1. INTRODUCTION

World's advance into 21st century is marked, inevitably, by technical progress and industrial

growth, at a rapid rate. Also inevitable are various "side effects" of this rapid industrial growth,

the most significant of these being environmental pollution. The alarming rate of increase in

pollution would pose a threat to healthy living and is viewed as a gigantic problem painting

with certainly a foggy picture of the future unless measures to control it are taken immediately.

Goldfinch has been providing solutions for Environmental Problems since 1983; and

Goldfinch considers that fighting pollution is not merely a commercial venture; in fact it serves

to fulfill a social obligation. Goldfinch is a well-knit family of highly qualified personnel working

6. INTEGRATED URBAN ENVIRONMENTAL MANAGEMENT (IUEM)

Thane-Belapur Industrial Area (TBIA) and Chembur, Maharashtra, India Goldfinch carried out the IUEM project as Indian counterpart of Ecology & Environment, Inc.,

USA. This study project is a part of The World Bank's Metropolitan Environmental Improvement

Program (MEIP), executed by The Environmental Department, Government of Maharashtra.

This study was carried out for two hot spot areas; TBIA, and Chembur, known to have

environmental problems. TBIA is the largest industrial belt in Asia, housing more than 1200

small, medium, large scale; diverse type of industries. Chembur, which is part of Greater

Bombay, houses 8 very large industries and other urban industries and other urban

development. Both these areas have become mixed use are as over the years & hence an

integrated approach program was desired. The work carried out by Goldfinch encompasses an

Environmental Assessment, Feasibility Studies, and an Integrated Plan of Action. The

environmental assessment included collection of data, preparation of computerized databases,

data assessment, identification of data gaps and determining the environmental status of the

study areas. Various databases for water contamination, air pollution, soil contamination, micro-

meteorological parameters etc. were prepared. Also an overview of current waste treatment and

disposal practices was done and pollution loads in air, water and land were estimated. Goldfinch

carried out feasibility studies on industrial waste abatement, disaster management, traffic

management, strengthening of public services and health impacts. In industrial waste

abatement, Goldfinch performed an engineering analysis of the existing pollution abatement

practices in order to develop new strategies for a more cost-effective, long-term pollution

abatement program in the study areas. Methodologies used were; industrial waste classification

/ inventory, identification of treatment methods, review of emissions and standards and

development of methods of compliance, evaluation of pollution control alternatives with an

emphasis on waste minimization, pollution load estimation, and design of pollution abatement

program. In disaster management; hazards from industrial, transportation and non-

transportation sources were considered. Methodology used included identification of disaster

scenarios using computer modeling, review of existing risk assessments and mitigation

measures and recommendations for improvement. A traffic management plan and a road

network improvement plan for Chembur was developed with an intent to reduce vehicular traffic

congestion and air pollution. Emergency escape route for use in disaster was also identified. A

review of the existing public service infrastructure was done and improvements were

recommended in the areas of solid waste management, storm water drains, green belt/

31

afforestation, sewage system, legislation and zoning policy. For evaluating the health impacts of

pollution the existing data on epidemiological studies of disease rates in the communities

surrounding study areas was sought to identity exposed and unexposed areas. A guideline for

monitoring health impacts was developed. For improving environmental conditions, an

integrated plan of action was developed, which consisted of the results of the environmental

assessment and feasibility studies and is supplemented by recommendations for policy

changes, priorities for action, potential financial sources, and institutional and manpower

requirements.

7. WASTE ANALYSIS AND DESIGN OF A WASTE TREATMENT FACILITY Chiplun, Maharashtra, India For an industry that manufactures engineers’ steel files and twist drills, Goldfinch conducted

feasibility studies and designed a waste treatment facility. The industries’ process encompasses

cropping to packing including hardening, pickling, and electro-polishing. Cyanide waste was

generated from hardening and chromium waste was generated from electro-polishing and

pickling. The industry was not allowed to discharge trade effluent in sewer and it was to be

reused/ recycled after treatment. Goldfinch completed feasibility studies to determine a suitable

cost-effective treatment scheme. Analysis of effluent samples for various parameters and pilot

plant studies were carried out for this. The scheme consisted of isolating cyanide and chromium

bearing waste and treating them separately. After chemical reaction, solids were allowed to

settle in clarifier. Clarified water, mixed with domestic effluent was oxidized by biological

oxidation on the principle of extended aeration. Goldfinch designed, fabricated, erected, and

commissioned the entire treatment facility, prepared the operating manual and trained industry

staff to operate this facility. The parameters of the treated water were within the consented

limits. For reuse/ recycle of the treated water, various alternatives were considered. Goldfinch

suggested reusing the water for gardening. Treated water was tried on different saplings for

about two months and found to have no adverse effects. An irrigation system for the entire plot

was designed. The solid waste generated was mainly iron dust produced during wet grinding.

Studies for reuse/ conversion of this waste to any other form were performed. After elaborate

studies, a process was evolved to make ferrous sulphate using this waste. For making internal

roads in the factory, this dust was used in the tar.

8. WASTE-WATER MANAGEMENT - Khopoli, Raigad

Client proposed to manufacture Phenyl Glycine at their plant at Khopoli. Goldfinch performed

waste-water management. The waste-water emanating from the process included various types

of streams including cyanide bearing, free chlorine bearing, high dissolved solids bearing

containing mainly inorganic solids (HDS), and low dissolved solids bearing containing high

organic load (LDS). Goldfinch developed a treatment process based upon the samples available

from the pilot plant and from the theoretical estimations. Further, Goldfinch engineered the

entire project up to the commissioning stages including the design of equipment, piping,

electrical and instrumentation. Goldfinch evaluated various options for treatment including

stripping, chlorination, evaporation, incineration, and biological oxidation; and estimated the

capital and running costs. The treatment scheme selected consisted of segregation of streams

in three main categories: cyanide, LDS, and HDS. Cyanide was destructed by chlorination using

sodium hypochlorite or free chlorine bearing stream from process when available. The free

chlorine then was removed and this stream further joined the LDS stream. LDS stream was

given primary treatment of neutralization, alum coagulation and settling followed by two stage

biological oxidation (extended aeration process), and secondary settling. The sludge generated

was dried and used as landfill or manure. The HDS stream was equalized and pumped

continuously to a multiple effect evaporation system. Here waste was concentrated to a flowable

extent and the concentrate disposed in the saline zone at a selected location. The evaporator

condensate joined the LDS stream. Various legal/ statutory requirements were fulfilled and the

necessary consents/ no objection certificates (NOCs) obtained on behalf of the industry from the

state pollution board by Goldfinch.
