1. Main Ministry:

Mr. Muhammad Iqbal, recruited through FPSC as Director (Mining) /BPS-19, in Mineral Wing on 17-05-2011 and drawing pay and allowances ofBPS-19 as admissible to the other Federal Government employees of BPS-19 asper rules, Miss Qurat-ul-Anne Abid, was appointed against the resultant post ofAssistant (BS-14) in this Ministry on contract basis for a period of two yearsunder Assistance Package due to death of her father Mr. Abid Jamil, Assistant ofthis Ministry on 02-02-2011 and Master Abdullah Chaudry was appointed asNaib Qasid (BS-1) on contract basis for a period of two years under the PrimeMinister Assistance Package for Families of Deceased Government Employeesdue to death of his father Mr. Sohail Gulzar, Assistant of this Ministry on29-12-2013. As regards daily wages/ casual employees, we wish to inform thatCompany engages temporary manpower from time to time in view of operationalexigencies related to expansion of gas network, laying of new pipelines and gassupply to new towns & villages. The number of such engagements keeps on varyingdepending upon ongoing projects of the Company that are scattered over Punjab,Khyber Pakhtunkhwa & Azad Kashmir. Various modes of engagement oftemporary manpower had been applicable since 01-07-2011 and most of theseemployees were mainly arranged through the Company’s approved contractorsfor pre-defined time period on expiry of which such manpower is paid off. Theindividual details of such third party employees are maintained by respectivecontractors.

(b) The name of persons appointed in the Ministry on deputation basisduring the said period alongwith the salaries, allowances and other fringe benefitsadmissible to them are as under:

Minister for Petroleum and Natural Resources (Mr. Shahid KhaqanAbbasi): SNGPL has reported that the company is providing domestic gasconnections in its area of operation i.e. Punjab and Khyber Pakhtunkhwa accordingto turn/merit. Same procedure is being followed for domestic gas connections inFaisalabad Region. However, there is moratorium on provision of new industrialand commercial gas connections imposed by Federal Government.

34. *Ms. Nafeesa Inayatullah Khan Khattak:

Will the Minister for Petroleum and Natural Resources be pleased tostate:

(a) the per litre price of the Liquefied Petroleum Gas (LPG) fixedby the Oil and Gas Regulatory Authority during the last twoyears;

(b) the price of per Kilogram (kg) of LPG for the same period; and

(c) whether it is a fact that the LPG is being supplied to consumersin the country at kg basis?

Minister for Petroleum and Natural Resources (Mr. Shahid Khaqan

Abbasi): (a) LPG consumer and Distribution prices were determined by the marketforces during the last two years which remained between Rs. 100 to Rs. 84per KG.

35. *Ms. Naeema Kishwar Khan:

Will the Minister for Science and Technology be pleased to state:

(a) the steps being taken by the Government to impose ban on saleof substandard mineral water and Tullo Ghee and Oil in thecountry; and

(b) whether it is a fact that the Government is satisfied with theperformance of the Pakistan Standards and Quality ControlAuthority; if not, the steps being taken by the Government forimproving its efficiency?

Minister for Science and Technology: (a) The Pakistan Standards &

Quality Control Authority (PSQCA), an organization under the administrativecontrol Ministry of Science and Technology (MoST), under its Act VI of 1996 ismandated to formulate Standards and monitor the quality of products falling underthe Compulsory Certification Mark Scheme. Presently, 107 items are included inthe mandatory Scheme of PSQCA, out of which 37 are food items (Annex-A).The Bottled Drinking Water PS: 4639-2010, Natural Mineral WaterPS: 2102-2010, Banaspati (Ghee) Ps: 221 and Oil PS: 2858 also fall under themandatory list of PSQCA.

PSQCA has constituted market surveillance teams in different regions ofthe country which are actively working on the subject matter and taking appropriatesteps including seizing of plants on observation of non — compliance to the requisiteQuality and Safety Standards of mandatory items. These are being regulated throughcontinuous open market surveillance as per Conformity Assessment Rules (CA)of PSQCA against the standard parameters and requirements of relevant PakistanStandards Specification (PSS).

