FM allocations standards modifiedIn a significant deregulatory action

on May 20, the commission elimi-nated most of the policies which pre-viously restricted the assignment ofnew FM frequencies to particularcommunities. A summary of thechanges includes the following:

FM priorities. In the future, firstaural (reception) service will be givenhighest priority with co -equal statusgiven second aural service and firstlocal (transmission) service.

Population criteria. The commis-sion deleted criteria limiting the num-ber of channels available to a com-munity of a given size.

Preclusion. This refers to the factthat assigning a given channel precluded assigning that channel andadjacent channels in the same generalarea. If no interest is shown in thecommunity where the preclusionwould occur, the proposal will be con-sidered without regard to its pre-clusive effect.

Class of channel to assign. Thecommission has deleted the policycalling for making only Class A FMassignments to smaller communitiesand Class B or C to larger ones.

Intermixture. The commission'spolicy against assigning two differentclasses of FM channels to a particularcommunity has been dropped.

Berwick issue. This issue, whichconcerns whether the party involvedreally intends to serve the designatedcommunity or a larger one nearby,will no longer be used in FM rulemak-ing.

Assigning a channel to avoid ahearing. The policy of not assigning achannel to avoid a comparative hear-ing has been dropped.

Demographic data. In caseswhere the status of a community isnot in issue, the commission haseliminated the requirement for demo-graphic data.

VHF "drop -in" proceedingThe commission has denied peti-

tions to reconsider its 1980 decisionassigning new VHF TV channels toJohnstown, PA, Knoxville, TN,Charleston, WV, and Salt Lake City,

Opponents charged that the as-signments would cause interferenceto short -spaced stations and prejudicethe commission's pending rulemakingon whether new drop -ins should bepermitted if "equivalent protection"can be afforded to short -spaced sta-tions. (In this context, "equivalent pro-tection" means the same degree of in-terference protection the table of TVchannel assignments provides whenstations operating with maximumfacilities are spaced as close togetheras the rules permit.)

Many observers said they feel thedecision to deny reconsideration inthe Johnstown/Knoxville/Charleston/Salt Lake City proceeding is a signalthat the FCC will liberalize its TVallocations rules generally to allowfor many more VHF drop -ins where"equivalent protection" can be af-forded.

FM -to -Channel 6 interferenceThe commission has issued a sec-

ond further rulemaking notice pro-posing specific rules to define andgovern the interference caused bysome non-commercial, educationalFM stations to the reception of TV sta-tions operating on Channel 6 in thesame vicinity.

Specifically, in this action the com-mission asked for comments on thefollowing proposals:

limiting the amount of interfer-ence allowed to that which wouldmake reception of Channel 6 impossi-ble over a 0.3 -square -mile area aroundthe FM station's transmitter site; and

retaining the current "demand"system for assigning non-commercial,educational FM stations, and notadopting an assignment table for suchstations at this time.

The effect of the proposed stan-dards, developed through the use of acomputer model, would be to placerestrictions on the power and antennaheight used by educational FM sta-tions within the Grade B contour ofTV Channel 6 stations. These restric-tions would become less burdensomeas the frequency of the FM stationmoves from 88.1 to 91.9MHz-awayfrom the Channel 6 spectrum., :/.74)))1

A technical tour of China in July1983 will be sponsored by BroadcastEngineering. The 14 -day trip willbegin in Peking and cover Shanghaiand Canton before ending in HongKong.

The technical tour will include ma-jor radio and TV facilities as well as anumber of broadcast equipment fac-tories. Meetings with key officials and

an exchange of technical informationand ideas will be conducted in eachcity.

Also, time will be allotted for stopsat such locations as the Great Walland the Imperial Palace.

First broadcastingprogram remembered

On Feb. 14, 1922, 2MT Writtle, awireless station set up and manned bymembers of the development sectionof the Marconi Company at Chelms-ford, England, first went on the air tobegin a regular service of informationand entertainment that has becomethe most far-reaching development ofthe 20th Century-broadcasting.

Following the series of highly suc-cessful experimental broadcasts in1919 and 1920, the post office revokedthe Marconi transmitting license onthe grounds of interference withlegitimate services, despite the loudprotests of the growing numbers ofamateur enthusiasts who listenedavidly for the transmissions. Therefollowed a period of silence while theamateurs, members of wireless clubsthat were to form the Radio Society ofGreat Britain shortly afterwards,gathered their strength. Then, inMarch 1921 at a conference in Lon-don they formally asked the post of-fice to reinstate the license. A furtherwait followed until the license wasrestored in January 1922.

Elsewhere, particularly in theUnited States, broadcasting wasbecoming established and an infantindustry was developing in responseto wide interest. But the post officelicense to Marconi imposed severerestrictions-power limited to 250Wand transmission time to no morethan 30 minutes per week.

The Marconi Company instructedCaptain P.P. Eckersley of the develop-ment section to establish a broad-casting station in a hut at Writtle, nearChelmsford. He did, and planned theprograms that it would transmit. So,on Feb. 14, 1922, between 8 and 8:30p.m. the first of the regular Tuesdayevening programs began. Eckersley,later to become the first chief engineerof the BBC, was the star performer.Broadcasting was born.

The original hut still stands. It is onthe grounds of the Kings Road JuniorSchool at Writtle, Chelmsford, and isused by the boys as a changing room.

A shot in the armOne argument in favor of AM stereo

is that it will revitalize AM broad-casting. Much has been said about theseveral schemes from which themarketplace must choose to achievethe AM stereo broadcasts. The factthat the various techniques of AMstereo were developed is evidence ofthe continuing ingenuity of designengineers.

Yet, there is an inconsistency in thisargument in favor of the new radiotechnology. If we see AM stereobroadcast come about, what will wehear? It is assumed that receivermanufacturers will improve theirdesigns. But will they?

They could easily have incorporatedPLL demodulation by now, aiding inselectivity and making possible reduc-tions of transmitter carrier power,transmission costs and interference.They have not done so. They couldhave produced an automatically

variable bandwidth system, depend-ent on the strength of the receivedsignal. Such a scheme would improvequality of reception; but that has notbeen done. They could have madeother changes to improve fidelity ofthe audio, but instead swamping com-ponents continue to narrow the audioresponse. So without receiver im-provements, there is a point beyondwhich transmitted signal im-provements fail to show better recep-tion.

