(c) The main reasons of deficit are noted as under:—

(i) Pakistan Post was a self supporting department from 1998-99to 2008-09. The gap between revenue & expenditure is wideningdue to increase in -pay, allowances and pension benefits grantedby the government to the employees from time to time since theyear 2009-10.

(ii) Postal tariff was last revised on 02-11-2009 whereas prices ofcommodities & services, and utilities has been increased manifoldsince then.

(iii) The rate of Post Office Service charges had been reduced fromRs. 1.50 % to Rs. 0.50% on savings Scheme work w.e.f. October2010 by the Finance Division. This has reduced Revenue ofPPOD by Rs.2 billion annually approximately.

(iv) The expenditure on account of pension payment is being borneby the Finance Division under “Demand NO.034-Superannuation, Allowance & pension” all departments of FederalGovernment. Whereas pension payment of Postal employees isincluded in expenditure of the PPOD due to which deficit hasbeen increased. During the financial year 2016-17, the PPODhad incurred an expenditure of Rs. 5,696.844 million under HeadA04- Employees Retirement Benefits.

(v) 78% of the Budget (Expenditure) is incurred on mandatorypayments of Pay, Allowances and Pension to serving as well asretired employees.

The following steps are being taken to control deficit of the PPOD:—

(i) The PPOD has already taken up the case with Finance Divisionto exclude the pension payment from budget/ expenditure of thePPOD.

(ii) Proposal for increase in existing Inland Postal Tariff is underconsideration of the Ministry of Postal Services.

(iii) Costing of Saving Bank work was carried out by Cost &Management Firm on the direction of Ministry of Finance withthe result that 2.05% is the actual Cost while currently FinanceDivision has been allowing only 0.5% since 2010.

29. *Ms. Aisha Syed:

Will the Minister for Energy be pleased to state the project-wise totalquantum of electricity being generated in the country at presentalongwith the generation capacity thereof?

Minister for Power Division (Sardar Awais Ahmad KhanLeghari): The detail of project-wise installed capacity and generation ofelectricity through various sources at present (as on 25-02-2017) is attachedas Annex-I.

30. *Ms. Suraiya Jatoi:

Will the Minister for Energy be pleased to state:

(a) the estimated domestic gas demand in billion cubic feet per day inthe country at present;

(b) the estimated production of gas in billion cubic feet per day inthe country at present; and

(c) whether it is a fact that the OGRA has warned about increasingthe gap between supply and demand of gas in near future; if so,the details thereof?

Minister of State for Petroleum Division (Mr. Jam Kamal Khan):(a) At present, the approximate constrained demand of natural gas in the countryis over 7 billion cubic feet per day.

(b) At present, the approximate production of natural gas in thecountry is 4.125 billion cubic feet per day.

(c) OGRA has been highlighting the demand and supply gap scenarioin its Annual reports. OGRA, in its Annual Report of the State of the RegulatedPetroleum industry 2016-17, reported that Pakistan is facing shortage of gassupply which will further increase in the future.

The gap between the supply and demand is expected to increase tothe tune of 3,999 MMCFD in FY 2019-20 and 6,611 MMCFD by the FY2029-30 without imported gas.

31. *Ms. Belum Hasnain:

Will the Minister for Energy be pleased to state:

(a) the details of contracts/agreements made between the PakistanState Oil and Pakistan National Shipping Corporation to importFurnace Oil, Petrol and Diesel since June, 2013; and

(b) whether it is a fact that some flaws have been highlighted in theprocess of awarding the said Contracts; if so, the steps taken bythe Government to eradicate the same?

Minister of State for Petroleum Division (Mr. Jam Kamal Khan):(a) A Contract of Affreightment (COA) was signed between Pakistan StateOil (PSO) and Pakistan National Shipping Corporation (PNSC) in October2012 for transportation of PSO’s Furnace Oil cargoes from designated portsin Arab Gulf to Pakistan through PNSC’s vessels.

An Addendum to the COA was also executed between PSO andPNSC in January, 2013 to include transportation of PSO’s Motor Gasoline(Petrol) and Low Sulphur Furnace Oil (LSFO) cargoes from different portsof world to Pakistan.

