South African National Parks (SANParks) calls on the public to participate in the Emerging Tuskers Project based in the Letaba Elephant Museum in the Kruger National Park (KNP).

According to Kirsty Redman, Kruger National Parks Interpretive Officer, there has been confusion where private individuals have in some cases incorrectly identified and given names to elephants not officially deemed as Tuskers in the KNP. “This tends to weaken the value of the existing database of information on Tuskers.” She says it is critical that care is taken in the correct identification and naming of existing and emerging Tuskers as this will add value to SANParks' research projects and related studies. “Having said that, it is key to note that SANParks is the only official authority in the naming and identification of Tuskers in the KNP.” According to Redman the KNP is one of the few areas in Southern Africa where large Tuskers can still be found.

The Tuskers of Kruger have been an attraction for visitors since the launch of the Magnificent 7 promotion in 1980.

Redman says it is against this background that SANParks calls members of the public to assist in

contributing to the existing database and in the identification of the emerging Tuskers in the park by

submitting images to the organisation through the Tuskers project. She says there is a multipronged purpose for the Tusker Project and this varies from identifying and cataloguing the current large and emerging Tuskers through photographic material, to gaining an idea of these animals'

home ranges and distribution through sightings, as well as maintaining the information collected through the display at the museum in Letaba and on the SANParks website.

All the information relating to the emerging Tuskers project including photo and information pages on the Magnificent 7, Past Tuskers, Tuskers presumed deceased (named bulls that have not been seen for more than 10 years but for whom no carcass has been found); Female Tuskers and Current Emerging Tuskers can be found on the SANParks website with the link: http://www.sanparks.org/parks/kruger/elephants/default.php. The website is updated regularly and is accurate to date for the Emerging Tuskers named and recognised by SANParks. Those wanting to add their sightings to the database can submit images to [email protected]. Alternatively, those wanting identification or confirmation that their sighting qualifies as a Tusker can email [email protected]. SANParks

The next generation of great tuskers

Skukuza - An amount of R1 million has been added to the South African National Parks’ (SANParks) war on rhino poaching. Unitrans Volkswagen divisional chief executive Kevin Gillmer recently handed a R1 051 720 cheque to SANParks Honorary Rangers national executive committee deputy chairman, Louis Lemmer, in Skukuza. “Unlike many fundraising initiatives, the SANParks Honorary Rangers utilise 100% of all money raised for counter poaching. We do not use donor money to fund our activities,” said Lemmer. Lemmer said the donation would go a long way in safe-keeping the endangered rhino population within national parks. “As we are SANParks preferred channel for counter-poaching support, and as our parks are home to the majority of the world’s rhino population, this donation is important in the fight to save our rhinos,” he said.

SANParks chief executive David Mabunda said the on-going scourge of rhino poaching in South Africa is an area of concern to government and ordinary people in villages and cities, including corporate South Africa. “It is therefore with great humility and a sense of pride that SANParks accepts

the generosity presented by Unitrans Volkswagen. This is proof that together we can do more to win the fight against rhino poaching,” said Mabunda. He said rhino poaching is a crime that is undoubtedly fuelled by a thriving black market trade in rhino horn. Mabunda said since January this year, a total of 166 rhinos have been poached, with 111 of them in the Kruger National Park.

“It is worrying that we are still losing such a high number of rhinos

throughout the country. However, the

most encouraging area in this whole saga is the increasing number of arrests, which stood at 343 for the country by end last year, of which 133 were made in the Kruger National Park,” he added. South Africa is home to approximately 20 000 white and black rhinoceros, of which 10 000 are found in the Kruger National Park. This represents over 80% of the world’s total rhino population. Unitrans Volkswagen’s Unite against Poaching initiative has contributed R6 781 250 million to the SANParks’ counter poaching effort over the past three years, in partnership with the SANParks Honorary Rangers. 4 THURSDAY | 27 March 2014TheBushveld Times

Last year tied with 2003 as the fourth-hottest year the world has experienced since records began in 1880, according to data released by the National Climatic Data Centre in the US. This made it the 37th consecutive year that the global temperature was above average – contrary to some reports that global warming has slowed. The combined land and sea surface temperature last year was 0.62ºC higher than the 20th century average, while the land surface temperature was 0.99ºC warmer. Nine of the 10 hottest years on record have occurred this century.