And for what will these improve-ments be made? Talk shows do notneed any increased audio bandwidth.Communications equipment isgenerally limited to a bandpass of300Hz to 3kHz, because a greaterresponse does not significantly im-prove intelligibility. Little can be saidof increasing fidelity on music for-mats. The majority of the music comesfrom phono discs whose groove

modulations already display an over-abundance of compression andlimiting. By the time a station hastaken part in the modulation war, theresult is an intelligence impressed onthe carrier that lacks dynamic rangeand generally irritates as manylisteners as it pleases. It would seemthat we are awaiting AM stereo so wemay witness (experience) cacophonyin stereo! Somehow that possibilityrings of multiplicity in trivia.

We suggest that if AM needs a shotin the arm, then perhaps other pointsalso need to be considered. Let thereceiver people know that we are fedup with mediocre designs of equip-ment. Let them also know that in-tegrated circuits could easily providesuch improvements as PLL demodula-tion and auto -variable IF bandwidthsat little added expense to the receiverbuyer. Let the recording studios knowthat musical quality is not dependentupon a consistent loudness of thereproduced recorded sound, and thatdynamics in music can be pleasing.And, finally, if the electronics wizardswho design our equipment can showimagination and ingenuity, why can'tthe program producers also displaycreativity? Some talk and some musicis fine, but let's have something elsethat makes spending the time andmoney worthwhile. I :I -4M

engineer, spoke to engineers about alaser audio link he has been workingon. The system, which costs about$10,000, provides two audio -over -video subcarriers. It has several ad-vantages over RF links, according toHetrich. They include: no FCC licenserequirement, no telephone companyproblems, high quality, simple andrapid installation and a secure(private) line. He said the beamwidthof the system at 2000 feet would beabout two feet. On a clear day, he ob-tained a transmission path of 2000feet. At night the distance increased to3500 feet. Fog and snow can be a prob-lem, reducing the path length to as lit-tle as 500 feet.

FM patternsOne particularly interesting session

was centered on the prediction of FM

coverage patterns. Ed Williams, fromCorporation for Public Broadcasting,outlined a computer program that heuses to predict the coverage for TVstations. This computer data -basedprogram will count the number ofpeople (based on current census data)within two contours of a station. Theprogram also takes into account theterrain surrounding the transmitter.Figure 1 shows the result of plottingthe predicted coverage of an FM sta-tion while taking into account the sur-rounding terrain. The computer pro-gram required 11 minutes of CPUtime just to make the calculationsnecessary to plot the map. The com-puter then drives a plotter to actuallyplot the coverage on a standard map.This type of information would beuseful for any station located in moun-tainous terrain and concerned aboutknowing exactly where its signal is be-ing received. The cost for this service,

filiate, is party to both TV break-throughs. The Caption Center atWGBH is best known for its late nightrebroadcast of ABC's World NewsTonight. For nine years, the CaptionCenter has transcribed this newscast'saudio and edited it into open captionsat a comfortable reading speed. Com-mercials are replaced with specialfeatures geared to the target audience,an estimated 14 million hearing -impaired people nationwide.

TeletextThe Caption Center has captioned

thousands of hours in the open -caption format. Now comes teletext,and WGBH is moving fast to capturesome of the new opportunities of thissophisticated system of informationdelivery.

Carole Osterer, director of the Cap-tion Center, said "WGBH is involvedin two experiments with teletext: tele-text captioning through our LosAngeles branch in conjunction withCBS, and a teletext magazine,scheduled to go on air July 15, whichwe are producing ourselves in Boston.The teletext magazine will be the firstin the Northeast."

Tom Keller, senior vice presidentfor science and technology at the Na-tional Association of Broadcasters,had much to do with preparing thestation for teletext during his twodecades at WGBH. As WGBH's direc-tor of engineering, he brought inequipment and ideas that steeredWGBH toward new technologies.

In casting its lot with teletext, theCaption Center is acting on the beliefthat the medium has far greater flex-ibility and long-term potential thanthe current Line 21 closed captioning.The Line 21 system, developed duringthe 1970s with public funds and someconsulting input from WGBH, becameoperational in 1980 and is now almostexclusively under control of the Na-tional Captioning Institute (NCI). TheSears TeleCaption adapter, whichcosts $290, decodes the closed cap-tions prepared by NCI.

"NCI claimed sole right to Line 21technology," Dan Glisson, manager ofthe Caption Center/Los Angeles, said."They treated it as an industrial secretand refused to share technology, ex-pertise or experience. So we had to re-invent the wheel."

WGBH launched its own Line 21captioning last year to provide addi-tional programming for the thousandsof hearing -impaired people whobought the Sears decoder. The Cap-tion Center hopes soon to caption onLine 21 all WGBH programs-such asNOVA and Masterpiece Theatre-forair on PBS.

Line 21 captioning shows currentusefulness, but Glisson is not op-timistic about this system's future."I'm willing to say Line 21 captioningis obsolete," he said. "If NCI is going torestrict it, there's the unintentional ef-fect of furthering teletext. I'd advisepeople to hold off buying a Line 21decoder right now. In a year or so,teletext decoders will be on themarket."

Glisson cited several advantages ofteletext: First and foremost, teletext prom-

ises to become the primary meansfor delivering broadcast digital datainto the home. Captioning and sub-titling, as an integral part of a net-work teletext service, therefore,would be available to the widestpossible audience.

Teletext captioning, with its widerrange of size, color and positioningoptions, provides greater designflexibility.

Teletext captions are transmitted ata much higher data rate, permittingseveral channels of captions andsubtitles to coexist with a rapid ac-cess teletext magazine; Line 21'srudimentary text service must behalted every few seconds whenevercaptions are transmitted. Teletext'shigher data rate will also be impor-tant in the emerging field of realtime captioning, where this timedifference is significant.

ever, boast some technical advan-tages. Its low date rate makes it morereliable in network distribution, cablesystems and fringe broadcast recep-tion areas. Also, its position in the ver-tical blanking interval (the 21st line)allows it to be recorded and playedback on virtually any videotapemachine, including most home VCRs.

