Departmental Structure
The Department for the Empowerment of Differently Abled & Senior Citizens is functioning as
separate department from the year 1998. The Directorate is functioning in the ground floor, Podium
Block, V.V.Tower. As per the C & R rules of 01-04-2004. The Director is the head of the
department and to assist him. Their Joint Director, Deputy Director, Assistant Director and Office
Manager. The department implementing several programmes for the Welfare of the Differently abled
and Senior Citizens. The Department has evolved programmes for bringing the differently abled
persons into the main stream of Society by providing equal opportunities and to protect their rights
and to ensure their participation. The Directorate intends to provide Health care other facilities to
Senior Citizens.
b) The structure of the Department (Administration)
At the State level:- The for Department for the Empowerment of Differently Abled & Senior Citizens
functions under the head of the department as Director. The main section are administration,
Planning, Accounts, Public Grievances, Scheme Implementation each section is constituted with
Superintendent and to Case workers to discharge functions of the department smooth Higher
authorities.
At District level:- District Disabled Welfare Officer is the implementing officer. Working under Deputy
Director for Women and Child Welfare Department at the district level. He is supported with the staff

One Programme Assistant, One Typist, Group ‘D’ Worker and MRWs and VRWs for executive
works.
Brief introduction to the programmes of the Department.
The department is starving to ensure that Pwds derive benefits from the programme of the
department and lead normal life as their normal Counter parts.
Disabilities are classified as under
1. Orthopedically Handicap.
2. Visually Challenged.
3. Hearing Impaired.
4. Mentally Challenged.
5. Persons with Multiple Disabilities.
6. Leprosy Cured.
7. Mentally ill.
Persons with disabilities (equal Opportunities, protecting of rights act and full protection) act
1995 Dated:07-07-1996 is in force. Under the Section is of their act state Co-ordination committee
has been constituted and a commission under 60 of the act is also appointed. The state executive
Committee is constituted in accordance with the section 19 of the act. The act is being implemented
in both letter and spirit to ensure that he protection of the rights of the differently abled persons and
equal opportunities and full participation in the Society. For this purpose the office of the
Commissioner for person with disabilities is function at Thambuchetty Road, Cocks Town-05.
a) Education:
1. Special residential Schools for Children with Speech & Hearing implement: There are 4
Special School for the children with Speech and Hearing impaired at Mysore, Gulberga, Bellary

& Belgaum districts in these schools free education boarding lodging and care is being
provided. The deaf schools in Belgaum are exclusively for girls.
2. Special residential school for Visually Impaired Children: There are 04 Special residential
schools at Gulberga,Mysore,Davangere & Hubli districts in their school free education boarding,
lodging and care is being provided. The Blind school at Davanagere is For Visually Impaired
girls.
3. Scholarship for disabled students:
Unser this programme scholarship is provided to students studying from 1st standard to post
graduation from the year 2001. This scheme is exempted from furnishing income certificate. In
this year 2012-13 Rs 247.22 laks is spent under these scheme and Rs………………….. no. of
students is benefited from he scheme.

4. Braille Press:-
The Braille is functioning from the year 1992 and the main aim of these press bring
to supply it books in Braille script free of the cost to all the students studying from 1 to 10th
government and from the year 2002 these press has been computerized which has enabled all
he been to students to acquire lot books in blind along with the text books every year Braille
Calendars and other General books are being printed and distributed.
5. Incentives Awards for Meritorious students:
Students securing more than 60% of marks in public examination are given incentive award under
this scheme, these scheme is extended to BA, BED and TCH form the year 2001.
6. Special Teacher Training Institute Mysore:
For teachers of teaching Visually Challenged and Speech and Hearing students a
Special teachers training institute has been establish in Mysore in the year 2000-2001. Every
year 50 candidates are being trained in this institute.
District Zone Scheme
1) Financial assistance to special Grant in Aid schools:
Special schools for the person’s have been run by the NGO’S & the state Govt is Providing
financial assistance through Grant in aid to such institution state Govt has been providing Grant
In Aid under this scheme to 35 special schools & training institute the details of schools receiving
Grant in Aid are Given in Annexture-01