Only one Natural Mineral Water company is registered with PSQCAunder the Standard PS : 2102 i.e M/s Qarshi Industries (Pvt.) Ltd with the brandname “Springly” located at Hattar. The latest test result (5-4-2016) were alsofound conforming to the laid down requirements and are enclosed at Annex-B.

The “Tullo” Ghee and Cooking Oil are manufactured by M/s Dalda Foods(Pvt.) Ltd. Karachi. The company’s products registered with PSQCA have beenfound complying to Quality and Standards requirements as per Pakistan Standards.

No complaint has been received against the “Tullo” brand in the last three years.The test results of the recent samples (12-5-2016) were also found conforming tothe laid down requirements and are enclosed at Annex-C.

(b) The PSQCA has been satisfactorily performing its functions. However,in order to make it more effective, the government has undertaken the followinginitiatives:

i. Amendments in PSQCA Act have been proposed to ensure improvedgovernance in PSQCA. The proposed amendments inter-alia,include re-constitution of BoD, reconstitution of advisory council /Executive Committee, Enhancement of Penalties, Discretionary andarbitrary powers of the PSQCA field staff / officers etc.

ii. Re-Structuring of PSQCA has also been proposed in NationalQuality Policy (NQP), to meet the best international practices, NQPsummary is presently under consideration of the Cabinet for approval.

iii. Steps are being taken to improve the monitoring mechanism throughenhanced market surveillance, surprise visits besides regular QuarterlyInspection of plants. A Mobile testing laboratory is functional atKarachi while similar laboratories have also been planned to beintroduced in all the major cities of Pakistan.

iv. Initiation of Foreign Manufacturer License Scheme (FML) to benefitthe importers by reducing clearing time at point of import.

v. Signing of MoUs with the counterpart International Organizationsfor enhanced credibility and mutual recognition, with a view to facilitateour exporters.

vi. Up-gradation, in terms of equipment and qualified manpower, ofPSQCA Testing Laboratories and increasing the number ofAccredited Tests.

vii. Process of hiring of merit based qualified manpower against vacantposts is under process.

36. *Ms. Aisha Syed:

Will the Minister for Science and Technology be pleased to state:

(a) whether it is a fact that the Pakistan Standards and QualityControl Authority does not take the guarantee of the quality ofdrinking water of the unregistered/unlicensed water companies;

(b) if so, the steps taken by the Ministry to save the citizens fromuse of contaminated water?

Minister for Science and Technology: (a) PSQCA can only guaranteethe quality of Bottled Drinking Water of its registered and valid licensee.

PSQCA takes actions against illegal / unlicensed Bottled Drinking Watermanufacturers from time to time. PSQCA keeps close monitoring of its licensees(manufacturers of bottled drinking water). However, PSQCA also takes actionon the basis of quarterly monitoring report of PCRWR and on receipt of complaints.PSQCA has closed 52 Bottled Drinking Water Plants from June, 2015 to August,2016 (Annexure-I).

(b) PSQCA has a complete mechanism to monitor the quality of BottledDrinking Water through quarterly inspections of the manufacturing units andmarket surveillance from time to time wherein the samples are also taken fromopen market and sent for testing to labs analysis in accordance to thePS: 4639-2004(R).

PSQCA has taken following steps to control the production/sale ofsub-standard/contaminated/ unhygienic Bottled Drinking Water inthe country:

PSQCA has closed 52 Bottled Drinking Water Plants from June,2015 to August, 2016 (Annexure-I).

PSQCA has also filed Court cases against different manufacturersof Bottled Drinking Water (Annexure-II).

Quality monitoring of Bottled Drinking Water through quarterlyinspections and open market sampling.

Hygienic condition of plants is also being monitored alongwith qualitycontrol process and production.

PSQCA also checks Bottled Drinking water at the import stage asper Pakistan Conformity Assessment Rules, 2011 by PSQCA.

