    After scenario 4 implemented,

    1.HSDPA throughput and retainability PS improve.

    2.Degradation in accessibility due to code congestion on 3rd carrier has been solved.

    3.The 3rd carrier absorb more traffic and improve HSDPA throughput in 1st and 2nd carrier.

    4.It distribute load HSDPA equally for each carrier. But need further adjustment to control R99 traffic

    on 3rd carrier that distribute HS traffic balance equally each carrier around 30%.