Child Centric scheme For Children with Disabilities
Among the Various Schemes formulated & implemented by the dept for the Empowerment of
Differently abled & senior citizens the educational schemes play a vital role one such scheme is
the child centric scheme for the Children with Disabilities.
Objectives:
1) To create conducive atmosphere for the education of children with special needs
2) As entrained in the constitution of India education should be provided to every citizen of India
which includes the children with disabilities.
3) To make the children with disabilities contributing members of the society like there normal
counter parts.
4) To Open schools for those Mentally Challenged Children who could be provided education & to
open day care centers for such children’s in taluk level.
5) In the year 2012-12 for 39 schools Rs.298.38lakhs budjet has been spent.
B) Employment and Training
1. 5% Reservation in Government job: 3% reservation in A & B cader and 5% reservation
for C & D are made in Government jobs for differently abled persons by the state
government. Job that can be under taken by differently abled persons are identified and
notified in the gazette .
2. Industrial Training Center Mysore: The aim of the scheme is to provide employment
training to Visually Challenged. This center is being run by N.A.B. with the help of grant
in aid from state govt. In this center 25 visually Challenged benificiaries are trained in
light engineering, Recaining, Rope making, Mat Making and Plastic mounding.

3. Hostel for differently abled employees and trainees:
Separate Hostels for differently abled employed and trainee’s men and Women are run
by the govt. in Bangalore. For admission into this hostel the annual income of the
applicant should not exceed Rs. 60,000/-per annum. The men’s and women hostel
provider accommodation for 50 each candidates.
4. Training & Employment scheme for differently abled Girls & Boys: It is Mandatory for the
Govt to Provide training & Create Employment opportunity to Bring them to the Main
Stream of Society. In this backdrop it is necessary to provide training to the differently
abled persons based on the local needs & by empowering them. In the Govt order no
ಮಮಇ:145:KLೆNO:2001(1) Dated 29/07/2006 has been issued during the training
period free boarding and lodging should be provided for the candidates & the agencies
providing the training must ensure that atleast 25% of the beneficiaries are employed
gainfully during the year 2012-13 in 10 districts training was provided for 856 no of
beneficiaries in collaboration with the skill development corporation.
5. Spoorthy Swasahaya Yojane : In order to creat employment opportunity & to make the
person’s with disabilities self reliant, self help group under the said scheme consisting of
10Members in each group & 10Group in a selected taluk of Districts was started in the
year 2006-2007 on a pilot basis & During the current year Rs 45lakhs Has been Spent
for The Implementation of this scheme.
As per Govt order ಮಮಇ/143/PHP/2011/Bangalore Dated 22/10/2011 of Year 2006-
2007 is implemented, Further the self help group in 29 District were Strengthened &
along with this in 30districts remaining 147Taluk’s self help groups are constituted ( 1group
per taluk). In collaboration with the CBR Network have been providing training to Person’s
with disabilities and Assisting in the formation of self help group, the person’s with

disabilities are trained in various income generating activities such as preparation of
Masala, Detargents, calendar making, poultry & rabbit farming and cattle railing under
the scheme.
(C) Social Security Scheme.
1) Social Service Complex: The Social Service complex in Bangalore is established to provide free
boarding, lodging and Medical Facilities for destitute senior citizens & disabled persons & there are
70 beneficiaries in this Complex.
2)Maintenance Allowance: The Maintenance Allowance of Rs.1000/- for persons with disabilities
is 75% & Above. And 400 for persons with disabilities who’s disabilities is 40% & above. And who’s
parents or Guardian income in Rural areas is 12.000/- per annum & 17500/- in urban areas are
being provided. This scheme is implemented by the revenue dept. & the Thasildhar at taluk level are
the sanctioning authorities.
Eligibility:
1) The disability should be 40% & above and the same must be certified by the medical
authority & indicated in the disability identity card.
2) The Annual income of parents / guardian of the differently abled persons in rural areas
should not exceed 12000/- per annum & that off the parents/guardians in urban areas
should not exceed 17500/- per annum.
3) Identity Cards: The Govt. has providing a disability identity card for differently abled persons
free of cost to enable them to avail various facilities provided by the state govt & to secure
the identity cards the differently abled persons should contact District Disabled Welfare Officer
of the Concern District.