PSQCA has planned to undertake awareness raising scheme throughprint and electronic media for an enhanced awareness to instill QualityCulture in the country.

Quality oriented awareness is also carried out through celebrationsof World Standards Day and World Consumer Rights Day.

MoUs are being signed with Universities for bringing change in thequality orientation of youth through undertaking joint / collaborativeactivities with academia.

37. *Dr. Shazia Sobia:

Will the Minister for Law and Justice be pleased to state the totalnumber of petitioners to whom Lawyers/Counsels provided by theGovernment for their cases in the Federal Services Tribunal duringthe last five years alongwith the year-wise break-up thereof?

Minister for Law and Justice (Mr. Zahid Hamid): Federal Government

does not provide lawyers/ Counsels to the petitioners/appellants for their casesbefore Federal Service Tribunal.

38. *Sheikh Salahuddin:

Will the Minister for Parliamentary Affairs be pleased to state:

(a) whether there is any proposal under consideration of theGovernment to utilize the services of the employees ofthe National and Provincial Assemblies for coming general andby-elections in the country; and

(b) whether there is also any proposal under consideration of theGovernment to impart trainings to the said employees therefor?

Minister for Parliamentary Affairs (Sheikh Aftab Ahmed): (a)Election Commission of Pakistan has directed all the Provincial Chief Secretaries,Secretary Establishment Division and Chief Commissioner Islamabad on25-07-2016 to communicate names of their officials as the Commission is in theprocess of preparation of a databank of officers/officials who would be availablein different departments to serve as polling officials during General Elections, 2018.Preference would be given to those officers having upto 55 years of age, on1-1-2018, computer literate, using smart phones, enjoy un-biased & impartialreputation and having distinctive performance in the post career. No specific classof officers has been excluded from the proposed databank as yet. Decision toinclude or not to include employees of National or Provincial Assemblies will betaken at appropriate time.

(b) Yes. Appropriate training would be imparted to such selected officers/officials. 39. *Ms. Naseema Hafeez Panezai:

Will the Minister for Petroleum and Natural Resources be pleased tostate:

(a) whether it is a fact that twenty five thousand rupeesare being charged for getting/installation of new gas connectionon priority basis at present; if so, the head-wise utilizationthereof;

(b) the total amount collected therefrom so far;

(c) the total number of applications pending in the SSGCL andSNGPL separately for the ordinary/normal connection at presentalongwith period thereof; and

(d) the time by which the gas connections will be given to saidapplicants on priority basis?

Minister for Petroleum and Natural Resources (Mr. Shahid Khaqan

Abbasi): (a) Yes. SNGPL has reported that income on urgent fee has been declaredas operating income and benefit of it is transferred to other gas consumers byreducing their tariff with the same amount on overall basis.

There are approximately 32,500 pending applications for provision ofgas.

SNGPL

A total number of approximately 2.10 million applications are awaitinginstallation of gas connections. Waiting period is approximately 30-36 months inSNGPL area of operation.

(d) Gas connections against urgent fee Scheme are being processedwithin three months after depositing of Rs. 25,000/- as per OGRA notification.The normal connections are being processed under a turn merit policy.

40. *Mr. Jamshed Ahmad Dasti:

Will the Minister for Law and Justice be pleased to state:

(a) the name and father name of Advocates enrolled as Advocatesof the Supreme Court of Pakistan since 01-01-2015 alongwiththe criteria adopted therefor;

(b) whether it is a fact that changes/improvements made in the saidcriteria during the last five years till date;

(c) the total number of Advocates of the Supreme Court of Pakistanat present; and

(d) whether the strength of Lawyers of the said Court remainedsufficient for dispensation of justice keeping in view the disposaland pendency of cases in the said Court during the last fiveyears?

Minister for Law and Justice (Mr. Zahid Hamid): (a) List obtained

from Pakistan Bar Council of dvocates of Supreme Court enrolled since01-01-2015 at (Annex-I).