Teletext's high data rate presents atechnical challenge to much of thevideo handling equipment now in use.Network and cable systems, as well asbroadcasting equipment, may need tobe upgraded or augmented. Con-sumers may need to providethemselves with superior TV recep-tion And teletext's earlier position inthe vertical blanking interval (current-ly Lines 15 to 18) renders it impossibleto record in encoded form on today'shome VCRs.

WGBH, through the Caption Center/Los Angeles, is testing teletext cap-tioning jointly with CBS on five hoursof shows per week. Current teletextcaptioned shows include Dallas; Mag-num, PI; The Tuesday Night Movie;

Consumer decoders. Sears, Roebuck and Company sells a set -top adapter todecode and generate captions for display on a standard TV receiver. TheTelecaption Adapter has a UHF and VHF tuner, IF and video demodulatorboard, captioning decoder board, an RF modulator with output on Channel 3or 4, and a power supply packaged in a cabinet for use on or near a TVreceiver.

Closed captioning is a processby which the audio portion of aTV program is translated intocaptions (subtitles), which ap-pear on the screen. Hearing -impaired viewers, then, canread what they cannot hear.Closed captions can only beseen on a TV set equipped witha special decoding device.Many viewers without hearingimpairments find ordinary sub-titles (open captions) distract-ing. With closed captions, thesame program can be viewed bygeneral and hearing -impairedaudiences.

NCI was established in 1979 tocaption TV programs. It hascaptioning centers in Washing-ton, DC, and Los Angeles.

The size of captions vary pro-portionately with the size of theTV screen. The captions areeasily visible and do not ob-struct the picture. To ensurelegibility, the area immediatelybehind the captions is blackedout.

Usually, captions are centeredat the bottom of the screen.They may, however, be placedin other locations to identify thespeaker or to avoid blocking theon -screen action.In operation, NCI caption edi-tors arrange the program dia-logue into captions, which arerecorded on a magnetic disc.The disc is sent to the TV broad-caster, where the caption datais inserted into Line 21 of the TVpicture. The broadcaster trans-mits the caption data alongwith the regular picture andsound portions of the program.Because the captions are in theform of an electronic code,they are not visible to viewerswith ordinary sets. However,when a set equipped with aspecial decoding unit is used,the caption codes on Line 21appear on the screen as sub-titles.

Sears, Roebuck and Company,under the product name Tele-Caption, sells two types of de-

coding units: a captioningadapter that can be attachedto any ordinary TV set and a19 -inch portable color set withbuilt-in decoding circuitry,called a captioning TV receiver.

NCI began closed captioningTV programs in March 1980.

The American BroadcastingCompanies (ABC), the NationalBroadcasting Company (NBC),and the Public BroadcastingService (PBS) provide closed -captioned programs. To date,CBS has declined to participatein the closed -captioning serviceon the grounds that it is experi-menting with a teletext systemthat could provide captionedprograms.

More than 150 major advertisersnow have their commercialsclosed -captioned.

Currently, more than 35 pro-grams each week are closed -captioned.

"Live" programs also can becaptioned. In January 1981, NCIbegan to caption "live" pro-grams that had a script, such asall of President Reagan'sspeeches. NCI also now cap-tions one of the three nightlybroadcasts of ABC World NewsTonight. By mid -1982, NCI ex-pects to have perfected thetechnology to caption all newsbroadcasts, as they occur.

There are 16 million Americanswith significant hearing losses,of which about 2 million are pro-foundly deaf. These hearing -im-paired people want access tothe world of communicationsand entertainment that tele-vision provides. Even though.they may not be able to hearsome or all of the soundtrack,hearing -impaired people watchapproximately as much tele-vision as the general popula-tion.

NCI announced in Februarythat Canada's two major TV net-works signed contracts withNCI to begin closed captioningof Canadian programs. Imple-mentation of this service inCanada will significantly in-crease the amount of closed -captioned programming pres-ently available to Canadianhearing -impaired people. Don Nixon, companypresident, said, "The dictionary is ac-tually a table of algorithmic expres-sions for translating stenographicrepresentations into English. Thereason algorithms are used is becausecertain English words can berepresented by the stenographer inmany different ways. Banner, for in-stance, can be represented three ways,each using two key strokes-as ban nr,ban er or ban ner. The word duplicatecan be represented 65 different ways,and it gets even more complicatedwhen you add four possible endings."

The English translation is displayedon a CRT pre-programmed withteletext instructions-such as colors,font size and specific rows to be used.The captions then proceed throughthe teletext encoding equipment,resulting in a TV signal carryingaudio, video and real time captions.

"NCI did the first network real timecaptioning of the Academy Awards inMarch," Blatt said, "but much of thatshow was scripted and the captionsprepared beforehand. We expect byfall that the Caption Center with CBSwill do real time captioning of a break-ing news event, perhaps an upcomingjourney of the space shuttle."

After the real time captioningsystem is in place, Blatt foresees thepossibility of using computers toassist every step of the captioningprocess.

Real time captioning is beingphased into the ABC news. By July 1,NCI expected to be taking the6:30p.m. feed of that newscast andpreparing verbatim closed captionsfor broadcast at 7p.m. over Line 21 ofABC's network video feed, under con-tract with the Department of Educa-tion. The goal is genuine real time cap -

tioning within a year. The plan is forthe PBS rebroadcast to become adecoded version of NCI's verbatimreal time captions. Commercials willprobably still be replaced with sixminutes of original features and news.The open -captioned program isplanned for phase -out in 1983.

"Even as we develop the nextgeneration, which is real time caption-ing, we're keeping track of thepossibilities for the generation afterthat, which is voice recognition bycomputer," Blatt said.

But that immense engineeringbreakthrough, predicted 20 years agoto be 20 years in the future, still seemstoday to be two decades away.

Captioning, whether real time or de-layed, is one use of teletext. The sec-ond major story at the Caption Centertoday is a teletext magazine, one of on-ly a handful being tested in the coun-try.

This month, WGBH will begin trans-mitting a 70 -page teletext magazineover Channel 2 in Boston. Fifty pagesare being devoted to news, weatherand community -access information.Sports fill 20 pages. In September, theCaption Center will add another 30

pages of educational material. KarlRenwanz, the station's director ofengineering, is responsible for over-seeing the technical production of themagazine. "The Los Angeles projecttaught us a lot," he said. "That was thekey to getting us on track so quickly."