In June, 2015 PSO was directed to import Petrol and LSFO on C&Fbasis while import of High Sulphur Furnace Oil (HSFO) was continued onFOB basis through PNSC.

(b) Neither any tender process was involved nor was any awardissued in this regard. PSO and PNSC, being public sector companies, reachedto an agreement and signed the said COA.

However, during execution of the contract, PSO has faced severalissues including in-transit quality assurance of the cargo, freight rates as permarket, timely provision of vessels by PNSC and penalties and protectionetc. to PSO against non-performance of PNSC.

In order to address the above issues, upon expiry of the first phase ofthe contract (3 years), PSO sent a comprehensive revised draft of contract toPNSC in February 2016 covering all the above areas of concern. However,PNSC did not agree to incorporate required changes in the contract despitePSO’s vigorous follow-up and meetings with PNSC for about two years.

Resultantly, PSO has requested Ministry of Energy (PetroleumDivision) to move a summary to the ECC of the Cabinet for termination ofCOA between PSO and PNSC. The proposal is under consideration by theMinistry of Energy (Petroleum Division).

32. *Sahibzada Tariq Ullah:

Will the Minister for Science and Technology be pleased to state:

(a) the details of research made with respect to supply of cleandrinking water since June, 2013; and

(b) the proposals made therefor during the said period?

Minister for Science and Technology (Rana Tanveer Hussain): (a)Pakistan Council of Research in Water Resources (PCRWR) is a Research &Development organization working under the aegis of Ministry of Science andTechnology and is working exclusively on water related issues. The details ofthe research work since 2013 with respect to supply of clean drinking wateris given as under:

Water Quality Monitoring of 26 cities of Pakistan revealed that69% water samples were contaminated and only 31% sampleswere sale for drinking purpose. Bacterial, Arsenic, Nitrate,Fluoride and Iron were found as major contaminants in thedrinking water supplies of monitored cities. The report waspublished and disseminated to concerned local, provincial andfederal authorities. The report is also available onwww.pcrwr.gov.pk.

PCRWR through its network of 24 water quality laboratories allover the country has tested 80,686 water samples in the last 03years and water quality testing and advisory services are beingprovided to public, private organizations and general public(Annexure-I).

PCRWR is also working on water quality monitoring projects inall provinces including FATA, GB and AJK, in collaboration ofnational (WASA, PHED, Pak EPA etc.) and International(UNICEF, IUCNA, CSTRO & UNU) organizations.

(b) A concrete set of recommendations/proposals has been given inwater quality report “Water Quality Monitoring in Major Citiesof Pakistan 2015-16” (Annexure-II).

Minister for Science and Technology has written letters to ChiefMinisters of all four provinces including Gilgit-Baltistan and PrimeMinister of AJ&K and assured Ministry of Science andTechnology’s full support in term of capacity building, water qualitymonitoring services and providing low cost testing and treatmenttechnologies to achieve the target of provision of safe drinkingwater to the public (Annexure-III).

34. *Malik Muhammad Amir Dogar:

Will the Minister for Defence Production be pleased to state whetherit is a fact that current charges of higher posts including Assistants,Junior Assistants, Private Secretaries, Assistant Private Secretariesand Superintendents have not been given to Seniors by the Ministrysince June, 2013; if so, the justification thereof?

Minister for Defence Production (Rana Tanveer Hussain): It isinformed that there are four (4) wings in this Ministry. Each wing is headed byJoint Secretary / OSD (BPS-20). There is acute shortage of Section Officers.Against an establishment of 17 posts, only 3 regular Section Officers areavailable. Remaining posts are being managed through deputation and otherstop-gap arrangements. Current charge of the higher posts in the Ministry ofDefence Production Secretariat is being granted to Superintendents, Assistantsand Assistant Private Secretaries on the recommendations of their respectivewing incharge after completion of all codal formalities. It may be added that asper appointment, Promotion and Transfer Rules, 1973, the relevant rules onthis particular issue, seniority is not the only criteria for grant of current chargeand fitness and eligibility are also considered. At present no senior, if fitand eligible, is denied current charge.