Under the Supreme Court Rules, 1980, a person is qualified to be enrolledas an Advocate of the Supreme Court if he:—

“(a) has been for not less than seven years ‘ enrolled as an Advocatein a High Court; and

(b) has been certified in a duly authenticated farm by the ChiefJustice of the High Court that he is a fit and proper person toappear and plead as an Advocate before the Supreme Court;

Provided that the Chief Justice crnd Judges may grant theenrollment of a person not qualified as aforementioned, if intheir judgment, he is qualified by knowledge, ability andexperience to be enrolled as an Advocate.”

(b) In December, 2015 the Supreme Court amended its Rules andreduced the period of enrolment as an Advocate in a High Court from 10 years to7 years. (Annex-II).

(c) At present the total number of Advocates of the Supreme Court is4338.

(d) No information/intimation has been received about the deficiency oflawyers from the concerned quarters.

41. *Mr. Sher Akbar Khan:

Will the Minister for Law and Justice be pleased to state:

(a) the total number of benches constituted in the Federal ServiceTribunal (FST) during the period from 01-01-2016 to 30-04-2016alongwith the details thereof separately;

(b) the total number of cases adjourned during the said period dueto bench members stationed some where else alongwith thedetails thereof;

(c) whether there is any proposal under consideration of the FST toresolve the issue regarding giving dates when the members ofthe benches are absent;

(d) the total number of non-available benches as well as the personssuffered therefrom during the above said period alongwith thedetails thereof separately; and

(e) whether there is any proposal under consideration of theGovernment to develop a website on the pattern of IslamabadHigh Court and to send SMS on the mobile numbers of personswhose cases are not heared; if not, the reasons thereof?

Minister for Law and Justice (Mr. Zahid Hamid): (a) Total 743

benches were constituted during the period from 01-01-2016 to 30-04-2016 atIslamabad, Camp Office Lahore and Karachi as at Annex-A.

(b) 811 cases were adjourned during the above said period. Case wisedetails are at Annex-B.

(c) A proposal is under consideration to divide the cases of non availablebenches to available benches on the same date or the date requested by the parties.

(d) The total number of non-available benches during the period is 80.Detail thereof at Annex-C and the number of persons suffered therefrom is 811.Detail of which is at Annex-B.

(e) Yes, such proposal is under active consideration.

(a) the percentage of achievement made to protect the rights of allcitizens particularly to control the incidents of rape and honorkilling through the steps taken by the present Government; and

Minister for Human Rights (Mr. Kamran Michael): (a) The

Government of Pakistan is committed to ensure Human Rights of all citizens asenvisaged under the Constitution as well as international commitments by adoptingall possible measures to ensure protection and promotion of such rights, i.e. rightsof women, children, persons with disabilities and minorities, etc.

The actions taken/ achievements mentioned in reply to the Question No.79 (replied on 29-09-2016) are mostly qualitative in nature. However, status andpercentage of achievements made to protect the rights of all citizens particularly tocontrol the incidents of rape and honour killing through the steps taken by thepresent Government are as under:

(b) The Government is taking following steps to control the shortage ofnatural gas:

(i) Enhancement of indigenous gas production.(ii) Import of LNG(iii) Import of gas from Iran.(iv) Import of gas from Turkmenistan(v) Promotion of LPG air mix.

In addition, government is taking following interim measures to overcomethe shortage of gas in the country.

Awareness campaign is being launched through print and electronicmedia for creating awareness amongst general public/domesticconsumers on conservation of Natural Gas.

Moratorium on new industrial and commercial gas connections.

(c) Both the gas utility companies are authorized to prepare and implementnatural gas load management plan as per Natural Gas Allocation and ManagementPolicy 2005, as amended from time to time. The said companies are preparing theload management plan for upcoming winter 2016-17.

Minister for Human Rights (Mr. Kamran Michael): The Governmentof Pakistan is committed to ensure Human Rights of its citizens as envisaged underthe Constitution as well as international commitments by adopting all possiblemeasures to ensure protection and promotion of such rights, i.e. rights of women,children, persons with disabilities and minorities, etc. The basic function of Ministryof Human Rights is to monitor Human Rights situation/ violations in the country.