The warmest year on record was 2010. According to the data centre, last year was characterised by many extreme climate events and anomalies. Some of these were:• Russia had the hottest November and December since its national records began in 1891• China had one of its most severe heat waves, in which 40 people died

• Australia had its hottest year on record, while New Zealand had its warmest winter on record.• Canada’s torrential summer rain caused floods that left it facing its highest bill yet for damage.• Namibia, Botswana and Angola had their lowest rainfall in 30 years.• Ice-capped Greenland recorded its highest temperature yet.• Typhoon Haiyan was the strongest tropical cyclone to make landfall, and claimed more than 5 700 lives in the Philippines, the archipelago’s highest such death toll.

Most of the heat from global warming – about 93 percent – is absorbed by the oceans, which makes ocean heat content a more reliable indicator of climate than surface or atmospheric temperatures. Last year’s global average ocean temperature was 0.48ºC more than the 20th century average and the hottest since 2010. In Africa,

Tanzania and Ethiopia experienced record temperatures. Parts of central Asia and Australia and a section of the Arctic Ocean had record temperatures. Globally, although the amounts of rain, snow and hail over land were near the average, precipitation varied greatly between regions, with some experiencing severe droughts and others record flooding.

Most of the world had above-average annual temperatures last year. For the second consecutive year the Amazon experienced severe drought – the worst in 50 years – and the Brazilian Plateau had the lowest rainfall since its records begin in 1979. James Wright writes on the Skeptical Scientist website that last year the Earth’s oceans accumulated energy at a rate that compared with 12 Hiroshima atomic bombs a second, according to global ocean heat content records. “Warming oceans fuel hurricanes, raise sea level and melt sea ice,” Wright said

What's up next

Mars alternates between good and bad years for viewing in our sky, and 2014 is a good year! Why? Because Earth will fly between the sun and Mars on April 8, 2014, and, for the months around that time, Mars will be at its brightest and best for this two-year period.

It’ll also be in a convenient place for viewing. Between now and April, you can start watching for Mars in the night sky. Mars looks like a bright red star, although it shines with a steadier light than the twinkling stars. Mars now rises in the east at mid-to-late evening, possibly before your bedtime. By the time April comes rolling around, Mars will be shining from dusk till dawn.

Circle April 13 and April 14 on your calendar. A bright waxing gibbous moon will pair up with the red planet on those nights.

Bushbuckridge - Water and Environmental Affairs Minister Edna Molewa has unveiled the completed phases of a project aimed at supplying water to 15 additional villages in the Bushbuckridge local municipality in Mpumalanga. Minister Molewa, together with Premier David Mabuza, unveiled the Inyaka Integrated Water Supply Scheme in Bushbuckridge last week, as part of National Water Week. The completed Integrated Inyaka Water Supply project consists of the Inyaka Water Treatment Works Phases three and four, the Acornhoek Bulk Water Pipeline, as well as water reticulation projects to 15 villages," said Minister Molewa. "These 15 villages are now additional to the 58 that were being supplied from the treatment works prior to the completion of phases three and four of the project. I believe it is work well worth applauding, as it has brought access to basic services closer to the people.

The minister said government had spent R482 million to complete phases three and four. "It will serve a population of around 850 000 people. There were a total of 423 jobs created, with 76 women amongst these. A total of 270 people were trained in the process," she said. Minister Molewa said the Bushbuckridge Water Board and the Bushbuckridge local municipality reported

that residents will now have more reliable and consistent water supply. "Is it the best that we can do? Have we achieved all that we set ourselves out to do? What we are here to do, in particular, is to celebrate the delivery to those areas that have been serviced thus far," said Minister Molewa. The minister said government was aware that demand for raw water abstraction and treated water production would grow exponentially in the next five years.

She added that the Thulamahashe line, which has a demand for 32Ml/d, will now receive supply from the Inyaka Water Treatment Works. "The Thulamahashe Bulk Pipeline will eventually supply 44 villages from the area of Dwarsloop to Hlalakahle around Gottenburg. For the remaining villages, the reticulation work is currently underway. The completion date is scheduled for end of May this year," Minister Molewa said. Premier Mabuza thanked Bushbuckridge residents for being patient with them. "We came to assure you that the water treatment and main pumps are now ready for service. Engineers and scientists have tested the water today and it is ready for consumption. We are happy that you were patient with us when we made the promise last year," he said. SANews

Zimbabwe is not at risk of being excluded from the Great Limpopo Transfrontier Park (GLTP), which links the Limpopo National Park in Mozambique, Kruger National Park in South Africa and Gonarezhou National Park in Zimbabwe. Responding to a report that Zimbabwe could be excluded from the park, Piet Theron, International Co-ordinator for the Great Limpopo Transfrontier Park & Conservation Area, said that since the signing of an international treaty in 2002, the park had been operating as a transfrontier park in terms of governance and conservation. He adds that a joint tourism strategy, which includes cross-border products and standardised fee and rate structures, is far advanced.