4) Insurance Scheme for Parents/Guardians of Mentally Retarded Children:
The parents of the mentally retarded children are insured under the scheme with LIC.
Rs20000/- is provided for Maintenance & Care of the Mentally retarded persons to a
Nominate the person of the Family After the Death of the parents/guardians of the Mentally
retarded persons through LIC.
5) Hostels for Differently abled Women & Girl students: To encourage differently abled
persons , to parseve education & seek employment opportunities & to encourage the
differently abled women to undertake training & employment In accordance with the state
Govt. Order Dated:29/07/06 Hostels are established for differently abled girl students &
differently abled women. These hostels would be Own by NGO’S with the Grant in Aid from
Govt. For NGO’S Rs847000/- would be provided annually with the exception of Bangalore
urban, each hostel should provide accommodation for 50differently abled Girl & Women.
(D)Rehabilitation Scheme :
1)Providing aids & Appliances to Differently abled persons: Aids & Appliances : The Dept. is
providing aids & appliances for differently abled persons for their Movement & Benefit.
Eligibility:
1) The persons must be a residence of Karnataka for more than 10year & this must be
attested by the Thasildar
2) The annual income limit is Rs 11500/- in rural areas & 24000 in Urban areas
3) For aids & appliances Costing less than 1000rs (Income limit Doesn’t apply).

2)Medical Relief Fund For Corrective Surgery :
For eligible differently abled persons whose disability could be rectified through
corrective surgery in Govt. or well equipped private hospitals identified for this purpose , sum
of Rs.1.00/- lack is being provided.
Eligibility:
1) The surgery should be conducted in Govt. Hospital or Well Equipped private hospitals.
2) The details of the cost incurd for the surgery must be enclosed along with the application.
3) Attested disability certificate should be enclosed.
Rural Rehabilitation Scheme:
The intent of these scheme is to provide benefits of the Govt Schemes for the disabled to the
Disabled Through the Disabled. Under the said scheme A village Rehabilitation Worker &
Multipurpose Rehabilitation Worked appointed on Honorarium bases & In the year 2012-13 No
4394 No of VRW & 150 No of MRW Are Appointed & Rs 499.91is Spent towards the Honorarium.
Manasa Kendra:
In the order of the High Court the Manasa Kendra or Offway Home are setup at Bangalore &
Belgaum & such homes are Being planned to be setup at shimogga, raichur & Belgaum.
District Disabled Rehabilitation Center (DDRC):
* As per the Govt. order the responsibility of implementing the DDRC Programs have been
Vested with the Red Cross societies of the Concern Districts.
*In 11 Districts this scheme is being implemented with the help of state grants.
Objectives:
*Conducting survey of Person’s with disabilities through medical camps
*To Create awareness among the public about Prevention of Disabilities.

*Identifying producing & supplying, Rectifying whenever required the Aids & Appliances for
Person’s with Disabilities
* To Create disabled friendly environment for persons with disability’s
*To create employment opportunity for persons with disabilities by utilizing the locally available
resources & make them financially independent is the main Objective.
(D) Public Awareness Programme:
1)World Day Of the Disabled: The World Day of Disabled is Observed Throughout the state
on every 3rd December.
2)Public awareness program: Under this Program pomplets & Magzin containing the Various
Program & Schemes of the Dept. are Being Printed & Distributed.
3)Establishment of Information & Counseling Center: Through the information center,
Information about Central Govt. & State Govt. schemes, training institute for the individual &
schools are being provided to differently abled persons & General public information about
Quality aid’s & Appliance, & Other information such as Employment opportunities in both
central as well as state govt & information about employment opportunity in private sector is
being provided.
OTHER SCHEME
1) For sports & Culture activities for the Differently abled (Saadane & Prathibhe) For Differently
abled persons taking part in different cultural & sports computation financial assistance is
provided under the said scheme.