The Ministry of Human Rights has initiated Public Awareness Campaignon Human Rights Education and Sensitization under the Action Plan for HumanRights, approved by the Prime Minister of Pakistan on 13th February, 2016. Thecampaign’s major activities include seminars and advertisements in print andelectronic media. Its target is general public, civil society, researches, academia,students, government functionaries and different segments of society. The campaignfocuses “Right to Life” besides promotion of Human Rights’ values for creating aculture of tolerance and respect. Under the campaign, the following activities havebeen undertaken:

i. 09 Seminars have been organized in various Universities during 2015and 20 Seminars during 2016.

ii. 3 Day Public Awareness Campaign on Pakistan Radio Network,PTV and ATV has been launched for awareness raising among generalmasses.

iii. 6 Day Public Awareness Campaign has been launched on print mediathrough publishing half page/quarter page advertisements.

iv. “Information, Education and Communication (IEC) Material onHuman Rights Issues” has been developed.

v. International Human Rights Day (10th December) and InternationalWomen’s Day (08 March) are also celebrated as regular features inorder to create awareness among the masses.

vi. A Toll Free Helpline (1099) has been launched at Islamabad forLegal Advice on Human Rights Violations across the country. PublicNotices have been issued in newspapers to create awareness amongthe masses in order to ensure access of the victims to the Helpline.

vii. Under the Action Plan, the following material is being prepared forMass Media Awareness Program and capacity building of the relevantinstitutions:

- 20 Rights, 20 Advertisement: Designing/ Development ofelectronic and print material for awareness and advocacycampaign on rights of women, children and minorities forbehavioral change in society.

- Design/Development of electronic/print material for promotionof interfaith harmony to create awareness on rights of minorities.

- Design/Development of material (Electronic/Print) on child rightsincluding protection of children from abuse and exploitationamong general public and duty bearers.

- Development of 30 minutes documentaries on each right, TVCommercials of 10 seconds on each right and Audio Messagefor Radio/FM on each right.

- Designing of print media material i.e posters, brochures, leafletson each right.

- Development of training manual for inclusion of human rightseducation with respect to GoP’s international commitments inthe curriculum of Public Sector National Training & CapacityBuilding Institutions.

- Development of training manuals on 07 core Human RightsConventions for capacity building of the officials of relevantMinistries/ Divisions/ Departments particularly TreatyImplementation Cells.

48. *Ms. Shaista Pervaiz:

Will the Minister for Petroleum and Natural Resources be pleased tostate:

(a) whether it is a fact that Pakistan is one among those countriesthat will face severe shortage of fuel in coming years;

(b) if so, the steps being taken by the Government to assess the fueldemand and prepare an action plan to scale up the productionof fuel in the country?

Minister for Petroleum and Natural Resources (Mr. Shahid Khaqan

Abbasi): (a) Currently 84% of the country’s requirements are met through importarrangements by the oil marketing companies and refineries in the form of refinedpetroleum products and crude oil respectively. Through monthly product reviewmeetings, Ministry of Petroleum and Natural Resources monitor the demand andsupply arrangements on regular basis and pass on necessary instructions to theconcerned stakeholders of the industry so that uninterrupted supplies to theconsumers are ensured. As such the observation is not based on facts and as percurrent state of affairs, there is no likelihood of shortages of fuel in the country.

(b) Assessing the demand of petroleum products for the upcoming monthsis a normal course of action which is reviewed through monthly Product ReviewMeetings to decide the supplies by the local refineries and the import of deficitproducts from reliable suppliers mainly from the Gulf Region. Further to it, allOMCs have been directed to create mandatory storages/stock up to 20 daysdemand in order to avoid shortages. Accordingly, overall storage capacity in thecountry is being enhanced to cater oil demand efficiently.