A recent report in the Mail and Guardian suggested that Zimbabwe risked exclusion from the park because of the government’s failure to relocate the Chitsa clan from an area inside Gonarezhou in Zimbabwe. According to the report, poaching levels

had also increased since fences were taken down between the parks. However, Theron told Tourism Update both these claims are inaccurate. He says the Chitsa Community is not illegally occupying areas of Gonarezhou. He explained that the community’s occupation of the park was based on a historical claim. He added that the area occupied by the community is about 70 square km and was fenced off in 2012 to minimise human/wildlife conflict. Furthermore, Theron says that, despite claims of increased levels of poaching, most species in the park are at their highest levels recorded, or at least since the 1992 drought.

He said the GLTP’s successes include dropping roughly 45km of sections of the boundary fence between Mozambique and South Africa, resulting in free movement of animals between the two parks and the development of the Sengwe Corridor in Zimbabwe, which provides the link between Kruger and Gonarezhou. Theron says

following the success of a pilot walking trail in the Pafuri/Sengwe area last year, which is a partnership between GLTP and Wilderness Safaris, additional cross-border tourism products would be introduced. For the first time, South African Tourism will be taking a delegation of South African exhibitors to the ABAV travel tradeshow in Sao Paulo, Brazil, which will be held from 24-28 September 2014. ABAV is the largest travel trade fair in the Americas. The 2013 edition of the show documented almost 39 000 delegates and an exhibition area of more than 58 000m2 and gives exhibitors access to the Brazilian and Latin American market. Tourist arrivals from Brazil to South Africa grew by 44.7% year on year, from 54 183 tourists in 2011 to 78 376 tourists in 2012. By the end of October 2013, Brazilian arrivals were growing at almost 4% with overall arrivals out of Latin America showing 6.3% growth. Historically, South African Airways' marketing presence in South America has done much to create awareness for South Africa in that region. Their Explore SA Roadshows and SAA Workshops have traditionally taken place in August or September, and have over the years become a key date in the calendar for the Brazilian travel trade and South African product.

This year, in partnership with South African Tourism at ABAV, South African Airways is planning its Sao Paulo workshop on 23 September, the day before the official opening of ABAV, presenting an ideal opportunity for destination marketers to leverage the existing support of the SAA workshop and the excellent relationships that already exist between destination South Africa and the Latin American travel trade by exhibiting at ABAV. The Howard G. Buffett Foundation has donated R255 million (USD $23.7 million) to fund a three-year initiative to combat rhino poaching in Kruger National Park and test anti-poaching tactics that can be applied in other regions of Africa. The donation was announced by the foundation, together with the Nature Conservation Trust, and SANParks at the Rosebank office of Standard Bank, which has undertaken to provide favourable banking fees and interest on the funds. The funds will support an initiative in Kruger that will create an Intensive Protection Zone (IPZ) using sophisticated detection and tracking equipment and infrastructure on the ground and in the air, combined with elite canine units and highly trained ranger teams. Kruger’s IPZ will also serve as a testing ground to inform targeted efforts to combat poaching in these other African regions. “SANParks – thanks to the leadership of David Mabunda– and Kruger National Park – under the direction of General Johan Jooste– provide a unique opportunity to test new technology and new ideas within the best operating national parks system on the continent,” said NCT Chairman and HGBF CEO, Howard G. Buffett. “The scale, complexity, and strategic value of this initiative is truly unprecedented for SANParks, and we believe will be transformative in our on-going efforts to address poaching and the decimation of the rhino population in Kruger National Park,” said SANParks CEO, David Mabunda. He added that the lessons SANParks hoped to learn could be shared across the

continent. “We would like to assure you, Mr Howard Buffet, that we are determined not to lose this fight. We as South Africa certainly do not intend to capitulate and lose the battle for the survival of key members of the iconic Big Five,” said Minister of Environmental Affairs, Edna Molewa. “We hope that your donation will spur more philanthropists to get involved in such a worthy cause. The rhino of South Africa are important to the whole world,” she added. Kruger is home to over 40% of the world’s remaining 22 000 rhinos and the largest single population of rhinos in the world. Since January 2010, 1 383 rhinos have been poached from the park. More than a thousand rhinos were poached in 2013 and 172 have been poached since the beginning of 2014 - Today's News Tourism Update