It was on Feb. 9 that WGBH and theFrench company, Antiope andTelematics Corporation, announcedthe 1 -year joint venture. Antiope fur-nished one keyboard at the head -end,an editing system and floppy discs,multiplexer, diffuser, monitor and 20receivers with decoders.

"The receivers will be placed so wecan test what kind of antenna systemworks best and what else affects thereception of teletext," Renwanz said.

Shelley Isaacson, teletext projectmanager, described the reasons thatthe Caption Center is producing theteletext magazine. "Our objectives inthis demonstration will be to furtherevaluate teletext's potential, to en-courage local and national interest, toassess community reaction, and todevelop a long-term strategy forWGBH in providing this service," shesaid.

For thisreason, our survey looks at some established and recentlyintroduced TV video monitors of interest to broadcasters.Color and monochrome composite video models, as well

as RGB units, are included.

A good portion of Part 73 of the FCCRules and Regulations deals withspecific technical signal limits withinwhich TV stations must operate.Those limits have been determined inpart to assure a viewable picture onthe properly operating home TVreceiver. The TV test equipmentsurvey (BE May 1982) looked at wave-form monitor and vectorscope unitsneeded for waveform quality evalua-tion to remain within those FCClimitations. However, only to the mosteducated eye does a waveform displaytell the whole story. Video monitorsfind wide use in the broadcast facilityto observe the overall picture quality.In short, it's hard to see a picturewithout a picture monitor.

In today's communications almosteverything is in color. Uses are foundfor some program inserts unavailablein color, special purpose materials inmonochrome for impact, and old mo-tion pictures. But the major portion ofprogramming is in living color. Formonitoring these programming ef-forts, a monitor with P22 phosphormaterials in the CRT finds varied usesin stations. Budgets may restrict thenumber of color monitors an operatoruses, however, and in those instancesmonochrome monitors continue toalert engineering and production staf-fers of picture quality conditions.

There was a time when even theCRT in the camera operator's view-finder used P22 materials. The addi-tional setup time to maintain suchsystems was a deterrent, resulting ina reversion to monochrome view-finders with special switching cir-cuits. Such switching allows in-dividual R, G and B signal observa-tion. Often, special test combinationsare also provided for the black -and -

white viewfinder unit.In the control room, black -and -

white monitors have retained an im-portant position. Individual camerachain monitoring, for engineering anddirectorial positions and previewingrequirements, may often be served bythe less expensive monochromemodels. Final program line monitorsand special purpose equipment, suchas graphics systems, backgroundgenerators or character generators,are better served by color models.Editing suites also need to have colorcapabilities, although some users re-quire only monochrome units.

Picture size is of importance to bet-ter get the picture, to see imperfec-tions and to track down pre-RFmodulation interferences. Resolutionis also of vital consideration, par-ticularly to determine such qualitiesas camera focus and picture detail.Resolution also plays a large partthe many graphic arts imaging sys-tems now available. Fortunately,most of the critical evaluationmonitors have provisions allowingthem to be multipurpose, with A andB inputs and occasionally RGB inputs.Routing switching also allows greateruse of the more expensive systems.Practical needs, then, tend to dictatethe monitors used.

In mid -April video monitormanufacturers were contacted to sub-mit short descriptions of their moreimportant models. Limitations wereplaced on materials to include at mostthree color models and onemonochrome unit from eachmanufacturer. This survey is basedupon materials received from themanufacturers and does not attemptto provide a general roundup of allmodels available.

There is an air of excitement that pervades the studios of KABC in Los Angeles. II starts with the lively infec-tiousness of Ken Minyard and Bob Arthur during their 5-9 a.m. show. The constant procession of nationally recognizedcelebrities visiting with veteran radio journalist Michael Jackson arouses the staff's cu osity. And Dr. Toni Grant, theperceptive radio psychologist, brings another dimersion to the studios as she discusses personal problems via call-ins. In the late afternoon, the focus changes to sports: 3ud Furillo's Sportstalk s followed by Dodger baseball or, in theoff-season, the Carole Hemingway show. Afterwards, Ira Fistell, the dean of -adio conversationalists, commences a3 -hour stint rangirg from trivia to the mundane. Then it's time for Ray Briem, whose micnight-to-5 a.m. program roundsout a 24 -hour span of humor, insight and action.

To the listeners KABC is a multifaceted magazine of entertainment, sports, disci.ssiorn and news. To the staff, it is apulsating entity that absorbs their thoughts and draws them into each program.

Behind the scenes, the author, a 21 -year KABC veteran, and Rex Newcombe, assistant chief engineer, are responsi-ble for maintaining the station at peak operating efficiency. The author recounts here some of the moves that havemade KABC one of the nation's leading staticns.

We believe that KABC is one of themost successful radio stations in theUnited States. We are not bragging.We are proud of that fact, but it wasn'talways that way.

In 1960, we were floundering with arock format. The ratings were low andsomething had to be done. ABC decid-ed to send the then vice president andgeneral manager of WABC, NewYork. Ben Hoberman, to Los Angelesto try out a new format. Hobermandecided to go talk radio 24 hours aday. At that time we were playingelectrical transcriptions on 16-i -ichturntables. We installed cartridgemachines and a hybrid telephanesystem and away we went.

The original talk show hosts werepolitically oriented, both conservativeand liberal. They would argue withthe listeners and sometimes some ofour more radical hosts, such as JoePine, would tell them they were stupidand then hang up. On Saturdays, for achange of pace, we would havecomedian -type hosts, Dick Whit-tington and others, who would make ajoke of everythi ag, make funny longdistance calls and anything else thatwould entertain listeners.

This was followed by a generalbenign ear where we had talk showhosts (such as Superfan) whorepresented the fans at baseball

games, etc. He did not sit in the pressbox with other reporters. Instead, hesat in the stands with the fans, andrepresented them. We had anothertalk show host, Bill Balance. whospoke to the ladies about their mar-riages and love life.

We then followed with the presentformat, which is informative andeducational. A listener who was tunedto KABC continuously could receive awell-rounded, broad education aboutworld affairs, sex and sports. For ex-ample, talk host Michael Jackson hashad as in -studio guests hundreds ofstars of motion pictures, sports andpolitics. A listener to his show alonewould receive a broad education andalso be entertained. Jackson is fol-lowed by Dr. Toni Grant, a psycholo-gist, who attempts to solve thelistener's personal problems in thetime allowed.

