1. Project Background
1. The Government of Pakistan availed Project Preparatory Technical Assistant (PPTA) extended by
Asian Development Bank (ADB) for development of Renewable Energy resources in the country and
feasibility studies of Marala, Chianwali, Deg Outfall, Okara and Pakpattan Hydro Power Projects (HPPs)
were updated by the Consultants M/s ENTEC AG `in 2005, hired by ADB. Accordingly a Loan Project
Agreement was signed between Government of the Punjab and ADB vide No. 2286/87 – PAK for
construction of five (05) HPPs, feasibility studies of additional five (05) HPPs and capacity development.
2. In the year 2003, the HEPO-WAPDA carried out a first Feasibility Study of the Pakpattan Canal, at
RD 112+350, for a 3.2 MW hydropower station which was considered as a potential site for Pakpattan
Hydro Power Project (PHPP) and was reviewed under ADB TA No. 4425-PAK. At tender level design, the
capacity of PHPP has been estimated 2.82 MW.
1.1. Description of the Subproject
3. This Pakpattan Hydro Power project (PHPP) is one of the potential sites is reviewed according to
tender level design by the PPMU, Energy Department, Lahore and a Short Land Acquisition and
Resettlement Plan (LARP) was prepared.
4. The Pakpattan hydropower project with an estimated plant capacity of 2.82 MW is being
constructed as a run off the canal hydropower project at right side of RD 114+000 of Pakpattan canal. The
site is located approximately 10KM upstream from the district town of Pakpattan in Punjab province.
Access to the project area is gained from Pakpattan through a metal road.
5. A total of 59.02 Acres of irrigated farmland has been acquired permanently for the construction of
the power canal including powerhouse, headrace channel, tailrace channel, substation, offices and O&M
staff residences etc. Out of total land, 52.31 acres belongs to private land owners, 4.31 acres Evacuee
Trust Land (Auqaf Land, State Land) and 2.4 acres Irrigation Department (Government of the Punjab
Land). The total numbers of Affected Households (AHs) are twenty eight (28). Out of these AHs, one AH is
lease holder of Auqaf land and 27 are private landowners. The total population of 28 AHs is 141 persons.
The subproject also involves a total of 38 private and 62 Government trees (Forest Department). No
houses, shops and community structures exist in the land being acquired.
6. Although the LARP identified that 113 private and 62 government owned trees standing in the
acquired land and right of way of Pakpattan Canal but before announcing the award of land by the land
acquisition collector, majority of the trees from the private land had been removed and sold by the
respective land owners without consultation with the project and revenue staff. On April 30, 2012, a fresh
survey with forest department was carried out to assess the quantity of trees and its compensation as per
entitlement. This survey proves that there are only 38 trees in the entire private lands and its
compensation amounting to Rs. 55,531/- has been paid to the entitled APs. Most of trees will be saved
from cutting down.
7. The 62 government trees in the Right of Way (ROW) of Pakpattan Canal and government land
(Irrigation Department) are still alive and most of them will be saved from cutting down.
1.2. Scope of Work
8. The scope of civil works activities start from the fall structure at RD 112+350 to the fall at RD
124+950 of the Pakpattan canal. The PHPP consists of combination of two falls to utilize the head for
energy output. A power canal in by pass arrangement from RD 113+000 to 115+250at right side of
Pakpattan canal and the power house will be constructed in power canal. It includes intake section, gated
spillway, power house, and tail race section etc. The bed level and the embankment of power canal

upstream of power house will be raised according to remodel cross sections up to RD 112+350. The
power canal downstream of the power house will be excavated up to RD 124+950.
9. The proposed 2.82 MW PHPP comprises the construction of the following components:
A power canal in by pass arrangement will be constructed in from RD 113+000 to RD 115+250 at right side of Pakpattan canal.
Power House in the bed of power canal at right side of the Pakpattan Canal.
Raising of existing Pakpattan canal embankments from upstream of power house to RD112+350 according to remodeled cross sections. Similarly excavation of Pakpattan canal from downstream of powerhouse to RD 124+950 according to remodeled cross sections.
Construction of new District Road Bridges adjacent to the existing fall structures and village Road Bridges at RD 112+350 and RD 124+950of Pakpattan canal.
Gated Spillway structure with Service Bridge.
Construction of protection works for sub project area including station.
Power house buildings and ancillary structures including Machine Hall , Control Building, Intake and outlet bays with cut-offs, and retaining walls.
Paving of 0.55 KM (approx) long and 405m wide access road with double surface treatment.
Construction of Offices and O&M staff Colony.
About 14 km long 11 KV transmission line (TL) to Grid Station in the ROW of Pakpattan Canal and road.
2. Objectives of the Internal Monitoring
10. The resettlement Internal Monitoring refers to the Project Inputs, Compensations paid to the
Affectees according to their entitlements and the procedures adopted for Land Acquisition and payments
of lost assets. The monitoring is an integral part during the implementation of LARP and facilitates in
assessing the implementation progress and decision making. The overall objective of the study is to
conduct Internal Monitoring of the implementation of Short LARP and ascertain the efficiency of land
acquisition process and adequacy in compensation assessed before acquiring the land and assets,
timeliness of compensation disbursement, and efficiency of consultation and grievance redress
mechanisms under ADB’ safeguards requirements.
11. In order to achieve the objectives, the following aspects have been considered:
Monitoring the implementation status of resettlement activities including eligibility, entitlements, award of compensation, adequacy of budget and timeliness;
Monitoring of community complaints/ grievance redress methods/ system of the project;
Conduct consultations with the Affected Persons (APs), community and other stakeholders.
2.1. LARP Implementation & Monitoring Status
12. To meet the ADB safeguard requirements, a Short Land Acquisition and Resettlement Plan
(LARP) was prepared by the Punjab Power Management Unit (PPMU), Energy Department, Lahore. After
review, the ADB approved this LARP on 17 October, 2011 for its implementation.
13. To confirm and validate the LARP implementation status, 1st Internal Monitoring Report was sent
to ADB in May 2012 and the 2nd monitoring report titled “Due Diligence Report” was sent to ADB on
September 04, 2012, which cover the LARP implementation period from November 2011 to September 04,
2012. This final Internal Monitoring Report has been prepared which contain that all the 28 AHs have been

