Dear Scout Friends,

I am pleased to bring you the first Bulletin of the 23rd World Scout Jamboree, which will be hosted in Japan in 2015. The theme of the Jamboree is “WA: a Spirit of Unity.” It represents the very essence of Japan, such as harmony and unity, and furthermore it represents Japan itself as well. Scouts gathered from all over the world will actively discuss and think about global issues such as peace, and reflect upon their lives through various programmes which will have prepared to encourage their personal development. Friendships fostered at the 23rd World Scout Jamboree will flourish far into the future.

As you are aware, Japan suffered a great loss from the Great East Japan Earthquake on 11th March 2011. With the heart-warming support that we have received from people all over the world, especially Scouts, the reconstruction effort have made great strides. I would like to express our sincerest gratitude for the support given to us, and assure you that we will be ready to welcome you all at the 23rd World Scout Jamboree.

We are looking forward to meeting Scouts from all over the world in 2015.

Bulletin #01July 2012

What is the bulletin?

During the next 3 years, we will be publishing Bulletins in order to provide National Scout Organizations (NSOs) and their contingents with information to prepare for the 23rd World Scout Jamboree. The Bulletins will be distributed through SCOUTPAK of the World Scout Bureau to all NSOs. In addition to the Bulletins, there will be other means of communication, the website being the main one (www.23wsj.jp).

With active participation of Scouts from all around the world, the 23rd World Scout Jamboree will be a small world where participants discover the integration of tradition and cutting edge technology, peace building, environment and disaster prevention through experience.After this once in a lifetime event, Scouts gathered from all around the world will return to their countries as messengers of peace with a feeling of unity in Scouting in their hearts.

Jamboree Design

The Jamboree logo is created based on the traditional Japanese Mizuhiki knot. The impressive and decorative string and knot represent the energy, new experiences and meetings at the Jamboree and the unity of the Scouts gathered from all over world. The three colours represent the Jamboree concepts: Energy, Innovation and Harmony.

The Mizuhiki knot is made of Japanese paper, used as a gift for occasions such as weddings and childbirth. It is said that the motion of the knot represents the bond between people. The logo hopes to create the bond between the Scouts gathered from all over the world. On the lower right side of the logo, the kanji character “和” (WA) illustrates the meaning of the Mizuhiki.

In addition, on the right of the logo, the Jamboree title is indicated in English and French, and as Jamboree is an official event of the World Organization of the Scout Movement (WOSM), the World Scout emblem is featured.

In accordance with the 23rd World Scout Jamboree Design Guidelines attached to this Bulletin, NSOs may use the logo and other design elements included in the 23rd World Scout Jamboree Design Guidelines; for example, to create a contingent badge.

Concepts

The overall Jamboree theme, “WA: a Spirit of Unity”, will embraces the three concepts: Energy, Innovation and Harmony.

Energy:The 23rd World Scout Jamboree will demonstrate the energy of the Scouts from around the world, the dynamism of the Scout Movement and the active involvement of Scouts in a number of fields.

Innovation:The Jamboree experience, learning cultures and traditions and different ways of thinking will inspire a new innovation.

Harmony:Harmony represents a Culture of Peace, where Scouts with different cultures, religions and backgrounds gathered from around the world, live together, respect and help one other.



Eligibility

ParticipantsandUnitLeadersMale and female Scouts aged 14 to 17 years old at the start of the Jamboree are eligible to take part at the 23rd World Scout Jamboree as participants. A unit will consist of 4 patrols, with each patrol consisting of 9 Scouts and an adult leader. Therefore, a unit will consist of 4 adult leaders and 36 Scouts.

Members of the World Association of the Girl Guides and Girl Scouts (WAGGGS) may take part at the 23rd World Scout Jamboree under the conditions agreed between WOSM and WAGGGS as follows:

• For Scout and Guide National Organizations (i.e. members of both WOSM and WAGGGS – known as “SAGNOs”), invitations to the World Scout Jamborees are addressed not only to WOSM registered youth and adults but also those members registered with WAGGGS.

• Youth and adults of National Girl Guide/ Girl Scout Associations (i.e. those that are members of WAGGGS only) may attend the event with the agreement of the WOSM organization in their country. Girl Guides/ Girl Scouts attending such events will be part of the respective national Scout contingent. There will therefore be no WAGGGS contingent.

Each NSO must not exceed the 10% of the total expected number of participants agreed by the World Scout Committee; therefore expected maximum size of one contingent is 3,000.

ContingentManagementTeam(CMT)Each national contingent will form a team of adult leaders to support the participants. Each Contingent Management Team will have a headquarters on the Jamboree site and will camp in the adult camp area. InternationalServiceTeam(IST)In order to make Jamboree happen we need about 6,000 members of the International Service Team (IST). Scouts who are at least 18 years of age at the start of the Jamboree are welcome to join the IST, and help to make the Jamboree happen. IST should be able to communicate in English and/or French, and be ready to perform any tasks

JamboreePlanningTeamWe are currently recruiting members of the Jamboree Planning Team (JPT), which supports the planning of the Jamboree. JPT is open to experienced volunteers, excluding the members of the Scout Association of Japan, willing to advise on a voluntary basis during the planning phase of the Jamboree with his or her expertise. All applications must come through the NSOs of the individuals concerned. Please see more details of the application process on our website.

Jamboree Fee

The Jamboree fee will be announced in the second Bulletin.

Access to the Jamboree Site

The official points of entry will be announced in the second Bulletin. Below are the airports and train station located around the Jamboree site.

FukuokaAirport, which is about 2 hours drive away from Jamboree site, has direct flights to Incheon (Seoul), Hong Kong, Manila, Bangkok, Taipei, Singapore and 12 other Asian cities. In addition to those direct international flights, American Airlines, British Airways and several other international airlines have connection and code-share flights.