35. *Ms. Naseema Hafeez Panezai:

Will the Minister for Energy be pleased to state:

(a) the progress made on Chashma-Dera Ismail Khan-Zhob HighTransmission Line Project; and

(b) the time by which said Project will be started and completed?

Phase-I

Chashma-D.I. Khan transmission line is under construction along with220kV grid station at D.I. Khan. The overall progress of Grid Station is 65%,and overall progress of transmission line is 54%.

Phase-II

D.I. Khan-Zhob transmission line PC-I has been approved by ECNECon 07-11-2016 with a total cost of Rs. 6,878.41 million. Detail survey workof 220 kV D.I. Khan­Zhob T/L has been completed and approved, soilinvestigation work is awarded to M/s Firm Decon International (Pvt.) Ltd.Crew mobilized at site and soil investigation is in process, tender documentsare under preparation.

The land for 220 kV Zhob Grid Station has been selected and finalizedby Siting & Layout Board. Notification under Section 4 of Land AcquisitionAct 1894 has been issued by Deputy Commissioner on 02-01-2018.

(b) Phase-I of Chashma-D.I.Khan-Zhob transmission line is expectedto be completed by 31st March, 2018 and Phase-II is expected to be completedby December, 2019.

36. *Ms. Naeema Kishwar Khan:

Will the Minister for Energy be pleased to state:

(a) the total number of persons to whom gas connections have beenprovided under the long services during the last two years inDistrict Mardan;

(b) the areas of said District in which gas provided during the saidperiod alongwith the detail including addresses thereof; and

(c) whether rules and regulations have been observedwhile providing these services; if not, the action taken againstthe responsibles thereof?

Minister of State for Petroleum Division (Mr. Jam Kamal Khan):(a) SNGPL has reported that 232 number of long service line cases havebeen approved in different localities of District Mardan during the last two

year, (against long service line cases approximately 1 inch Ø x 8741 Meters& 1 1/4 Ø x 4491 Meters pipeline has been laid.)

(b) Details of said area including Name/ Addresses where gas facilityhas been provided through long service line is attached as per Annex “A” &Annex “B”.

(c) There is no violation of rules / regulation observed duringprocessing of long service line cases. The long service line cases are beingstrictly processed as per company’s policy on turn/ merit basis.

37. *Dr. Nafisa Shah:

Will the Minister for Energy be pleased to state whether it is a factthat Pakistan incurred gigantic loss of electricity during the last threeyears due to mismanagement, inefficiency and theft; if so, the reasonsfor negligence thereof?

Minister for Power Division (Sardar Awais Ahmad KhanLeghari): The line losses during last three years have been reduced ascompared with the previous years as evident from Annex-A. The effort isgoing on to attain the benchmark fixed by the Regulator to the maximum possibleextent keeping in view the ground realities which vary from entity to entity.

Will the Minister for Communications be pleased to state the presentstatus of under construction Motorway from Gojra to Shorkot andShorkot to Khanewal?

Minister for Communications: The present status of the underconstruction motorway from Gojra to Shorkot and Shorkot to Khanewal asunder:

1. Gojra -Shorkot Section-2 is under construction in two parts(contracts).

(i) Package-2A (Gojra-Jamani (Toba Tek Singh) This partis 31 KM. 65% work has been completed. The completiondate for this package is 25 May 2018.

(ii) Package-2B (Jamani-Shorkot) This package is 30 KM.55% work has been completed. The completion date ofthis package is 25 June 2018.

2. Shorkot Khanewal Section-3 is under construction in two parts(contracts).

(i) Package-3A (Shorkot – Dinpur) This part is 31 KM. 45%work has been completed. The completion date for thispackage is 14 August 2018.

(ii) Package-3B (Din Pur – Khanewal)This package is 34 KM. 38% work has been completed.The completion date of this package is 14 August 2018.

39. *Dr. Nikhat Shakeel Khan:

Will the Minister for Law and Justice be pleased to refer to the StarredQuestion No.44 replied on 03-11-2017 and to state whether 34 postshave been created with the approval of Ministry of Planning,Development and Reform and Ministry of Finance, Revenue andEconomic Affairs for the Ministry; if so, the time by which the processof appointment against said posts will be completed?

