PSA RSSO III holds2016 GRDP News Conference
The annual reporting of the
Gross Regional Domestic Product
(GRDP) was simultaneously
conducted nationwide on May 4,
2017. Region III successfully pulled

This year’s GRDP News
conference in the region became extra
and beyond special with the presence
of the indefatigable National Statistician (NS) of the Philippine Statistics Authority (PSA), Dr. Lisa Grace S.
Bersales.
Ms. Arlene M. Divino, Chief of the Statistical Operations and Coordination Division (SOCD) of
RSSO III formally opened the news conference by warmly welcoming the guests from 46 different agencies,
five local media outfits, and staffs from PSA provincial offices. She highlighted the definition of GRDP and
its importance not only for the region but also for the whole country as well.
At 10:00 am, the Regional Director (RD) of the PSA RSSO III, Edgardo G. Pare started the
reporting of the 2016 Economic Performance of Central Luzon. He proudly announced a recorded growth
of 9.5 percent, the 2nd fastest among the regions following Eastern Visayas. He emphasized that this growth
was primarily brought by industry, particularly of manufacturing sector.
After the presentation, the RD of the National Economic and Development
Authority (NEDA) III, Severino C. Santos gave his reaction regarding the economic performance of Central
Luzon. He underscored that with the impressive performance of Central Luzon, it is undoubtedly on track in
its development objectives.
Before the open forum, Dr. Lisa Grace S. Bersales gave a special message. She congratulated
Central Luzon not only for the remarkable economic growth of the region but also to the undeniable support
of other agencies for providing the data used in the estimation of GRDP of the region. She emphasized that
Central Luzon organizations should not rest to this achievement but should work together to further achieve
what is supposed to be accomplished.
Guests were given the chance to raise their concerns, clarifications and questions regarding the 2016
economic performance of Central Luzon through an open forum. NS Bersales, RD Santos, and RD Pare
vigorously answered all the queries raised by the attendees.
The news conference ended with the awarding of certificates of appreciation to the data
providers and media outfits for their unwavering support to the compilation of GRDP. It was formally
closed by Ms. Emma A. Fabian, Chief Statistical Specialist (CSS) of Bulacan, by thanking everyone for always
being behind every PSA’s endeavor.

Press Release
Central Luzon’s economy accelerated to 9.5 percent, posting as the highest growth of the region in the past six years, 2011-2016. This growth is primarily driven by the Manufacturing industry, particularly from the Manufacture of Food, Beverages and Other Transport Equipment. The region’s expansion contributed 0.9 percentage point to the country’s 6.9 percent growth in 2016. Industry continued to account for the largest share of the region’s economy accounting to 46.4 percent in 2016, albeit higher than its 43.8 share in the previous year. Meanwhile, Services and the Agriculture, Hunting, Forestry and Fishing (AHFF) sectors accounted for 38.6 percent and 15.0 percent, respectively, of the region’s total output in 2016. Among the major economic sectors, Industry accelerated at 16.0 percent, higher by 8.9 percentage points of its previous year’s 7.1 percent growth. Manufacturing, the largest sub-industry in the region, continued to grow as it accelerated to 17.4 percent from the previous year 7.0 percent. Electricity, Gas and Water Supply (EGWS) surged from 2.0 percent in 2015 to 26.3 percent in 2016, followed by Mining and Quarrying which rebounded from negative 39.2 percent in 2015 to 20.4 percent in 2016. Construction, on the other hand, slowed down to 4.4 percent from its 13.4 percent growth in 2015. Services posted a growth of 5.9 percent, as four of its sub-industry posted expansions in 2016. Other services expanded from 8.0 percent to 8.1 percent, Financial Intermediation from 5.7 percent to 6.5 percent, and Trade and Repair of Motor Vehicles, Motorcycles,
Personal and Household Goods from 4.4 percent to 5.4 percent. While, Public Administration and Defense; Compulsory Social Security hiked from 1.1 percent to 5.8 percent in 2016. On the other hand, Real Estate, Renting and Business Activities and Transportation, Storage and Communication decelerated to 5.7 percent and 4.8 percent, respectively, compared to its previous year’s performance. AHFF maintained its 0.6 percent growth in 2016. Agriculture and Forestry accelerated to 0.9 percent from its previous year’s growth of 0.8 percent. However, Fishing declined further by 0.7 percent, a 0.1 percentage point drop from 2015. Industry contributed most to the region’s overall growth rate with 7.0 percentage points followed by Services with 2.4 percentage points and AHFF at 0.1 percentage point.

Strengthening Statistical Planning and Coordination through RSC
In order to revitalize the statistical planning and
coordination system in Central Luzon, PSA RSSO III has
been very enthusiastic in coordinating with the different
agencies through the Regional Statistics Committee (RSC)
under the chairmanship of the NEDA.
The 2nd Quarter RSC Meeting was pulled through
on May 4, 2017 at Pipanganan Capampangan, Dolores
Highway, City of San Fernando, Pampanga right after the
conduct of the 2017 Gross Regional Domestic Product
(GRDP) News Conference. During the said meeting, the
committee was able to discuss the Core Regional Indicators
System (CoRe-IS) Matrix and to review the proposed RSC
Resolutions on Approving the Appointment of 2017-2019
Representatives from Provincial Planning and Development
Offices (PPDOs), State Colleges and Universities (SUCs),
and Private Sector Representatives (PSRs), as well as the
Resolution proposing the list of RSC members and their
permanent alternates.
Moreover, the proposed RSC Resolution on
Approving the Schedule of the Regular Meetings of RSC
was approved under a three-year term date.
CL’s PSB partakes PSA’s Mass Hiring
Upon thorough screening and evaluation by the
Regional PSB of PSA Central Luzon headed by RD
Edgardo G. Pare, 52 qualified applicants took the
qualifying exam on April 17, 2017 at PSA RSSO III
Training Room.
Applicants for SG 13 and below who passed the
qualifying exam proceeded to an interview paneled by RD
Pare, SOCD Chief Arlene M. Divino, CRASD OIC-Chief
Rowena R. Escoto, Supervising Statistical Specialist
(SVSS) Josephine S. Albino, SVSS Francisco Corpuz and
the respective CSS of each province.
On the other hand, those who applied for SG 14
and above who had successfully passed the qualifying
exam took the trade test on May 6, 2017 before going
through competency based interviews.
These phases were part of the recruitment and
selection process in filling up the vacant positions at the
PSA RSSO III. The announcement of selected applicants
for appointment will be done on August 2017.