To scale up the production by the local refineries, following projects are inprogress that will enhance the local production significantly:—

i. Pak Arab Refinery Limited (PARCO) is implementing Khalifa CoastalRefinery project at, Khalifa Point, near Hub, Balochistan, a state ofthe art refinery having capacity of 250-300,000 barrels per day(11-14 Million tons per annum) with an estimated cost of US$ 4.5billion. The implementation timelines are 60 months.

ii. TransAsia Refinery Limited (TRL) in collaboration with Dubai isundertaking a project of relocating an Oil Refinery from Italy toKarachi-Pakistan with the capacity to refine 100,000 barrels perday (4.5 Million tons per annum) of crude oil. As per project sponsors,the estimated capital cost of the project is US$ 750 million. TheEngineering, Procurement & Construction (EPC) contract isexpected to be awarded by December 2016, subject to the ProjectFinancial Close. After award of the EPC contract the constructionwill take approximately 30 months.

iii. Attock Refinery Limited (ARL) is undertaking project of its capacityenhancement from existing 43,000 barrels per day to 53,000 barrelsper day. The planned capacity addition of 10,000 barrels per daywhich is expected by October 2016 will enhance country’s refiningcapacity by 0.45 Million tons per annum.

49. *Ms. Parveen Masood Bhatti:

Will the Minister for Communications be pleased to state:

(a) whether it is a fact that the Prime Minister has given the approvalfor construction of Motorway from Hyderabad to Sukkur;

(b) if so, the time by which the construction work will be started onsaid Motorway?

Minister for Communications: (a) Expression of Interest (EOI) have

been invited from interested parties to qualify potential bidders for inviting bids forConstruction of Hyderabad - Sukkur Motorway, 296 km long 6-lane dividedProject on Build-Operate-Transfer.

Last date for submission of EOI is Nov. 15, 2016.

(b) It is expected that construction work shall commence before June2017, subject to receiving a workable Proposal.

50. *Mir Aijaz Hussain Jakhrani:

part of Peshawar-Kabul Motorway. Currently procurement of the InternationalConsultants for conducting the feasibility study and design is in final stage. Theprocess of procurement will be completed by the end of November, 2016.

(b) Six-months period is fixed for the feasibility study and constructionperiod required for completion of the project will be 36-48 months subject toavailability of funds.

52. *Begum Tahira Bukhari:

Will the Minister for Parliamentary Affairs be pleased to state whetherthere is any proposal under consideration of the Government toincrease the number of seats of National and Provincial Assemblies forthe next general election?

(a) the total expenditure to be incurred on the reconstruction ofLahore-Islamabad Motorway; and

Minister for Communications: (a) NHA has signed a ConcessionAgreement with M/s MORE (FWO) for Overlay, Rehabilitation and Modernizationof Lahore-Islamabad Motorway M-2 on BOT (Build, Operated Transfer) basisfor a period of twenty (20) years, and the said project was inaugurated by thePrime Minister of Pakistan on 15-12-2014.

As per Schedule-W, of the BOT project “Total Project Costs” (Page,235) of Concession Agreement with M/s MORE (copy attached), total cost ofthe project is Rs. 30,935 Million (including Toll Plazas, Weigh Stationsand Workshops). Interest (for the construction Phase 3 years) is Rs. 5,068 Million.Hence, final cost of the project is Rs. 36,825 Million including interest andguaranteed upfront payment (Rs. 9,500 Million).

Motorway M-2 is a Built, Operate and Transfer (BOT) project assignedto M/s MORE (FWO) for a period of twenty years. The detail of expendituresincurred so far on the BOT project does not fall in NHA purview.

(b) To ensure standard and quality of work on Motorway M-2, QualityAssurance Inspector (M/s ACC) and consultant (M/s Zeeruk International) hasbeen appointed. Furthermore, NHA field staff also monitors the quality and standardof re-construction work executed by the concessionaire.

(c) As per the Concession Agreement, the completion period forreconstruction work was three (03) years which was reduced to two (02) years inaccordance with the directions of Prime Minister of Pakistan. The Concessionairehas completed the reconstruction activities in less than (02) years, well beforestipulated construction period.