The Ken and Bob Show is the morn-ing drive program that is aired from 5to 9a.m. daily. They believe that be-cause most of the news is bad, theyshould spoon-feed the listener hardnews in between features such as LustNews and report way-out news items.

We also have 5kHz equalized broad-cast circuits from various talent'shomes so that they may feed theirreports, live and in good quality. Theyreport the financial news, commen-

tary on p ngs, andlifestyle. For promotional stunts, wehave broadcast live from the RoseParade and other major events, locallyand from around the globe.

There is generally a humorous gim-mick in each place. For example, atthe Rose Parade, staff members wereset up beyond the parade route. AtHarmony, CA, the town was one blocklong. At the miasion at San JuanCapistrano, where everyonepublicizes the swallows returning,KABC was there when the swallowswere leaving. When they wert to Lon-don to throw a shower party for LadyDiana, she didn't attend. The latestescapade is broadcasting from Dublin,Ireland, during the St. Patrick's Dayweek.

We have many more talented talkshow hosts, too numerous to mentionat this writing. la fact, at times wehave famous people as guest talkhosts. The listener gets a new insightinto the thoughts. views end articula-tions of their favorite stars. We recent-ly had Governor Brown of California,as guest host, and people who wouldnot normally have had an opportunityto talk to him could do so on the air.

Also, in 1974. KABC agreed tobroadcast the Dodgers baseballgames. This, in connection with theother popular programming, made

KABC the number one station in thearea. In 1979, George Green becamethe vice president and generalmanager of KABC, taking the reignsfrom Ben Hoberman and we havebeen going full speed ahead sincethen.

Past, present and futureOur present broadcasting site in Los

Angeles en LaCienega Boulevard wasthe original transmitter location ofKECA (Earl C. Anthony). When ABCpurchased the station, the call letterswere changed to KABC. The studiosat that time were the old audience par-ticipation studios at Vine Street inHollywoed.

In 1960, the decision was made tomove the operation to the transmittingsite at LaCienega. This was a crowdedsituation, because the ABC Radio Net-work, KABC studios and the KABCtransmitter were all located in onesmall area. What was then KABC-FMwas being simulcast with KABC, andthe FM s:atior had no studios.

In 196', KABC expanded to new,larger quarters at the north end of theexisting building and installed acustom Gates system. We had net-work studios, control rooms andnewsroom, KABC studios, recordingroom, control rooms and newsroom.At that time, it was decided to stop

simulcasting the FM station, whosecall letters had been changec toKLOS. We installed a Schafer automa-tion system and played the love for-mat. At that time, we were feeding 22newscasts a day to the ABC RadioNetwork, as we were the westerndistribution and feed point.

We later added offices for KLOS atthe south end of the building, therebymaking the total 7adio building area22,000 square fed. (I would like tomention that the preceding changes,as well as the Following designs andinstallations of equipment, wentsmoothly with the expertise of RexNewcombe, assistant chief engineerfor KABC and KLOS.)

Program/facility expansionIn addition tc sending an engineer

to all Dodger games and broadcastingthem via satellite and simulcastinglive and taped satellite stereo showson our FM station, we have expandedinto a new area. The Radio Enter-prises division of ABC began to broad-cast a TALKRADIO syndicated showvia satellite to those stations wishingto purchase the service.

To accommodate this syndicatedprogramming, we have added 2500square feet of Audios increasing thetotal plant area to 24,500 square feet.The new addition includes a 30 -footstudio, a 20 --root studio, controlrooms, screeners' and annourcers'booths, a central control and a greenroom for guests. One area is used forTALKRADIO syndication, and theother area is used for KABC. We nowplan to rebuild the existing broad-casting areas.

We made the decision to go withPacific Recorders equipment becausetheir president, Jack Williams,impressed us as being an exceptional-ly bright engineer with the abiLty tosolve most problems in a straightfor-ward, logical manner. He was willingto work with us in building custombroadcasting tables and in otherspecialized work. His consoles incor-porate the latest state-of-the-art cir-cuitry, and he willingly consideredour special requirements such as theuse of mix -minus buses needed for ourmany satellite talk shows. We aTe us-ing the Pacific BMX -26 Series II con-soles, Technics MKII turntables, MCIreel-to-reel tape recorders, Eventidesolid-state delay units, Crown poweramplifiers, JBL audio monitors andTomcat cartridge machines. Thegoodies include digital timers,Electro-Voice RE -20 microphones andcustom intercoms.

The on -the -air telephone system is acustom 4 -wire hybrid system. It has40 -line capability: 20 for KABC and 20for TALKRADIO syndication. TheKABC lines include Los Angelesnumbers with Orange County. San

In deciding to become all -talkwith open lines and call -ins, KABCnot only revolutionized its originalformat, but also created a newconcept: live satellite broad-cast wng.

Mike Hauptman, president, ABCRadio Enterprises, appointed Den-nis Feely to be director of RadioEngineering Operations for the na-tionwide TALKRADIO, with officesin New York. In preparation, ArtSterman, Rex Newcombe and theKABC engineers were ready forthat challenge in Los Angeles. TheNew York -based ABC group washeaded by John Hidle, vice presi-dent of Radio Engineering Opera-tions; John Gable, director ofaudio design; John Studwell,director of construction and plantservices; and Studwell's assis-tant, Bill Murphy.

The decision to take the TALK -RADIO format national was anoutgrowth of KABC's local suc-cess. However, the concept to golive with such a wide variety ofprograms seemed impossible. Amyrad of questions were raisedfor the programmers and tech-nicians. How would they handlecalls from the East Coast? Whatabout the time differentials? Whatabout signal delays? Would therebe feedback?

Technically it seemed overlycomplex, but Radio Enterprisesand KABC were capable of han-dlirug the problems because thelong-range operational plan andcapital budget had foreseen thestation's growth. Sterman wasready for live national program-ming as KABC's projections in-cluded the construction of twonew studios, control rooms, andthe purchase of the latest state-of-the-art equipment. With thebudget allocation approved, Ster-man and his team embarked on aconstruction program that wouldbring the KABC creative talents in-to radios across the country.

Thus, the satellite radio net-work was born.

In conjunction with Wold Com-munications, KABC originatesand uplinks programs from itsnew studios to a Weststar IIItransponder, and then downlinksthem to target markets. The twofull-time 15kHz single carrierchannels are being implementedimmediately, and a third held inreserve for future use.