Recipe of the week - Herb mayonaise -

HEALTHY LIVING

1 free-range or organic egg yolk1 tbsp (15 ml) freshly-squeezed lemon juice¼ tsp (1 ml) black mustard seeds, soaked and ground or 1 tsp (5 ml) wholegrain mustard1 tbsp (15 ml) chopped fresh herbs like chives, coriander, parsley, basil or thyme. ½ clove garlic, crushed (optional)1 cup (250 ml) extra-virgin olive oil, cold-pressed sunflower or avocado oil1 tbsp (15 ml) boiling purified water

1 tsp (5 ml) herbal salt, or to taste¼ tsp (1 ml) paprika, or to taste

Place the egg yolk in a bowl over a double boiler and whisk using a balloon whisk.Add the lemon juice and mustard. Continue to whisk until creamy.Add the herbs and garlic. Slowly pour the olive oil in a thin, steady stream, whisking continually until thick, white and creamy.Add the seasoning and the boiling water, mixing well. Store in the refrigerator.

Note:Egg yolk, not the whole egg, is usually used for making mayonnaise. However, we have found that the egg yolk on its own tends to separate quickly. Using a whole egg helps prevent the mayonnaise from separating. Mayonnaise can also be made by pulsing the ingredients gently in a food processor.

Use ½ cup plain yoghurt mixed together with ½ cup herb mayonnaise as a healthy alternative.Dill mayonnaise: Replace the fresh herbs with 1 tbsp chopped fresh dill.Nasturtium mayonnaise: To 1 cup herb mayonnaise with garlic, but without the herbs added, add 2 tsp coarsely chopped capers, ½ tsp grated lemon peel and 1 tbsp chopped nasturtium leaves. This mayonnaise is the perfect compliment to fish.

Avoid refined table salt. It is devoid of minerals such as potassium, calcium, magnesium and many other trace minerals. Common table salt has been refined to pure sodium chloride. Table salt has been bleached, processed and altered and can wreak havoc on

the normal balance of your blood pressure. Most common table grade salts have anti-caking agents and preservatives, such as calcium and sodium aluminosilicate, silicon dioxide and magnesium oxide added to them. Iodine is also added in different forms at nearly 3 times the amount of iodine than the recommended dose.

Rather substitute these with herbal salt, unrefined sea or desert salt, Himalayan rock salt, dulse, vegetable seasonings, herbs or powdered kelp.

I heard the story about a boy who did not want to eat his broccoli. In order to convince his mom, he arranged his rice in the middle of the

plate and planted the broccoli on top of the rice. When his mom told him not to play with his food, his reply was: “The Bible says not to eat from the tree in the middle of the garden”. In order to convince someone to eat their broccoli, we should come up with better reasons than “because I said so” or “it does not taste that bad.”

Broccoli belongs to the cruciferous family of vegetable. It contains certain chemical components that protect us against colon and breast cancers. Colon cancer is the third most common type of cancer. Breast cancer accounts for nearly a quarter of all cancers in women.

Broccoli & Fibre: Broccoli contains

a variety of good fibre. One cup of broccoli has more fibre than half a cup of long grained cooked brown rice. Broccoli therefore makes us feel fuller without adding excess energy to the meal. The fibre protects us against constipation and helps to keep the gut healthy.

Broccoli & folic acid: A folic acid deficiency could cause mouth sores, a swollen tongue, fatigue and poor growth. Broccoli has a high folic acid content and one cup of broccoli would supply us with more than a quarter of our daily requirement. So the next time you have mouth sores, add broccoli to your meals more regularly. A good intake of folic acid during pregnancy is required to form the foetus’ spinal cord and brain. A deficiency can cause neural tube defects. In order to get enough folic acid per day we need to eat a variety of healthy foods. A cup of oats at breakfast, an orange as a snack, half a cup of three-bean-salad with one cup of broccoli at the main meal will supply sufficient folic acid for one day.

Broccoli & vitamin C: One cup of

broccoli is high in vitamin C (81mg) which is the same amount of vitamin C you would get from an orange. If broccoli is cooked in water and the excess water thrown away, most of the vitamin C will be lost. However if the broccoli is steamed for a short period of time, most of the vitamin C will remain.