Minister for Law and Justice (Chudhary Mahmood Bashir Virk):Yes. 34 posts have been created with the approval of Ministry of Planning,Development and Reforms and Finance Division for the Laws of PakistanCell in this Ministry.

Recruitment Rules for the posts in BS-16 and above for the said cellwere referred to Establishment Division for approval who, while approvingthe draft rules, had opined to decide the status of the employees as to whetherthey are Civil Servants or not in the presence of Publication of Laws of PakistanAct, 2016, in consultation with FPSC. The matter is being referred to FPSCfor their advice. As soon as the status of staff to be recruited for the Laws ofPakistan Cell is decided, the process of recruitment will be initiated and becompleted in shortest possible time.

40. *Mr. Abdul Qahar Khan Wadan:

Will the Minister for Human Rights be pleased to state the steps beingtaken by the Ministry to implement the laws related to Human Rights?

Minister for Human Rights (Mr. Mumtaz Ahmad Tarar): TheGovernment of Pakistan is committed to ensure Human Rights of its all citizensas envisaged under the Constitution, relevant laws and internationalcommitments. The steps being taken by the Ministry to sensitize the relevantstakeholders to implement the laws related to human rights in the country aregiven below:—

(i) National Commission for Human-Rights (NCHR) is primarily amonitoring body with quasi-judicial powers, entrusted to providerelief to victims of human rights violations in accordance with theNational Commission for Human Rights Act 2012. It also hasjurisdiction to review laws from human right’s perspective andsuggest legislation for effective implementation of Human Rightsas guaranteed in Constitution, and promote awareness of humanrights etc.

ii. The NCHR, since its Inception from May 2015 till date, dealtwith 1348 petitions of human rights violations relating to protectionof children, women, minorities, transgender. Out of these 1348petitions, 511 petitions have been disposed off, 222 petitions arein hearings process and 615 petitions are under investigation.

iii. The National Commission on the Status of Women (NCSW) isregularly monitoring the cases of gender based violence in linewith women specific laws. NCSW has been monitoring acidcrimes in partnership with Acid Survivors Foundation and hasfound that there has been 50 % reduction in Acid Crimes and theamended acid crime law (2011) is increasingly being used.

iv. National Commission on the Rights of the Child is beingestablished under National Commission on the Rights of ChildAct, 2017 to ensure protection of child rights in accordance withthe national laws & international commitments.

v. Under the Action Plan, the Ministry of Human Rights has initiatedcapacity building and trainings of the relevant stakeholders besidesPublic Awareness Campaign on Human Rights Education andSensitization. The Campaign focuses sensitization of all theconcerned stakeholders with a view to ensure properimplementation of laws related to Human Rights.

vi. Helpline 1099 for legal advice on human rights violation has alsobeen established for providing free legal advice to victims ofHuman Rights violation and referral to concerned law enforcementagencies/ organizations relates for their redressal.

vii. A National Task Force to monitor implementation of Action Planfor Human Rights has been established under the chair of FederalMinister for Human Rights comprising parliamentarians (one eachfrom National Assembly & Senate of Pakistan), relevant FederalMinistries and Provincial Human Rights Departments. ProvincialTask Forces in Punjab, KP, Sindh and Balochistan have also beenconstituted. The effective implementation of Human Rights lawsis one of the main areas of Action Plan.

41. *Mr. Waseem Akhtar Shaikh:

Will the Minister for Communications be pleased to state:

(a) whether it is a fact that Motorway Police does not patrol at allon the National Highways between Hyderabad to Mirpur Khasand Khairpur to Larkana; if so, the reasons thereof; and

(b) whether it is also a fact that no speed board has been displayedon the said Highways?

Minister for Communications: (a) National Highways & MotorwayPolice (NH&MP) does not patrol on the National Highways betweenHyderabad to Mirpurkhas and Khairpur to Larkana, as it has not yet beencommissioned on these roads.

19 cases for phase-wise policing on National Highways have beentaken up and Larkana Khairpur National Highway is included in the 2nd phase.

(b) The project Larkana Khairpur Bridge has been constructed byNHA to connect the district Khairpur and District Larkana.