WMCA's new talk studio is an ex-ample of the use of standardtechnology to simplify operation of anall -talk station. Through careful plan-ning and substantial consultation be-tween talent and engineers, WMCA'stalk -show hosts control almost allaspects of their programs with simple,1 -button operations. The electronicstake care of maintaining levels, cy-cling through spot breaks, compen-sating for voice-overs and properlyrouting telephone and talkbacksignals.

WMCA has long been the promi-nent AM talk station in New York Ci-ty. As with many major market sta-tions, WMCA's labor contractsprevented the station's air talent fromdirectly operating studio equipment.Last year, the station and the unionsnegotiated new agreements, allowingWMCA to "go combo," reducing theuse of operating engineers. This leftthe station with a crew ofhost/operators, many of whom hadnot, in recent memory, set their handson a control board, much less tried torun one while attentively interviewingguests and handling phone calls on astation in the nation's number onemarket.

John Shadle, then chief engineer atWMCA, was particularly concernedthat the hosts would not pay attentionto levels, a concern well -understoodby all broadcast engineers. To Shadle,the answer to the level problem wasstraightforward: if the talent will notset levels, then don't give them levelsto set. He proposed custom designinga totally potless console, with all levelscontrolled by a bank of individualcompressors and noise gates, withparameters set to optimize perform-ance for the particular sources being

controlled. Besides automatically set-ting levels, Shadle's custom consolewould use special logic circuits toreduce manual switching operationsto an absolute minimum.

WMCA makes the most of limited space.Its all -talk custom console automatical-ly controls levels, leaving the operatorfree to run his show. Switching is inter-connected to reduce most operations toa single button.

Custom modificationShadle worked with engineers at

Logitek to convert his block diagramsinto a functional custom console.Logitek modified its Custom AudioSeries console design to accom-modate additional inputs and to incor-porate potless operation and specialswitching circuits. On Shadie's recom-mendation, Logitek used dbx Model903 compressors and Model 904 noisegates to control audio levels. Logitekthen added mic preamp cards to thedbx rack cabinets to allow direct con-nection of studio mics to the com-pressor system. The console was builtwith appropriate input and output im-pedances and levels to interfacedirectly with corresponding sectionsof the dbx equipment.

Two banks of support equipment con-tain dbx compressors and noise gates tocontrol the levels of audio sources. Thecontrol rack, located in WMCA'sengineering room, also houses thestudio's monitor amplifiers.

ITC 3D cart players and two Telemix*telephone interface units to round outthe studio, which is currently on theair 14 hours daily.

The talk -show hosts operate a con-sole consisting primarily of a bank ofHall -effect lighted push -buttons forswitching audio sources. All sourcesexcept mics can also be fed to a cuesystem, using similar push -buttons.Other controls are limited to a12 -push-button remote selector;speaker selector and volume; head-phone selector and volume; cuevolume; intercom talk push -buttons;and local/on-air push -buttons. A realtime clock and a switch -interfaced up -timer are also mounted on the con-sole. And, as a last minute concessionto operator peace of mind, a singleprogram VU meter is included.

Each of four studio mics are fedthrough individual noise gates andcompressors before going to the audioswitching circuitry in the console.Similarly, a telephone output feedfrom the Telemix units has its owndedicated noise gate and compressor.All nine cart outputs are run in -

dividually to the audio switching cir-cuitry, then bused to a single com-pressor. Only one compressor is usedhere, rather than using nine separateunits because it is assumed that allcarts will be recorded at similar levels.Likewise, auxiliary inputs along withthe output of the remote selector arebused after the switching circuitryand share one compressor. The com-pressor outputs feed four separatesubmaster buffers (for mics, phones,carts and auxiliary inputs), which arethen mixed and fed to the master pro-gram amplifier.

The console's switching logic is de-signed to allow 1 -button control ofmultiple audio sources. Turning offthe host's mic or turning on any cartor auxiliary input generates a logicsignal that turns off all four mics. Thisprovides a 1 -button transition to acommercial break or to a remote.Each cart -on push-button on the con-sole starts its associated cart machine,and the cart machine's primary andsecondary cue signals turn the audiochannel off after the spot. If the host'smic is turned on after a cart has beenstarted, the presence of audio from thehost's mic drops the cart level by ap-proximately 12dB to allow the host todo a voice-over or donut spotautomatically.

A custom -designed intercom systemlinks the host, producer and news -person. A small control box in the ad-joining producer's booth lets the pro-ducer speak to either the host or thenewsperson through one ear of thehost's or newsperson's headphones.Then, both can talk back to the pro-ducer through their studiomicrophones without putting theirmics on the air. Appropriate muting isprovided to prevent unwanted inter-com signals from invading a livestudio.

Further modificationsSince installing the console, several

features have been added by WMCA'scurrent chief engineer. He has pulledout a mix -minus feed for the Telemixunits and installed a special talk -backfeature for off -air telephone discus-sions. When the host puts thetelephone feed in cue, the cue bus isfed to one ear of the host's head-phones, and the host's mic is fed downthe telephone line, allowing the hostto talk to phone callers off-mic duringbreaks. WMCA has also mounted theTelemixes into the console to makeoperation of the system even morestraightforward.

WMCA's custom equiqment waskept as simple as possible. The logicuses standard CMOS circuits, ratherthan a microprocessor or program-mable array, to eliminate the need tore -program a PROM for each changein the switching system. All corn-

ponents in the system are standarddistributor parts and bear originalmanufacturers' part numbers, thusavoiding expensive custom com-ponents.

WMCA's combination of automaticlevel controls plus customized logichelps achieve error -free operation. Byrelieving the host of most operatingdetails, WMCA has survived thechange to combo operation withouthurting technical quality of program-ming content. Its particular system isdesigned for the demands of talkradio, but the equipment could be op-

timized to achieve similar results withany format.