Broccoli and vitamin K: Vitamin K in broccoli protects us from prolonged bleeding. A large percentage of our vitamin K requirement is naturally formed in the gut by the organisms that live within us. Normally we would not be concerned about the amount of vitamin K that we consume however, when we take antibiotics, many of these organisms are destroyed, decreasing the production of vitamin K. Eating foods such as broccoli when on a course of antibiotics will help with the maintenance of the vitamin K concentrations in our bodies.

You don’t have to be envious when you look over the fence at your neighbour’s lush vegetable garden nor regret the fact that you did not start your own during spring or summer. The following vegetables and herbs can still be planted in the Lowveld and warm frost free areas during this time of the year; beetroot, brussels sprouts, cabbage, capsicum, carrot, celeriac, celery, cucumber dwarf bean, dwarf spinach, eggplant, garlic, horseradish, kohlrabi, leek, lettuce, parsley, parsnip, peas, pumpkin, radish, runner bean, swede turnip, swiss chard, tomato, turnip and vegetable marrow.

The secret to super productive vegetable

gardening is taking the time to plan what will work for your garden and using a few proven tactics. Vegetable gardens flourish in rich soil as it encourages the growth of healthy,

extensive roots that are able to reach more nutrients and water. The fastest way to get that deep layer of fertile soil is to make raised beds. Raised beds produce up to four times more than the same amount of space planted in

rows. That’s due not only to their loose, fertile soil but also to efficient spacing—by using less space for paths, you have more room to grow plants. No matter how small your garden, you can grow more by going vertical. For your space-hungry vegetables such as beans and peas go straight up – support it by trellises or poles.

In one of my articles earlier this year - ‘Die hard pot plants’ – I mentioned

pot plants that can handle being neglected to some extend – if you are one of those less fortunate ‘not born with green fingers’ or tend to forget about your pot plants - this time of year is perfect for you. Water

all pot plants less frequently as the weather gets cooler but

do not let them dry out completely. This is important especially for ferns and orchids.

According to him, these could include similar walking trails and a mountain biking event. “All of these will involve at least two and possibly three of the partner countries,” says Theron, adding that this will ensure local communities in all three countries receive tangible benefits from tourism - Today's News Tourism Update

The 1880's - Johannes Burg Ross explained in his September 1886 letter how the gold diggings were spread across nine farms “which have been declared public goldfields by the Transvaal Government”. Generally, he said, there was one large camp on each farm with about 10km between them, these gaps being filled by smaller camps. He estimated the population at 2500.

“The Government intends shortly to form a township on Randjeslaagte under the name Johannes Burg;

they have declared their intention of granting 500 stands and I am informed by Captain von Brandis, the Mining Commissioner, that applications for double that have been received.

“As regards the present position of the mining interests, the majority of the claims appear to be in the hands of individual diggers and syndicates. Up till now little if anything has been done in the way of opening up the reefs, as the great part of the claim holders are unable to take any steps in that direction for want of capital. In most cases trenches have simply been dug

a few feet below the surface and small quantities of quartz crushed in order to obtain indications… the reef showing improvement in quality the lower they go down… giving a return of 5 oz to the ton on average”

Although there has been controversy over the years as to whom the town was named after there is solid enough evidence that it was named after Johann Rissik of the Government’s surveyor-general’s office who, with Christiaan Joubert (head of the Mines Department) was appointed to decide on a site for the mining village.

“Often when in solitary contemplation of a stirring scene in nature one has an urgent desire to share this beauty with loved ones. Unfortunately it happens all too often, that once away from this magnificent beauty, one gets involved in the daily rush and bustle of life and nothing is done to realise the ideal. The early history of the Kruger National Park and its sixty years’ existence is described in this book in such a way that we feel this is a treasured inheritance left to all South Africans.” – Pretoria March 1st 1958 – Rocco Knobel.

I came across a book ’60 years Kruger Park’ a while back and after reading the first few pages I was captivated by the tales it told. The Kruger National Park has been kind enough to lend us permission to share with you the unique tales it describes. The Editor.

The world-famous Swedish scientist, Carl von Linnaeus, wrote to Baron C.G. Tessin, the tutor of the Crown Prince of Sweden, on May 1st, 1752 : “There is no place

on earth with such a variety of rare plants, animals, insects and other marvels of nature as Africa – it seems as if they are all concentrated at the Cape.”In the days of Jan van Riebeeck, the whole Cape Peninsula, and Cape Town itself, was a fierce wilderness. Adderley street was the grazing ground of hippopotami ; rhinoceri wallowed in the mud and elephants pulled down trees on the wooded slopes of Table Mountain – lions, leopards, wild dogs, jackals and hyenas were real terrors. There were disturbance coupled with losses through wild animals practically every day. On 8th of January, 1655, a wounded rhinoceros ran amuck in a salt lake near the Cape and it seemed impossible to kill. “It took more than a hundred shots to die and that only after lumps had been chopped out of its sides and shots poured in between the ribs.” In 1682 it was

said of this rhinoceros: “The horn is still in safe custody in the fort and at times toasts are drunk from it.”