At present 24 Nos. highway safety boards are installed at LKBP outof which 06 Nos. are regarding desired speed limit. The work for highwaysafety boards including several different signs are installed frequently butunfortunately the theft of these boards is very recurrently for which lawenforcement agencies are approached by field staff repeatedly.

42. *Ms. Naseema Hafeez Panezai:

Will the Minister for Communications be pleased to state:

(a) as to when the construction work on Zhob Bypass will be started;and

(b) whether funds have been allocated for it?

Minister for Communications: (a) Zhob bypass is part of CPEC projecti.e. Yarak - Zhob. PC-I has been approved. Procurement of project will be initiatedafter signing of frame work. Agreement with EXIM Bank China. Constructionwork will be started after completion of procurement process.

(b) China EXIM Bank will finance the project.

Minister of State for Petroleum Division (Mr. Jam Kamal Khan):(a) The details of the outstanding amount paid/spent during the last five yearsi.e. 01­01-2013 to 31-12-2017 under the Corporate Social Responsibility invarious districts of Sindh including Badin district is attached at Annex-A.

(b) The details of production bonus due and actually paid/depositedby the Exploration & Production Companies in different districts of Sindhprovince during the last five years i.e. 01-01-2013 to 31-12-2017 is attachedat Annex-B, which is utilized through a district level Committee calledPetroleum Social Development Committee (PSDC), as per Production BonusGuidelines issued by the Provincial Government.

Minister of State for Petroleum Division (Mr. Jam Kamal Khan):The huge demand and supply gap of Natural gas during winter seasons isobserved particularly in peak-hours within the areas falling at the tail-end ofgas distribution network. In order to bridge this ever-increasing gap, variousstrategies are being adopted by the company for efficient gas load management.To meet the requirement of domestic sector in particular, activities such assystem augmentation of distribution network/ operational phases and re-drillingof service-tees are being carried out to maintain proper supply of gas acrossentire distribution network. Moreover, emergency teams are also deputed inthe regions to address low pressure complaints of the consumers during winterseasons.

The indigenous gas reservoirs are depleting fast and the companiesare managing the gas supply to Domestic and Commercial consumers, being atop priority, through adequate load management as per Sectoral Priorities setby the Government of Pakistan. After the availability of LNG in the system,The companies have also offered RLNG to the sectors being affected by loadmanagernent.

(b) whether the M-9 Project has been completed?

Minister for Communications: (a) Total length of M-9 Motorwayis 136 kms. M-9 is divided in four sections for construction purpose. Minimumdistance between two toll plazas for charging toll is 35Km-60 Km. Howeverin case of M-9, the toll is charged between interchanges regardless of thedistance, because on M-9, toll is based on rate per Km multiplied by distancetravelled.

(b) Three sections out of four have been completed which measures120 kms. Toll is applied on sectional completion. Toll tax is being charged for120 kms completed section out of 136 kms of total length of the Project.

M-9 Motorway work is in full swing and expected to be completedby end of March 2018, whereas actual completion date is 08 April, 2018.

(b) Gas connections to the residents of above Union Council will beprovided after regularization / laying of legal network for which a request hasalready been sent to Govt. of Khyber Pakhtunkhwa.

Will the Minister for Defence be pleased to state whether theGovernment is considering to make a plan to relocate populationresiding near Line of Control/working boundary of Pakistan borderingIndia in order to protect the loss of precious human lives?

Minister for Defence (Engr. Khurram Dastgir Khan): Consideration of plan to relocate population residing near Line of Control(LOC) is the prerogative of Govt. AJ&K. Therefore, this Part of Questiondoes not pertain to Ministry of Defence.

Re-location of the population residing near Working Boundaryof Pakistan bordering India is the prerogative of Govt. of Pakistan. However,No such plan / request has been made by the Armed Forces to Ministry ofDefence as yet.

Pakistan Army is responding, in a befitting manner and is takingall necessary safeguards to protect the loss of precious human lives andproperties of citizens.

The current pressure at TBS is6.5 psig. There is no low pressure in the area at present, however, someportion located at tail end / undersize network are facing low pressure problemsin peak hours for which detailed survey is being carried out to upgrade / replacethe undersized old network.