(a) the total amount recovered by the National AccountabilityBureau (NAB) since its establishment; and

is Halal and Pure for human health, the two samples of Aseel Pure Ghee (UAE)and LURPAK PREMIUM Ghee (Denmark) were taken by Pakistan Standardsand Quality Control Authority (PSQCA) from local market for analysis as perrelevant Pakistan Standard Specification PS: 4873-2008 and checking of Haramingredients (Lard Adulteration) if any. The same were forwarded to PCSIR forexamination of Haram ingredients (Lard Adulteration) reports of PCSIRLaboratories Karachi.

Both the samples checked by PCSIR were found free from haramingredients / Lard Adulteration (test reports are attached at Annexure — I & II).

PSQCA determine other parameters of the samples of Aseel Pure Ghee(UAE) and LURPAK PREMIUM Ghee (Denmark). The para meters of AseelPure Ghee (UAE) are within range (Annexure — Ill). However, LURPAKPREMIUM Ghee (Denmark) does not conform to the requirement of relevantPakistan Standard. Specification in respect of Butyro Refractrometer test(Annexure — IV).

* Black Law Dictionary....(English-Urdu) by National LanguageAuthority.

8. Urdu spellings and grammer should be given special immportance intranslation.

Minister for Law and Justice (Mr. Zahid Hamid): (a) There is nosubject-wise list of titles of laws or rules as various subjects are dealt with byvarious Ministries /Divisions / Organizations. However, Ministry / Division-wiselist of Laws and Rules is available at the website of the Ministry of Law and Justiceand can be accessed at molaw.gov.pk.

(b) In view of the reply at (a) above, part (b) does not require a reply.

(c) This Division has taken-up a detailed exercise to consolidateup-date and amend the laws in Pakistan Code and a dedicated Law ReviewCommittee has been constituted under the Minister for Law and Justice. TheCommittee has completed the first round of meetings with all Divisions of theFederal Government and requested them to present their recommendations aswell as comments on the proposals shared with them on the laws being administeredby the concerned Division under the Rules of Business, 1973. Second round ofthe said meetings is in progress wherein comments of the Divisions are beingdeliberated and considered.

(d) As mentioned in part (c), the issue of anomalies, inconsistencies anddifficulties are also being considered in the aforesaid Committee.

(c) The Electoral Laws listed in Annex-I are under active review of theParliamentary Committee on Electoral Reforms constituted by the NationalAssembly. The Election Commission of Pakistan has been meaningfully assistingthe Committee in reviewing/ consolidating the relevant laws.

(d) The authority to administer/ implement the laws contained in the listat Annex-I, vests in the following constitutional bodies:—

(i) Electoral Laws (Election Commission of Pakistan).

(ii) Laws relating to Parliament: (National Assembly and SenateSecretariats)

Annex-IGOVERNMENT OF PAKISTAN

MINISTRY OF PARLIAMENTARY AFFAIRS

(a) the total number of women subjected to honour killing in thecountry during the year 2016; and

(b) the steps taken by the Government in this regard?

Minister for Human Rights (Mr. Kamran Michael): (a) As perinformation compiled by the Ministry of Human Rights, through media monitoring,the total number of women subjected to honor killing in the country during theyear 2016 (till 20th October) is 181.

(b) The Government of Pakistan is committed to ensure Human Rightsof all citizens as envisaged under the Constitution as well as internationalcommitments by adopting all possible measures to ensure protection and promotionof such rights. i.e. rights of women, children, persons with disabilities and minorities,etc. The review and revision of women related laws is priority of the Government.Recently, Anti Honor Killing and Anti Rape Bills have been unanimously approvedin the joint session of the Parliament. The Ministry regularly takes up all HumanRights violation cases including the cases of honor killings with the concernedauthorities for their redressal.