2) Concessional Bus Pass For Persons with Disability: Under this scheme the state Govt is
Providing Concessional bus passes to persons with disabled’s. so for all the eligible persons with
disabilities have been issued concessional bus passes by KSRTC. The persons with disabilities
should pay sum of Rs550/- per annum & They can travel in the radius of 100K.m Only.
New Schemes of 2013-14
1. Incentive scheme for those who marry differently abled men and women
In the prevailing circumstances men or women are hesitant or reluctant to marry persons
with disabilities as they feel that they would to face difficulties in the married life due to social
stigma. Chances of off springs with disabilities are found to be rampant when persons with
disabilities marry among themselves. In this context, it is essential to encourage integrated marriages
among persons with disabilities and their able bodied individuals. In order to promote integrated
marriages among differently abled persons and their able bodied spouses it is proposed to provide
financial incentive of Rs.25,000 for 300 couples persons who come forward to marry under this
scheme.
2.Reimbursement of fees for differently abled persons for higher and technical
education.
Many of the differently abled persons are from economically weaker section of the society and
belong to the families living below poverty line. Due to this economical condition these beneficiaries
are unable to bear the high cost in pursuing their higher /technical education. Hence most of the
beneficiaries discontinue their education. For these beneficiaries to continue their higher /technical
educations and to integrate them into the main stream of the society. In order to encourage the
students to pursue their higher/technical education it is proposed to provide reimbursement of

education fee a minimum of Rs.1,253 and maximum of Rs.48,375 per beneficiary respectively for a
total number of 1000 differently abled students.
3. Child care allowances towards the health and nutritional care of the new born baby
of visually impaired women:
It is observed that the women with visual impairment experiences greater hardship in
upbringing the newly born child. In this context it is proposed to provide a sum of Rs 2,000/- for
two years towards the services of aaya, health care, nutritional food, medical treatments, per month
per child for maximum of two children in a family. To start with it is proposed that 75 beneficiaries
will be covered under the scheme.
4.Establishment of Day Care Centres for Children with Autism and Multiple Disabilities
There is a need to provide education and care to urban based children between the age of 6 to
18 years who are suffering from mental retardation, brain damage, autism and multiple disabilities.
Because the parents of these children are usually found to be engaged in some occupation for their
livelihood and these children requires day care services such as protection, shelter, education and
food. In this context it is proposed to establish 10 Day Care Centres to provide such services in the
urban areas with each unit at the cost of Rs.6.25 lakhs. And each unit will have an intake capacity
of 25 children.
5. Mobile Medicare Unit for Senior Citizens.
Mobile Medicare Units are proposed to be established in four divisions of the State. To enable
the senior citizens avail health care and medical services at their door step these are established.
Under this scheme per unit a sum Rs.9 lakhs is provided towards recurring expenditure and a sum

of Rs.12 lakhs is provided towards the procurement of vehicle. Totally a sum of Rs.21 lakhs is
provided per Mobile Medicare unit.
Schemes For SENIOR CITIZENS
1) State Policy for Senior Citizens: The state policy for Senior Citizens is implemented under
the chairman ship of Chief Minister & a Task force has been formed for this Purpose.
2) Old Age Home: For NGO’S Running Old Age Home for The shelter less Senior Citizens the
Govt has been provided Grant in Aid. The Senior Citizens are provided free boarding ,
lodging & Medical facilities in these homes. There are 27 Old age homes running under state
grand in aid ( Except Udupi) the list of Old age home Run Under state grant is provided in
Annexure-2. Already there are 27 Old age home in 26 District’s.
3) Day Care Center’s For Senior Citizens: Under the Dueristrictions of 4 Corporation limits day
care centers for the Senior Citizens are Functioning. This are Functioning in Bangalore,
Hubli, Dharwad, Gulberga, Belgalum Corporation limit in this centers for the welfare of Senior
Citizens and to Remove stress & Strain several Recreatational , health facilities , councling &
guidance are provided.
4) Help line for Senior Citizens 1090: To provide emergency help to Senior citizens in difficulties
help lines are functioning at Bangalore, Mysore, Hubli, Dharwad, Gulberga, Belgaum.
Mangalore. Bellary, Chitradurga, shimogga, bagalkot, kolar, tumkur, bidar, bijapur places
under the super vision of districts police commissioner / police superintendents through
NGO’S.
5) Identity Card for Senior Citizens: The Recognized NGO’s in the concern districts can issue i.d
cards to senior citizens the NGO’s can Charge Rs.50/- only for Providing identity card the
Senior Citizens aged 60 & above can obtain this cards for more information contact 1090.