PSA Central Luzon joins Fire Prevention Awareness Month
With the alarming growth in the number of fire
incidents across the country during the month of March,
the PSA RSSO III spearheaded a half-day seminar on Fire
prevention and safety incorporated with Earthquake Drill
as part of the celebration of the Fire Prevention Month on
April 3, 2017. The seminar was done on April since the
Bureau of Fire Protection (BFP) was jam-packed with
trainings and emergency responses to fire incidents during
March. FO1 Sherwin Paul S. Bernardo and FO1 Jeremy S.
Capati of BFP acted as the resource persons during the
said seminar. The safety precautions and things to be done
during fire and earthquake were discussed to the staff
including actual and correct usage of the fire extinguisher.

Training Room. The participants were the public who
have requested civil registry documents at the CRS Serbilis
Outlet on the said day. Administrative Officer III Marlene
Vergara acted as the resource speaker of the said activity.
An open forum gave way to the public’s queries regarding
issues and concerns on civil registry documents.

Regional staffs visit Bahay Pag-ibig Being a responsive institution, the commitment of PSA does not only confine within the bounds of its clientele requests. PSA also recognizes its social responsibilities to the less fortunate members of our society. In this regard, the PSA RSSO III conducted a gift giving activity at Bahay Pag-ibig (House of Prayer, home for the aged) on May 26, 2017. The said activity aimed to extend a little help even in the simplest possible ways that the agency could. The elderly residents, with soulful smile on their faces sincerely thanked PSA for its kind gesture.

Run for the Earth!
In line with the celebration of the 2017 Earth Day
with the theme “Environmental and Climate Literacy”,
PSA RSSO III staff participated in the Fun Run initiated
by the Department of Environment and Natural
Resources (DENR) R3 on April 21, 2017 at Diosdado
Macapagal Government Center (DMGC), Maimpis, City
of San Fernando, Pampanga. The activity started at 6:00
am supported by different regional government agencies
within and outside the DMGC. The activity primarily
aimed to spread awareness about the importance of
conserving the nature and taking care of the earth.

The Department of Social Welfare and
Development (DSWD) invited SOCD Chief Arlene M.
Divino and SVSS Josephine S. Albino to act as lecturers
during the Training-Workshop on Data Analysis and
Presentation conducted from June 14 to 16, 2017. The
power duo showed their expertise and mastery in the field
of statistics as they discussed the concepts of basic
statistics, basic tools for statistical analysis, presentation of
statistical data and preparation of statistical reports. The
three-day training was filled with actual workshops that
were administered after discussion of each topic.
City of San Fernando spearheads Civic-Military Parade
In accordance with the celebration of the 119th
Philippine Independence Day with the theme: “Kalayaan
2017: Pagbabagong Sama-samang Balikatin”, PSA RSSO
III staffs headed by RD Pare joined the Civic-Military
Parade on June 12, 2017 which started at the City Hall of
San Fernando and ended at the Heroes Hall, City of San
Fernando, Pampanga. The said parade was initiated by the
Government of San Fernando, Pampanga and was joined
by the 7th Infantry Division of Philippine Army, schools,
government agencies and private institutions.
The participants proudly took the walk of
independence wearing their headdresses that represented
their chosen Philippine festivals. The PSA had chosen the
Sinukwan, a Kapampangan festival in honor of Aring
Sinukwan. The said parade primarily aimed to remind the
public about the bravery that our noble heroes showed
and to redefine the real essence of independence that we
enjoy today.

Operational Training on Crops Surveys
With the reinstitution of
BCRS in Central Luzon through the
re-entry project Barangay Civil
Registration System – Community
Database Information System or
simply called BCRS-CDIS pioneered
by SOCD Chief Arlene M. Divino, it
has already gone its way to more
appreciation and acceptance among
the municipalities of Pampanga.
During the quarter, SOCD Chief
Divino has been busy gracing the invitations of the
municipalities of Mabalacat from June 6 to 7, 2017 for
BCRS-CDIS Evaluation and Workshop on Barangay Civil
Registration System, and of Arayat on June 27 for BCRS-
CDIS Data Tabulation using Census and Surveys
Processing (CSPro) System.
In order to capacitate the field personnel in the
conduct of the different crops surveys, PSA RSSO III
held Operational Trainings on Crops Surveys from June
19 to 21, 2017 (Part 1) at PSA RSSO III Training Room
and from June 28 to 30, 2017 (Part 2) at Lohas Hotel,
Clark Field, Pampanga. The said trainings were attended
by the provincial CSS and focal persons of the provinces
assigned in crops surveys and by the regional staffs.
BCRS-CDIS
The Operational Training on Crops
Surveys includes Palay Production Survey (PPS), Corn
Production Survey (CPS), Monthly Palay and Corn
Situation Reporting System (MPCSRS), Palay and Corn
Stocks Survey (PCSS), and Crops Production Survey
including the frame maintenance of the said surveys.
