OF HYGIENE IN FOOD FACTORIES
To ensure the standard of hygiene in a factory the following minimum
requirements shall apply:-
(a) Floors. The floors should be impervious and kept clean all times.
(b) Lighting and Ventilation. Adequate standards of lighting (natural
and artificial) in working parts of the factory together with adequate
ventilation and sufficient space for and protection from machinery.
(c) Fly / Rodent / Pest / Bird Proofing. Fly / rodent / pest / bird
proofing of factory premises to the extent necessary to protect raw material during storage and processing and the manufactured products until it has been packed and the containers sealed.
(d) Water-Supply.
An adequate supply of potable water in the
factory and drinking water for the employees will be provided which shall be
periodically tested and certified as free from injurious bacteria and other
substances by a public health laboratory.
(e) Disposal of Wastes.
An efficient drainage system must be
provided with proper methods of disposal of waste water and other effluents. Provision must exist to eliminate dusts/fumes if any.
(f)
Conservancy. A proper conservancy system adequately serviced with approved methods of disposal of human excreta.
(g) Additional special hygiene precautions are necessary when waste
products which are dangerous or likely to create conditions which are dangerous to health are produced at any stage during handling of raw
materials or its manufacture.
(h) Safety. Adequate fencing of machinery shall be secured in the case

Workers.
(a) So far as the health of the employees is concerned, they shall be
periodically examined by Medical Officer and it should be ensured that no
individual suffering from any communicable disease or any disability likely to result in contamination of the raw materials, implements, equipments or finished products, is employed.
(b) All the employees should be protected against communicable
diseases with preventive inoculation / vaccination.
(c) Provisions for personal hygiene of employees will include potable drinking water, washing facilities (Soap, basin or taps, nail brushes and
towels) sanitary annexes and at least two sets of clean clothing for each
employee for use only in the factory and Masks / hand gloves, where necessary. There should be a separate room for keeping the personal
belongings and to change the clothes and for drying of wet clothes.