fully paid for all the impacts as detailed in approved LARP.
3. Monitoring Process and Implementation Status
14. Involuntary resettlement is an integral part of the PHPP for which a Short LARP has been
prepared with appropriate time-bound actions and budgets. A total of 96.29 million rupees was estimated
as the total budget of the LARP that include payment for Land (Rs.77.47 million), compensation for crops
(Rs.4.08 million), compensation for trees (Rs.0.39million) and severity of impact allowance
(Rs.3.87million). The amount for land acquisition was transferred to Land Acquisition Collector (LAC),
Pakpattan in June 2011 by PPMU while remaining compensations other than land has been paid directly
to the APs by PPMU.
15. The LAC announced award on October 12, 2011 that was followed by payment to the APs. The
land payments were processed through payment vouchers for APs accounts by the LAC. The payment
process for land was completed by mid-November 2011. The land disbursements/compensations to the
APs are given at Annex-A.
16. The internal monitoring for Land Acquisition process, payments / compensations for land and other
assets were continued during October 2011 to June 2012 and April 2013. The findings of monitoring visits
are as under;
The Deputy Director (R&E) fully involved in the inquiry under 5-A and 9 (1) and 10 of land Acquisition Act, 1894 (LAA 1894).
Involved and facilitated the AWARD under section 11 of LAA 1894.
Supervised the whole payment / compensation process
Conduct consultation meetings with the APs at project site and assessed their satisfaction level on the payment process.
The urdu version of disclosure of LARP was delivered to each AP (total 28) on March 24, 2012.
Four of the total 28 AP had taken loan from Zarai-Taraqi-yati Bank (Agriculture Development Bank) and National Bank. The agriculture loans are provided through pledging land to the bank. The land acquisition process cannot be completed without payment of loan amount by the land owner. The LAC in consultation with the APs deducted the loan amount from land compensation amount and deposited that money to the respective loanee bank. The banks after payment of loan released land ownership documents in favour of PPMU.
Two land owners died during the process. The LAC registered inheritance decree and divided the compensation amount to the inherited shareholders.
The compensations on replacement cost for the land (Rs.72.554 million) have been paid to all the 27 AHs in November 2011. The average market rate per acre in the area was Rs. 9, 000, 000/-, while in the annual valuation table, it was Rs. 9, 72, 000/- per acre. The assessment of land made by District Price Assessment Committee was Rs. 1, 200, 000/- per acre (Annex-B). The PPMU after considering all these factors including ADB’s Replacement Cost, paid Rs. 1, 380, 000/- per acre for the land taken for the project. The final price exceeded the market rate and updated price as notified in the valuation table. It can be safely concluded that the land compensation given to the AHs, meets the requirement of replacement cost of ADB.
The crop compensations along with severity impact allowances have been paid to all the 27 AHs (Private Land Owners on June 15, 2012) while a lease holder of ETPB land was paid on April 8, 2013. The actual size of the ETPB land required for the project was 4.31 acre and the

lease holder of ETPB land has been fully compensated for this land and an amount of Rs. 373, 786/- has been paid to the AP in terms of crop compensation. He has not only been provided full compensation but also salvaged the crops; and economic benefit over and above the compensation at replacement cost. The detail of private land owner and ETPB lease holder compensations is attached at Annex-C&D.

4. Conclusions
It concludes that on the whole, the LARP of Pakpattan HPP has been fully implemented satisfactorily and the project site is cleared for the construction activities.
Of the total AHs (28), all AHs including lease holder have been fully compensated for their lost assets and there remain no outstanding claim or any issue relating to the compensation.
A Certificate may be issued in terms of fully implementation of LARP and clearance for construction activities.