(b) whether cameras installed on said Toll Plazas were functionalon said date; if so, whether any footage has been captured;

(c) if the answer to part (a) and (b) above are in the affirmative,whether any action has been taken against responsibles; if so,the details; if not, the reasons thereof?

Minister for Communications: (a) As per statement representativeof the company, M/s Sky Exchange, Major Retd. Inayat, he security vanregistration No. RIS 3787 of Sky Exchange (Pvt) Ltd Company were carryingforeign currency amounting to PKR Rupees 33,000,000/- on his way fromHaripur to Rawalpindi G.T. Road on 08-1-2018, it was snatched/kidnappedby some unknown persons boarded in two pickups near Islamabad.

(b) The present Main Toll Plaza, Islamabad on M-1 Section istemporarily facilitating the commuters, as there is no permanent toll plaza, soCCTV cameras are not installed on the said toll plaza.

(c) Further, the said security van was snatched by some unknownculprits and there is no CCTV cameras are installed in Main Toll Plaza,Islamabad on M-1 Section. The crime was taken place in the jurisdiction ofPS Naseerabad, Rawalpindi, hence, an FIR No. 11/18, U/s 395, PPC dated10-1-2018 was registered at the said Police Station to that effect, the case isstill under investigation by the local police.

2. Mr.Abdul Waseem:

Will the Minister for Communications be pleased to state:

(a) whether the Federal Government is carrying out the work onGreen Bus and Orange Bus in Karachi; if so, the cost to beincurred thereon;

Minister for Communications: (a) Federal Government is providingfunding for Green Line BRTS out of PSDP Allocation. Total cost of the project isRs.24,604.06 million. Whereas, Orange Line BRTS is being funded byGovernment of Sindh.

The extended section of Green Line BRTS from Guru Mandir onwards toCentral Business District (CBD) have been delayed due to the following reasons:—

(b) i. Government of Sindh have recommended that Numaish Underpassstation be redesigned as a central underground BRT Terminal whereYellow and Red Corridors will integrate at minus one (-1) level,ADB Operation Consultants are tasked by Government of Sindh toprepare concept design of Numaish Underpass. KIDCL shall developthe underground integrated station at Numaish with limited stagingfacility as per the concept design of Bus Operation Consultants.Notice Inviting Tender (NIT) have been published in the newspaperson Ist March, 2018.

ii. Government of Sindh have further recommended to developAt-grade common corridor for Green Line BRTS from NumaishUnderpass to Tower with three (03) underpasses at major arteries.Project Consultants and Government of Sindh’s OperationConsultants are working on conceptual design in consultation withOperational Consultants of ADB.

iii. Allocation of remaining land for construction of Bus Depot is pendingwith Government of Sindh.

(c) The original scope of work i.e. Construction of corridor from Surjanito Guru Mandir shall be completed in the current financial year i.e. by March/April, 2018 as per already committed project completion timelines.

(a) whether it is a fact that the National Highway Authority isconstructing a drain alongside GT Road at Iraqabad, AkoraKhattak, Nowhsera, Khyber Pakhtunkhwa and the same is un-covered at present;

(b) if the answer to part (a) above is in the affirmative,whether numerous students pass the same to attend educationalinstitutes in said area?

Minister for Communications: (a) Yes, NHA has constructed a stonemasonry side drain at KM: 1648+000-1649+000 (NBC) on N-5 to ensure thefollowing advantages:—

i. A major function of the Side drain is to ensure that the variouspavement layers of the carriageway are protected from ingress ofwater.

ii. The surface drainage allows water to be collected in a channel andbe disposed off towards a natural outlet, hence ensuring smoothflow of traffic even during rain fall.

With regards to covering of side drain, it is informed that proper approachslabs have been provided to residential areas and Educational institutes within theclose proximity of subject side drain in order to ease up the entry/exit access andsafety of commuters. However the whole side drain cannot be covered keeping inview the periodic cleanliness requirements and repair/maintenance of subject sidedrain in case of damage (if any).

(b) As part (a) above, please.

4. Mr. Siraj Muhammad Khan:

(a) whether low voltage electricity is being supplied to village MisriBanda, Mughulki, Mian Essa, Zara Myana and Pir Sabaq,District Nowshera; if so,  the reasons thereof;

(b) There is no proposal under consideration for bifurcation of abovefeeder at present.