Most people were reluctant to venture far into the interior. Jan Dankeart was one of the first to undertake this perilous journey inland in 1660. Several journeys were undertaken from 1661 to 1663 – some by expiditions and individually by Pieter Crijthoff, Pieter Meerhoff and Pieter Everaert. Pieter Meerhoff writes: “And I, Pieter Meerfoff, took my rifle and strolled along the river banks to shoot birds. Suddenly I saw a living monster with three cat-like heads and three long tails emerging from the water. I had never seen this beast before.” (Hippopotamus)

As mentioned in the previous edition, I thought I would update you on some of the legislation that the Government has been focussing on these last few weeks. Not the most exciting subject I know, but many of the issues will be of interest to a wide spectrum of businesses across the lowveld.

BBBEE Codes of Good Practise In terms of the Broad Based Black Economic Empowerment Act the Minister of Trade and Industry has extended the transitional period provided for in paragraph 10 of the Amended Codes of Good Practice by 6 months and has determined that the transitional period will run from 11 October 2013 until 30 April 2015.

Basic Conditions of Employment Act Earnings Threshold Public comment has been invited on the determination of the earnings threshold in terms of the Basic Conditions of Employment Act 1997. The current annual threshold (as at 1 July 2013) is R193 805 per annum.

Limpopo Casino and Gaming RegulationsThe MEC for Economic Development, Environment and Tourism has amended the Limpopo Province Casino and Gaming Regulations. The amendment, in the main, deals with third party, key employee or other employee applications for a certificate of suitability and an increase in application and annual fees covering various gaming licence types. These amendments will come into effect on the 1 April 2014.

Unemployment Insurance Amendment Bill In a recent meeting of the portfolio committee on labour, the committee chairperson announced that the Unemployment Insurance Amendment Bill had lapsed. He said that due to the fact that the bill was tabled late in the current session of parliament and that it was only assigned to the committee thereafter, the parliamentary rules stipulate that the bill must lapse. This means that the bill could not be addressed or discussed by the current committee and will need to be reintroduced to parliament in the next session.

Tourism Bill The Tourism Bill has been passed by Parliament and has been sent it to the President for signature. The proposed legislation will provide for the Tourism Grading Council, regulate the tourist guide profession, provide for the development and promotion of sustainable tourism, provide for the continuing existence of the South African Tourism Board, provide for a Conventions Bureau and put in place Tourism norms and standards.

The Restitution of Land Rights Amendment Bill The Amendment Bill, which extends the date for lodging claims for restitution until 31 December 2018, was passed by the National Assembly last week. It will now head off to the Council of Provinces for further debate before being sent to the President for signature.

The Labour Relations Amendment Bill The Amendment Bill was passed by the National Assembly earlier this month and will be sent to the President for signature. The amendments to the Labour Relations Act cover matters such as the granting of organisational rights to trade unions that are sufficiently

representative - the requirement that trade unions and employers' organisations conduct a ballot prior to calling a strike or lock-out – limits the protection of employees earning above a determined threshold - provides greater protection for workers placed by temporary employment services and regulates the employment of fixed-term contracts and part-time employees earning below an earnings threshold.

The Employment Services Bill The Employment Services Bill was passed by the National Assembly earlier this month and has been sent to the President for assent. The Bill aims to repeal all the employment services provisions contained in the Skills Development Act and to provide for a range of measures to promote employment and to regulate the employment of foreigners.

Draft Employment Equity Regulations The Minister of Labour has published Draft Regulations in terms of the Employment Equity Act of 1998 for public comment. The document covers, amongst others, Definitions - Duties of a designated employer - Equal pay for work of equal value criteria - forms as required under the Act and enforcement mechanisms. Comment should be made on or before Friday 28th March 2014.

Labour Relations Amendment Bill Temporary Services Employees. The Minister of Labour has invited comment, in terms of section 198A of the Labour Relations Amendment Bill, on which categories of work should be deemed to be temporary service. Comment should be forwarded by no later than the 28th April 2014.

Well that’s it for this edition and I trust that the information will have been of interest to some of the readers. Remember - keep it legal.