6) Concitional Bus pass: As per the Order No:TಾVWೆ:45:XಾTಾಇ:2008 Dated:08/09/2008
of BMTC senior citizens aged above 65 are provided concitional bus passes with 25%
concitional throughout the state those willing to avail this facilities may furnish the senior
citizens identity card issued by the dept. or Voter I.D.
7) Oldage Pention: For Senior citizens who find the difficult to manage their life the state govt is
providing a monthly pention of Rs 400 This scheme is implemented by the revenue dept. &
persons interested in availing the benefits may contact the Thasildar’s of Concend taluk’s.
Necessary Documents:

8) Sandhya Suraksha Yojane: As per Govt order No:ಆZ.[.೯೭.ಎಂ.ಎ`.a.೨೦೦೭
Dated:2/07/2007 the Senior Citizens under social security benefits scheme can avail this
pension of Rs 400/- per Month
Eligibility:
1)The Senior citizens must be above 60years & above
2)The income of the husband or wife or dependents should not exceed 20,000/- per annum
& the same must be certified local Revenue Authority
3)The income of the Children are not Concider as a criteria for Said Scheme.
4) If Husband & Wife should have a joint account in which the sum exceeds Rs.1,10,000/-
such persons are not eligible for pension under the scheme.
5)If the Senior citizens are availing similar benefits from other scheme are not eligible for
pension under this scheme.
The following persons under the given zone can avail the benefits of the said scheme.
1)Very small farmers

2)Small farmers
3)Agricultural labour
4)Fisher men
5)Coolies & laborers in the un organized sector & other can contact concern taluk thasildar’s
for availing the benefits under the said scheme.
9) Welfare of Senior Citizens act 2007: As per the Govt order No
ಡಬೂgh[.[.೪೭೯.K.Lೆj.K:೨೦೦೭ Dated 27/03/2008 This act comes into enforcement
from 1/4/2008 as per this act same order No applet Tribunal & Maintenance Tribunals have
been Constituted.
Central Grant In Aid Scheme
1)Central Grant In Aid For Special schools/ Training Institutes: Govt.of India is providing
Grant in Aid to Special schools/Training centers. The District Disabled Welfare Offers after
scrutinizing the proposal forward it to the Head Office along with the inspection report as per
the Guidelines of Govt of India. The Head office after Examining the proposal & suggest the
actual budget forwards it to the Secretariat, then the Secretariat will forward it to the Central
Govt. for Necessary action. The list of Address of Special schools receiving central grant in
aid are enclosed in Annexture-03.
2)Old age home/ Mobile Medicare Units/Day care Centers: The Central Govt is providing
Grant in aid to NGO’s Running Old Age Homes/ Mobile Medicare Unit & Day care Centers
as per the Guidelines of Govt of India. The Head office after Examining the proposal &
suggest the actual budget forwards it to the Secretariat, then the Secretariat will forward it to