From a philosophical point of view,the best equipment in the world is on-ly as good as the performance of theoperators who run it. Thus, the lessthe operators have to do, the better thestation can sound. NPR/SOSSAn item of special interest to the

public radio engineer is that of NPR'sSOSS (Satellite Operating SupportSystem). The system provides manyunique control and operating featuresrequired at public radio stations.Because the total system is not yet ful-ly implemented, engineers werenaturally curious about the status ofthe system. The first phase of thesystem was implemented on June 1.This allows printed (OACS) mes-sages to be transmitted to stationsat a much faster rate than had beenpreviously possible. The heart of thesystem is a small computer that con-trols a data stream from Washington,DC. The data is routed to the correctarea for control-DACS, software loador tape control. The system allows sta-tions to program control panels torecord particular programs from theNPR satellite system automatically.The control system automaticallyswitches demodulators to the correctsatellite channels, switches the audiocontrol panel to mono or stereodepending upon the program beingtransmitted, and starts the recorder inthe record mode. The system can startcartridges for automatic inserts, up-date clock systems, and perform other

functions as well. The full system isscheduled for implementation thismonth.

FM/SCAAn area of concern for many public

radio stations is the seeming incom-patibility of stereo FM and SCA. JohnKean, engineer, NPR/Washington, di-rected one session to the prob-lems encountered by adding SCA toare problems, and Kean tried to showengineers where the problems mightlie and what might be done aboutthem.

He pointed out that the tuning of thetransmitter is always important. Hesuggested that tuning for minimumAM noise might produce the bestresults and minimum SCA crosstalk.For example, if a transmitter has abandwidth of more than 2MHz, thenthere will be no substantial problemwith adding SCA. If, however, thebandwidth of the transmission systemis less than 0.5MHz, serious SCAproblems can result. Kean pointed outthat narrow bandwidths will also in-crease distortion and reduce separa-tion. He warned that old antennasystems, especially multiple bay in-stallations, can be particularly bad forSCA performance. One good way tomeasure the performance of the totalsystem is to use a spectrum analyzercoupled to the output of the VSWRbridge (without the detector). You canthen check return loss and not have toworry about other stations' signalshiding some of your system's prob-lems.

Multipath can also cause poorcrosstalk performance. One graphdisplayed showed the different levelsof crosstalk vs. the time delay betweentwo signals. Kean pointed out thattime delays resulting from paths ofone-half and one mile were typicallythe ones that cause most of the prob-lem.

Remote programsA panel of engineers familiar with

RPU and STL systems was assembledto discuss the various methods ofbroadcasting remote programs. Manyof the users were using dbx noisereduction to extend the performanceand range of their equipment. Oneengineer said he thought that a majormanufacturer of remote pickup equip-ment had a serious flaw in that thereceiver required a quiet environ-ment, otherwise, excessive IM prob-lems developed. He outlined the typeof problems he had encountered in at-tempting to use this receiver in a loca-tion with multiple transmitter sites.He also noted that a weak RF signal

compounded problems if the dbxnoise reduction was used. However,when adequate receive signal wasavailable, the noise reduction systemperformed well. Typical ranges withthis type of equipment were five to 30miles with 58-60dB signal-to-noiseratios.

Engineers were encouraged todevelop and participate in local fre-quency coordinating committees.Steve Lynn from the FCC said, "I don'tfrequency coordinate; you do." Thisposition seemed to be confirmed byengineers from major cities. Mostwere either a part of some frequency

coordinating effort or were at leastfamiliar with it.

One engineer suggested that thosestations with joint TV/radio licensescould use the TV band and a TVremote pickup link to transmit digitaldata back to the radio station. The sta-tion could use a PCM system feedingthe TV link and obtain high qualityaudio at the studio with the digitaltransmission scheme. It was noted bya member of the panel that this prac-tice might be considered illegalbecause radio stations are not permit-ted to use TV frequencies for programtransmission.

ATR repairOne of the most beneficial sessions

conducted at the conference wasdirected to the repair andmaintenance of older tape recorders.The panel was headed by Neal Muncyof Muncy Associates. He used the1 -hour period to present enoughuseful information to fill a magazine.

Although most engineers wouldprefer to simply replace old recorders,Muncy pointed out that even the oldAmpex 350 series and Scully 260-280series recorders can be made to per-form with good results.

Muncy pointed out that there weretwo primary areas of concern withwhen dealing with old tape record-ers-electrical and mechanical. Theelectrical problems can be furtherbroken down into those troublesassociated with vacuum tubes, earlysolid-state devices or bias problems.The mechanical problems are brokendown into four areas-head and tapepath wear, motor and electrome-chanical problems.

Muncy began by requiring aminimum amount of equipment to beavailable to the engineer. He said thatfailure to have the basic pieces of testequipment would condemn the per-formance of the tape recorder to lessthan what could be expected.

In order to make his point, Muncymisaligned and aligned a recorder forthe audience, showing the results onTV screens. He pointed out how therecord heads and playback heads canbe misaligned, how poor reel tensionaffects performance and what stepsmust be taken in a particular sequenceto eliminate the difficulties.

Final notesThe 1982 Public Radio Conference

was a success as usual. Thoseengineers attending the PRC foundthat the sessions were directly ap-plicable to their needs, which is notalways the case at other conventionscatering to commercial radio. Thus,the need for a conference directedtoward the needs of broadcast engi-neers from public radio stations is meteach year by the PRC. It offers the on-ly opportunity for many engineers tomeet with others involved in the samebusiness. It also provides a chance forthe engineers and broadcasters in thepublic radio field to have an input atthe network level and influence thedecisions made there. As funding forpublic radio becomes even morecritical, these types of meetings pro-vide the opportunity for engineers andother broadcast personnel to discussmany of the problems of public radio.

Author's responseThe point of the entire article ap-

pears to have been missed. The articletreated only the use of waveguide and8 -3/16 -inch Dia., 750 line for tall towerUHF straight (vertical) transmissionline systems. Further attention wasbrought to the fact that symmetrical(physical construction) componentsshould only be considered to avoidundesirable moding problems.

Considering the fact that the trans-mission line system under discussioncontained no asymmetrical com-ponents of any type and the frequencyof comparison selected was wellwithin the 8% accuracy commonlyassociated with the formula for deter-mining higher order moding frequen-cies,* I did not feel that my com-parison calculations were abnormallyout of line.

The intent of the article is not to usecoaxial line for vertical UHF transmis-sion line systems, but only as a lastresort. The reason for this is that theonly advantage of coaxial line is itsreduced tower wind load factor. BBC orders LDK 14S camerasPye TVT Ltd., the Broadcast Company of Philips, has

announced the sale of five TV cameras to the BBC. Thefive LDK 14S EFP cameras will be supplied to the BBC'soutside broadcast division, and some will form part of thecamera complement to be shipped to Spain to providecoverage of the World Cup this month.