Business and the lawAn update on legislativeissues

In the last edition I talked about the challenges of creating an overall welcoming feeling in order to ensure that the consumer enters your establishment. The customer is now comfortable with what he or she sees and is prepared to do business with you. Now for the next challenge – to provide polite, attentive, helpful and efficient service. It never ceases to amaze me how many businesses get this wrong. They spend a fortune ensuring that the business looks inviting and that the interior is attractive and welcoming and then throw the whole lot out of the window by ignoring the least costly and most important element of all – service.

The other day, while visiting a large retail outlet in Bloemfontein, I had the most amazing experience. When I say large retailer I am taking about three floor levels with staff all over the place. I was looking to buy a wallet as a gift. Having found the right department I discovered that all of the merchandise was displayed behind a large glass counter with access for

staff only. Even although employees were everywhere, no one showed the slightest interest so after I a while I decided to go behind the counter myself. I am not joking when I say that I spent at least 15 to 20 minutes going through the vast selection of wallets. I selected the one that I wanted and found a nice box, hidden away in a draw, in which to place the wallet. It was only at this time that a staff member approached me with the inevitable “can I help you sir”? Need I say more?

No matter how long you have had your business, no matter

how tired you may be of talking to customers, no matter what side of the bed you got out of in the

morning, attentive and efficient service

will always make the difference between success and failure. If you are in the service industry then you need to put that smile on every morning and greet each and every client as if they were the first ever to have entered your premises. Try it – it works I promise. Even if you are unable to assist the client for some reason or other, you can bet your bottom dollar that they will return in the future should they require a product or service that you do offer.

Have a great month and remember that great things come in small packages. Peter Cumberlege

What does attentive and efcient service cost?

Section 63 of the Consumer Protection Act deals with prepaid certificates, credits and vouchers. This section applies when a supplier of products and or services sells to or accepts some form of consideration from a person in exchange for a prepaid certificate, card, credit, voucher or similar device. As a result, the supplier agrees to provide goods or services to any person who subsequently presents that certificate, card, credit, voucher or similar device, up to the value represented by it. Obviously this does not apply when the value represented by the prepaid certificate, credit and voucher has already been exchanged for goods, services or future access to services.

A very important aspect and

one that not many consumers are aware of is that a prepaid certificate, card, credit, voucher or similar device as described above does not expire until the earlier of the date on which its full value has been redeemed in exchange for goods or services or three years after the date on which it was issued, or at the end of a longer or extended period agreed by the supplier at any time.

Any consideration paid by a consumer to a supplier in exchange for a prepaid certificate, card, credit, voucher or similar device is the property of the bearer of that certificate, card, credit or voucher to the extent that the supplier has not redeemed it in exchange for goods or services. For additional information on prepaid certificates, credits and vouchers get hold of a copy of the Consumer Protection Act on line and refer to section 63. Please note that the comments and remarks contained in this article must not be acted upon in isolation and must be considered in conjunction with the actual provisions of both the Consumer Protection Act and the Regulations to which they apply.

Mpumalanga - Police in Lothair, have arrested a man after he was stopped in a Toyota Tazz with 20 stolen sheep crammed in the back. Speaking to The Citizen, Mpumalanga police chief Lt-Gen Thulani Ntobela said the man could be further charged with animal cruelty after 16 of the animals died of suffocation. “Twenty sheep in a Toyota Tazz? How on earth can somebody do such a cruel act? This is quite

strange and must be condemned in the strongest terms,” Ntobela said.

NBC news reported on a similar story in Hastings, New Zealand last month when a Ford Laser

hatchback was stopped with ten stolen hog-tied sheep crammed in

the back. There were also four men in the vehicle. All of the sheep were returned

unharmed, though this was not the case during a similar heist in 2010 when a four-door Mazda saloon was stopped in Flaxmere with 14 sheep in it: two had died.

Toyota Motorsport got its 2014 South African Rally Championship campaign off to the best possible start by taking first, second and fourth places in the season-opening Tour Natal Rally in the Scottburgh area of

KwaZulu-Natal last Saturday.

Castrol Team Toyota’s Leeroy Poulter and Elvéne Coetzee (Toyota Yaris) were overall winners and first in the premier S2000 class for four-wheel drive cars, finishing the two-day 14-stage event 43.9 sec ahead of team-

mates Hergen Fekken and Carolyn Swan and 2 min 55.2 sec ahead of fourth-placed Giniel de Villiers and Greg Godrich in an Imperial Toyota Yaris.