(c) There is no proposal under consideration for installation of new polesin the above areas.

(d) There is no proposal under consideration to provide electricity tothe said villages from other feeders.

5. Mr. Muhammad Muzammil Qureshi:

Will the Minister for Energy be pleased to refer to the Starred QuestionNo.74 replied on 13-4-2017 and to state:

(a) whether it is a fact that an additional 200 KV transformer hasnot been installed in Street No.20 and 24, Sector G-6/1-2 nearMasjid-e-Olah, Islamabad so far; if so, the reasons thereof; and

(b) the steps being taken to install transformer in said areaexpeditiously?

Minister for Power Division (Sardar Awais Ahmad Khan Leghari):(a) As per field formation report, a 200KVA transformer exists at Street No. 40& 23 in Sector G-6/1-2 near Masjid-e-Olah Islamabad. The same transformer isalso feeding to the consumers of Street No. 20 and 24.

The said work order was forwarded for execution, but work could not beinitiated due to right of way problem. The case has been referred back to fieldformation for revision.

(b) The completion of work is subject to revision,/ approval of theestimate and clearance of right of way problem.

6. Dr.Nikhat Shakeel Khan:

(a) the total number of employees working on contingent paid basisin the Neelum Jhelum Hydro Power Project at present alongwiththe tenure of said employees separately;

(b) whether it is a fact that hazardous nature of wires involved inthe incident was reported to concerned sub-division of the IESCOof the area and a proposal to carryout alignment of the wireswas put up to relevant quarter; and

(c) whether this is tantamount to negligence of the concernedquarters of the IESCO; if so, whether there is any proposal underconsideration to investigate the incident, compensate theaggrieved family and align of wires expeditiously?

Leghari): (a) Yes, IESCO has taken serious notice of electrocution of theperson from general public (named Mr. Muhammad Rizwan S/oMr. Muhammad Shafique (labor) from 11KV wires at Village Deed Wali Tehsiland District Chakwal on 15-07-2017. IESCO also lodged an FIR of theincident at Station Dhuman Chakwal against owner of the house i.e.Mr. Tahir Mehmood S/o Mr. Muhammad Hussain.

(b) On receipt of application from the locals of Village Deed Waliregarding, shifting of 11 KV line through Chairman Union Council Jaswal, thesite was checked, an estimate amounting to Rs. 849,386/- was prepared andDemand Notice No. 1765 dated 28-08-2017 was issued to the ChairmanUnion Jaswal for payment. The demand notice was, not paid by the concernedChairman Union Council. The shifting of line on department cost is not coveredunder the Rules.

(c) Although it was an illegal construction by the owner/occupant ofthe house, but even then, the case is being investigated to rule out any possiblefault on the part of IESCO employees. The compensation of the aggrievedfamily and disciplinary action against the responsible officer/official is subjectto the finding/conclusion of the enquiry committee report.

(a) whether it is a fact that sui gas meters for blue eyed personshave been installed in village Jhander Khurd Tehsil and DistrictGujrat;

(b) whether it is also a fact that the gas meters are not being installedin the said area for entitled persons;

Minister of State for Petroleum Division (Mr. Jam Kamal Khan):(a) No, it is not the fact that Sui gas meters for blue eyed persons have beeninstalled in village Jhander Khurd Tehsil and District Gujrat.

In the light of MOE directive, first 300 applications are processed aftercommissioning of network in a new locality.

The Village Jeendar Khurd, gas distribution network has been laid andcommissioned. The detail of applications/demand notices/meter installation is asunder: —

Demand notices issued 216 Nos.

Demand notice under process 84 Nos.

Meter installed 149 Nos.

(b) No, it is not the fact that the gas meters are not being installed in thesaid area for entitled persons. All such applications are being processed whichqualify the policy for issuance of demand notice and installation of meter.

(c) As soon as the issuance of 300 Nos. demand notice are completed,the applicants falling on merit will be considered.

(d) Lists of demand notices issued, meter installed and pendingapplications are attached as Annex-I, II & III.

(e) The remaining gas meters will be installed as per their turn/merit.
