Dufferin Wind Power Project Natural Heritage Assessment Records Review Report May 2012 Dillon Consulting Limited Page 4 Dufferin Wind Power Inc. 3. PROJECT LOCATION The proposed wind farm facility will be located entirely within the Township of Melancthon in Dufferin County, approximately 14 km north of the Town of Shelburne. All wind turbines will be situated entirely on privately owned land and the majority of this land is currently under agricultural production, used as pastureland or is not being used. Other project components will be located on private land, Countyowned land and within municipal road rightofways. Please see Figure 1 for the general location of the Project location. “Project location” is defined in Ontario Regulation 359/09 to be “a part of land and all or part of any building or structure in, on or over which a person is engaging in or proposes to engage in the project”. For GIS mapping purposes, the project location has been divided into 4 extents; Extent A is the buildable area where turbines are proposed to be located, Extents BD are the proposed areas for the power lines. Please see Figure 2ad for the Project Location. The wind farm is bound by the following roads: The MelancthonOsprey Townline to the north; The MelancthonMulmur Townline to the east; Sideroad 15 in Melancthon to the south; and 5 th Line/6 th Line Northeast/Sideroad 240/County Road 2 to the west. There are currently two options to connect the project to the provincial grid. Only one option would be constructed. A description of each power option is presented below: OPTION 1: A dual 69 kV power line that would connect the project substation to a point of interconnection 35.6 km south in the Town of Mono, crossing the Townships of Melancthon, Mulmur and Amaranth. With the exception of 3 locations along the 69 kV power line where poles will need to be installed by the Proponent, most of this line infrastructure already exists, and as such, is not discussed as part of the Natural Heritiage Assessment, (Figure 2c). OPTION 2: The second transmission option is a 230 kV power line that would connect the project substation to the existing Orangeville Transformer Station (TS). The 230 kV power line would cross the Townships of Melancthon and Amaranth and the Town of Shelburne and connect into a switching station adjacent to the Orangeville TS within the Township of Amaranth. At this time, the location of a portion of the 230 kV line extending from the southwest area of the project location on Figure 2a to approximately Highway 10 (Figure 2b) is undetermined, however this portion of the 230 kV line will be constructed through the “230 kV Private Easement Study Area”. A preconstruction commitment to assess features within this area is outlined in the Site Investigation, Evaluation of Significance. The features identified will

The proposed wind farm facility will be located entirely within the Township of Melancthon in Dufferin

County, approximately 14 km north of the Town of Shelburne. All wind turbines will be situated entirely

on privately owned land and the majority of this land is currently under agricultural production, used as

pastureland or  is not being used. Other project  components will be  located on private  land, County‐

owned land and within municipal road right‐of‐ways. Please see Figure 1 for the general location of the

Project location. “Project location” is defined in Ontario Regulation 359/09 to be “a part of land and all

or part of any building or structure in, on or over which a person is engaging in or proposes to engage in

the project”.  For GIS mapping purposes, the project location has been divided into 4 extents; Extent A is

the buildable area where turbines are proposed to be  located, Extents B‐D are the proposed areas for

the power lines. Please see Figure 2a‐d for the Project Location.

The wind farm is bound by the following roads:

The Melancthon‐Osprey Townline to the north;

The Melancthon‐Mulmur Townline to the east;

Sideroad 15 in Melancthon to the south; and

5th Line/6th Line Northeast/Sideroad 240/County Road 2 to the west.

There are currently two options to connect the project to the provincial grid. Only one option would be

constructed.  A description of each power option is presented below:

OPTION  1: A dual  69  kV  power  line  that would  connect  the  project  substation  to  a point of

interconnection 35.6 km  south  in  the Town of Mono,  crossing  the Townships of Melancthon,

Mulmur and Amaranth. With  the exception of 3  locations along  the 69  kV power  line where

poles will need to be  installed by the Proponent, most of this  line  infrastructure already exists,

and as such, is not discussed as part of the Natural Heritiage Assessment, (Figure 2c).

OPTION  2:  The  second  transmission  option  is  a  230  kV  power  line  that would  connect  the

project substation  to  the existing Orangeville Transformer Station  (TS). The 230 kV power  line

would  cross  the  Townships  of Melancthon  and  Amaranth  and  the  Town  of  Shelburne  and

connect  into  a  switching  station  adjacent  to  the  Orangeville  TS  within  the  Township  of

Amaranth.  At  this  time,  the  location  of  a  portion  of  the  230  kV  line  extending  from  the

southwest area of the project location on Figure 2a to approximately Highway 10 (Figure 2b) is

undetermined, however this portion of the 230 kV line will be constructed through the “230 kV

Private Easement  Study Area”. A pre‐construction  commitment  to  assess  features within  this

area is outlined in the Site Investigation, Evaluation of Significance.  The features identified will

be either assessed  for significance or  treated as significant.   Potential negative environmetnal

effects  are  outlined  in  the  Environmental  Impact  Study  Report.    The  power  line  options  are

discussed more thoroughly  in the Project Description Report, the Construction Plan Report and

the Design and Operations Report.

To provide flexibility during the construction stage to locate infrastructure components in suitable areas,

“buildable areas” have been  identified  (see Figures 2a‐d).    Infrastructure  (temporary and permanent)

not specifically shown on the maps, including access roads to turbines, connection lines, laydown areas,

parking areas, etc., will be constructed within the proposed buildable areas.

Of importance for the NHA, the 230kV Transmission Line will be placed either along a non‐active railway

bed adjacent to Provincially Significant Wetland (PSW) boundaries and associated wildlife habitat, or will

be placed underground using horizontal directional drilling.