Steps taken/ being taken by the Government for protection of rights of allcitizens and to prevent the cases of honor killings are as under:

1. Action Plan for Human Rights, approved by the Prime Minister ofPakistan on 13th February, 2016, is being implemented to furtherimprove situation of human rights in the country. The Action Planprovides for the following interventions in order to ensure protectionof Women’s Rights:

i. Formulation of National Policy Guidelines on Gender BasedViolence (GBV).

ii. Study to review all discriminatory legislation against women.

iii. Establishment of new Crisis Centers for women andstandardization of existing services at district level.

iv. Designing, and execution of Men Engage Model Program toeliminate Gender Based Violemce.

v. Directions for a uniform Women’s Empowerment Package forFederal and Provincial Governments under Article 149 of theConstitution of Islamic Republic of Pakistan.

2. An amount of Rs. 750 million has been approved to put in placeinstitutional mechanisms for realizing the rights proposed in the ActionPlan which includes an amount of Rs. 400 million for human rightseducation, sensitization, awareness raising, research andcommunication, Rs. 250 million for establishment of National Instituteof Human Rights for capacity building, training, research anddevelopment and Rs. 100 million Endowment Fund for Free LegalAid for Poor Victims of Human Rights Violations.

3. A Project titled, Helpline “1099” for Legal Advice to the victims ofHuman Rights Violations has been launched. The Helpline (1099)provides referral services to address grievances of the victims. PublicNotices have been issued in newspapers to create awareness amongthe masses in this regard. Since 10th February, 2016 total callsreceived are 36341, out of which 4696 cases were eligible whichwere taken up with the relevant departments for redressal.

4. National Commission for Human Rights (NCHR) has beenestablished with a broad mandate and powers to take suo-motoactions. The Ministry of Human Rights has also notified the NCHRComplaint Rules, 2015 which comprehensively elaborate theprocedure regarding evaluating and disposing of complaints of HumanRights Violations, including the cases of rape and honor killings.

5. Ministry of Human Rights has formulated a draft National PolicyFramework for promotion and protection of human rights aftercompleting the consultative process at federal and provincial level.The draft has been circulated among the Ministries/Divisions for finalconsultation/input before submission to the Federal Cabinet for itsapproval. The task for formulation of Provincial Strategies on HumanRights has also been started in collaboration with ProvincialGovernments.

6. A National Task Force (NTF) to monitor implementation of ActionPlan for Human Rights has been notified under the chair of FederalMinister for Human Rights comprising parliamentarians (one eachfrom National Assembly & Senate of Pakistan), relevant FederalMinistries and Provincial Human Rights Departments. Provincial TaskForces (PTFs) in Punjab, Khyber Pakhtukhwa and Sindh have alsobeen approved. Establishment of Provincial Task Force in Balochistanis also in process.

7. Establishment of District Human Rights Committees on Human Rightsis in process to review human rights situation in the country.

8. Human Rights Management Information System (HRMIS) is alsobeing established to review human rights situation on scientific grounds.

9. The Ministry of Human Rights has initiated Public AwarenessCampaign on Human Rights Education and Sensitization under theAction Plan for Human Rights through Seminars as well asadvertisements in print and electronic media. The campaign’s targetis general public, civil society, researchers, academia, students,government functionaries and different segments of society. Thecampaign focuses Right to Life, mainly to prevent honor killing, besidespromotion of Human Rights’ values for creating a culture of toleranceand respect. In this regard, the following activities have beenundertaken:

i. 09 Seminars have been organized in various universities during2015 and 24 Seminars during 2016 as a part of Human RightsEducation, Sensitization & Awareness Raising

ii. 3 Day Public Awareness Campaign on Pakistan RadioNetwork, PTV and ATV has been launched for awarenessraising among the general masses. Moreover, 6 Day PublicAwareness Campaign has been launched on print media throughpublishing half page/quarter page advertisements.

iii. “Information, Education and Communication (IEC) Materialon Human Rights Issues” has been developed as a part of PublicAwareness Program. The material also contains messagesagainst honor killing. International Human Rights Day(10th December) and International Women’s Day (08 March)are also celebrated as regular features in order to createawareness among the masses.