the Central Govt. for Necessary action. The list of Address of Special schools receiving
central grant in aid are enclosed in Annexture-04.
AWARDS
National Awards:
Govt of India has been giving away awards for people working for Welfare for Person’s with
disabilities , organization, Individual, Role model, Creative Individual, placement officer,
Employers, Employees etc. Every year the list of eligible candidates must be sent from all the
states & Zones within 31st Of August the Govt. has constituted a selection committee for the
purpose of selecting the Awardies.
State Awards:
The main objective of this award is to encourage NGO’S & Individuals working for the
betterment of Persons with Disabilities & this awards are given away on the 3rd December on
the occasion of World day of disabled every years. This award consist of Rs 25000 cash
award a certificate & a citation for 5NGO & Rs 10,000 cash award , a certificate & a citation
welfare of disabled for 8 Individuals
Stare Awards for Special Teachers:
The Govt. is Giving away award for special teachers working in special schools. The main
objective of this award is to Recognize the services of this teachers & to encourage them.
5special teaches chosen from teachers for Visually challenged , speech & hearing impaired,
Orthopedically handicap , Mentally challenged, & Special teachers in training & instruction are
given this awards, each teachers is given Rs 10,000/- as Cash award along with a
certificate & a citation.

Duties & Responsibilities of Officers & Staff of Directorate
1)Director: Director being the chief of the Dept. is vested with the Responsibility of carrying
on the day to day administration of the Dept. as per the Govt. Guidelines. Apart from this he
also discharge his responsibilities as Coordinating Officer by Communicating with other dept’s
to implement schemes, He is the officer responsible for connecting both the grievances of the
public He is the officer who has the power to control the entire Dept./staff/ & to guide them
& supervise their work, The release of Budget of dept. & its control & implementation & the
management of the work of the stuff, he is the officer who has to take decision regarding
court cases.
2)Joint Director: (Senior Citizen Cell):-The said officers is responsible for implement ting
the welfare programs for senior citizens & state policy for senior citizen’s & supervise the
above mentioned program besides supervising the state old age homes, day care centers,
Mobile Medicare unit & senior citizens maintenance act & to assist the director.
3)Deputy Director: The said officer is responsible for formulating & submitting programs for
the welfare of the disabled with his/her opinion to the high authorities . He has to Co-
operate with the director in securing a new programs & schemes & in implementing the Same
4)Assistant Director: He has the responsibility of looking in to all aspects of the dept & has
to submit all the file’s with his opinion to the higher authorities & He has to Co-operate
with the director in securing a new programs & schemes & in implementing the Same

5)P&O Engineer : The staff of DDRC (District disabled rehabilitation center) Mysore has been
Merged into the Dept, Under this, 7 staff are continued under super Namarari post.
6)Gusseted Manager: The said officers is helping the higher officers in the implementation of
Various schemes & programs of the Dept. He also assists the higher authorities in the
collection & compilation of information relating to LA(Legislative Assemble) & LC (Legislative
Council) Questions.
7)Section Officers: A new section has been created in the dept & the responsibilities of this
section is also vested with the said officer.
8)Account Superintendent: He has a responsibility of looking after budget & co-0rdinating
accounts work General provident fund Medical reimbursement & has to looking to the files of
Grant in Aid in the state & record his opinion while submitting it to the higher authorities , to
give his concern to maintenance of finance & audit reports, this post is under deputation
State accounts Department.
9)Superintendent: There 05 superintendent in the central office, 01 superintendent in social
service complex are discharging their duties, as per guidelines from the higher authorities.
10)First division assistant: There are 08 F.D.A Working in the dept. who are in charge of
accounts, court cases, public grievances R.T.I & Senior Citizen cell & state grant in aid
school & also work related to various schemes & programs of the Departments.
11)Stenographer: There are two post’s for stenographer in the dept however one
stenographer working as personal assistant for Director Besides stenography.

12)Second division Assistant: There are 05 SDA In this office & discharging different duties
related to the Welfare of persons with disabled.
13.Driver: There are 03 post of drivers in the directorate & their duty is proper maintenance
of the vehicles & safe driving & to maintain Log book, insurance, R.C.Book, Tax related
document etc.
Group D: There are two Group D posts & the Responsibilities are maintaining cleanliness in
the office distribution of file to officers & caseworker opening & close the office.