The BBC's outside broadcast division will now have atotal of 14 LDK 14S cameras as compatible portable com-panions to the 60 Philips LDK 5 triax production cam-eras, which make up the core of the BBC's refitted OBfleet.

The LDK 14S EFP camera, while producing broadcastquality pictures, is one of the lightest portable camerasavailable in its class.

In Spain, the high mobility of the LDK 14S will be usedto provide touch -line shots, interviews and dressing roomshots to bring the immediacy of live sports coverage tothe World Cup production.

Taft TV stations order Harris antennasTwo Taft Broadcasting Company TV stations have

recently ordered satellite antenna systems valued at$961,000 from the broadcast division of Harris Corpora-tion.

WDAF-TV, Kansas City, MO, will install a 9m uplinkantenna system. The station already employs a Harris8.8m receive -only dish.

Station WBRC-TV, Birmingham, AL, will install asimilar 9m uplink dish. WBRC-TV now uses a Harrisreceive -only 9m satellite antenna.

Both stations have also purchased a Harris 9165 earthstation facilities control system, which provides up to 24pre-programmed antenna positions and earth station con-figurations. WDAF-TV plans to use its 9165 to remotelycontrol the station's new uplink antenna. WBRC-TV willuse its Harris 9165 to remotely control its receive -onlyand uplink antennas.

RFM develops SAW technologyDallas -based RF Monolithics (RFM) is on the leading

edge of a new technology that will dramatically improvethe quality and cost of most products using radio frequen-cies. Called surface acoustic wave (SAW), the technologyis already improving the reception of commercial radiosand televisions and may open public access to additional

radio frequencies in the next few years.RFM was formed in 1979 by four members of the Texas

Instruments central research team who wanted todevelop SAW technology for the commercial market. Ac-cording to Lawrence Ragan, RFM president and co-founder, simple SAW devices had been used by themilitary for some time, but the sophisticated manufactur-ing equipment necessary for volume fabrication of ultra-high frequency (UHF) SAW components had never beendeveloped.

RFM landed contracts from the Federal Communica-tions Commission and the Naval Research Laboratory, aswell as a research grant from the National Science Foun-dation to design the components.

RFM is developing SAW components for two broad ap-plications. One is radio frequency selectivity or the abilityto completely isolate a single frequency from neighboringfrequencies. Of the various filtering methods now in usefor frequency selection, each has disadvantages. Somefilters perform well only at low frequencies. Others func-tion throughout the radio spectrum, but are bulky andoften permit distortion from neighboring frequencies.RFM's SAW bandpass filter combines the best of allmethods. It is small, operates over a wide frequencyrange and selects only the desired frequency, preventingsignal overlap.

The other application is frequency control or maintain-ing and manipulating the signal. Again, current methodsare either not stable enough or are only suitable for nar-row sections of the frequency band. The SAW resonatorhas excellent stability throughout the frequency spec-trum.

Last year, RFM was awarded a $1 million contract fromScientific-Atlanta for SAW resonators, the first largevolume application of SAW devices in the cable TV in-dustry. Recently the company introduced a SAW filter forcable TV systems that eliminates interference from adja-cent channels.

Rainbow plans Ku -band satellite systemRainbow Satellite has announced plans to construct,

launch and operate a new Ku -band domestic satellitesystem that will serve business and institutional userswith a wide variety of video and data services. Rainbowfiled its application with the Federal CommunicationsCommission on April 23, 1982, and anticipates launchingits first satellite in the last quarter of 1985.

Rainbow proposes a 3 -satellite system. Two of thesatellites will be in geosynchronous orbit at 85° and 131°West Longitude. The third satellite will be used as aground spare. Rainbow's selection of 85° and 131° is in-tended to take advantage of the many satellite receive an-tannae already positioned to receive C -band traffic fromthe 131° orbital position and to counter rain attenuationproblems that are unique to Ku -band systems.

The Rainbow business satellite ground system reliesheavily on the institutional cable, or "B" cable, that cableTV franchise holders are installing in many cities. TheB -cable ties businesses and institutions into local cableTV systems, thus making business -to -business com-munications possible via the cable system. To date,however, the B -cable has been in limited use. By joiningcable systems via Rainbow satellite, local businesses andinstitutions will be linked with other businesses and in-stitutions across the country. The Rainbow satellite cableinterconnection will provide users with the ability to dovideoconferencing, high speed data exchange and othervideo and data communications and computing func-tions. Users not served by B -cable will have the samecommunications and computing services available tothem through other terrestrial distribution systems.

Superadio's signal is transmitted via15kHz stereo channels by World Com-munications, New York, for uplinkingto Westar III's Transponder I. TheAssociated Press downlink nearestthe local station receives the programand delivers it by landlines to the localstations.

The transmission system, accordingto Dennis Feely, director of technicaloperations, ABC Radio Enterprises,employs a new microprocessor -con-trolled device called a cue commandsystem. This system was designed andbuilt especially for Superadio by Cen-tury Video, Ontario, Canada, underthe direction of Feely. The system isessentially a large computer based atSuperadio transmission originationthat talks to a cue command decoderat each station.

The cue command decoder hasthree primary functions. The first is toprovide a relay closure that allows adirect interface to the remote start of12 individual stereo cartridge ma-chines. Cue commands 1-12 connectto the respective cartridge slots. Thecarts are then automatically down-

Other commands are avail-able that allow the use of warninglights for 10 -second rejoin cues or Topof the Hour commands to synchronizethe station clock system to Superadio.

Second, the cue command decoderprovides a real time program log ofeach song played through the use ofan attached hard copy printer at eachlocal station. Preceding each song is asilent computer command signalingthe cue command decoder to recordthe song title and any other informa-tion that goes along with it onto theprinter.

Third, by use of the same processused to provide a program log, the cuecommand decoder serves as an elec-tronic mail system, allowing writtenmessages to be received by the localstation from Superadio.

The cue command system allows upto 99 different cue commands to be ex-ecuted from Superadio. "These addi-tional commands have not yet beendefined," Feely said, "but the system iscapable of a lot more than I can relateto you now."