Shin-YamaguchiStation (Japan Rail, Shinkansen) will be the main gateway for those traveling to and from the Jamboree by train. Shin-Yamaguchi is about 4.5 hours from Tokyo and 2 hours from Osaka by Shinkansen (bullet train).

YamaguchiUbeAirport, the airport closest to Jamboree site, has 9 flights to and from Tokyo daily. It is about 30 minutes drive away from Jamboree site.

Kansai InternationalAirport, which is about 4 hours drive away from Jamboree site, has direct flights from many cities around the world including Frankfurt, Helsinki and Istanbul.

Iwakuni Kintaikyo Airport (to be open in December 2012), which is about 1hour 50minues drive away from Jamboree site.

The 23rd World Scout Jamboree will be held in Kirara-hama, Yamaguchi, Japan.

Japan is an island country in the Pacific Ocean, where beautiful nature and modern cities coexist. You can find rich traditional culture as well as modern culture such as animation in Japan.

Yamaguchi is located in the western part of Japan facing the calm Seto Inland Sea. It exemplifies many aspects of contemporary Japan such as modern city, beautiful nature, traditional performing arts, old buildings as well as modern industries.

The Jamboree Site

The Jamboree Site Kirara-hama

TheJamboreeSite:Kirara-hamaKirara-hama is a reclaimed land in Yamaguchi-City, which is located in the western part of Honshu, extending about 1 km from north to south and 3 km from east to west (286 ha), and is equipped with developed facilities and parks. Kirara-hama was the site for Japan Expo Yamaguchi in 2001.

ClimateOver the past 5 years, the temperature at Yamaguchi City in August has averaged 27.9 degrees Celsius, with precipitation averaging 157.7 mm. Since the Jamboree site faces the Seto Inland Sea, strong winds sometimes blow.

Over the past 8 years, the weather from 31st July to 9th August has been mainly sunny, but with occasional showers and cloudy skies.



The World Scout Jamboree is an opportunity for participants to experience quality Scouting programme based on the definition, purpose, principles, and the Scout Method, and also the needs of young people. Participants will develop physically, intellectually, emotionally, socially and spiritually through large-scale camping experience in an international environment supported by adults.

The whole Jamboree experience will form the Jamboree programme. These incudes the programmes such as module activities, Subcamp life, interaction and exchange with Scouts gathered from all around the world, with the essence of the theme and the three concepts.

Below is outline of the programmes we intend to offer.

Module Activities

Module activities will be carried out both inside and outside the Jamboree site. Below are the themes for module activities.

GlobalDevelopmentVillageThis activity will be designed to raise participants’ awareness of global issues such as peace, the environment, development and disaster prevention. We will be seeking the active involvement of UN agencies, NGOs and NPOs.

CultureThis activity promotes cultural exchanges among participants and cultivates respect for other cultures. Participants learn about traditional Japanese culture, such as ikebana (flower arrangement) and tea ceremony, and the

country’s contemporary popular culture, such as anime. Furthermore, each contingent will have an opportunity to share its own culture, including traditional arts and artefacts, with other participants at the Jamboree.

ScienceParticipants learn about the benefits of science and technology as well as the associated problems. In addition, participants may have the opportunity to learn about advanced technology in Japan, such as the Shinkansen (bullet train).

CommunityParticipants visit 19 Cities and Towns in Yamaguchi and interact with the local people. Through the interaction, they will be able to compare what they observe and experience with the culture of their own country.

NatureParticipants learn about the rich biodiversity of Japan through the hiking and nature activities. By living in the camp and exploring nature, participants can better understand the need to live in harmony with nature and to protect it.

WaterParticipants enhance physical growth through activities at the nearby beach and indoor swimming pool.

PeaceParticipants deepen the understanding about World Peace and their role as messengers of peace through the activities at the Hiroshima Peace Memorial Museum and on-site peace related activities.

Other Activities

During the free time, there will be a wide choice of programmes such as Subcamp activities and the World Scout Centre.

Faith & Beliefs zone is always available for participants for their own faith and to learn about other religions.

Furthermore, Young Correspondents will experience the media operation and dispatch stories of the Jamboree to the world.

Representation at the Hiroshima Peace Memorial Ceremony

We are planning to delegate representative Scouts—possibly one or two from each National Scout Organization—to attend the Peace Memorial Ceremony in Hiroshima on 6th August 2015. This will be an opportunity to think about peace and promote peace around the world.

Operation Kirara

In order to support Scouts with economic difficulties, we are going to establish a solidarity operation named Operation Kirara. At the 23rd World Scout Jamboree, this will serve as an invitation programme for Scouts from less priviledged countries.

Home Hospitality

The 23rd World Scout Jamboree will offer a Home Hospitality programme before or after the Jamboree in Japan. Scouts will stay with Scout families for 2-3 days. The home hospitality programme will be an opportunity for Scouts from overseas to deepen their understanding of Japanese culture, customs and way of life, and to cultivate mutual understanding. If you wish, trips in Japan can be arranged at your own expense. Subsequent Bulletins will include more information about the Home Hospitality Programme, such as registration and the estimated availability.

Study Visit at the pre-Jamboree for 23WSJThere will be several opportunities to visit the Jamboree site before 2015. The first opportunity is the 23rd World Scout Jamboree study visit at the pre-Jamboree in 2013. In 2013, we will hold the 30th Asia Pacific Regional Scout Jamboree (also held as the 16th Nippon Jamboree) as the pre-Jamboree for the 23rd World Scout Jamboree. At this event, we will organize a Study Visit for the NSOs. The details such as fees