It was a dominant performance by the team, with Poulter/Coetzee winning all six of Friday’s special stages and leading throughout the two days. Fekken, a two-times national rally champion, was making his first appearance for Toyota and he and Swan ran in second place throughout the rally. “It was the perfect start to the new season,” said a delighted Poulter, claiming the Yaris’ first national championship rally win in only its second season. “The car ran faultlessly throughout the two days and the improvements we made over the break between seasons really made a difference. It was a tough event, as we have come to expect from the Tour Natal, but we finally achieved the top step of the podium after what has seemed like a long wait.” Poulter and Coetzee last won in the final round of the 2012 season in a Castrol Team Toyota Auris.

Fekken was equally thrilled. “This was my best result in some time and I’m very happy with my performance, especially considering it was with a new car, team and co-driver. Carolyn and I worked very well together and we had a trouble-free run throughout.”

Team principal Glyn Hall gave full credit to his

drivers and co-drivers as well as the Toyota Motorsport technical staff. “We put a lot of effort into preparing for this new season. We made some design changes and upgrades within the rules of the competition, which, added to everything we learnt from last year’s debut campaign, made a difference. We now have a much better car and look forward to the rest of the season with more confidence. The Yaris has improved, but there is still more to be done to make the drivers 100% happy, I know the car can never be perfect in every condition, there is still more work to be done, I am particularly happy with the new engine specification, we have better drivability and response in critical areas. ”

Volkswagen Sasolracing also had a strong debut with a podium finish. Hans Weijs Jnr and Björn Degandt, in their first event back in South Africa, claimed third place in their S2000. “The stages here in KwaZulu-Natal are quite slippery,” said Weijs. “We made notes on our recce pass and used those for the first of the stages, pushing harder on the second run. Running first on the road on Friday was quite taxing but we made sure to keep our times quite close to the leaders. It feels good claiming a podium in this event, we are on a good level and think we will be pushing from stage one at the next rally.”The next round of the championship is the Sasol Rally in Mpumalanga on April 11 and 12.

A perfect start for Toyota and VW

GWM’s M4 compact crossover has now officially gone on sale in South Africa. The M4 has been such a smash-hit sales success in China, that it has been nick-named the GWM “Speed”, as a result of its quick sales.“The M4 is a groundbreaking vehicle for us, and actually creates an entirely new sub-niche in the crossover segment,” said GWM South Africa COO Warren Olsen. “It is smaller than vehicles such as the Ford EcoSport and Renault Duster, but offers more standard features and a very attractive sticker price. On the other hand it is also more obviously SUV-themed than cross-hatches such as our own C20R and the VW Vivo Maxx, so in effect it slots in between these two segments.”

Power and Economy

The M4 is powered by GWM’s trusty 1,5-litre VVT-i engine that delivers 71,3 kW at 6 000 rpm and 138 Nm of torque to the front wheels via a slick five-speed manual transmission. The engine features variable valve timing, benefitting not only performance but also fuel economy. The M4 sips fuel at the rate of 7,2 litres/100 km (combined cycle), translating to a CO2 emissions figure of 172

g/km. A top speed of 170 km/h is claimed.

How well does your car know you? Volvo Cars are conducting research into driver sensors in order to create cars that get to know their drivers. Through systems that can recognize and distinguish whether a driver is tired or inattentive, the car of the future can become even safer. By placing a sensor on the dashboard to monitor aspects such as the direction in which the driver is looking, how open their eyes are, as well as their head position and angle; it is possible to develop precise safety systems that detect the driver’s state and enable the car to adjust accordingly. “Since the car is able to detect if a driver is not paying attention, safety systems can be adapted more effectively.” Per Landfors an engineer at Volvo explains. Some of the current systems that can be included are Lane Keeping Aid, Collision warning with full auto brake and Adaptive Cruise Control with Queue Assist. These clever sensors open up even further possibilities: The car would

be able to adjust both interior and exterior lighting to follow the direction in which the driver is looking. The car would also be able to adjust seat settings, for instance, simply by recognising the person sitting behind the wheel.

Volvo Cars is also conducting research to identify effective methods for detecting tiredness and inattention. The analysis of the driver’s state, known as Driver State Estimation, in which driver sensors play an important role, is a field that may be key to self-driving cars in the future. The car will need to be able to determine for itself whether the driver is capable of taking control when the conditions for driving autonomously are no longer present. This technology is one of the many initiatives bringing Volvo Cars closer to its goal for 2020 – that no one shall be killed or seriously injured in a new Volvo.
